    Labor Demand on a Tight Leash (2026)

    Abstract

    "Using detailed information on vacancies and job seekers, the authors study the effect of labor market tightness on labor demand for the near-universe of German firms. To this end, novel Bartik instruments are constructed that combine firms’ predetermined employment shares with nationwide shifts at the occupational level. The results show that tightness significantly reduces firms’ labor demand, implying that the observed doubling in tightness between 2012 and 2019 reduced employment by 5%. At the aggregate level, the negative tightness effect creates search externalities, which reduce the own-wage elasticity of labor demand from −0.7 to −0.5 through reallocation of workers between firms. To guide the analysis, the authors embed elements of the canonical search-and-matching model into a labor demand equation, while allowing vacancy posting costs to increase in tight markets. Through the lens of this model, the pre-match component of hiring costs amounts to 16–24% of annual wage payments." (Author's abstract, IAB-Doku, © Sage) ((en))

    Abstract

    "Deutschland verzeichnet seit der Corona-Pandemie eine deutlich schwächere wirtschaftliche Dynamik als vergleichbare Länder. Im Jahr 2025 ist die Zahl der Arbeitslosen bereits im dritten Jahr in Folge gestiegen, während die Wirtschaft nach zwei Rezessionsjahren preisbereinigt lediglich um 0,2 Prozent gegenüber dem Vorjahr wächst. Neben konjunkturellen Schwankungen spielen dabei strukturelle Faktoren eine zentrale Rolle. Zu diesen zählt auch eine als überbordend wahrgenommene Bürokratie, die für Unternehmen ein Standorthemmnis darstellt und zu einer geringeren gesamtwirtschaftlichen Leistung beiträgt." Off the Labor Supply Curve: The Zero Employer Size Wage Effect Within Large Firms (2026)

    Diegmann, André ; Müller, Steffen ; Schoefer, Benjamin;

    Zitatform

    Diegmann, André, Steffen Müller & Benjamin Schoefer (2026): Off the Labor Supply Curve: The Zero Employer Size Wage Effect Within Large Firms. (NBER working paper / National Bureau of Economic Research 35265), Cambridge, Mass, 80 S.

    Abstract

    "We revisit the employer size wage effect (ESWE) - arguably the most basic and influential departure from the law of one price for labor. Our main result is that this canonical fact disappears completely across establishments within the same firm, even though they operate in different local labor markets. We uncover and dissect this fact by including a firm fixed effect in otherwise standard cross-sectional regressions of wages on establishment size. We implement this demanding specification in population-wide triple-linked firm-establishment-employee data in Germany. This result is new in the ESWE literature (for which our paper also provides the first systematic meta-analysis). This wage-size decoupling is hard to square with the view that employment is determined along a finitely elastic employer-specific labor supply curve - i.e., employers pay exactly the minimum needed for the quantity of labor, but no more - the foundation of the monopsony view. Bycontrast, large multi-establishment firms (MEF) appear to hire off their labor supply curves (or those curves are very elastic), pay wage premia above the monopsonistic minimum, and leave excess labor supply. We find some evidence for a reemergence of the ESWE within low-premium MEFs. Overall, at least for the 25% of German employment in large firms for which the ESWE disappears, wage setting and employment determination may be better accounted for by alternative models, namely accommodating above-market-clearing wage premia and rationing of labor supply, such as efficiency wage theories." Employment and Reallocation Effects of Higher Minimum Wages (2026)

    Drechsel-Grau, Moritz;

    Zitatform

    Drechsel-Grau, Moritz (2026): Employment and Reallocation Effects of Higher Minimum Wages. In: Journal of Political Economy Macroeconomics. DOI:10.1086/741546

    Abstract

    "This paper studies the employment and reallocation effects of minimum wages in Germany in a search-and-matching model with endogenous job search effort and vacancy posting, multiple employment levels, a progressive tax-transfer system, and worker and firm heterogeneity. I find that minimum wages up to 70% of the median wage significantly increase productivity, hours worked and output without reducing employment. In frictional labor markets, however, reallocation takes time whenever the minimum wage cuts deep into the wage distribution. I show that gradually implementing a high minimum wage is necessary to avoid elevated unemployment rates during the transition." (Author's abstract, IAB-Doku) ((en))

    Price Discovery in Labor Markets: Why Do Firms Say They Cannot Find Workers? (2026)

    Friedrich, Benjamin, Michal Zator & Alison Zhao (2026): Price Discovery in Labor Markets: Why Do Firms Say They Cannot Find Workers? (RF Berlin - CReAM Discussion Paper Series 2026,215), Berlin, 82 S.

