Abstract

"Persons with disabilities (PWDs) are disproportionately unemployed, underpaid, and underemployed despite their desire and capacity to work. The U.S. federal/state vocational rehabilitation (VR) program, under the supervision of the Rehabilitation Services Administration (RSA), is charged with providing services to assist eligible PWDs (VR consumers) in achieving employment. Despite research showing that VR consumers closed to self-employment (vs. non-self-employment closures) have better outcomes, self-employment is often considered as a last resort. Moreover, some evidence suggests self-employment (like non-self-employment) outcomes are associated with VR consumers’ gender and racial/ethnic identity. The objective of this study was to determine trends of case closures in self-employment among PWDs within the VR program from 2011–2013 to 2017–2019 and to examine the effects of gender and race/ethnicity on self-employment outcomes. Variables of interest were obtained from RSA’s Case Service Report (RSA-911) data set for 2011, 2012, 2013, 2017, 2018, and 2019. Data were recoded and analyzed. The number of closures in self-employment declined significantly. Weekly earnings in self-employment increased. Time from application to closure in self-employment decreased. Differences in VR self-employment outcomes by race/ethnicity and gender were noted. Efforts should be made to increase competency in self-employment of VR counselors and promote self-employment within the VR program." (Author's abstract, IAB-Doku) ((en))

"This policy brief, prepared by the OECD and European Commission, explores the potential of entrepreneurship policy to support the labour market participation of people with disabilities. Disabilities vary widely in type, severity, stability, duration and time of onset, and these characteristics influence individual capacities and willingness to be active in the labour market. Self-employment can be appropriate for some in this population because it can provide more flexibility than paid employment in terms of workload, work schedule and work location, which can allow for better management of disability and lifestyle. This brief provides an overview of the policy rationale for entrepreneurship support for people with disabilities and provides a brief overview of the scale and nature of self-employment activities by people with disabilities and suggests potential actions for governments." "Self-employment and business ownership may provide viable options toward overcoming employment disparities for people with disabilities. This qualitative study explored the process and experience of self-employment among people with disabilities. An online survey yielded responses from 18 individuals who were engaged in various self-employment endeavors. The researchers identified three main categories: reasons for self-employment, the process of becoming self-employed, and the challenges encountered. The majority of participants revealed negative and/or unhelpful interactions with vocational rehabilitation counselors. In addition, this study solicited advice from participants for vocational rehabilitation counselors and other persons with disabilities contemplating self-employment. "This article investigates the effect of disability on progress in the start-up process. One person out of 10 has a disability, yet entrepreneurship literature remains silent on the contributions of this population. This is surprising given that people with disabilities are more likely to be self-employed than the general population. Results from the Panel Study of Entrepreneurial Dynamics show that start-up efforts by nascent entrepreneurs with disabilities are less likely to result in the emergence of a viable organization, indicating that nascent entrepreneurs with disabilities face particular challenges." Darin werden die Daten zum Ausmaß der selbstständigen Erwerbstätigkeit und unternehmerischen Aktivitäten von Menschen mit Behinderungen vorgestellt. Zudem werden die Hindernisse im Zusammenhang mit dem Unternehmertum behandelt, von denen speziell Menschen mit Behinderungen betroffen sind. Weiterhin beschäftigt sich das Kurzdossier mit politischen Ansätzen zur Förderung des Unternehmertums bei Menschen mit Behinderungen. "This paper analyses the labor-market transitions among older people with disabilities in Europe as compared to their nondisabled counterparts. Particular attention is paid to the workers' transitions to and from self-employment. Using data from the two first waves (2004 and 2007) of a panel data from the Survey of Health, Ageing and Retirement in Europe (SHARE), we estimate employment transition matrices for disabled and non-disabled individuals aged 50 years or over, taking into account the possible transitions in disability status that individuals may experience throughout our panel data. The results show that older people with disabilities (especially females) who are self-employed in 2004 are less likely to remain in the same labor status three years later. In contrast, transitions from self-employment to 'out of labor force' were relatively higher for disabled individuals as compared to non-disabled ones. "Der vorliegende Abschlußbericht enthält die Dokumentation und Bewertung des Modellprojektes 'enterability' - Existenzgründungsberatung für Menschen mit Schwerbehinderung in Berlin für den Zeitraum vom November 2003 bis November 2006. Der Bericht beginnt mit der Darstellung von Rahmenbedingungen und Fragen, die an die wissenschaftliche Begleitung gestellt wurden und stellt die modellhafte und einzigartige Bedeutung des Modellprojektes heraus. In Kapitel 2 wird auf den Forschungsgegenstand 'Existenzgründungsberatung', wie im weiteren Verlauf, ständig Bezug genommen. Kapitel 3 stellt das entwickelte Beratungskonzept von enterability detailliert vor. Kapitel 4 fokussiert auf die Unterstützung beim Kapitalbedarf der Gründer/innen und beschreibt die besonderen Angebote, die während der Laufzeit von enterability entwickelt und erprobt wurden. Mit dem Netzwerk und den Kooperationspartnern der Beratungsstelle beschäftigt sich Kapitel 5. Die Ergebnisse des Modellprojektes, der hohe Bedarf und die Nachfrage an Beratung und Unterstützung wird aus der Perspektive der potentiellen Gründer/innen in Kapitel 6 und 7 beschrieben. Die realisierten Gründungen und die Ergebnisse der Gründer/innenbefragung bilden das Kapitel 8.
