Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     "Given the challenges immigrants and their descendants face in entering the labor market, we add to the existing literature by considering a previously neglected explanation: a foreign accent. Using unique data with objective accent measures from the Children of Immigrants Longitudinal Survey in Four European Countries (CILS4EU), we first establish whether foreign-accent effects could be found in a non-experimental setting. Second, we seek to disentangle the accent effect by human capital, signalling, and discrimination approaches. Finally, we explore the extent to which employment and educational paths of accented speakers reflect their self-selection into the fields of study that lead to occupations for which accented speech is not a precondition. Our findings demonstrate that respondents with a stronger foreign accent are more likely to be found in occupations for which language skills are less essential. This is in line with the human-capital explanation. Self-selection tendencies might also be present, even though the findings are equivocal. Our analyses lend no support to the statistical discrimination explanation, as employers’ perceptions of foreign accents do not vary according to the extent of their contact with accented speakers at work or at home."     "Exploiting variation created by Deferred Action for Childhood Arrivals (DACA), we document the effects of immigrant legalization on immigrant mobility investments and economic outcomes. We provide new evidence that DACA increased both geographic and job mobility of young immigrants, often leading them to high-paying labor markets and licensed occupations. We then examine whether these gains to immigrants spill over and affect labor market outcomes of U.S.-born workers. Exploiting immigrant enclaves and source-country flows of DACA-eligible immigrants to isolate plausibly exogenous variation in the concentration of DACA recipients, we show that in labor markets where more of the working-age population can access legal protection through DACA, U.S.-born workers see little-to-no change in employment rates and actually observe increases in wage earnings after DACA's implementation. These gains are concentrated among older and more educated workers, suggesting immigrant workers complement U.S.-born workers and immigrant legalization generates broader local labor market benefits."     "Europe is experiencing heightened public attention toward anti-immigration policy reforms and restrictions. Despite the potential importance of these policy changes, we do not know whether these policies influence how immigrant children perceive their futures in their host countries. Employing secondary data analysis of the Program for International Student Assessment and the Migrant Integration Policy Index data, I show that a decrease in policy support for immigrant integration is associated with a decrease in how good of a job immigrant children expect to have when they are adults. Since students’ occupational expectations influence their eventual status attainment, this article shows that a decrease in pro-integration policies has important implications for the integration of immigrants into their host countries and for their life trajectories."     "Aktuell gibt es eine steigende Zuwanderung in den deutschen Arbeitsmarkt - nicht nur von Geflüchteten, sondern auch durch die aktive Anwerbung ausländischer Fachkräfte. Im Hinblick auf eine erfolgreiche ökonomische und soziale Integration spielt das duale Ausbildungssystem eine wichtige Rolle. Allerdings zeigen sich bei zugewanderten Auszubildenden deutlich höhere Abbruchquoten als bei Auszubildenden mit deutschem Pass. Besonders ausgeprägt ist das in Branchen, die stark vom Fachkräftemangel betroffen sind, wie im Handwerk oder den Pflegeberufen. In diesem Policy Paper werden Faktoren identifiziert, die die Integration junger Zugewanderter in den Ausbildungsmarkt verbessern und entsprechende Handlungsempfehlungen an Ausbildungsbetriebe und politische Akteure formuliert."     "How does immigrants' national identity affect integration in an inter-generational context? The theoretical framework of this paper predicts that a pronounced origin country identity of immigrants may reduce investments in country-specific human capital—with negative consequences for the school and labor market success of the second generation. The empirical analysis exploits rich survey data from the U.S. and relies on a novel IV strategy inspired by the epidemiological approach, where an aggregate measure of national pride in the country of origin serves as an instrument for immigrants' origin attachment. Results show that children whose parents are strongly attached to their origin country have less contact to natives and develop a stronger origin country identity, while their host country identity is not found to be affected. Consistent with the theoretical argument, they speak English less frequently and more poorly, and perform worse in school compared to peers whose parents are less attached to their origin country.     "In this article, we explore the complexities of the relationships between motivations in the migration process of young Europeans who have returned to their country of origin. We analyze a unique database of over 3,000 returnees, a sub-sample from a larger survey of about 30,000 young people in nine European countries. The findings suggest that there is a link between the motivations for the first migration and those for future migration among this group. Generally, past migration motivations tend to reinforce future migration motivations of a similar nature. By controlling for variables related to geographic space (countries of residence, development profiles of NUTS2 regions, urban profiles of local communities of residence), as well as for several socio-demographic variables and life satisfaction, we can better understand the influence of motivations for past migration on motivations for future migrations. This article extends the internal dynamics of migration approach by combining the idea of individual chains of migration motivations that are extending over-time with the idea of cumulative causation operating at the meso level."     "This paper addresses some important aspects of the challenges of the war in the Ukraine for the governance of refugee migration and the integration of refugees from Ukraine with a special focus on Germany. Refugee migration from the Ukraine differs largely from past refugee migration episodes since the EU has activated the so-called “Mass Influx Directive.” This has important humanitarian, social, and economic consequences, which are discussed in the following section. This also affects the socio-demographic structure of the refugee population and hence their integration chances (see the second section). The third section addresses an underrated aspect relevant to the integration of refugees: regional dispersal policies, while the fourth section discusses the central role of education and child care policies for the integration of the Ukrainian population, particularly females. The fifth section briefly addresses some other important aspects of integration policies – language and integration programs, labor market policies, the acknowledgment of foreign degrees, and job placement policies.     "The concepts of human and cultural capital represent two approaches for analysing the processes related to the accumulation and use of educational resources that are valuable for young movers. Many studies on youth mobility employing these approaches often do not sufficiently consider the existing barriers to cultural capital in different moments of life. This paper aims to scrutinise theses dynamics related to social inequalities in the accumulation of cultural capital (i.e. school to university transitions), and in the use of cultural stocks (i.e. university to work shift) among young intra-EU movers in Germany. Drawing on qualitative data, our empirical discussion shows that informal cultural capital gains are crucial for both types of life transitions but can be particularly challenging for some newcomers. For those who are transitioning from school to university, informal learning is relevant in the acquisition of cultural capital, and among those who are changing to the work life, informal learning is relevant for the adequate use of existing capital stocks during the labour market integration. We conclude that life transitions among young EU movers can involve particular types of risks and (symbolic) barriers, portraying a differentiated picture of social inequalities in the European Union."     "Young EU citizens are encouraged to enhance their ‘employability’ by taking advantage of intra-EU mobility, but, for many, moving to another EU country can instead generate disadvantages in the labour market. Drawing on a qualitative study on the experiences of university-educated young Nordics and southern Europeans working in precarious jobs in Brussels, we examine how their access to income support in the context of mobility shapes their access to financial independence. We argue that the variation in European welfare models regarding young peoples’ social entitlements impacts this access in multiple and complex ways. The article advances a tripartite approach that looks at the regulation and enforcement of conditionality of social entitlements on the levels of EU, their country of origin and their country of destination. The analysis shows how, in Belgium, precarious EU migrant citizens are denied access to income support due to the interplay between general welfare conditionality for all claimants and recently reinforced conditionality affecting EU migrant citizens in particular. In these situations, the de-familialising Nordic welfare models showed an aptitude for shielding their young citizens. The young southern Europeans, on the other hand, often had no access to income support in any country, which forced them to choose between family dependency and unfiltered exposure to precarity."     "Cross-border long-term mobility of apprentices (CBLTMA) is understood as the period an apprentice spends abroad in in-company training (potentially combined with training at a VET provider) for a duration of minimum six months, and typically of up to 12 months, as part of his/her apprenticeship training. It is more difficult to organise than mobility in school-based VET and higher education, largely due to the nature of the relationship between the apprentice and the training companies; the latter must be willing to let the apprentice undergo a part of his/her training abroad. By considering the specificities of apprenticeships, this publication presents considerations on the enablers and disablers of CBLTMA and shows what would need to be considered to make CBLTMA work in the medium to long term."     Abstract

