"Jüngere Beschäftigte waren von den Auswirkungen der Pandemie besonders betroffen. So haben sie im Durchschnitt seltener Kurzarbeitergeld erhalten und ihre Einkommen haben sich weniger positiv entwickelt als die älterer Beschäftigter. Obwohl finanzielle Probleme und Arbeitsplatzunsicherheit üblicherweise zu den stärksten Prädiktoren der Lebenszufriedenheit zählen, hatten unmittelbar pandemiebedingte Bedrohungen und Einschränkungen, wie sie sich zum Beispiel über Inzidenzraten erfassen lassen, einen wesentlich stärkeren Einfluss auf die Lebenszufriedenheit junger Beschäftigter." "We investigate the dynamics of gendered parental childcare division across the coronavirus disease 2019 pandemic up until spring 2022. We employ unique data from a German (bi)monthly survey based on a random sample from administrative data (IAB-HOPP) and find dynamics toward a more equal division. Up to April 2021, drivers are couples with already care-involved fathers, while later on, couples with a strongly traditional division drive these changes. The latter shift emerges in parental constellations where fathers unilaterally gain working-from-home possibilities. "Während der Covid-19-Pandemie war Kurzarbeit ein intensiv genutztes arbeitsmarktpolitisches Instrument. Für Beschäftigte, die lange und stark von Kurzarbeit betroffen waren, wurden im Zuge der Krise die Leistungssätze erhöht, also der Anteil des entgangenen Nettoentgelts, der durch die Bundesagentur für Arbeit ersetzt wird. "Do economic shocks increase labor market inequalities between immigrants and natives? The COVID-19 crisis reduced economic activity for almost all social groups, providing a recent case for answering this question. Research tends to focus on employment levels, overlooking potential inequalities in other job characteristics. Workers in Germany have largely kept their jobs, although their working hours were reduced. Using German high-frequency survey data, we analyze whether there was a difference in the reduction of hours for immigrants and immigrants’ descendants (IAD) compared to natives. Since IAD are overrepresented in both heavily affected and essential jobs, we argue that the effects may be heterogeneous across the distribution of the change in hours. As merely comparing averages would ignore this heterogeneity, we employ OLS and quantile treatment effect estimations to analyze working hours changes in the early COVID-19 crisis. Results show that IAD reduced hours more than natives. This effect is particularly pronounced at the lower end of the distribution of the change in working hours. Our findings suggest that IAD experienced economic hardship more often than natives and corroborate earlier findings of increased immigrant-native inequalities in times of crisis. "The availability of childcare services eases parents’ daily lives and research has shown that it positively affects well-being, especially for mothers. However, the COVID-19 pandemic disrupted established childcare arrangements, with school and day care closures adding to parental burdens. Despite extensive discourse on the influence of these closures on parental well-being, few studies have empirically analysed the effects of the increase in childcare responsibilities associated with the closures on the well-being of parents. We seek to address this gap by examining the impact of school and day care reopenings on parental well-being. We expect that parents’ life satisfaction will increase when schools and day care facilities are reopened —and that this effect is particularly strong for mothers. Leveraging the variation in the time of reopenings across Germany’s federal states, we employ a difference-in-differences and a difference-in-difference-in-differences approach to assess changes in well-being. The research design accounts for state-level differences and potential confounding factors related to the pandemic. By using data from the German IAB-HOPP study, which offers timely measures of life satisfaction, we aim to quantify the effects of reopenings on parental well-being. Results show only a small and marginally positive effect of reopenings on average life satisfaction among parents. However, this is due to a strong and significant effect of reopenings on mothers’ life satisfaction and no significanteffect for fathers. Our findings contribute to research on the division of unpaid labour and childcare and support the notion that public childcare provision is crucial, particularly for mothers’ life satisfaction." "Seit sich das Corona-Virus SARS-CoV-2 ausbreitet, hat sich das Leben in Deutschland stark verändert. Die Regierungen auf Bundes- und Länderebene versuchen dieser Lage mit verschiedensten Maßnahmen – wie Ausgangsbeschränkungen oder Maskenpflicht – Herr zu werden. Aber wie wirken sich das Virus und die Maßnahmen auf das Sozial- und Arbeitsleben der Menschen aus? Das IAB hat mit dem Hochfrequenten Online-Personen-Panel „Leben und Erwerbstätigkeit in Zeiten von Corona“ (IAB-HOPP) eine neue Befragung mit acht Wellen aufgesetzt, die im Zeitraum von Mai 2020 bis Juni 2022 Personen zu ihrer derzeitigen Lebens- und Arbeitssituation befragte. "Background: Many countries are faced with substantial shortages of skilled nurses. With an aging population