Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. "An increasing body of research has found evidence for a discrimination paradox, the finding that higher educated migrants perceive more discrimination. Knowledge is limited, however, with regards to its omnipresence across the multicultural societies of Europe. Therefore, the present research assesses the generalizability of the discrimination paradox and investigates its context dependency for both personal and societal perceived discrimination. To this end, we present a series of macro-level factors that may aggravate the discrimination paradox. Employing the EU-MIDIS II data, we investigate the discrimination paradox for first- and second-generation migrants across nineteen EU-countries. Multilevel analyses conducted using these large-scale survey data show that the discrimination paradox is to a large extent a Western European and Scandinavian phenomenon. In Southern Europe, Poland and Slovenia, there is little evidence for such a paradox. This research moreover finds that compared to lower educated migrants, higher educated migrants perceive more discrimination on an individual level in countries with certain characteristics. Namely, in countries with lower levels of migrant overqualification, and in countries with a lower social distance towards immigrants, higher educated migrants tend to perceive more personal discrimination. "High-skilled migration programs exist around the world in the hope that immigrants complement native workers, allow firms to grow, and boost innovation. We study the effect of one such program by exploiting the 2016 extension of the Optional Practical Training (OPT) program, which significantly prolonged the work authorization period for international STEM graduates. Using a synthetic difference-in-differences approach, we find that the policy successfully increased the local supply of high-skilled immigrants in exposed Commuting Zones. This local inflow stimulated firm creation and the demand for native high-skilled workers. The program might have also boosted innovation in certain sectors and startup investment, especially in Commuting Zones hosting top-ranked universities, where, overall, the effects tend to be larger." "Polnische Staatsangehörige bilden mit einem Anteil von 6,6 Prozent der ausländischen Bevölkerung im erwerbsfähigen Alter eine der größten Staatsangehörigkeitsgruppen in Deutschland (hinter Staatsangehörigen aus der Türkei, der Ukraine und Rumänien). Im Jahr 2024 war die Nettozuwanderung von polnischen Staatsangehörigen jedoch erstmals seit Einführung der Arbeitnehmerfreizügigkeit rückläufig. Die Arbeitsmarktintegration von polnischen Staatsangehörigen ist gemessen an gängigen Indikatoren insgesamt positiv zu bewerten: Die Beschäftigungsquote lag im Dezember 2024 bei 62,0 Prozent und ist damit höher als in der ausländischen Bevölkerung insgesamt (55,1 %); die Arbeitslosenquote lag bei 7,6 Prozent – im Vergleich zu 14,8 Prozent für die ausländische Bevölkerung insgesamt. Der Anteil der erwerbsfähigen Leistungsberechtigten lag im Dezember 2024 mit 5,8 Prozent deutlich niedriger als bei den ausländischen Staatsangehörigen insgesamt (17,3 %). Unter den sozialversicherungspflichtig Beschäftigten sind polnische Staatsangehörige hauptsächlich im Fachkraftbereich vertreten (50,2 %), 40,4 Prozent sind im Helferbereich beschäftigt, 9,3 Prozent im Spezialisten- bzw. Expertenbereich. Sie arbeiten überdurchschnittlich häufig im verarbeitenden Gewerbe, in Verkehr und Lagerei, im Baugewerbe sowie der Arbeitnehmerüberlassung. Über 50 Prozent arbeiten in einer dieser vier Branchen. Zudem sind sie überdurchschnittlich in Engpassberufen beschäftigt. Deutschlands Attraktivität als Zielland für Personen in Polen im Alter von 18 bis 34 Jahren nahm in den letzten Jahren ab. Während Deutschland zwischen 2009 und 2013 noch das am häufigsten genannte Zielland war (23 %), sank der Anteil bis 2024 auf 9 Prozent. Überdies geben immer mehr Personen aus Polen mit tertiärem Bildungsabschluss an, nicht auswandern, sondern in Polen bleiben zu wollen. 