    Abstract

"Germany’s Skilled Worker Immigration Act addresses labor shortages by targeting non-EU migrants. The literature emphasizes that such policies often overlook gender-specific challenges, reinforcing inequalities. Using the German Socio-Economic Panel (2013–2022), we reveal significant disadvantages for non-EU migrant women. We find that deskilling and the sexual division of paid and unpaid working time explain gender disparities in professional careers. Women migrating for work show lower disadvantages than other migrant women; however, they are predominantly young and without children. We advocate for gender-sensitive reforms to accompany migration laws, ensuring equitable labor market access for migrant women in Germany and especially those with children." Abstract

Abstract

"Forced migration has intensified in the 21st century, driven by conflicts, persecution, and political instability in regions such as the Middle East, Afghanistan, the Horn of Africa, South-East Asia, Latin America and, most recently, Ukraine. Germany has become a primary destination for refugees within the European Union and one of the largest among the OECD countries. The IAB-BAMF-SOEP Refugee Survey, lunched in 2016, is a high-quality longitudinal household panel study that documents the arrival and integration trajectories of refugees who came to Germany during and after the 2015/16 surge. Based on a register-based random sample and conducted annually, the survey is integrated into the German Socio-Economic Panel Study (SOEP) and linked to administrative data sources, allowing for population-level inference and rich longitudinal analyses. It encompasses a wide range of topics, including pre-migration biographies, flight experiences, entry and arrival procedures, legal status, and integration processes. The dataset includes approximately 22,000 individual respondents across 6,500 households, with data currently available for the years 2016 to 2022. This paper discusses the analytical potential of the dataset, highlighting areas where the data contributes to research on forced migration and refugee integration, and subsequently outlines the survey’s structure, questionnaire topics, and key descriptive statistics." Abstract

"This chapter explores the factors IAB that shape the intentions of Ukrainian refugees to invest in post-migration human capital in Germany. Guided by theory of post-migration human capital investments (IHCI) and using a vignette experiment among Ukrainian refugees within the online high frequency survey of the IAB-BAMF-SOEP Refugee Survey we examine how human capital transferability, opportunity costs, and settlement intentions affect people’s willingness to invest in vocational training. Our findings suggest that refugees’ post-migration educational intentions generally align with the IHCI model: refugees weigh costs and expected benefits, taking into account the usability of qualifications over time. Alongside transferability of skills from abroad to Germany, the potential transferability of acquired skills in Germany to abroad play a significant role in people’s decisions, especially if refugees intend to stay in the host country only temporarily." Did the COVID-19 Pandemic Reduce Skill Mismatch Among Migrants in Germany’s Health Sector? (2026)

Fendel, Tanja (2026): Did the COVID-19 Pandemic Reduce Skill Mismatch Among Migrants in Germany’s Health Sector? In: Population Research and Policy Review, Jg. 45, 2026-07-10. DOI:10.1007/s11113-026-10030-6

    Abstract

"Most industrial countries face considerable demographic challenges, especially in the health and care sectors. The working conditions within a country are key to attracting workers from other countries. One of the greatest barriers for migrant workers is problems transferring foreign qualifications, often causing overeducation, which has negative effects on job satisfaction, and mental and physical health. In Germany, where almost 80% of health workers are female, overeducation is similarly low among migrant and native men, but approximately twice as high among migrant women as among native women. The outbreak of the COVID-19 pandemic strongly increased the demand for health workers. This study examined the effects of this increased labor demand on the overeducation of migrant and native health employees. The analysis was based on data from the 2013–2021 German Socio-Economic Panel, including 2,961 native-born and 1,081 foreign-born health employees. Descriptive and fixed-effects estimation results revealed that a significant pandemic-related reduction in overeducation observed in the health sector predominantly occurred among female health employees who migrated as refugees and family migrants from non-European Union countries. To reduce overeducation also in the absence of unusual situations such as the pandemic, support in transferring foreign qualifications is highly relevant, and this effort should specifically focus on women. Furthermore, expanding public childcare and removing obstacles to its use by migrant women are important for urgently needed existing qualifications, knowledge, and skills not to remain unused." Job Quality as a Crucial Measure of Migrants’ Economic Integration (2026)

    Abstract

"Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years." Fixed-term employment and subjective well-being: A comparison of natives, migrants and refugees (2026)

