Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften? Die hier zusammengestellte Literatur bietet einen aktuellen und umfassenden Überblick über den Themenkomplex Migration und Integration.

    "This article theorizes older ethnic minority women’s work attitudes and labor market behavior from an intersectional cumulative perspective within the extended working lives contexts. Empirical evidence has been drawn from interviews with South Asian British Muslim women aged between 50 and 66 living in Greater Manchester, UK. The findings show that the cohort’s ageing process is asynchronous with the British work ageing outlook as their cultural understanding of working age, age roles and successful ageing defies the extended working lives philosophies, and cumulative factors including caring responsibilities, legacy inequalities, and health issues present additional challenges for extending their work lives. Their culture- and context-specific work ageing process remains absent in the UK’s labor market discourse and policy landscape. The article theorizes their idiosyncratic work ageing including non-conformist attitudes to extending work lives by proposing a ‘divergent work ageing’ model that can guide policymakers in creating inclusive labor market policies."     "Background: Ageing is central in the European Union (EU) policy debate, with all member states being concerned about implications of growing shares of older people and declining shares of working-age populations for the sustainability of welfare and health systems. Beyond this general context, ageing patterns differ largely across EU territories because of distinctive demographic and spatial dynamics. Objective: We study the relative contribution of cohort turnover and migration flows in shaping the demographic evolution of the working-age population at the local level. Methods: Using Eurostat data, we decompose the changes that have occurred in the working-age population into cohort turnover and net migration effects for the 2015–2019 period, at territorial (NUTS3 and urban-intermediate-rural) levels. Results: The majority (63%) of European (NUTS3) territories experienced negative cohort turnover effects alongside positive net migration effects during the 2015–2019 period. However, in only 27% of these territories, net migration counterbalanced the deficit in the working-age population due to cohort turnover. Conclusions: In 2015–2019, migration was the underlying force in the evolution of the working-age population, partially compensating for the loss of population due to the cohort turnover. This effect was particularly pronounced in urban areas. Contribution: Our contribution is twofold. First, we map EU NUTS3 territories where the working-age population is declining rapidly. Second, we give an assessment of the varied role of migration in mitigating the effect of ageing and shrinking working-age populations across EU urban, intermediate, and rural areas."     "This study examines whether intra-European migration pays off in terms of income and subjective well-being (SWB) for migrants aged 50 + who are now growing old abroad and in what way their SWB is associated with their relative income position. Using panel data from the Survey of Health, Ageing and Retirement in Europe allows us to go beyond the classical comparison with the native reference group and draw on information about respondents who stayed in the place of origin ('stayers'). Our findings indicate that migration does pay off in later life. Compared to similar stayers, migrants have higher income and higher SWB levels. Furthermore, we find that older migrants' SWB is positively associated with their relative income position for those with an income above the income of both stayers in the origin and natives in the destination country."     "Despite active aging discourses and labor force integration goals, unemployment and dependency on welfare institutions among older workers still prevails, especially among vulnerable groups like immigrants or women. However, little is known about how older immigrants understand or cope with unemployment. The present study investigates the interplay between age, gender and immigrant status in making sense of unemployment and reemployment barriers. Episodic interviews were conducted with 12 Russian-speaking and 12 Turkish unemployed immigrants living in Germany. Older unemployed immigrants perceived age as an important barrier for reemployment and used old age to make sense of their unemployment, setting the stage for the internalization of negative age stereotypes. Gender norms may be less important than age perceptions in the context of unemployment.     "Previous research has found that immigration benefits the health of working-age natives, an effect mediated through the labor market. We use the Study of Health, Ageing and Retirement in Europe (SHARE) to investigate whether immigration also affects the health of natives 65-80 years old. Immigration may increase the supply and lower the price of personal and household services, a term that refers to care services and non-care services such as cleaning, meal preparation, and domestic chores. Higher consumption of personal and household services by older natives may help maintain health through a variety of pathways. Using a shift-share IV, we find pervasive beneficial effects of immigration on the physical and mental health of older natives. We also find evidence for the hypothesized pathways, especially for an effect of immigration in increasing social integration (e.g., institutional connections, social participation).     "This paper analyses the interference of three socio-demographic characteristics: gender, age and migration status on the labour market outcomes from the perspective of intersectionality theory. Concretely, we investigate whether gender and migration differences in hourly wages are observable at younger ages and whether these differences increase with age. Further, we analyse whether gender and migration interact in such a way that women with migration background suffer lower wage growth in relation to their counterparts. Our analyses draw on data from the Socio-Economic Panel (German SOEP from 1991 to 2014), distinguishing between populations with and without a migration background. Random effects hourly wage regressions controlling for selection bias using Heckman procedure have been estimated in our analysis. The results show that there are large gender differences in hourly wage at younger ages, and these differences are maintained over the life course. Regarding migration status, no significant disadvantages in wages are observable at early stages. However, disadvantages of men and women with migration background increase with age, resulting in lower earnings for older workers with migration background. When we analyse the interaction between migration and gender, we observe no effect either at younger ages or over the entire lifespan, indicating that the gender disadvantage is no more pronounced for women with migration background than for women without such a background (and vice versa)."     "Black women in current cohorts ages 50 to 72 years have lower employment than similar white women, despite having had higher employment when they were middle-aged and younger. Earlier cohorts of older black women also worked more than their white counterparts. Although it is not surprising that white women's employment should catch up to that of black women given trends in increasing female labor force participation, it is surprising that it should surpass that of black women. This chapter discusses factors that contribute to this differential change over time. Changes in education, marital status, home-ownership, welfare, wealth, and cognition cannot explain this trend, whereas changes in occupation, industry, health, and gross motor functioning may explain some of the trend."     "With migration, home is redefined (...), and a sense of belonging is related not to one place but to multiple sites (...). Indeed, Avtar Brah (...) writes that 'on the one hand, 'home' is a mythic place of desire in the diasporic imagination. In this sense, it is a place of no return, even if it is possible to visit the geographical territory that is seen as the place of 'origin'. On the other hand, home is also the lived experience of locality'. Brah's concept of a 'homing desire' points out that there is no possibility of returning to such an idealised home and indicates that not all migrants maintain an ideology of a return to a place of 'origin'. On the basis of an in-depth analysis of this case study (...) in this chapter I explore this alternative, suggesting that migrants may sometimes avoid a nostalgic view of home and instead demonstrate a resilient and practical transnational strategy of home. Although it is often understood that ageing prompts people to became more immobile (...) and more focused on locality, this chapter demonstrates the opposite tendency, namely that, in older age and especially with retirement, people can also become more mobile than they were previously. This chapter thereby contributes to research on ageing examining the changing nature of community attachments in later life against the backdrop of globalisation processes (...), in resonance with work on transnational mobilities in retirement migration (...)."     "This paper examines the determinants of return migration as foreign-born men approach old age in Germany. Return migration in later life engages a different set of conditions from return migration earlier on, including the framing of return as a possible retirement strategy. Using 23 years of longitudinal data from the German Socioeconomic Panel, this paper investigates how social and economic resources of immigrant men influence decisions to return 'home.' Results suggest that immigrants from former guest worker recruitment countries within the European Union are more likely to return than non-EU immigrants. In addition, return migrants are 'negatively selected' so that those with the least education and weakest attachments to the labor force are more likely to emigrate. However, findings vary greatly depending on the immigrant's age and country of origin.     "We analyze the relationship between the age profile of retirement within an immigrant population and aggregate return migration rates for individuals from different countries of origin. The latter serves as a proxy for the relative net benefits of return migration to that origin country. Our simple theoretical model illustrates that under reasonable conditions the probability of return migration is maximized at retirement. This implies that different immigrant populations will have different retirement profiles, not only because individual retirement behavior differs, but also because the propensity for return migration varies. Consistent with our theoretical model, we estimate a negative relationship between immigrants' retirement status and the aggregate return migration rate of their fellow countrymen. Similarly, many studies of migration's impact on pensions often focus on aggregate outcomes - system sustainability or distributive characteristics. The present paper provides a fresh look at the nexus between these two literatures. It discusses the impact of the European social security coordination mechanisms on individual decision-making and on the functioning of social security systems - with a focus on retirement.     Abstract

    "Intention der Arbeit ist es, Informationen aus unterschiedlichen Wissensbeständen bereit zu stellen und einen detaillierten Überblick über zentrale Bereiche der Lebenssituation älterer Migranten zu geben. In mehreren Kapiteln werden zentrale Begriffe definiert und ihr konzeptueller Gehalt dargelegt, Entwicklung und Ausdifferenzierung des Forschungsfeldes 'Ältere Migranten' nachgezeichnet, vorliegende Datenquellen aufgezeigt und Probleme der Datenlage benannt, demographische Entwicklungen und ältere Migranten anhand soziodemographischer und sozialstruktureller Merkmale beschrieben sowie Befunde zu zentralen Dimensionen der Lebenslage älterer Migranten vorgestellt.
    Die Arbeit ist wie folgt aufgebaut: Kapitel 2 enthält Begriffsbestimmungen, zeichnet das Migrationsgeschehen nach und geht vor dem Hintergrund der Zuwanderung verschiedener Migrantengruppen auf die soziodemographische und soziokulturelle Internationalisierung der Bevölkerung ein. Danach werden in Kapitel 3 Konzepte und Datenquellen der amtlichen Statistik und der empirischen Sozialforschung sowie die Forschungssituation aufgezeigt. In Kapitel 4 werden anhand amtlicher Datenquellen Stand und Entwicklung der ausländischen Bevölkerung und der Personen mit Migrationshintergrund dargestellt.
    Die folgenden Kapitel 5 bis 9 beschäftigen sich mit zentralen Aspekten der Lebenslage von älteren Migranten. Zunächst werden in Kapitel 5 Datenlage und Ergebnisse zur Arbeitsmarktsituation dargestellt. Das Kapitel 6 thematisiert die Ruhestandssituation und die Alterssicherung. In Kapitel 7 werden Ergebnisse zur Gesundheitssituation älterer Migranten dargestellt und die speziellen gesundheitlichen Bedingungen, Risiken und Bedürfnisse dieser Bevölkerungsgruppe aufgezeigt. In Kapitel 8 werden Generationenbeziehungen diskutiert, wobei das Verhältnis von Eltern und ihren erwachsenen Kindern im Vordergrund steht. Vor dem Hintergrund von Migrationsentscheidungen wird in Kapitel 9 auf Remigration und Verbleib sowie auf Pendelmigration und Ruhesitzwanderungen eingegangen.