52,2 Prozent der polnischen Eingewanderten in Deutschland geben an, dauerhaft in Deutschland bleiben zu wollen, 14,5 Prozent planen nur einen temporären Aufenthalt und 33,3 Prozent sind noch unentschlossen. 30,7 Prozent haben im vergangenen Jahr über eine Ausreise nachgedacht; rund 4,1 Prozent hegen bereits konkrete Abwanderungspläne – von letzteren wollen 68 Prozent nach Polen heimkehren, gefolgt von 9 Prozent, die in die Schweiz auswandern möchten. Dabei haben insbesondere Jüngere unter 35 Jahren die Absicht, Deutschland wieder zu verlassen. Als Motive für Auswanderungsüberlegungen oder konkrete Pläne, Deutschland wieder zu verlassen, geben Polinnen und Polen vor allem strukturelle Gründe an: die allgemeine wirtschaftliche Lage (57,7 %), die politische Lage (56,0 %), hohe Steuern (45,9 %), aufwändige Bürokratie (38,0 %) sowie persönliche Vorlieben (29,6 %). Als Gründe dafür, dass polnische Eingewanderte, die Deutschland wieder verlassen möchten, ein bestimmtes Zielland präferieren (sei es Polen oder ein anderes Land) wurden genannt: persönliche Vorlieben (45,5 %), vorhandene Sprachkenntnisse (44,4 %), wirtschaftliche Lage in dem Zielland (42,4 %), gefolgt von eigenen beruflichen Gründen (40,4 %) und Freunden / Bekannten, die dort leben (40,1 %). 15,4 Prozent der Polinnen und Polen geben an, nach einer Rückkehr oder einer Weiterwanderung in ein drittes Land, eine erneute Rückkehr nach Deutschland in Betracht zu ziehen, während 38,9 Prozent dies verneinen. "Refugee professionals constitute a small but significant part of the growing refugee population worldwide. They are highly educated individuals motivated to resume their disrupted professions in host countries. However, they often remain unemployed, underemployed, or overqualified. This multidisciplinary review identifies three categories of disadvantages—ethno-racial discrimination, stigmatization of the “refugee identity,” and de-professionalizing integration support—as potential causes of refugee professionals' disadvantaged socioeconomic position and poor economic performance. Ethno-racial discrimination appears to be the most destructive, undermining professional aspirations and exacerbating identity and integration disadvantages. Identity disadvantages reduce professionals to just refugees, while integration disadvantages deprive them of the professional training, counseling, and orientation needed for successful reintegration. The review concludes that more structural constraints lead to a higher risk of marginalization and social exclusion for refugee professionals. This paper shows that such regional effects are composites of effects that address fundamental questions in the immigration debate but remain unidentified with repeated cross-sectional data. We provide a unifying empirical Framework that decomposes the regional effects of immigration into their underlying components and show how these are identifiable from data that track workers over time. Our empirical application illustrates that such analysis yields a far more informative picture of immigration’s effects on wages, employment, and occupational upgrading." Herkömmliche Datenquellen wie die amtliche Statistik oder der Mikrozensus erfassen jedoch nicht, welche Kompetenzen hochqualifizierte Zuwanderer mitbringen oder durch Abwanderung verloren gehen. Mithilfe von LinkedIn-Daten machen wir diesen Kompetenzfluss sichtbar und zeigen: Deutschland ist ein deutlicher Nettoimporteur von Fähigkeiten – insbesondere in den Bereichen IT, kognitive Kompetenzen sowie Projekt- und Personalmanagement. Sowohl Erwerbs- als auch Bildungsmigration tragen hierzu bei, wobei die Bildungsmigration durch die Pandemie stärker beeinträchtigt wurde. "The number of Indian migrants in Germany has risen sharply in recent years. In particular, they are helping alleviate the shortage of skilled workers in STEM professions. For Germany, India is the most important country of origin for labour and education migration. Currently, the profile of migration to Germany is changing: fewer experts are