Evaluation der Arbeitsmarktpolitik
Arbeitsmarktpolitik soll neben der Wirtschafts- und Strukturpolitik sowie der Arbeitszeit- und Lohnpolitik einen Beitrag zur Bewältigung der Arbeitslosigkeit leisten. Aber ist sie dabei auch erfolgreich und stehen die eingebrachten Mittel in einem angemessenen Verhältnis zu den erzielten Wirkungen? Die Evaluationsforschung geht der Frage nach den Beschäftigungseffekten und den sozialpolitischen Wirkungen auf individueller und gesamtwirtschaftlicher Ebene nach. Das Dossier bietet weiterführende Informationen zu Evaluationsmethoden und den Wirkungen von einzelnen Maßnahmen für verschiedene Zielgruppen.

Erstere sollen vor allem die Beschäftigungschancen der Geförderten auf dem ersten Arbeitsmarkt steigern. Letztere zielen primär darauf ab, deren soziale Teilhabe zu verbessern. "The Paycheck Protection Program (PPP) provided small businesses with roughly $800 billion dollars in uncollateralized, low-interest loans during the pandemic, almost all of which will be forgiven. With 93 percent of small businesses ultimately receiving one or more loans, the PPP nearly saturated its market in just two months. We estimate that the program cumulatively preserved between 2 and 3 million job-years of employment over 14 months at a cost of $170K to $257K per job-year retained. These estimates imply that only 23 to 34 percent of PPP dollars went directly to workers who would otherwise have lost jobs; the balance flowed to business owners and shareholders, including creditors and suppliers of PPP-receiving firms. Program incidence was highly regressive, with about three-quarters of PPP funds accruing to the top quintile of households. This compares unfavorably to the other two major pandemic aid programs, enhanced UI benefits and Economic Impact Payments (i.e. stimulus checks). PPP's breakneck scale-up, its high cost per job saved, and its regressive incidence have a common origin: PPP was essentially untargeted because the United States lacked the administrative infrastructure to do otherwise. The more targeted pandemic business aid programs deployed by other high-income countries exemplify what is feasible with better administrative systems. Building similar capacity in the U.S. would enable greatly improved targeting of either employment subsidies or business liquidity when the next pandemic or other large-scale economic emergency occurs, as it surely will." "Using administrative database containing work history and programme participation for the entire national workforce, the paper evaluates Slovenia's four main active labour market programmes: institutional training, on-the-job training, wage subsidies and public works. The studied outcomes range from post-unemployment employment probability and job quality to cumulative effects on employment and earnings over the longer run, and also include programmes' cost-effectiveness. We identify programme effects by comparing outcomes of treatment and control groups using propensity score matching. The results show that the programmes perform rather well judged both by their impact on labour market outcomes and by their cost-effectiveness: except for public works, all programmes are found to have a net benefit in terms of government expenditures. Our results are robust to time-invariant unobserved heterogeneity in the treatment and control groups, as we corroborate the baseline propensity score matching results with a difference-in-difference estimator." "We ran a large randomized controlled experiment among about 150,000 recipients of unemployment benefits insurance in France in order to evaluate the impact of part-time unemployment benefits. We took advantage of the lack of knowledge of job seekers regarding this program and sent emails presenting the program. The information provision had a significant positive impact on the propensity to work while on claim, but reduced the unemployment exit rate, showing important lock-in effects into unemployment associated with part-time unemployment benefits. The importance of these lock-in effects implies that decreasing the marginal tax rate on earnings from work while on claim in the neighborhood of its current level does not increase labor supply and increases the expenditure net of taxes of the unemployment insurance agency." "We investigate the effectiveness of three different job-search and training programmes for German long-term unemployed persons. On the basis of an extensive administrative data set, we evaluated the effects of those programmes on various levels of aggregation using Causal Machine Learning. We found participants to benefit from the investigated programmes with placement services to be most effective. Effects are realised quickly and are long-lasting for any programme. While the effects are rather homogenous for men, we found differential effects for women in various characteristics. Women benefit in particular when local labour market conditions improve. Regarding the allocation mechanism of the unemployed to the different programmes, we found the observed allocation to be as effective as a random allocation. "This paper examines the impact of an experiment in North Macedonia in which vulnerable unemployed individuals applying to a subsidized employment program were randomly selected to attend job interviews. Employers hiring a new employee from the target population receive a subsidy covering the wage cost of the worker for the first six months. Using administrative employment data, we find that attending the job interview led to an increase of 15 percentage points in the likelihood of being employed 3.5 years after the start of the intervention. "In-work benefits (IWB) have become mainstream social policy programmes in modern welfare states. Aimed at employment promotion as well as poverty reduction, their introduction and expansion have been supported by both centre-right and centre-left governments. However, the article argues that policy positions towards IWB are essentially unstable. Political preferences can alter fast, with the same actors advocating IWB growth at one time and containment at another. In part, this is influenced not only by prevailing socio-economic conditions but also by the institutional shape of IWBs, their interaction with complementary policies, and their inherently ambiguous nature. Characterized by multiple aims, IWBs occasionally offer political opportunities but often create challenges and even confound policymaking. Thus, the understanding of the politics of