    Abstract

"This article examines the impact of fixed-term employment on subjective well-being among natives, migrants and refugees in Germany and the underlying mechanisms of this relationship. Utilizing longitudinal data from 2016 to 2021, we employ fixed-effects panel models and mediation analyses. We find that refugees experience stronger negative effects of fixed-term employment on their well-being than natives and migrants, especially shortly after their arrival. For migrants and natives, subjective job insecurity significantly mediates these effects, while it is less relevant for refugees. Our results indicate that it is essential to acknowledge the heterogeneous effects for vulnerable groups when studying the impact of fixed-term employment. During their integration process, refugees encounter complex labour market challenges which can pose threats to their subjective well-being. Therefore, we suggest engaging more in debates about non-standard forms of employment and taking aspects of the quality of employment into account when designing integration measures for this group." Abstract

"This paper analyzes the role of health for refugees’ integration into host countries’ labor markets. We exploit the quasi-random dispersal policies of refugees across regions in Germany to analyze the causal effect of health on employment. Based on regional and temporal heterogeneity in a policy adoption that provided earlier access to healthcare services through electronic health cards (eHCs), combined with the regional availability of healthcare services and pre-migration health status, we construct instrumental variables (IVs) providing plausibly exogenous variation in refugees’ post-arrival health status. Our results reveal that favorable physical health (PCS) improves refugees’ employment probability. Favorable mental health (MCS) increases only females’ employment rates, although this effect must be scrutinized due to weak instruments. Regarding potential mechanisms, we provide evidence that better health increases language course participation and German language proficiency for female refugees." Refugee journeys and the erosion of pre-migration human capital: a sequence-analysis approach to post-migration trajectories (2026)

    Abstract

"More than a decade ago, refugee immigration prominently returned to Europe’s political agendas, sparking interest in the factors shaping refugees’ economic and societal participation. Adopting a life course perspective, this study addresses the conflicting views in sociology of migration on the importance of pre-migration capital for refugees’ post-migration trajectories. While some argue that human capital is accumulated over the life course and retains its value after migration, others describe forced migration as a disruptive event that may severely diminish these resources. Drawing on rich survey and administrative employment data, this article employs sequence analysis combined with cluster analysis to identify typical integration trajectories of refugee women and men in Germany. In multivariate analyses, I demonstrate that pre-migration human capital is associated with a higher likelihood to enter education and employment, underscoring the enduring relevance of resources acquired prior to migration. Straining journeys can, however, reduce available resources after arrival: for individuals reporting long and traumatizing journeys, human capital effects partly disappear. The results highlight the important role of refugee migration experiences that are often neglected in both scholarly and political discourses on integration outcomes as well as migration and integration policies." From displacement to settlement: Selection and stratification patterns in the migration and integration trajectories of refugees (2026)

Gundacker, Lidwina (2026): From displacement to settlement: Selection and stratification patterns in the migration and integration trajectories of refugees. Bamberg, 114 S. DOI:10.20378/irb-116267

    Abstract

"Forced migration unfolds as a dynamic, multi-phased process encompassing several stages of decision-making, uncertain and perilous journeys, arrival, and integration. The outcomes at each stage are contingent on individual features and external conditions. This thesis advances the sociology of migration through three interconnected studies that examine how individual resource endowment, legal and geographical conditions, xenophobia, social norms, and integration policies shape the trajectories of forced migrants. My findings demonstrate that border regimes and geographic barriers are more permeable to more educated, male, and sole refugee migrants. I furthermore reveal that the duration and risks associated with refugee journeys have complex but measurable effects on post-arrival integration trajectories. Importantly, long and hazardous journeys can undermine the ability of refugees to draw on their pre-migration human capital. Also, integration outcomes vary by pre-migration resources and gender: while the higher educated refugees are in general more likely to enter education after arrival, subsequent labour market entry is much more common among men than among women. Moreover, this thesis provides evidence that the probability to be legally recognized as refugee varies in response to local political climates. In regions with governments or residents that are more hostile towards immigrants, asylum chances are lower. In addition, male and Muslim asylum-seekers per se have lower recognition chances than others. In the sociological understanding of structural inequalities, I therefore argue that the uneven distribution of resources and unequal access to opportunities stratify migration and integration outcomes of forced migrants along the lines of gender, family context, educational background, social class, and immigrant status. Having shown that disadvantages accumulate throughout all stages of the refugee trajectory, I furthermore conclude that integration patterns are inseparable from migration processes. I argue that, instead, considering migrants' pre-arrival periods in migration and integration research represents an excellent starting point for (1) scholars seeking to advance migration theory-making towards encompassing forced migration and (2) overcoming blind spots in the research on refugees integration outcomes after arrival." Abstract