entering on the EU Blue Card (which, until recently, was the most important residence permit for skilled workers), while more students, trainees and professionally qualified people are coming to look for jobs or have their qualifications recognised by the German authorities. The Migration and Mobility Partnership Agreement (MMPA) concluded by Berlin and New Delhi in 2022 does not expand the German legal framework for recruiting skilled workers through the provision of new access routes. However, it does improve the practical implementation of self-organised migration from India - for example, by speeding up visa procedures. The MMPA Joint Working Group offers the opportunity not only to engage in a dialogue with the Indian government aimed at harnessing the full potential of increasing migration but also to address the challenges that have arisen from that trend, including the inadequate regulation of private recruitment agencies. The example of India shows that Germany's external infrastructure and migration-related development cooperation must be used much more effectively in countries of origin in order to develop new approaches to the fair and successful recruitment of skilled workers for the German labour market. Migration cooperation is a bridge builder in German-Indian relations, which are becoming increasingly important. Key areas of bilateral collaboration - such as digitisation, artificial intelligence and climate protection - should be systematically linked to knowledge exchange and the mobility of skilled professionals in these sectors." "Demographic and economic consequences of international migration in high-income countries depend on the patterns of flows, which have changed profoundly since WWII. We investigate how the increase in highly skilled migrants shaped the geography of flows, the age, sex and family composition and the international mobility of immigrants in Switzerland between 1966 and 2019. The large-scale circulation of predominantly male migrants from neighboring countries in the 1960s transformed into a more permanent inflow alongside a dominance of women and families originating from all over the world in the 1980s and early 1990s. However, the turn of the new Century was marked by a renewed regionalization, ageing and masculinization of immigration, which is focusing on urban agglomeration centres and again characterized by high levels of international mobility. "This article explores the dynamics of high-skilled migration and professional mobility in Turkey, focusing on its historical progression and impact. Beginning in 2010 and markedly intensifying by 2013, media and political figures have often termed this migration flow ‘Turkey’s brain drain. This phenomenon has become especially pronounced within international migration flows, closely linked to the globalization of education and professional expertise since the mid-1990s and early 2000s. To examine this shift, the study presents findings from 33 interviews using semi-structured questions with skilled individuals who moved from Turkey to Germany. It reveals that the motivations behind migration are deeply rooted in the historical context of Turkey’s socio-political and economic landscape, particularly the ongoing challenges since 2013. These include prolonged political conflicts, decreasing trust in legal systems, and economic hardships that have shaped daily life, professional environments, and educational opportunities. Consequently, a shared feeling of uneasiness has emerged, driven by pervasive insecurity and uncertainty across multiple domains. This feeling encapsulates a unique ‘migration of uneasiness’ marked by intersecting issues at various levels, including work-life balance struggles, gender inequality, and a diminishing sense of safety and stability. The study underscores that this migration is not merely a recent trend but is deeply entwined with Turkey’s historical and structural developments over the past two decades." "In the context of the global competition for highly skilled migrants, policy makers