"We study how the labor market shocks of automation and immigration interact to shape workers' outcomes. Using matched employer –employee data from Norwegian administrative registers, we combine animmigration shock triggered by the European Union's 2004 enlargement with an automation shock based on the adoption of industrial robots across Europe. Although these shocks largely occur in separate industries, we show that automation reduces earnings not only in manufacturing but also in construction, where tasks overlap with robot-exposed sectors. Importantly, workers jointly exposed to automation and immigration suffer earnings losses greater than those facing either shock in isolation. These losses are driven by downward occupational mobility into low-wage services and re-sorting into lower-premium firms. Even within the Norwegian welfare system, the ability of social insurance to offset these long-run earnings declines is limited. Our findings underscore the importance of analyzing labor market shocks jointly, rather than in isolation, to fully understand their distributional consequences." (Author's abstract, IAB-Doku) ((en))

"The labor market integration of migrants, focusing on employment and job quality, differs notably across Southern and Continental-Northern European nations, often involving trade-offs. Nonetheless, little is known about whether these diverse migrant inclusion models in European labor markets extend to the combination of employment and overeducation. Additionally, the role of gender in this context remains unclear. While overeducation is more prevalent among immigrants compared to native, its prevalence varies across countries. To fill this gap, we analyzed data from the 2015–2019 European Labor Force Survey in 17 European countries, considering gender and migrant origin – Western vs. non-Western. Results show that non-Western migrants and migrant women face more challenges than Western migrants and male counterparts, respectively. Among males, a trade-off model predominates, with low employment penalties but high overeducation penalties in Mediterranean countries, and vice versa in Continental and some Nordic nations. For females, those in Southern Europe align with the Mediterranean trade-off model, while those in most Continental and Nordic countries experience a double penalty. "This article analyses the European Labour Authority (ELA) to understand the strategies EU agencies can use to improve EU rule implementation. Theoretically, we depart from established EU implementation and compliance research, broadly distinguishing between enforcement, information and socialization strategies. Empirically, the analysis draws on 18 semi-structured background interviews with ELA and national officials and stakeholders as well as on documents from the negotiation of ELA's mandate, its first 5 years of operation and the review of the ELA regulation. We find that ELA tries to meet, at least partly, the high and diverse expectations of its stakeholders by pursuing a multitude of enforcement and information strategies in parallel. Given its limited resources to enforce and inform top-down, however, most observers see the greatest potential for ELA in a socialization strategy, which prompts horizontal cross-border co-operation and builds trust amongst national enforcement authorities through joint inspections and liaison officers." "Refugee professionals constitute a small but significant part of the growing refugee population worldwide. They are highly educated individuals motivated to resume their disrupted professions in host countries. However, they often remain unemployed, underemployed, or overqualified. This multidisciplinary review identifies three categories of disadvantages—ethno-racial discrimination, stigmatization of the “refugee identity,” and de-professionalizing integration support—as potential causes of refugee professionals' disadvantaged socioeconomic position and poor economic performance. Ethno-racial discrimination appears to be the most destructive, undermining professional aspirations and exacerbating identity and integration disadvantages. Identity disadvantages reduce professionals to just refugees, while integration disadvantages deprive them of the professional training, counseling, and orientation needed for successful reintegration. The review concludes that more structural constraints lead to a higher risk of marginalization and social exclusion for refugee professionals. "This paper analyses employment effects of the Eastern Enlargement of the European Union (EU) in German firms. The literature has so far identified such effects using difference-in-differences estimators treating the EU Eastern Enlargement as a single event or using border regions as treatment intensity indicators. This paper re-evaluates the existing results using more recent and detailed data on actual tariff reductions. We recall that the EU Eastern Enlargement is a process of integration and continuous trade liberalization rather than a single event. We exploit that process and use actual variations in tariffs to identify causal effects of trade liberalisation on employment in German firms affected by these tariff cuts. There are negligible effects of tariff reductions from the EU Eastern Enlargement on overall employment in German firms. We find, a positive correlation between employment and tariff reductions, which is, however not causal, and potentially due to selection, as we also find higher employment growth in exporting firms." "Global careers and highly skilled expatriates employing their talent in diverse contexts of the world tend to be conceptualized as “male”, and recognized diplomas represent employability. Despite the increasing feminization of migration, highly skilled female migrants and their contributions to economies through careers or entrepreneurship remain overlooked. Many obstacles impede the full