    Abstract

"This paper sheds light on the health-related, economic, and social well-being of single parents of children with disabilities, a population often overlooked in research. Much literature examines single parenthood and child disability independently and generally finds negative consequences of experiencing either. Yet, little is known about the well-being of parents at the intersections of single parenthood and raising a child with a disability. Drawing on data from the UK Millennium Cohort Study, the study compares the health-related, economic, and social well-being of single parents of children with disabilities to that of single parents of non-disabled children and partnered parents. The findings show that single parents of children with disabilities experience significantly worse mental and physical health, higher rates of poverty and lower employment rates. These challenges are compounded by the lack of appropriate childcare and limited support from non-residential parents and extended family members, which further constrains parents’ ability to work. Thisstudy investigates a neglected social group and contributes to the literature by integrating two separate strands of research—single parenthood and child disability—and identifying the unique disadvantages thatstand at their intersection." Work from Home and Disability Employment (2026)

Bloom, Nicholas, Gordon Dahl & Dan-Olof Rooth (2026): Work from Home and Disability Employment. (CEPR discussion paper / Centre for Economic Policy Research 21377), London, 16 S., App.

    Abstract

"There has been a dramatic rise in disability employment since the pandemic. At the same time, work from home (WFH) has risen four-fold. This paper asks whether the two are causally related. Controlling for compositional changes and labor market tightness, a 1 percentage point increase in WFH increases full-time employment by 1.0% for individuals with a physical disability. The postpandemic increase in working from home explains 68%-85% of the rise in full-time employment. Wage data suggests that WFH increased the supply of workers with a physical disability, likely by reducing commuting costs and enabling better control of working conditions." Abstract

"Employer engagement, in which unemployed persons are “matched” with local employers to develop work ability and employability, has received increased attention in public employment service efforts to enhance sustainable employment for individuals with complex needs. This study empirically explores how such aims are realized in professional practice within public employment services and develops a conceptual framework for understanding supported job matching as a relational and developmental process. Analyzing qualitative interviews with 24 employment specialists and 31 unemployed individuals who participated in supported job-matching interventions, I find that job matching is a dynamic process involving four interrelated dimensions: functional, skills-based, social, and interests-based dimensions. The findings contribute a more nuanced understanding of the processes involved in job matching and have practical implications for policymakers and employment specialists aiming to enhance sustainable employment for individuals with complex needs." Abstract

"The UN’s Convention on the Rights of Persons with Disabilitiesincludes a right to equal work opportunities. People with visual impairments (VI) are targeted by this convention and experience low employment rates. The initial transition from education to labor is a predictor for later labor market participation. Exploiting administrative register data, we identified a graduated subpopulation with VI and matched them to a control group. This paper evaluates (1) group differences in various socio-economic outcomes following graduation, and (2) following initial employment. Following graduation there are fewer transitions into (self-)employment for people with VI and more transitions to disability insurance or social benefits, but similar patterns for unemployment insurance and further education. Scrutinizing subsequent dynamics for those that secured initial employment revealed a greater share of those with VI maintained employment as dominant source of income given there was a change in employment status. However, there are more dynamics recorded for individuals with VI, which may reflect difficulties retaining a job. This group remained overrepresented in disability insurance as well as social benefits. Differences with regards to self-employment, unemployment insurance, further education and the other no income status did not reach significance. In conclusion, this study did not find equal labor market prospects for declarants with VI. The finding that VI declarants face less favorable labor market prospects than their matched counterparts, despite having similar cognitive ability, underscores the need for policies that not only improve their labor market outcomes but also promote greater equality in opportunities to reach the UN convention’s ideals." The disability pay gap: distinguishing between within-firm inequality and worker allocation across firms (2026)

Forth, John & Melanie Jones (2026): The disability pay gap: distinguishing between within-firm inequality and worker allocation across firms. In: Oxford economic papers, Jg. 78, H. 3, S. 850-871. DOI:10.1093/oep/gpag016