follow different approaches to attract and retain this highly sought-after group. One common assumption is that the establishment of a welcoming culture can facilitate the retention of highly skilled migrants. Relatively little is known, however, about the impact such policies can have on highly skilled migrants’ decisions to remain in the destination country. We address this gap by analysing the association between feeling welcome and highly skilled migrants ’ spatial intentions. We use a mixed methods approach that combines asurvey conducted among highly skilled migrants in the Euregio Meuse-Rhine (n = 410) and two rounds of semi-structured interviews (wave 1: n = 67; wave 2: n = 49). Our results suggest that respondents who feel welcome are more likely to have the intention to stay in the region permanently. This association is stronger for migrants with relatively more agency. The paper underlines the importance of early experiences in the host country and the role of subjective and intangible factors like feeling welcome in migration decision-making." "This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years. "Die Anzahl indischer Staatsangehöriger in Deutschland ist in den Jahren von 2010 bis 2022 deutlich gestiegen. Im Verhältnis zur ausländischen Bevölkerung insgesamt bzw. Drittstaatsangehörigen machen indische Staatsangehörige dennoch einen relativ kleinen Teil aus. - Die Zuwanderung von indischen Staatsangehörigen ist überdurchschnittlich geprägt durch Erwerbs- und Bildungsmigration. Insbesondere die Einwanderung zur Aufnahme eines Studiums ist seit dem Jahr 2010 vergleichsweise stark gestiegen. - Die Arbeitsmarktintegration von indischen Staatsangehörigen ist gemessen an gängigen Indikatoren insgesamt positiv. Die Beschäftigungsquote ist vergleichsweise hoch und die Arbeitslosen- und SGB-II-Hilfequoten sind relativ niedrig. - Unter den sozialversicherungspflichtig Beschäftigten ist das Anforderungsniveau der Tätigkeit der indischen Staatsangehörigen überdurchschnittlich hoch, was sich auch in vergleichsweise hohen Arbeitsentgelten widerspiegelt. - Vor dem Hintergrund des demographischen Wandels und einem zunehmenden Fach- und Arbeitskräftebedarf in Deutschland könnten Zuwandernde aus Indien dazu beitragen, diesen Bedarf zu decken. - Nach eigenen Auswertungen der World-Gallup-Datenbank könnten sich rund 8 Prozent der 18- bis unter 35-jährigen in Indien vorstellen, auszuwandern. Allerdings steht Deutschland hier in Konkurrenz mit anderen, vor allem angelsächsischen Zielländern, wie den Vereinigten Staaten, dem Vereinigten Königreich, Kanada oder Australien, die aufgrund der englischen Sprache oder von bereits bestehenden Netzwerken für Fachkräfte aus Indien attraktiver sein könnten. - Auswertungen auf Basis der IAB-SOEP Migrationsstichprobe, der IAB-BAMF-SOEP Befragung Geflüchteter und SOEP-Core für 2021 sind konsistent mit den amtlichen Statistiken hinsichtlich eines hohen Qualifikationsniveaus, einer hohen Erwerbsbeteiligung und eines geringen Frauenanteils unter in Indien geborenen Zugezogenen. Abstract
"Im März 2020 hat Deutschland mit der Einführung des Fachkräfteeinwanderungsgesetzes (FEG) sein Instrumentarium zur Steuerung der Erwerbsmigration reformiert. Die Änderungen konzentrierten sich in erster Linie auf die Lockerung der Einwanderungsvoraussetzungen für Fachkräfte mit Berufsausbildung, den Abbau formaler Migrationshindernisse und die Vereinfachung von Verfahren, beispielsweise bei der Anerkennung ausländischer Abschlüsse. Das Hauptziel des FEG war es, eine größere Anzahl von Erwerbsmigrantinnen und -migranten aus Nicht-EU-Ländern anzuziehen. Die Umsetzung erfolgte vor dem Hintergrund des demografischen Wandels und eines tendenziell zunehmenden Fachkräftemangels auf dem deutschen Arbeitsmarkt, bei einem gleichzeitigen Rückgang der Einwanderung aus den EU-Ländern. Dieser Forschungsbericht untersucht, ob die Einführung des FEG tatsächlich die Erwerbsmigration von außerhalb der EU nach Deutschland erhöht hat. Dazu wird mithilfe administrativer Daten untersucht, ob infolge des FEG