employment of their talents. We review extant literature and argue that female migrant talent merits more detailed conceptual attention. By analysing interview data from 2010 to 2019 in two advanced European countries, we found that female migrants suffer from brain waste in multiple ways, partly due to external institutional aspects and discrimination and partly due to inherent internalized practices and sociocultural norms. We call for greater intersectionality and interdisciplinarity in examining equality to advance female economic participation. Private and public sectors may improve female talent perception, integration and employment by developing specific responses to the problems identified." "Im vorliegenden Forschungsbericht wird analysiert, wie sich die Migration aus den neuen EU-Mitgliedsstaaten auf den Bezug von SGB-II-Leistungen durch die einheimische Bevölkerung auswirkt. Dabei liegt der Schwerpunkt auf erwerbsfähigen Leistungsberechtigten, da diese Gruppe davon potenziell am stärksten betroffen sein müsste. Trotz eines deutlichen Anstiegs der Zuwanderung lässt sich auf gesamtwirtschaftlicher Ebene kein Anstieg des SGB-II-Leistungsbezugs unter Einheimischen feststellen. Im Gegenteil: Der Zeitraum verstärkter Zuwanderung aus den neuen EU-Mitgliedsstaaten fällt mit einem Rückgang des SGB-II-Leistungsbezugs bei Einheimischen zusammen. Allerdings erlauben makroökonomische Zeitreihen lediglich Aussagen über Korrelationen, nicht jedoch über kausale Zusammenhänge. Aus diesem Grund werden ergänzend Regressionsanalysen auf regionaler und individueller Ebene durchgeführt. Hierbei wird die regionale Variation der Zuwanderung aus den EU-13-Staaten genutzt und zu Veränderungen im SGB-II-Leistungsbezug der einheimischen Bevölkerung in Beziehung gesetzt. Die Ergebnisse dieser Analysen deuten nicht darauf hin, dass die Zuwanderung aus den EU-13-Staaten einen nachweisbaren Effekt auf den SGB-II-Leistungsbezug der einheimischen Bevölkerung hatte. Weder auf regionaler noch auf individueller Ebene lässt sich ein systematischer und statistisch signifikanter Zusammenhang zwischen dem Ausmaß der Zuwanderung und Veränderungen im Bestand einheimischer Leistungsbeziehender feststellen. Die geschätzten Effekte sind meist gering, teilweise unterschiedlich gerichtet und statistisch unsicher. Insgesamt deuten die Befunde darauf hin, dass die Zuwanderung aus den EU-13-Staaten im untersuchten Zeitraum keine systematischen Veränderungen beim SGB-II-Leistungsbezug der einheimischen Bevölkerung bewirkt hat. Die Frage nach möglichen fiskalischen Auswirkungen der Migration auf die Sozialversicherungssysteme wurde in dieser Analyse nicht vertieft behandelt. "This article questions the trend of admitting third-country nationals to an EU Member State for the purpose of posting them to another EU Member State. The reality of the workers concerned does not match the assumptions underlying the legal regime for intra-EU posting. As a result, it is easier to exploit their labor and their legal immigration status is jeopardized both during and after the posting. This also makes fictitious their ability to exercise rights that depend on this status, such as access to certain social security benefits. The trend of ‘labor immigration for the purpose of posting’ is fueled by a complex and opaque interplay of regulatory frameworks and ambiguous judicial interpretation of key legal criteria for posting. Recent case-law might help to mitigate this trend. Also, a revised EU directive has potential to marginally improve the rights of posted third-country nationals in the EU state where they are admitted. "Migration has long shaped the demographic and economic realities of the Western Balkans, with Germany emerging as the primary destination for emigration. Since the 1990s, persistent emigration, combined with negative natural population growth, has led to significant population declines in Western Balkan countries, raising concerns about the region’s development. Yet this migration also generates economic benefits for origin countries, notably through remittances, trade, foreign direct investment (FDI) and diaspora networks. This Working Paper analyses the most recent migration wave to Germany, sparked by Germany’s 2015 Western Balkan Regulation (WBR) which facilitated labour flows from the region to Germany. While the benefits of the WBR for Germany are evident, the consequences for the Western Balkans have been mixed. Outflows are particularly significant in sectors vital for development, including healthcare, manufacturing and construction. Remittances remain important as support for household consumption, while trade and FDI links with Germany have deepened. Numerous factors motivate people to leave the region, from poor labour market outcomes to less welfare support and mistrust of institutions. Germany, meanwhile, has strong pull factors, including higher wages, stronger welfare systems, better education and more attractive career prospects in the German labour force. The true challenge for the Western Balkans, therefore, is to manage the phenomenon in ways that are conducive, rather than damaging, to its development. Reforms in the areas of employment, education and the rule of law can reduce the compulsion to leave. Meanwhile, rising cross-border capital flows between Germany and the region, together with reverse knowledge spillovers from the diaspora and possible return migration, can turn labour mobility into a source of growth." "In this article, I build on existing research on destination outcomes and migration patterns to better understand West to West mobility within the European Union. I use a unique dataset, the European Internal Movers Social Survey, which was conducted in five countries, with movers who lived in Britain, France, Germany, Italy or Spain and came from one of the other four countries in the sample. The results of the analysis point to a complex