    "In this article we compare the perceived cultural integration challenges by young Spanish migrants in Germany with the support offered by one national government initiative and one local migrant organisation. Based on qualitative interviews, we identified four inequality-related and interrelated challenges: personal relationships, housing, company culture and bureaucracy. Our findings show that MobiPro-EU, as an example of a government initiative, emphasises labour market integration and thereby neglects the cultural dimension of integration. The German-Spanish Association, which is a regional example for migrant self-support, lacks the financial means, staff and geographic scope to provide large-scale support. We conclude that both initiatives follow a different support strategy and demonstrate shortcomings in supporting migrants. As a consequence, particularly for migrants who cannot draw on social support, for instance provided by their personal networks, the absence of effective support measures can negatively affect cultural integration into society as well as career development."     Abstract

    "How immigrants define their ethnicity and nationality is relevant for integration: They can identify with their ethnic group, the receiving society, and a combination of both. A longitudinal study with elementary-school children with migration background (N = 200; age 9–10) in Germany investigated the predictors and stability of ethnic and national identities. Ethnic identity was more highly endorsed than national identity. National and dual identities were compatible (i.e., positively related), whereas ethnic identity was compartmentalized (i.e., unrelated to national and dual identities). Contact with Germans predicted national identity over time, but not vice versa. Thus, the study contributes to a better understanding of multiple social identities of young ethnic minority children in light of social psychological theories of social identity development."     Abstract

    "Research shows that children of immigrants, the “second generation,” have comparatively high educational aspirations. This “immigrant optimism” translates into ambitious educational choices, given the second generation’s level of academic performance. Choice-driven (comprehensive) education systems, which allow the children of immigrants to follow their ambitions, are therefore regarded as facilitating their structural integration. The authors focus on an underappreciated consequence of these findings. If the second generation strives for higher qualifications than children of native-born parents with similar performance, working-age children of immigrants should have lower skills than children of native-born parents with comparable formal education. This could result in (statistical) employer discrimination and ultimately hamper integration. This pattern should be particularly pronounced in choice-driven education systems and in systems that emphasize vocational education. Two-step regression models using data on 16 countries support these expectations. The authors explore implications of these findings for comparative research on ethnic gaps in labor market attainment." (Author's abstract, IAB-Doku) ((en))