    Abstract

"This article provides the first decomposition of the extent to which the UK disability pay gap is a consequence of within-firm inequality and the allocation of workers across firms. We use linked employer–employee data which matches high-quality information from employer payroll records to Census data on disability. Our findings indicate that the distribution of disabled and non-disabled employees across firms acts to reinforce within-firm disability-related pay inequality. However, both the raw and unexplained disability pay gap predominately exist within rather than between firms. The finding that the disability pay gap is driven primarily by within-firm wage-setting provides support for the introduction of employer-level disability pay gap reporting in the UK." Abstract

Abstract

(Autorenreferat, IAB-Doku, © Duncker & Humblot)

    Abstract

"This study examines the relationship between the onset and progression of a chronic disease and subsequent income and employment trajectories using SHARE-RV, a longitudinal dataset that links survey data from the Survey of Health, Ageing and Retirement in Europe (SHARE) with German Pension Insurance administrative records (RV). This data linkage enables an assessment of the long-term consequences of chronic illness on labour market participation and income development, with observation periods exceeding 20 years. The empirical findings indicate that a chronic disease exhibit negative correlations with employment outcomes and earned income. These adverse effects differ in magnitude depending on the indicator used to define chronic disease and are most pronounced when restricting analyses to severe chronic conditions. Further, notable gender differences are observed. The spectrum of income losses ranges from moderate decreases in earnings points to the complete loss of earned income as a result of unemployment, labour market exit, or transition to disability pension receipt. The analysis also explores the extent to which chronic illness acts to intensify pre-existing labour market inequalities. The results indicate that the employment and income trajectories of highly qualified individuals are substantially less adversely affected by the onset and progression of chronic disease compared to those of individuals with low or medium levels of qualification. Indeed, highly qualified individuals may continue to accrue additional earnings points even following a chronic disease diagnosis. Consequently, chronic illness contributes to the amplification of social inequality within the labor market." (Author's abstract, IAB-Doku) ((en))

In: Die Rehabilitation, Jg. 65, H. 3, S. 147-156. DOI:10.1055/a-2742-5589

    Abstract

(Autorenreferat, IAB-Doku)

Does Unemployment Insurance Matter More for Workers with Disabilities? A Study of the 2020 CARES Expansion (2026)

    Abstract

"In response to the pandemic recession, the 2020 CARES Act expanded eligibility and payments for Unemployment Insurance (UI). UI and the CARES Act may be more salient for people with disabilities than for those without disabilities, given their higher rates of job loss, lower personal and family incomes, and greater obstacles in finding jobs. Using March 2009–2023 CPS data, the authors find that relative to people without disabilities: 1) people with disabilities had higher UI receipt and UI values as a percentage of personal and family incomes; 2) the CARES UI supplement had especially favorable effects on incomes and poverty status for workers with disabilities in 2020; and 3) workers with disabilities who received UI were more likely to be employed the following March, an effect that may have been magnified by the CARES UI supplement. The results suggest that UI may play a salutary role in maintaining the health and job readiness of workers with disabilities." (Author's abstract, IAB-Doku) ((en))

    Abstract

Abstract

"Purpose: This paper examines the extent to which job satisfaction, requests for accommodations, and the likelihood of a request being granted vary by disability status. We further analyze whether being granted workplace accommodations moderates the relationship between work satisfaction and disability. Methods: We use a novel survey of healthcare workers centered on disability status, perceptions of work experiences, and the provision of accommodations. The data are used in a descriptive analysis and multiple regressions to examine the moderating effect of accommodations on the relationship between disability and indicators related to job satisfaction. Results: Results show that people with disabilities have more negative perceptions of their work experiences than people without disabilities. Although people with disabilities are more likely to request accommodations than people without disabilities, they are equally likely to have their requests wholly or partly granted. Regression results indicate that the negative relationships between disability status and most measures of work experience are largely eliminated when accounting for the disposition of accommodation requests. The main exception is turnover intentions, in which the adverse relationship with having a disability does not change even when an accommodation is granted. Partly granting accommodations is helpful only for some metrics of job experience. Conclusion: Our paper shows that fully granting accommodations can go a long way to closing the disability gap in job satisfaction between people with and without disabilities." DOI:10.1055/a-2645-2652