    Abstract

    "Why do firms report that they cannot find workers instead of preemptively raising wages? Using German administrative data, we show labor-constrained firms pay lower wages and quasi-exogenous wage increases alleviate constraints, consistent with monopsony. Yet constrained firms' delayed wage increases point beyond this mechanism. We develop a dynamic matching model combining wage-setting power with incomplete information and downward wage rigidity. Consistent with the model, firms raise wages when initial wage plans prove too low, especially for peripheral occupations, and face constraints after wage shocks to adjacent sectors, suggesting that firms' inaccurate beliefs and learning about market wages shape labor constraints." Spatial disparities in hiring problems: The role of firm characteristics, job features, and search channels (2026)

    Abstract

    "Against the backdrop of discussions about growing regional labour shortages, this study investigates spatial disparities in hiring problems using representative micro data on vacancies and establishments in Germany. Our results point to significant disparities that vary between location types along the urban-rural continuum depending on indicator. While establishments in rural areas receive less suitable applications and more often abandon hiring plans, firms in cities more often report problems related to the applicants’ qualification and wage expectations. Prevailing types of establishments and jobs explain an important part, but not all of the disparities. Evidence on concessions suggests, moreover, that employer responses to labour shortages differ depending on the location type. While establishments in urban areas are more likely to compromise on wages, concessions on qualification are more frequent outside big cities. However, rural establishments report problems related to applicants’ insufficient qualifications less often. Heterogenous hiring problems indicate that there is need for place-sensitive policies rather than place-based policies that focus on specific locations." Abstract

    "Das gesamtwirtschaftliche Stellenangebot beläuft sich im ersten Quartal 2026 insgesamt auf 1,15 Millionen Stellen. Damit liegt die Zahl der offenen Stellen um 23.800 oder rund 2 Prozent niedriger als noch vor einem Jahr. Insgesamt waren im ersten Quartal 2026 rund 79 Prozent der Stellen sofort zu besetzen, waren also zu diesem Zeitpunkt bereits unbesetzt. Die Vakanzrate, die das Verhältnis dieser sofort zu besetzenden offenen Stellen zur gesamten betrieblichen Nachfrage nach Personal abbildet, lag damit im ersten Quartal 2026 bei 2,6 Prozent. Im Vorquartal lag dieser Wert bei 2,8 Prozent, im Vorjahresquartal ebenfalls bei 2,6 Prozent." (Autorenreferat, IAB-Doku)

    Befristungen bei Neueinstellungen 2025 (2026)

    Gürtzgen, Nicole ; Popp, Martin ; Kubis, Alexander;

    Zitatform

    Gürtzgen, Nicole, Alexander Kubis & Martin Popp (2026): Befristungen bei Neueinstellungen 2025. (Institut für Arbeitsmarkt- und Berufsforschung. Aktuelle Daten und Indikatoren), Nürnberg, 9 S.

    Abstract

    "Im Rahmen der IAB-Stellenerhebung gaben die Betriebe an, im Jahr 2025 in Deutschland rund 4,2 Mio. sozialversicherungspflichtige Neueinstellungen (ohne Auszubildende und ohne Mini Jobs) vorgenommen zu haben. Hiervon waren 26 Prozent, also rund 1,1 Mio. Stellen (zunächst) befristet. Die Befristung von Neueinstellungen ermöglicht den Betrieben, die Fähigkeiten von Bewerberinnen und Bewerbern zu überprüfen, bevor ein unbefristetes Arbeitsverhältnis eingegangen wird. Durch den Abschluss von befristeten Arbeitsverträgen können Betriebe ohne langfristige Mittelbindung häufig auch Jobs anbieten, die sonst vielleicht nicht finanzierbar gewesen wären. Darüber hinaus haben Befristungen für Betriebe zudem den Vorteil, dass sie (Entlassungs-)Kosten vermeiden können, die gegebenenfalls im Rahmen des allgemeinen oder tarifvertraglich erweiterten Kündigungsschutzes entstehen können. Als weiteres wichtiges betriebliches Motiv für befristete Neueinstellungen ist zudem ein vorübergehender Mehrbedarf an Arbeitskräften etwa infolge temporärer Auftragsspitzen zu nennen. Die Tatsache, dass Betriebe befristete Neueinstellungen vornehmen können, kann u.a. darin begründet sein, dass Betriebe über Marktmacht verfügen, die den Abschluss von befristeten Verträgen erleichtert. Zu beachten ist, dass die Befristungsquoten bei Neueinstellungen deutlich oberhalb des Anteils befristeter Beschäftigung an der Gesamtbeschäftigung liegen. Rund 2,6 Millionen Beschäftigte in Deutschland hatten laut IAB-Betriebspanel im Jahr 2024 einen befristeten Arbeitsvertrag. Das entspricht einem Anteil an allen Beschäftigten (ohne Auszubildende) von 6,3 Prozent. Die Diskrepanz zwischen dem Anteil befristeter Neueinstellungen und dem Befristungsanteil aller Beschäftigter zeigt, dass befristete Beschäftigungsverhältnisse in nennenswertem Ausmaß in unbefristete Arbeitsverträge umgewandelt werden. Aktuell setzt sich der seit 2016 beobachtete rückläufige Trend bei der Befristung von Neueinstellungen im Jahr 2025 nicht weiter fort." (Textauszug, IAB-Doku)