relationship between selected destination outcomes (economic, social ties, attachments) and migration patterns(one-off, repeat or multiple). Multiple migrants tend to have better outcomes than one-off movers in relation to the labour market (in terms of being in employment) and destination country networks, but they attach less to the destination country. It seems that multiple migrants invest their resources selectively, and lower attachment to the destination country could be related to the possibility of further mobility. Repeat migrants are more likely to be employed than one-off migrants, but otherwise they do not differ in how they fare in destination in terms of social ties and attachments." "This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years. "Die Saisonarbeit in der deutschen Landwirtschaft wird fast ausschließlich von osteuropäischen Wanderarbeiter*innen zu meist prekären Arbeitsbedingungen erbracht. Die Arbeitsverhältnisse in der Landwirtschaft wurden in den letzten Jahren verstärkt seitens des Gesetzgebers reguliert. Allerdings ist unklar, ob diese Regulierungen auch nachhaltige Verbesserungen bewirken. Gleichzeitig politisieren die Saisonarbeitskräfte selbst ihre Arbeitsbedingungen, was sich in vielfältigen Widerstandsformen ausdrückt. Aufgrund fehlender Machtressourcen sind sie jedoch nicht in der Lage, die Arbeitsbedingungen entscheidend zu verbessern. Für eine nachhaltige Verbesserung der Arbeitsbedingungen in der Landwirtschaft müssten Regulierungsansätze des Gesetzgebers, die Interessenvertretungen sowie die Handlungsansätze der Betroffenen selbst stärker ineinandergreifen." "Brain drain is a key policy concern for many countries. In this paper we study whether tax incentives are an effective policy to attract high-skilled expatriates back to their home country, exploiting a generous income tax break for Italian returnees. Using administrative data and a Triple Differences design, we find that eligible individuals are 27% more likely to return to Italy. Additionally, we uncover significant effects throughout the wage distribution, revealing that tax-induced migration is a broad phenomenon beyond top earners. Abstract
"We assess how within euro area labor mobility impacts economic dynamics in response to shocks. In the analysis we use an estimated two-region monetary union dynamic stochastic general equilibrium model that allows for a varying degree of labor mobility across regions. We find that, in contrast with traditional optimal currency area predictions, enhanced labor mobility can either mitigate or exacerbate the extent to which the two regions respond differently to shocks. The effects depend crucially on the nature of shocks and variable of interest. In some circumstances, even when it contributes to aligning the responses of the two regions, labor mobility may complicate monetary policy tradeoffs. Moreover, the presence and strength of financial frictions have important implications for the effects of labor mobility. If the periphery’s risk premium is more responsive to its indebtedness than our estimates, there are various shocks for which labor mobility may help stabilize the economy. Finally, the euro area’s economic performance following the Global Financial Crisis would not have been necessarily smoother with enhanced labor mobility." (Author's abstract, IAB-Doku) ((en))

Abstract
"The growth and diversity in contemporary return migration have given rise to questions related to migrants' (re)integration into their society of origin. In particular, a growing set of studies examine the returnees' labour market situation to understand how time spent living and working abroad affects individuals' social mobility upon return. The key aim of this paper is to explore the socio-occupational paths of returning migrants. Based on the online survey with Polish and Lithuanian returnees (n = 544) who had spent at least a year in the UK, we aim to identify patterns in the socio-occupational sequences of people experiencing returning migration. Based on sequence analysis carried out in TraMineR (Life Trajectory Miner for R) covering the situation of returning migrants before migration, during migration and upon return, we have distinguished four clusters of sequences: (1) sequences with education, (2) sequences with employment, (3) sequences with unemployment and (4) sequences with self-employment. We compare those clusters in terms of demographic characteristics, as well as migration plans. We also take into consideration skills acquired and transferred throughout migration trajectories. With this typology based on the unique dataset of returning migrants, we supplement existing, primarily qualitative, research on returning migrants' careers with the sequence analysis based on quantitative data." Abstract
"This article highlights the growing significance of intermediated temporary labour mobility, and how it has put further pressure on industrial relations institutions in Central and Eastern Europe since EU enlargement. The social partners’ modest regulatory role has been further challenged and reconfigured by the spread of labor market intermediaries. In their struggle to maintain a degree of regulatory influence in the face of unilateral government regulation and the dominance of intermediaries, social partners have shifted their positions between entrenched consent and antagonism and/or protagonism. Our two case studies of Hungarian temporary agency work in metal manufacturing and posted workers in Slovenian construction show similar labor market pressures on sectoral industrial relations in the two countries, but different responses by social partners, indicating different prospects for national industrial relations. The state has retained the decisive regulatory role in both cases, but the Slovenian social partners, in contrast to their Hungarian counterparts, still have some regulatory influence."