and global demographic changes, developing a skilled workforce of nurses has become one of the central challenges for public health care. The recent COVID -19 pandemic may even be exacerbating the current and future labor shortages, which may, in turn, pose a threat to the quality of publicly provided health care. Improving nurses’ working conditions could be a means by which to address the global shortages of nurses. However, in countries with public health care, such improvements may come with additional costs in the form of higher taxes or social security contributions. Therefore, such improvements partly depend on people’s willingness to pay (WTP) for them. Objective: In this paper, we investigate workers’ willingness to pay for improvements in the working conditions of nurses. Design: This study is a factorial survey experiment included as part of an online survey. Setting(s): The factorial survey experiment was implemented within the high -frequency online panel survey “Life and Employment in Times of Corona” (IAB -HOPP) conducted by the Institute for Employment Research (Germany). Participants: We analyze data from N = 2,128 survey participants; our main analysis Journal Pre-proof Journal Pre-proof consists of N = 6,384 responses from those participants. Methods: Our research is based on a factorial survey experiment (vignette analysis) designed to quantitatively measure the willingness to pay for various improvements in the working conditions of nurses. We use random effect models and mixed models to estimate the individual-level willingness to pay for these improvements. Results: Our results show that the survey participants are generally willing to pay for particular policies aimed at improving the working conditions of nurses. However, the amount that respondents are willing to pay varies with the type of policy changes. Survey participants exhibit a high willingness to pay for increases in minimum wages for nurses and wagerelated improvements in general. We find, however, a lower willingness to pay for the right to participate in training courses aimed at reducing work-related stress. Conclusions: The broad support for improvements in the working conditions of nurses provides policymakers with some guidance in implementing policy measures that might address labor shortages in the nursing sector." "Adverse effects on workers’ employment situation are highly unequal for different groups. Young workers were particularly affected by the pandemic. They were less likely to receive short-time work allowance and their income developed less favourably than the income of older workers. While financial concerns and job insecurity decrease life satisfaction, it appears that additional threats and restrictions coming along with the pandemic—as approximated by incidence rates—had a much more substantial influence on young workers’ life satisfaction than labour market-related disadvantages." "Using unique (bi)monthly panel data (IAB-HOPP) covering the immediate postlockdown period from June to August 2020, as well as the subsequent period up until the second lockdown in January/February 2021, we investigate opposing claims of widening/closing the gender gap in parental childcare during the Covid-19 pandemic in Germany. We consider prepandemic division as a reference point and provide dynamics rather than snapshots. Our results suggest a slight initial shift toward a more egalitarian division that, however, faded out in subsequent months. Starting from a fairly “traditional” prepandemic childcare division, the lockdown stimulus was not nearly strong enough to level the playing field. Subgroup analysis differentiating between individual lockdown-specific work arrangements shows that the drivers of the observed shift were mothers with relatively intense labor market participation who cannot work from home. Fathers’ work arrangement instead did not play a significant role. We conclude that the shift emerged out of necessity rather than opportunity, which makes it likely to fade once the necessity vanishes. Further, a shift is observed only if fathers were to some extent involved in childcare prepandemic, which points to the crucial role of initial conditions." "Short-time work (STW) is a policy measure whose prominence increases during economic crises and is intended to stabilize the labor market. Employers can temporarily reduce employees' working hours, which are in turn paid by the social security system in the meantime. Although short-time work -by design - saves employers a fraction of their wage costs, little is known about free riding behavior when using this option. Accordingly, we analyze the employee-reported free riding experience with respect to longer actual working hours than accounted for in employees' short-time work allowances, the unchanged workloads experienced by these employees, and announced lay-off decisions. Since these questions are certainly sensitive, we employ the crosswise model, a privacy-preserving technique, in a random half of the sample. Our results show significant employee-reported prevalences across all dimensions and a significant association between free riding and workers' job dissatisfaction. These findings thus highlight the importance of the crosswise model in uncovering these findings and demonstrate a specific drawback in the application of short-time work." Abstract