mehr erwerbsbezogene Aufenthaltstitel an Drittstaatsangehörige ausgegeben wurden. Die Schätzung des kausalen Effektes des FEG wird jedoch durch zwei Herausforderungen erschwert: Erstens betraf das FEG potenzielle Migrantinnen und Migranten in allen Nicht-EU-Ländern gleichermaßen. Ein einfacher Vergleich der Migration aus betroffenen und nicht betroffenen Herkunftsländern ist also nicht möglich. Die Studie entwickelt deshalb einen neuartigen Schätzansatz, der stattdessen mehr oder weniger stark betroffene Herkunftsländer miteinander vergleicht. Als ein Proxy dafür, wie stark ein Herkunftsland von den Reformen des FEG potenziell betroffen ist, wird dabei das jeweilige Migrationspotenzial eines Landes herangezogen. Dieses wird mithilfe von weltweiten Befragungen gemessen, die darüber Aufschluss geben, wie groß der Anteil der Bevölkerung eines Herkunftslandes ist, der nach Deutschland als Zielland der ersten Wahl für die Auswanderung angibt. Wenn das FEG die Hürden der Erwerbsmigration gesenkt hat, dann sollte der Effekt größer sein für Länder, in denen es mehr Migrationswillige nach Deutschland gibt – und entsprechend kleiner in Ländern mit einem nur geringen Potenzial an entsprechenden Personen. Allerdings ist es möglich, dass die Erwerbsmigration aus Ländern mit einem größeren Migrationspotenzial bereits vor dem FEG einem steigenden Trend folgte, der sich auch ohne dessen Einführung fortgesetzt hätte. Diese Studie untersucht derartige Trends explizit und diskutiert, inwiefern diese zu Verzerrungen in der geschätzten Wirkung führen könnten. Zudem wird ein sogenannter Instrumenten-Variablen-Ansatz (IV) verwendet. In diesem wird das Migrationspotenzial der Herkunftsländer für Deutschland in einem ersten Schritt durch das Migrationspotenzial anderer vergleichbarer Zielländer in Europa approximiert. Dadurch werden spezifische Trends der Migration zwischen den Herkunftsländern und Deutschland reduziert. Weiterhin werden Placebo-Tests mithilfe von Daten zu Aufenthaltstiteln ohne Erwerbsbezug durchgeführt. Da diese nicht direkt von den Reformen des FEG betroffen waren, sollte hier keine Wirkung festzustellen sein – andernfalls wäre das ein Hinweis darauf, dass die gewählte Methode lediglich allgemeine Migrationstrends abbildet und nicht die Wirkung des FEG. Die zweite Herausforderung besteht darin, dass das FEG im März 2020 zeitgleich mit dem Ausbruch der COVID-19-Pandemie in Kraft trat, in dessen Folge die Zuzüge nach Deutschland aufgrund der Reisebeschränkungen stark einbrachen. In einer Robustheitsanalyse wird deshalb geprüft, ob die geschätzte Wirkung des FEG durch einen Aufholeffekt nach dem Ende der Covid-19-Pandemie verzerrt sein könnte, der seinerseits mit dem Migrationspotenzial der Herkunftsländer korreliert sein könnte. Die Ergebnisse zeigen insgesamt, dass das FEG eine signifikant positive Wirkung auf die Erwerbsmigration aus Drittstaaten nach Deutschland hatte. Je nach dem Migrationspotenzial der unterschiedlichen Herkunftsländer erklärt das Inkrafttreten des FEG zwischen 10 und 70 Prozent des Anstiegs der zu Erwerbszwecken erteilten Aufenthaltstitel. Legt man für das Migrationspotenzial den Median 2 der Herkunftsländer zugrunde und rechnet die Wirkung auf alle Herkunftsländer hoch, so kann das FEG etwa 10.500 bzw. 31 Prozent der im Jahr 2022 neu ausgestellten erwerbsbezogenen Aufenthaltstitel erklären. Diese Zahl gilt jedoch nur unter starken Annahmen und ist lediglich als Richtwert für die ungefähre Größenordnung der absoluten Wirkung des FEG zu verstehen. Die Placebo- und Robustheitschecks sprechen dafür, dass die geschätzten Effekte tatsächlich kausale Wirkungen des FEG widerspiegeln. Die Ergebnisse gelten – wie alle empirischen Auswertungen – nur unter den getroffenen Annahmen und unterliegen einer gewissen statistischen Unsicherheit. Die Signifikanzanalysen zeigen jedoch, dass mit einer sehr hohen Wahrscheinlichkeit angenommen werden kann, dass das FEG einen positiven Effekt hatte. Dennoch erreicht die Erwerbsmigration aus Drittstaaten auch nach der Einführung des FEG noch bei weitem nicht das