    Abstract

    "Im März 2026 blieben bundesweit rund 357.000 offene Stellen rechnerisch unbesetzbar, obwohl es mehr qualifizierte Arbeitslose und weniger offene Stellen gab als im Vorjahr. Bei Spezialist:innen in der Kinderbetreuung und bei Expert:innen in der Sozialarbeit und Sozialpädagogik gingen die Engpässe deutlich zurück, die Besetzung blieb aber in beiden Berufsgattungen schwierig. In mehreren Metall- und Elektroberufen stiegen die Engpässe entgegen dem allgemeinen Arbeitsmarkttrend, besonders bei Fachkräften für Schweiß- und Verbindungstechnik, Metallbearbeitung, Metallbau sowie Maschinenbau- und Betriebstechnik." Do Firms Adjust Their Employment Plans in Response to Monetary Policy Announcements? Evidence from German Survey Data (2026)

    Kovalenko, Tim (2026): Do Firms Adjust Their Employment Plans in Response to Monetary Policy Announcements? Evidence from German Survey Data. (LASER discussion papers 157), Erlangen, 60 S.

    Abstract

    "Recent studies exploit the response date in survey data to identify the causal effects of monetary policy announcements on individuals and firms. While the identification scheme is credible, so far, the effects could have been estimated only on a limited set of outcome variables. This study extends the evidence on the causal relations of monetary policy announcements and firms adjustments by estimating the effect on firms employment plans measured by employment expectations. I observe economically significant effects of monetary policy announcements on one-year-ahead employment expectations. Moreover, using the comprehensive nature of the data, I show that firms employment expectations are strong predictors of actual employment changes. This makes expectations not vague sentiments but concrete plans for future employment adjustments. I therefore conclude that firms indeed report their adjusted employment plans after a monetary policy announcement. These findings suggest that firms not only pay attention to such announcements but also attribute to unexpected monetary policy shocks serious economic impacts such that firms plan to adjust their employment levels despite potentially high labor adjustment costs. Thus, firms perceive monetary policy shocks as having lasting effects on the economy." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "6 Prozent der deutschen Betriebe sehen sich von den Auswirkungen der seit Anfang 2025 geänderten US-Zollpolitik überwiegend negativ betroffen. In diesen Betrieben arbeiten 11 Prozent der Beschäftigten. Gleichwohl fiel der Rückgang der offenen Stellen dort bislang weniger stark aus als im Durchschnitt aller Betriebe. Andere Faktoren scheinen für die Flaute am Arbeitsmarkt derzeit eine deutlich wichtigere Rolle zu spielen. Längerfristig dürften die globalen Verwerfungen durch die US-Zollpolitik und die daraus resultierende zusätzliche Unsicherheit der Unternehmen den erhofften Aufschwung am Arbeitsmarkt jedoch in jedem Fall erschweren." Abstract

    "6 percent of German establishments report that they are predominantly negatively affected by the impact of the changes to US trade policy since the beginning of 2025. These establishments employ 11 percent of the total employment in Germany. However, the decline in job vacancies in these establishments has so far been less pronounced than the average across all establishments. Other factors currently appear to play a more important role in the labour market slowdown. In the longer term, however, global disruptions caused by the US trade policy, along with the additional uncertainty it has created for establishments, are likely to make it harder for the labour market to recover." Abstract

    "This paper examines how gender-specific application behavior, firms’ hiring practices, and flexibility demands relate to the gender earnings gap, using linked data from the German Job Vacancy Survey and administrative records. Women are less likely than men to apply to high-wage firms with high flexibility requirements, although their hiring chances are similar when they do. We show that compensating differentials for firms’ flexibility demands help explain the residual gender earnings gap. Among women, mothers experience the largest earnings penalties relative to men in jobs with high flexibility requirements." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "Immer mehr gut qualifizierte Frauen sind sozialversicherungspflichtig beschäftigt. Viele Frauen arbeiten in Engpassberufen und lindern somit Fachkräfteengpässe. Dennoch bestehen weiterhin ungenutzte Potenziale unter arbeitslosen Frauen. Nichtdeutsche Frauen bieten besonders großes zusätzliches Potenzial für die Zukunft. Allerdings sucht jede fünfte arbeitslose Frau in Deutschland nach einer Tätigkeit, für die sie formal überqualifiziert ist. Würde es gelingen, diese Potenziale zu heben, könnten die Fachkräftelücken in einigen Berufen geschlossen und in weiteren zumindest deutlich reduziert werden." (Autorenreferat, IAB-Doku)

    "Der Arbeitsmarkt in Ingenieur- und Informatikberufen weist weiterhin Engpässe auf. Die wirtschaftlich schwierige Lage der Industrie und die Stagnation in den letzten Jahren macht sich am Arbeitsmarkt bei Angebot und Nachfrage in den Ingenieur- und Informatikberufen bemerkbar. Positiv ist zu bewerten, dass bereits in den letzten Jahren die Zuwanderung stark zur Fachkräftesicherung in den Ingenieur- und Informatikberufen beigetragen hat.
