    Abstract

The Research Data Centre of the German Federal Employment Agency at the Institute for Employment Research (RDC-IAB): Linked Microdata for Labour Market Research (2019)

    Abstract

"Since 2004, the Research Data Centre of the German Federal Employment Agency at the Institute for Employment Research (RDC-IAB) has been offering comprehensive individual data on employees, unemployed persons, job seekers and participants in active labour market programmes for scientific labour market research. For this purpose, data from employer notifications and from different administrative processes in the labour market administration are linked. These administrative data are also combined with survey data. In addition, linked employer-employee data allow simultaneous analyses of the supply and demand sides of the labour market.
The data can be linked using unique identifiers, such as social insurance number, client number of the local employment agency, or establishment number. Since the foundation of the German Record Linkage Center (GRLC) in 2011, the RDC-IAB also applies methods for linking with non-unique and error-prone linkage identifiers like names, addresses and birth dates.
German data protection law classifies the data offered by the RDC-IAB as highly sensitive and strictly regulates their use by external researchers. The RDC-IAB has therefore established various data access modes. Although the data can be transferred directly to research institutions in anonymised form, this procedure is generally not effective for linked data, as the loss of information due to the necessary anonymisation would be too great. For this reason, the RDC-IAB focuses on the access modes on-site use and remote data execution. In cooperation with other data centres, RDC-IAB has therefore established on-site data access at currently 16 locations worldwide." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Social security data are an important resource for labor market research. In Germany, the Institute for Employment Research (IAB) of the Federal Employment Agency is responsible for processing these data resources into microdata products and linking them to surveys on individuals and establishments. Since 2004, IAB's standardized data products have been offered to external scholars by the Institute's Research Data Center. The provision of data resources to the international scientific community is a great success story. The number of worldwide users is growing steadily. Furthermore, cooperation projects have significantly increased knowledge on the structures and processes of the German labor market. Today, the IAB is part of a worldwide network of top-tier labor market researchers and has substantially improved its evidence-based policy advice." (Publisher information, © Springer) ((en))

DOI:10.1007/978-3-319-99771-1_8

    Abstract

"There has been some confusion in recent years in which circumstances datasets generated using the synthetic data approach should be considered fully synthetic and which estimator to use for obtaining valid variance estimates based on the synthetic data. This paper aims at providing some guidance to overcome this confusion. It offers a review of the different approaches for generating synthetic datasets and discusses their similarities and differences. It also presents the different variance estimators that have been proposed for analyzing the synthetic data. Based on two simulation studies the advantages and limitations of the different estimators are discussed. The paper concludes with some general recommendations how to judge which synthesis strategy and which variance estimator is most suitable in which situation." Abstract

"In the past couple of years, the demand for administrative data, commercial data, and other large data sources in social sciences has increased tremendously. Especially in survey operations, administrative data are considered a highly valuable resource to mitigate errors in the survey process and empirical analyses. The Institute for Employment Research (IAB) of the German Federal Employment Agency (BA), for instance, conducts large-scale national surveys of individuals, households, and establishments - often in combination with interviewer observations and other paradata. In addition, the IAB holds labor market data collected from administrative records, which consist of employer notifications to social security and information about unemployment benefits or welfare receipts claimed at agencies of the BA. These data comprise about 86% of the German labor force and can be linked to the survey data if respondents provide informed consent to data linkage." (Text excerpt, IAB-Doku) ((en))

    Abstract

"The 'Data without Boundaries' (DwB) project funded by the FP7 Framework Program of the European Commission aims to improve the access to confidential microdata. One work package is proposing a European Remote Access Network (EuRAN) to address such issues. This paper is focusing on the usability of a harmonized data access system in the European Research Area. Such a system would benefit both: first researcher to find the right data for their research topic and support them during their complete research lifecycle and secondly data providers by making their data more visible and by harmonizing data access infrastructures. To fulfill this goal a Single Point of Access (SPA) as a Gateway to European Research Services is a step forward to interdisciplinary research on a European level." (Text excerpt, IAB-Doku) ((en))

    Abstract

"The Research Data Centre (FDZ) of the German Federal Employment Agency (BA) at the Institute for Employment Research (IAB) provides data on individuals, households and establishments, as well as data that comprise both establishment and personal information. The FDZ data originate from three different sources. From the notification process of the social security system and the internal procedures of the Federal Employment Agency process-generated data are obtained. Furthermore, the IAB acquires data by conducting own surveys. The use of weakly anonymous data is subject to restrictions concerning data protection legislation. Due to these regulations the data can be analyzed only via on-site use. For this purpose, the FDZ provides separate workplaces for guest researchers in Nuremberg and further locations in Germany and in the USA. The benefits and the means for documenting these benefits is a central focus of the paper." (Text excerpt, IAB-Doku) ((en))

    Abstract

"In the last years access to research data has made a lot of progress in EU countries. Nevertheless transnational access to confidential microdata - although there are some developments like 'Data without Boundaries' - is still complicated and needs improvement. The first part of the paper describes the (international) access to highly sensitive German administrative labour market data and how this international access is expanded within the research data centre in research data centre (RDC in RDC) approach. In the second part a broader view of international access to official microdata in the EU will be given. Starting with a brief overview of the EU-funded project 'Data without Boundaries' (DwB) a possible roadmap for international access in Europe and beyond is presented." Abstract

(Autorenreferat, IAB-Doku)