IWB requires a careful consideration of the particular properties of concrete IWBs and the ways in which they relate to other policy arenas. "Asking whether social policies can alter the experience of unemployment, this article systematically evaluates whether participation in active labour market policies (ALMPs) influences the well-being of the unemployed. With consistently high unemployment rates in Organisation for Economic Co-operation and Development (OECD) countries, scholars have started to examine the impact of ALMP schemes on a variety of tangible economic outcomes, but place little focus on their sociological and psychological impacts. Using a novel panel survey, the IZA Evaluation Dataset, I employ a propensity score matching approach combined with difference-in-differences to address selection on both observables and unobservables. Consistent with my theoretical predictions, I find evidence that ALMP programmes that are most like regular employment, namely wage subsidies and subsidized self-employment, have the strongest impact on the well-being of the unemployed. "Social procurement policies, which aim to create employment opportunities for vulnerable groups, such as the long-term unemployed and the disabled, have become increasingly popular in recent years. Despite their growing popularity, empirical research on this topic is limited. Combining insights from the social policy and public administration literatures, we explore the development and implementation of 'social return' policies by the Dutch government. These policies are a form of social procurement that require private employers to spend a percentage of public tenders to hire individuals far removed from the labor market. Social procurement appears, by definition, to be a form of social investment. However, our analysis of the ideas underlying its use in the Netherlands suggests that significant contradictions exist, with evidence of neoliberal New Public Management tendencies, social investment, and the more recent form of public administration, New Public Service. Using extensive document analysis of parliamentary documents, discussions and evaluative reports from 2008 to 2014, we reveal the tensions inherent in the Dutch approach and discuss possible implications for our understanding of social policy and administration as well as social protection." "We summarize the estimates from over 200 recent studies of active labor market programs. We classify the estimates by type of program and participant group, and distinguish between three different post-program time horizons. Using regression models for the estimated program effect (for studies that model the probability of employment) and for the sign and significance of the estimated effect (for all the studies in our sample) we conclude that: (1) average impacts are close to zero in the short run, but become more positive 2 - 3 years after completion of the program; (2) the time profile of impacts varies by type of program, with larger average gains for programs that emphasize human capital accumulation; (3) there is systematic heterogeneity across participant groups, with larger impacts for females and participants who enter from long term unemployment; (4) active labor market programs are more likely to show positive impacts in a recession." "We study the role of notifications in the evaluation of training programs for unemployed workers. Using a unique administrative data set containing the dates when information is exchanged between job seekers and caseworkers, we address three questions: Do information shocks, such as notification of future training, have an effect on unemployment duration? What is the joint effect of notification and training programs on unemployment? Can ignoring information shocks lead to a large bias in the estimation of the effect of training programs? We discuss these issues through the lens of a job search model and then conduct an empirical analysis following a 'random effects' approach to deal with selectivity. We find that notification has a strong positive effect on the training probability but a negative one on the probability of leaving unemployment. This 'attraction' effect highlights the importance of accounting for notifications in the evaluation of active labor market policies." "Die vorliegende IAB-Stellungnahme befasst sich mit dem Konzeptpapier 'Qualifizierungsoffensive - Wissen und Sicherheit für den Wandel' des Bundesministeriums für Arbeit und Soziales (BMAS 2018). Das Bundesministerium will damit Impulse für eine Diskussion über die Weiterentwicklung der Arbeitsförderung geben. Die Vorschläge sollen dazu beitragen, den Zugang zur Weiterbildungsförderung zu erleichtern, die Rahmenbedingungen und Institutionen für Qualifizierung zu verbessern, den Bezug von Arbeitslosengeld für kurzfristig beschäftigte Menschen zu erleichtern und die Bezugsdauer für Personen in Qualifizierungsmaßnahmen zu verlängern. Die gesetzliche Umsetzung muss noch auf den Weg gebracht werden. Aus Sicht des IAB dürfte berufliche Weiterbildung im digitalen und demografischen Wandel zunehmend an Bedeutung gewinnen. Wichtig wäre, dass gesetzliche Änderungen so umgesetzt werden, dass Fehlanreize möglichst vermieden werden und die intendierten Zielsetzungen erreicht werden können. Das Thema Weiterbildungsberatung wird in dem vom BMAS vorgelegten Konzept nur am Rande angesprochen. Eine leicht zugängliche, ergebnisoffene und individuelle Weiterbildungsberatung könnte in der Zukunft eine immer wichtigere Rolle spielen, um die individuelle Motivation für eine Weiterbildung zu erhöhen." Abstract
"This paper studies how New Start Jobs (Nystartsjobb) and Employment Subsidies (Anstallningsstod) affect Swedish firms. We study effects on the number of employees, firm performance and other firm level outcomes. We use Swedish administrative data from the period 1998-2008. One result is that treated firms substantially outperform other recruiting firms after hiring through subsidies, both in terms of the number of employees and in terms of various production measures, despite having identical pre-match trajectories. This pattern is clear for the period with Employment Subsidies, but less clear for the period with New Start Jobs. For New Starts Jobs we instead see that they have a clear positive effect on firms' survival rates. Overall, our results suggest that targeted employment subsidies can have large positive effects on post-match outcomes of the hiring firms." (Author's abstract, IAB-Doku) ((en))