"In this paper, we investigate the impact of the COVID-19 pandemic on German household income in 2020 using a micro-level approach. We combine a microsimulation model with novel labor market transition techniques to simulate the COVID-19 shock on the German labor market. We find the consequences of the labor market shock to be highly regressive with a strong impact on the poorest households. However, this effect is nearly entirely offset by automatic stabilizers and discretionary policy measures. We explore the cushioning effect of these policies in detail, showing that short-time working schemes and especially the one-off payments for children are effective in cushioning the income loss of the poor." "Around the globe, the coronavirus pandemic has triggered various reactions of governments designed to contain the pandemic. Among other things, the pandemic led to an unforeseen and unprecedented closure of schools and daycare facilities. In turn, these closures might have forced parents to stay at home to care for their children who could not attend schools or kindergartens. From a social policy perspective, this raises the question of the extent to which parents' employment has been affected, as time spent on childcare might make parents reduce their working hours. To answer this question, we exploit within-country variations in school and childcare policies across the federal states of Germany to analyse their effect on parents' working time. In specific, we compare the working time of parents who live in different federal states with different restrictions regarding childcare in a difference-in-differences and difference-in-difference-in-differences framework. Our results reveal a non-negligible positive effect of an earlier and more far-reaching reopening of schools and daycare facilities on parents' employment. Our results indicate that prolonged closure goes along with negative employment effects for parents. Hence, containment and closure policies to prevent the spread of COVID-19 have substantial economic and social side effects." (Author's abstract, IAB-Doku) ((en))

"Has COVID-19 changed gender- and parental-status-specific differences in working from home? To answer this question, we used data from the Institute for Employment Research High-Frequency Online Personal Panel collected in Germany in the early stages of the pandemic (May - August 2020). Regression analyses revealed changes in pre-pandemic gender- and parental-status-specific differences in remote working - not only when strict social distancing measures were in place, but also after they were lifted: Fathers were no longer more likely than childless men and women to work remotely, and women were no longer more likely than men to work more hours from home when using this arrangement. Further, the results suggest that cultural barriers in organizations to working from home - which were especially prevalent for mothers before the pandemic - have decreased." "Employment relationships are embedded in a network of social norms that provide an implicit framework for desired behaviour, especially if contractual solutions are weak. The COVID-19 pandemic has brought about major changes that have led to situations, such as the scope of short-time work or home-based work in a firm. Against this backdrop, our study addresses three questions: first, are there social norms dealing with these changes; second, are there differences in attitudes between employees and supervisors (misalignment); and third, are there differences between respondents’ average attitudes and the attitudes expected to exist in the population (pluralistic ignorance). We find that for the assignment of short-time work and of work at home, there are shared normative attitudes with only small differences between supervisors and nonsupervisors. Moreover, there is evidence for pluralistic ignorance; asked for the perceived opinion of others, respondents over- or underestimated the consensus in the (survey) population. Such pluralistic ignorance can contribute to the upholding of a norm even if individuals do not support the norm, with potentially far-reaching consequences for the quality of the employment relationship and the functioning of the organization. "Die Nutzung von Homeoffice erfolgte vor der COVID-19-Krise in Deutschland im Vergleich zu anderen Ländern relativ wenig; oftmals blieben Potenziale ungenutzt. Probleme seitens der Betriebe wurden in der ungeeigneten Tätigkeit, fehlender technischer Voraussetzungen, Festhalten an der Präsenzkultur und der Vermischung von Privatleben und Beruf gesehen. Vorteile bestehen in der höheren Produktivität, der Verbesserung der Work-Life-Balance, der Verringerung der Pendelzeiten und der Verlängerung der Arbeitszeiten. In der Krise wurden vielen Beschäftigten zusätzliche Homeoffice-Optionen gewährt. Um das Infektionsgeschehen einzudämmen, wurden diese Optionen vor allem während der Lockdowns genutzt. Es ist zu erwarten, dass nach der Pandemie ein höheres Niveau der Nutzung von Homeoffice bestehen bleiben wird. Dafür ist aber eine Reihe von Unterstützungen und Regelungen erforderlich."
