Evaluation der Arbeitsmarktpolitik

Arbeitsmarktpolitik soll neben der Wirtschafts- und Strukturpolitik sowie der Arbeitszeit- und Lohnpolitik einen Beitrag zur Bewältigung der Arbeitslosigkeit leisten. Aber ist sie dabei auch erfolgreich und stehen die eingebrachten Mittel in einem angemessenen Verhältnis zu den erzielten Wirkungen? Die Evaluationsforschung geht der Frage nach den Beschäftigungseffekten und den sozialpolitischen Wirkungen auf individueller und gesamtwirtschaftlicher Ebene nach. Das Dossier bietet weiterführende Informationen zu Evaluationsmethoden und den Wirkungen von einzelnen Maßnahmen für verschiedene Zielgruppen.

    Abstract

    "Active labour market policies (ALMPs) have evolved as pivotal social policy instruments designed to place the unemployed and other disadvantaged groups in sustainable employment. Yet, little is known about what drives employer participation in such initiatives. This article provides a nuanced account of the socio-economic aspects of the demand-side of ALMPs, by investigating employer embeddedness in wider social networks created by employer associations and employee collective voice as enabling mechanisms for employer participation in ALMPs. Drawing on an original survey of employers in the United Kingdom (UK) and Denmark, we found that the extent of employer embeddedness in such social networks is positively associated with employer participation in the UK but not in Denmark, where the effect was indirect and mediated through collective bargaining. The effects of employer network ties and employee collective voice affirm the importance of a more integrated analysis of the interactions between network ties and institutions in ALMP research."     "Using administrative database containing work history and programme participation for the entire national workforce, the paper evaluates Slovenia's four main active labour market programmes: institutional training, on-the-job training, wage subsidies and public works. The studied outcomes range from post-unemployment employment probability and job quality to cumulative effects on employment and earnings over the longer run, and also include programmes' cost-effectiveness. We identify programme effects by comparing outcomes of treatment and control groups using propensity score matching. The results show that the programmes perform rather well judged both by their impact on labour market outcomes and by their cost-effectiveness: except for public works, all programmes are found to have a net benefit in terms of government expenditures. Our results are robust to time-invariant unobserved heterogeneity in the treatment and control groups, as we corroborate the baseline propensity score matching results with a difference-in-difference estimator."     "Measurement errors are often a large source of bias in survey data. Lack of knowledge of the determinants of such errors makes it difficult for data producers to reduce the extent of errors and for data users to assess the validity of analyses using the data. We study the determinants of reporting error using high quality administrative data on government transfers linked to three major U.S. surveys. Our results support several theories of misreporting: Errors are related to event recall, forward and backward telescoping, salience of receipt, the stigma of reporting participation in welfare programs and respondent's degree of cooperation with the survey overall. We provide evidence on how survey design choices affect reporting errors. Our findings help survey users to gauge the reliability of their data and to devise estimation strategies that can correct for systematic errors, such as instrumental variable approaches. Understanding survey errors allows survey producers to reduce them by improving survey design. Our results indicate that survey producers should take into account that higher response rates as well as collecting more detailed information may have negative effects on survey accuracy."     "Employment subsidy programs have experienced considerable expansion across Europe in recent decades. To date, most studies analyzing this policy shift have assumed that these programs are largely equivalent in terms of their designs, effects, and explanations. In contrast, this article argues that employment subsidies are best understood as versatile multi-purpose tools that can be used as means to rather different distributional ends. Using Multiple Correspondence Analysis to explore novel data from hundreds of employment subsidy programs across Europe, this article develops a new typology based on two overarching trade-offs. The typology highlights that employment subsidies may be designed to counteract as well as to sustain insider/outsider divides in the labor market, and that they may be designed to tackle either structural or cyclical labor market problems. In a first empirical evaluation of the typology, programs with different designs are found to vary systematically in terms of distributional outcomes and starting conditions."     "In social policy discussions about activation or ALMP (Active Labour Market Policies), most attention is paid to supply-side approaches, directed towards jobless individuals. In these discussions, little attention is given to demand-side approaches aimed at activating employers, or combined workplace-oriented approaches that combine supply and demand-side elements. The aim of this article is to introduce demand-side and combined approaches developed within the fields of disability policy and vocational rehabilitation to scholarly discussions about activation and ALMP. By comparing these three approaches, we show that demand-side and combined approaches challenge key assumptions underlying the dominant supply-side approaches. They do so by representing different views of a) work - as a right instead of a duty; b) the problem of reduced work capacity - not as individual failure, but rather as a prejudice in attitudes among employers or as a gap between capacities and demands; c) the employers and the labour market - as transformable instead of fixed. Supply-side, demand-side and combined workplace-oriented approaches share the aim of labour market integration; however, their developments seem to have taken place largely in isolation from each other.     "In a standard Diamond-Mortensen-Pissarides labour market with frictions, the authors seek to determine when there is more employment with individual wage bargaining than with collective wage bargaining, using a wage equation generated by the standard total surplus sharing rule. Using a Cobb-Douglas production function, they find that if the bargaining power of the individual is high compared to the bargaining power of the union, there is more unemployment with individual wage setting and vice versa. When the individual worker and the union have the same bargaining power, if the cost of opening a vacancy is sufficiently high, there is more unemployment with individual wage setting. Finally, for a constant marginal product of labour production function AL, when the individual worker and the union have the same bargaining power, individual bargaining produces more unemployment."     "This paper provides a meta-analysis of microeconometric evaluation studies on the effectiveness of active labor market policies. The analysis is built upon a systematically assembled data set of causal impact estimates from 57 experimental and quasi-experimental studies, providing 654 estimates published between January 1990 and December 2017. We distinguish between the short and longer term impacts in our analysis; at 6, 12, 24, and 36 months after program start. After correcting for publication bias and country-specific macroeconomic characteristics, subsidized labor and public employment programs have negative short-term impacts, which gradually turn positive in the longer run. Schemes with enhanced services including job-search assistance and training programs do not have these negative short-term effects, and stay positive from 6 until 36 months after program start."     "We propose a new model for measuring uncertainty and its effects on the economy, based on a large vector autoregression with stochastic volatility driven by common factors representing macroeconomic and financial uncertainty. The uncertainty measures reflect changes in both the conditional mean and volatility of the variables, and their impact on the economy can be assessed within the same framework. Estimates with U.S. data show substantial commonality in uncertainty, with sizable effects of uncertainty on key macroeconomic and financial variables.     "We study the role of notifications in the evaluation of training programs for unemployed workers. Using a unique administrative data set containing the dates when information is exchanged between job seekers and caseworkers, we address three questions: Do information shocks, such as notification of future training, have an effect on unemployment duration? What is the joint effect of notification and training programs on unemployment? Can ignoring information shocks lead to a large bias in the estimation of the effect of training programs? We discuss these issues through the lens of a job search model and then conduct an empirical analysis following a 'random effects' approach to deal with selectivity. We find that notification has a strong positive effect on the training probability but a negative one on the probability of leaving unemployment. This 'attraction' effect highlights the importance of accounting for notifications in the evaluation of active labor market policies."     "This work analyses the effects of labour market structural reforms by means of the labour-augmented 'Schumpeter meeting Keynes' (K+S) Agent-Based model. We introduce a policy regime change characterized by a set of structural reforms on the labour market. Confirming a recent IMF report, the model shows how structural reforms reducing workers' bargaining power and compressing wages tend to increase (a) unemployment, (b) functional income inequality and (c) personal income inequality.     "Identifying policy relevant treatment effects from randomized experiments requires the absence of spillovers between participants and nonparticipants (SUTVA) or variation in observed treatment levels. We find that SUTVA is violated for a Danish activation program for unemployed workers. Using a difference-in-difference model we show that nonparticipants in the experiment regions find jobs slower after the introduction of the program, relative to workers in other regions. We estimate an equilibrium search model to identify the policy relevant treatment effect. A large-scale roll out of the program is shown to decrease welfare, while a standard partial microeconometric costbene fit analysis concludes the opposite." (Author's abstract, IAB-Doku) ((en))

Whereas plenty of programs on numerous employment-related issues were established, cooperation between the member states predominantly occurs on a voluntary basis.