Niveau, das notwendig wäre, um die Folgen des demografischen Wandels für den deutschen Arbeitsmarkt langfristig auszugleichen und das Erwerbspersonenpotenzial auf dem gegenwärtigen Niveau zu stabilisieren. Wenn also das politische Ziel angestrebt wird, die gesteuerte Erwerbsmigration aus Drittstaaten langfristig weiter zu erhöhen, wären weitreichendere Reformen nötig. Diese sollten weitere Vereinfachungen der formalen Einwanderungsvoraussetzungen und der Anerkennung ausländischer Abschlüsse beinhalten. Darüber hinaus wären zusätzliche aktive Bemühungen zur Werbung und Unterstützung von ausländischen Fachkräften nötig. Dies könnte Dienstleistungen umfassen, die Migrationsinteressierte und auch deren mitreisende Familienangehörige gezielt bei der Stellensuche in Deutschland und bei der Orientierung nach der Ankunft unterstützen – etwa durch eine intensivere Förderung von Deutschkursen bereits im Herkunftsland oder nach deren Ankunft bei der Orientierung auf dem Wohnungsmarkt oder der Suche nach Kinderbetreuungsmöglichkeiten. Auch gilt es, die Aufnahmebereitschaft und Toleranz der deutschen Gesellschaft zu stärken, um eine nachhaltige Integration zu fördern und die Attraktivität Deutschlands als Zielland zu wahren." "Better educated workers accept many more long-distance job offers, and relocate quicker following local shocks. I attribute this to a fundamental feature of their labor market experience, unrelated to geography: large returns to job match quality. If a good offer happens to originate from far away, the match surplus is then more likely to justify the cost of moving. This “lubricates” labor markets spatially. Using wage transition data (and a jobs ladder model), I show this can explain the bulk of mobility differentials. "While Western countries worry about labor shortages, their institutional barriers to skill transferability prevent immigrants from fully utilizing foreign qualifications. Combining administrative and survey data in a difference-in-differences design, we show that a German reform, which lifted these barriers for non-EU immigrants, led to a 15 percent increase in the share of immigrants with a recognized foreign qualification. Consequently, non-EU immigrants' employment and wages in licensed occupations (e.g., doctors) increased respectively by 18.6 and 4 percent, narrowing the gaps with EU immigrants. "Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success. "Brain drain is a key policy concern for many countries. In this paper we study whether tax incentives are an effective policy to attract high-skilled expatriates back to their home country, exploiting a generous income tax break for Italian returnees. Using administrative data and a Triple Differences design, we find that eligible individuals are 27% more likely to return to Italy. Additionally, we uncover significant effects throughout the wage distribution, revealing that tax-induced migration is a broad phenomenon beyond top earners. "This report provides evidence and policy recommendations concerning Germany's role in the global landscape of international scientific mobility and collaborations. Our analysis draws upon a comprehensive dataset from Scopus, encompassing over 5 million articles authored by researchers affiliated with German institutions from 2005 to 2020. We identify mobile scientists and collaborations based on the affiliations reported in their publications. To enhance the mobility analysis, we enrich this data with an ethnic analysis of authors' full names using IBM-GNR library. Additionally, we integrate data on doctoral theses conducted in Germany between 2000 and 2020. Our study explores trends within Germany, comparing its situation with other countries in Europe and globally. It also includes a specialized focus on three broadly defined disciplinary fields: Artificial Intelligence, Bioeconomy, and Advanced Manufacturing. Furthermore, the report assesses the impact of key policy measures such as the Excellence Initiative program, the Alexander von Humboldt professorship, and the AI Strategy."