    Abstract

"This paper studies how local threat shapes refugees’ cultural assimilation and economic integration, exploiting plausibly exogenous variation in their allocation across German regions between 2013 and 2016. Using representative survey data and administrative records, we measure cultural preferences alongside employment, earnings, and job characteristics, and build a threat index combining contemporaneous and historical local xenophobia. Refugees assigned to more hostile regions converge more rapidly to Germans’ stated preferences, yet do not find jobs faster and experience slower earnings growth. We show that local hostility heightens threat perceptions, prompting quicker cultural adoption, while higher discrimination slows refugees’ successful economic integration." Abstract

"This paper examines the factors shaping refugees’ institutionalized and generalized trust, focusing on three key influences: (1) pre-arrival migration effects, such as experiences of trauma; (2) asylum procedure effects, including the length and outcome of the process and perceptions of fairness; and (3) post-procedure effects, particularly the context of reception. Using data from the IAB-BAMF-SOEP survey of refugees in Germany, we find that the conditions of the asylum process and the reception context are critical determinants of refugees’ trust. Specifically, while the length of the asylum process and living in shared accommodations negatively affect institutional trust, these impacts are largely mediated by other refugee-specific experiences, such as perceptions of procedural and interactional justice. Receiving a positive asylum decision directly enhances refugees ’ trust in German institutions and other people, whereas being trapped in existential limbo severely erodes trust levels. Additionally, refugees subject to residency restrictions exhibit lower institutional and generalized trust levels than those without such limitations. These findings highlight the critical role of short and fair asylum procedures and inclusive reception policies in fostering trust among refugees, with significant implications for improving integration outcomes and social cohesion." Abstract

Abstract

"Mentoring has become a popular support strategy for recently arrived immigrants and refugees, offering access to valuable information and resources. However, little is known about selection processes into mentoring programs—who chooses to enrol, who receives support, and whether these patterns are systematic. Such selection affects not only program evaluations but also broader issues of refugee integration and social inequality. This study addresses the gap by examining a refugee mentoring program in Germany, using data from the IAB-BAMF-SOEP Survey of Refugees. Results offer limited evidence of self-selection based on needs in job-seeking and legal security. More pronounced selection appears during matching with mentors, where refugees with greater needs are less likely to be matched with a mentor. These patterns highlight the importance of understanding how mentoring ties are formed and suggest that volunteer-based mentoring complements, but cannot replace, more professionalized refugee support programs." "This study is the first to examine the 2016 reform of Germany’s Residence Act that intended to foster refugee integration by extending the waiting period for permanent residency from 3 to 5 years and introducing requirements, such as proficiency in German and partial financial independence. Using data from the German Socio-Economic Panel (SOEP), we employ a difference-in-differences design to analyse employment and full-time employment trends among refugees. Results show that the reform did not accelerate take-up rates of either overall or full-time employment. However, administrative data from the German Central Register of Foreign Nationals reveals that after the reform, permanent residency acquisition rates significantly declined. The findings call into question the efficacy of conditional residency policies in fostering labour market integration." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Classical notions suggest that immigrants tend to be more risk-taking than those who remain in their country of origin, but conditions of forced migration may limit this selectivity. Identifying systematic personality differences between refugees and other immigrants is crucial, as traits such as risk orientation may contribute to differences in integration behavior. This study investigates selectivity in risk orientation among refugees from the IAB-BAMF-SOEP Survey of Refugees in Germany and other immigrants from the IAB-SOEP Migration Sample, and examines its role in language acquisition through growth curve models. The selectivity measures are based on data from the World Values Survey for the population in immigrants’ countries of origin. The findings show no systematic differences in selectivity in risk orientation by migration motive; instead, the degree of selectivity varies by country of origin. In terms of language proficiency growth, the longitudinal findings indicate that individuals selected in risk-taking demonstrate greater improvements in language skills, as increased exposure to German through daily interactions, language courses, and labor market participation accumulates throughout their stay in the receiving country." The integration of migrants in the German labour market: evidence over 50 years (2025)

    Abstract

"SUMMARY: Germany has become the second-most important destination for migrants worldwide. Using all waves from the microcensus, we study their labur market integration over the last 50 years and highlight differences to the US case. Although the employment gaps between immigrant and native men decline after arrival, they remain large for most cohorts; the average gap after one decade is 10 percentage points. Conversely, income gaps tend to widen post-arrival. Compositional differences explain how those gaps vary across groups, and why they worsened over time; after accounting for composition, integration outcomes show no systematic trend. Still, economic conditions do matter, and employment collapsed in some cohorts after structural shocks hit the German labor market in the early 1990s. Lastly, we examine the integration of recent arrivals during the European refugee ‘crisis’ and the Russo-Ukrainian war." (Author's abstract, IAB-Doku) ((en))
