Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     Abstract

    "The present paper examines modes of immigrants' labor market incorporation into European societies with specific emphasis on the role played by immigrant status (i.e. first-generation immigrants, immigrant descendants and native born without migrant background), region of origin, and gender. The data were obtained from the European Union Labour Forces Survey 2008 Ad-Hoc Module for France, Belgium, UK and Sweden. In order to supplement the results from the country-specific analysis, we replicated the analysis using pooled data from the five rounds of the European Social Survey conducted between 2002 and 2010, for nine 'old immigration' Western European countries together. The analysis centered on two aspects of incorporation: labor force status and occupation. Multinominal, binary logistic as well as linear probability regression models were estimated. The findings suggest that in all countries non-European origin is associated with greater disadvantage in finding employment not only among first-generation immigrants, but also among sons and daughters of immigrants (i.e. second-generation). Moreover, the relative employment disadvantage among immigrant men of non-European origin is especially pronounced in the second-generation. The likelihood of attaining a high-status job is influenced mostly by immigrant status, regardless of region of origin and gender. The results of the study reveal that patterns of labor force incorporation vary considerably across origin groups and across generations. The patterns do not vary as much across countries, despite cross-country differences in welfare state regimes, migration integration policy and composition of migration flows."     "Employment projections and skills strategies emphasise the importance of (highly) skilled labour for competitiveness. A strategic focus on 'attracting the best talent' globally may conflict with policies to 'grow local talent'. This issue is considered in the UK context of a shift from a liberal immigration regime to a demand-led system characterised by increasing restriction, through adjustments to a points-based system to manage labour migration from outside the European Economic Area (EEA). The specific focus is on an annual limit on non-EEA labour migrants introduced in 2011 and tightening of eligibility criteria for entry of (highly) skilled migrants, amid business' concerns that this might stifle economic growth. Drawing on 20 employer case studies and literature on skills and migration policy, the article investigates the costs and implications for business in adhering and seeking to adapt to migration policy changes. Such changes pose administrative burdens on employers and limit business flexibility but associated monetary costs to businesses are difficult to quantify. Adaptation strategies and the impact of migration rule changes vary: some firms experience limited impact, some adjust their recruitment behaviour and some feel their underlying business rationale is threatened.     "Despite a growing interest in migration questions, it is still not possible to systematically analyse immigration policies across time and a large number of countries. Most studies in this field have heretofore focussed on individual cases. Recently, there have been a series of studies that have proposed policy indices that allow for large-N analyses. It appears, however, that these studies have not always adequately addressed the main challenges of index building, that is, conceptualisation, measurement and aggregation. Moreover, they are for the most part limited to individual policy fields or there is a trade-off between the number of countries and years that are covered. The aim of this article is to present the Immigration Policies in Comparison (IMPIC) project, which proposes a new and comprehensive way to measure immigration regulations. The data set covers all major fields and dimensions of immigration policies for thirty-three OECD countries between 1980 and 2010. This article discusses the way immigration policies have been conceptualised, how policies have been measured and aggregated and demonstrates the potential of such a new data set."     Abstract

    Kanada gilt im Allgemeinen als Vorzeigemodell für eine erfolgreiche Einwanderungs- und Integrationspolitik und wird von deutschen Politikern gern als Vorbild herangezogen. Vor diesem Hintergrund untersucht der Autor die Frage, 'inwieweit durch die jüngeren Reformen in den beiden Ländern noch Unterschiede hinsichtlich der grundlegenden Frage bestehen, wie die Gruppen als Arbeitsmigranten umworbener Zuwanderer rechtlich-konzeptionell definiert werden'. Dazu wird zunächst auf die jüngere Geschichte kanadischer Arbeitsmigrationspolitik eingegangen, insbesondere die im Jahr 2015 erfolgte Einführung des 'Express Entry'. Der daran anschließende Vergleich der kanadischen mit der deutschen Entwicklung zeigt, dass es in beiden Ländern durchaus ähnliche Entwicklungen gibt. 'Als in Kanada wie in Deutschland zu beobachtender Trend im Bereich der Arbeitsmigrationspolitik wurde im Rahmen dieses Beitrags eine neue Prominenz von Arbeitskräfteknappheit herausgestellt, die steuerungskonzeptionell anders gelagerte Kriterien der Arbeitsmigrationspolitik in den letzten Jahren deutlich in den Hintergrund gerückt haben.'     "This paper investigates the consequences of the legalization of around 600,000 immigrants by the unexpectedly elected Spanish government of Zapatero following the terrorist attacks of March 2004. Using detailed data from payroll-tax revenues, we estimate that each newly legalized immigrant increased local social-security revenues by 3,504 Euros on average. This estimate is only 49 percent of what we would have expected from the size of the newly documented immigrants, which suggest that newly legalized immigrants probably earned lower wages than, and maybe affected the labor-market outcomes of, other workers. We estimate that the policy change deteriorated th labor-market outcomes of some low-skilled natives and immigrants and improved the outcomes of high-skilled natives and immigrants. This led some low-skilled immigrants to move away from high-immigrant locations. Correcting for internal migration and selection, we obtain that each newly legalized immigrant increased payroll-tax revenues by 4,368 Euros or 25 percent more than the raw payroll-tax renveue data estimates. This shows the importance of looking both at public revenue data and the labor market to understand the consequences of amnesty programms fully." (Author's abstract, IAB-Doku) ((en))

    "We propose an immigration policy based on the model of cooperatives. Incoming migrants have to acquire a participation certificate. In exchange, the immigrants may enter the country of choice without danger. The revenue goes to the country of the recipient nation rather than to human smugglers. The cost would be much lower than today's efforts to secure the borders. Asylum seekers get back the money paid for the certificate. Immigration is therewith regulated more efficiently than today.     "The current rules for 'free movement' in the European Union (EU) facilitate unrestricted intra-EU labour mobility and equal access to national welfare states for EU workers. The sustainability of this policy has recently been threatened by divisive debates between EU countries about the need to restrict welfare benefits for EU workers. This article develops a theory for why the current free movement rules might present particular challenges for certain EU member states. It focuses on the potential roles of three types of national institutions and social norms in determining national policy positions on free movement in the EU15 states: labour markets (especially their 'flexibility'); welfare states (especially their 'contributory basis'); and citizenship norms (focusing on the 'European-ness' of national identities). I show that these institutions and norms vary across member states and explain why we can expect these differences to contribute to divergent national policy preferences for reforming free movement."     "Two sharply contrasting accounts exist for the relationships between welfare generosity and immigrant social rights. The dualization hypothesis argues that due to fiscal pressures and welfare chauvinism, generous welfare states are more likely to exclude immigrants from access to welfare benefits. The generosity hypothesis argues that on the contrary, in generous welfare states, an immigrant will be granted greater access to benefits for material, institutional and cultural reasons. Using newly collected data from the Immigration Policies in Comparison (IMPIC) project that covers 18 Organisation for Economic Co-operation and Development (OECD) states over 30?years (1980 - 2010) the two hypotheses are tested using pooled time series analyses. Both a composite index of welfare generosity and social welfare expenditures are used as explanatory variables. Furthermore, the analyses include a number of controls from the welfare state literature, as well as a measure for overall immigration policy restrictiveness. The results broadly support the generosity hypothesis. By contrast, the analyses yield no support for the dualization hypothesis. The index of welfare generosity is positively and significantly associated with immigrant access to benefits, while social welfare expenditures are positively signed but not significant. A number of sensitivity analyses confirm the robustness of the results. Ultimately, this study demonstrates that generous welfare states are more likely to grant immigrants access to welfare benefits, and less generous welfare states are more likely to exclude immigrants from access."     "We ask which migration policy a developed country will choose when its objective is to attain the optimal skill composition of the country's workforce, and when the policy menu consists of an entry fee and a quota. We compare these two policies under the assumptions that individuals are heterogeneous in their skill level as well as in their skill type, and that individuals of one skill type, say 'scientists,' confer a positive externality on overall productivity whereas individuals of the other skill type, say 'managers,' do not confer such an externality. We find that a uniform entry fee encourages self-selection such that the migrants are only or mostly highly skilled managers. The (near) absence of migrant scientists has a negative effect on the productivity of the country's workforce. Under a quota: the migrants are (a) only averagely skilled managers if the productivity externality generated by the scientists is weak, or (b) only averagely skilled scientists if the productivity externality generated by the scientists is strong. In (a), a uniform entry fee is preferable to a quota. In (b), a quota is preferable to a uniform entry fee. If, however, the entry fee for scientists is sufficiently below the entry fee for managers, then migrants will be only or mostly highly skilled scientists, rendering a differentiated entry fee preferable to a quota even when the productivity externality is strong. Instituting a differentiated fee comes, though, at a cost: the fee revenue is not as high as it will be when migrants are only or mostly managers. We conclude that if maximizing the revenue from the entry fee is not the primary objective of the developed country, then a differentiated entry fee is the preferred policy."     "Preparing for future changes in international migration requires an understanding of the different ways in which societies may change and how these will affect migration patterns. This requires us to move beyond traditional approaches of migration forecasting, which tend to focus on a limited set of relatively certain, easy-to-predict factors, such as demographic trends, and which assume structural continuity, by exploring methodologies that are suited to examine factors such as geopolitical shifts, economic restructuring, technological change and environmental change, which are notoriously difficult to predict, but which we cannot afford to ignore, since they will have a considerable impact on global migration patterns and trends. To this end, this paper presents the Global Migration Futures (GMF) Scenario Methodology developed at the University of Oxford's International Migration Institute (IMI). The GMF Scenario Methodology integrates insights from migration theory with techniques from the Intuitive Logics School of scenario planning to enable the simultaneous and systematic examination of relatively certain and uncertain migration determinants, their future evolution as well as their implications for population mobility. In addition, this paper discusses the key insights gained through the application of the GMF Scenario Methodology in different world regions as well as its main limitations."     "This paper shows how the dynamics of the firm yield new insights into the short- and long-run economic outcomes from changes in immigration policy. I quantitatively illustrate these insights by evaluating two policies: an expansion of and the elimination of the H-1B visa program for skilled labor. A change in policy changes firms' entry and exit decisions as they dynamically respond to changes in market size. The dynamic response of firms amplifies changes in relative wages as labor demand shifts with the distribution of firms. Firms' responses also lead to the rapid accrual of aggregate gains/losses in output and consumption.     "For governments concerned with enhancing labour market efficiency, employer-sponsored temporary labour migration schemes have become increasingly popular. However, the equity implications of these arrangements, which constrain the mobility of migrant workers, have largely been ignored. This paper assesses the factors affecting the vulnerability of employer-sponsored migrant workers and addresses the question of whether these schemes comply with ethical principles relating to fair treatment. It draws upon migration ethics, political economy and socio-legal perspectives to evaluate visa schemes in Australia, Canada and Sweden. The paper argues that there is an ethically justifiable case for selectively restricting certain rights of migrant workers within clearly defined parameters. However, policies facilitating worker mobility, restricting sponsorship to higher-skilled occupations, promoting enforcement and worker representation, and providing accessible opportunities for permanent residency and citizenship help to ensure that employer-sponsored temporary labour migration schemes comply with ethical principles relating to the fair treatment of workers."     "This paper is part of the joint project between the Directorate General for Migration and Home Affairs of the European Commission and the OECD's Directorate for Employment, Labour and Social Affairs on 'Review of Labour Migration Policy in Europe'. This document has been produced with the financial assistance of the European Union. The views expressed herein can in no way be taken to reflect the official opinion of the European Union. Grant: HOME/2013/EIFX/CA/002 / 30-CE-0615920/00-38 (DI130895) A previous version of this paper was presented and discussed at the OECD Working Party on Migration in June 2015.The paper presents the main instruments for co-operation with third countries in the area of labour immigration - policy instruments constituted by the mobility partnerships, financial instruments, as well as legal instruments. For each of them, the study examines the reference sources underpinning the activity, the manner in which labour immigration is organised, and the ways of promoting ethical recruitment. The paper then draws up a frame of reference on these instruments, followed by specific references to the labour immigration policies of certain Member States, and certain third countries, serving to illustrate the arguments."     Abstract

    "The effect of immigration on host and origin countries is mediated by the way migrants take their labour supply decisions. We propose a simple way of integrating the traditional random utility maximisation model used to analyse location decisions with a classical labour demand function at destination. Our setup allows us to estimate a general upper bound on the elasticity of the migrant labour supply that we take to the data using the evolution of the numbers and wages of temporary overseas Filipino workers between 1992 and 2009 to different destinations. We find that the migrant labour supply elasticity can be very large. Temporary migrants are very reactive to economic conditions in their potential destinations." The recent books Exodus: How Migration is Changing Our World by Paul Collier and The Price of Rights: Regulating International Labor Migration by Martin Ruhs raise a number of questions about the underlying economic model.