    Abstract

Abstract

"This study examines the labor market effects of eliminating Section 14(c) subminimum wage employment laws for people with disabilities in the United States. We construct a novel panel dataset combining the universe of Department of Labor Section 14(c) administrative records (2015–2024) with individual-level data from the Current Population Survey (2009–2024). Exploiting the staggered elimination of Section 14(c) across fifteen states, we employ event-study and difference-in-differences designs to identify dynamic treatment effects. We find that elimination policies reduce formal subminimum wage employment by approximately 2,000 workers per state within two years. Importantly, we find no statistically significant reductions in overall employment rates, competitive integrated employment, or hours worked among workers with disabilities. Estimates suggest economically meaningful reductions in welfare income receipt. These findings indicate that subminimum wage abolition achieves its intended policy objective by eliminating formal sheltered employment without imposing the adverse employment effects that critics of minimum wage policies predict. Our results inform ongoing federal deliberations over phasing out the Section 14(c) program." (Author's abstract, IAB-Doku, © 2026 Elsevier B.V. Abstract

"This study cumulates results across 50 studies (76 independent samples) comparing disabled and non-disabled employees on perceived job demands, psychological and motivational factors, perceived support, job performance, and economic impacts. A moderator analysis was conducted based on the report method, disability type, job requirements (interactional demand), geographical location, and sample type. Results revealed that disabled employees reported no significant differences in job demands, including physical, psychological, and time demands, compared to non-disabled peers. However, they exhibited lower levels of some psychological and motivational factors, such as diminished psychological well-being, reduced job self-efficacy, and less perceived autonomy, but had comparable levels of job satisfaction, organizational commitment, and job meaningfulness. While disabled employees reported comparable levels of perceived support from organizations, supervisors, and coworkers, they reported moderate levels of perceived discrimination. They received significantly lower pay than non-disabled employees. We also observed higher work interference (e.g., health-related interruptions) and slight differences in task performance between disabled and non-disabled employees. Notably, organizational concerns about shorter tenure, higher turnover, and increased compensation claims for disabled employees were unfounded, even though disabled employees reported greater unmet accommodation needs." Kürzungen in der Eingliederungshilfe? Zur Empfehlung Nr. 17 der Kommission zur Sozialstaatsreform (KSR) (2026)

(2026): Kürzungen in der Eingliederungshilfe? Zur Empfehlung Nr. 17 der Kommission zur Sozialstaatsreform (KSR). (Arbeitsmarkt aktuell 2026,01), Berlin, 6 S.

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"This article studies how firms’ screening incentives in the labor market affect the optimal design of social insurance programs and quantitatively assesses the U.S. disability policies accounting for firms’ screening of the disabled. We develop an equilibrium search model where workers with different productivities have heterogeneous preferences over non-wage benefits and firms cannot offer an employment contract that explicitly depends on worker types. In this environment, firms may use contracts to screen out a certain type of workers, distorting employment rates and contracts in equilibrium. Therefore, the optimal structure of social insurance policies depends on firms’ screening incentives. We extend and structurally estimate this framework to quantitatively understand the inefficiencies arising from firms’ incentives to screen out disabled workers and examine the optimal joint design of disability insurance (DI) and various forms of firm subsidies. We find that hiring subsidies mitigate screening distortions; at the same time, they interact with DI by reducing the labor supply disincentives it generates. The optimal policy structure leads to a considerable welfare gain by simultaneously making firm subsidies and DI benefits more generous." (Author's abstract, IAB-Doku) ((en))

The employment effects of the disability education gap in Europe (2025)

    Abstract

"We investigate the contribution of the disability education gap to thedisability employment gap in the European Union. We find that educational attainment is a major factor determining the probability of employment among persons with disabilities and that the employment effects of tertiary education are much larger among persons with disabilities than among non-disabled people. We also uncover substantial heterogeneity in the role of education across countries. Overall, weestimate that 19% of the disability employment gap in the 25–34 agegroup can be attributed to the gap in education between individuals with and without disabilities."
