Auf der Flucht vor Krieg und politischer Verfolgung verlassen viele Menschen ihr Heimatland und suchen Schutz und neue Perspektiven in Deutschland und beantragen Asyl. Die Beteiligung am Arbeitsmarkt wird häufig als Schlüssel für die gesellschaftliche Integration der Fluchtmigrantinnen und -migranten gesehen. Welche Qualifikationen bringen die Menschen mit, welche arbeitsmarktpolitischen Maßnahmen sind hilfreich? Wie gehen die einzelnen Bundesländer damit um, welche Auswirkungen auf die deutsche Wirtschaft und die Sozialsysteme sind zu erwarten, wie sieht die Situation in anderen Ländern aus?

    "The literature on migrants’ self-selection is focused on labour migrants, while little is known about refugees and internally displaced persons (IDPs). We contribute to this scant literature, by (1) examining a broad set of factors that could determine self-selection, (2) contrasting selfselection profiles of refugees and IDPs, and (3) comparing self-selection profiles of refugees across countries. Specifically, we compare the self-selection profiles of Ukrainian refugees and IDPs with stayers in the months directly following the Russian full-scale invasion in February 2022. We draw on unique, cross-nationally comparative data from the OneUA project, which surveyed Ukrainian refugees and displaced persons in Europe as well as those who stayed in Ukraine in the summer of 2022. More than 24,000 Ukrainian women residing in nine countries participated in this survey. We find systematic empirical patterns of self-selection related to people’s region of origin, family status, and individual-level characteristics."     "Numerous studies have demonstrated the importance of entrepreneurship for migrants’ integration. Nonetheless, the impact of entrepreneurship on refugees’ inclusion and sense of belonging has been largely overlooked. This article explores how entrepreneurship contributes to the inclusion of Iranian refugee entrepreneurs, considering the different aspects of a refugee’s identity components such as ethnicity, age, class, gender, and religion. The life stories of 14 Iranian refugee entrepreneurs, who immigrated to the Netherlands in the 1980s and 1990s are analysed. We illustrate how different dimensions of their identity shape entrepreneurial motivations, resources, and entrepreneurial strategies. The results show that intersecting identity components impact Iranian refugee entrepreneurs’ sense of belonging. Notwithstanding the diverse ways in which individuals experience belonging, our study identifies three particular modes of belonging: hybrid, cosmopolitan, and transnational belonging. Drawing on interviews with individual refugee entrepreneurs, we conclude that entrepreneurship is a vehicle for greater acceptance and inclusion within the host society. Our study points to an urgent need to go beyond the integration paradigm by applying the concept of inclusion.     "Research shows that the labour market integration of refugees is often problematic. Little is known about what kind of measures are effective to help them integrate into the labour market. In the Netherlands, a positive psychology intervention “Mosaic” for Syrian refugees was developed to support their economic participation. This study aims to assess the effect of “Mosaic” on the economic participation and work-related attitudes of Syrian refugees. “Mosaic” was implemented in six municipalities by conducting an RCT with a waiting list control group. The results show that in the short term, the intervention group realizes a significantly larger increase in hours spent on an internship as well as substantially larger gains in confidence to find work in the future. In the long term, the intervention group experiences larger confidence gains related to finding a job that fits their education and experience."     "This study analyses the impact of the neighbourhood context on the likelihood that refugees move from social assistance to paid employment. It makes use of Dutch policy that resulted in an exogenous placement of refugees in their first regular housing. This natural quasi-experiment allows us to estimate intent-to-treat effects of initial neighbourhood characteristics on the likelihood of transitioning from welfare to work. We consider the impact of the employment share and the median level of income among natives and co-ethnics, using Dutch longitudinal administrative data and discrete time event-history modelling. Our findings indicate that refugees are more likely to enter the labour market when the neighbourhood’s employment share among natives is higher. A similar effect for employment among co-ethnics is not found. There is also no evidence that the placement of refugees in an area with a higher median income among co-ethnics or natives facilitates the transition from welfare to work."     "With the rise of refugee flows in both Europe and North America, resettlement policies and programmes aimed at enhancing the integration of refugees have come to the fore. The goal of this article is to look at the impact of asylum reception policies on longer term integration. Internationally such policies can range from placing asylum seekers in reception centres (the Netherlands) to dispersal policies aimed at locating asylum seekers in smaller centres (Denmark) to an open system such as Canada in which asylum seekers are pushed into the free market as soon as they are processed. Our study explores this issue through the analysis of a unique policy in Sweden allowing us to focus on the housing choice made by asylum seekers arriving at the border."     "Talented and skilled individuals have a key role to play in countries' future prosperity. They hold jobs that are key for innovation and technological progress and ultimately contribute to stronger economic growth with other employment opportunities and better living conditions for all. OECD countries increasingly compete to attract and retain talented workers notably by adopting more favourable migration policies for the best and the brightest. This competition has led to a convergence of policy frameworks but significant differences in policies and practices remain. Beyond conditions for migration, many other factors contribute to shape countries' attractiveness for foreign talent.
    This issue of Migration Policy Debates presents the results of the first edition of the OECD Indicators of Talent Attractiveness, developed by the OECD with support from the Bertelsmann Stiftung. The OECD Indicators of Talent Attractiveness (ITA) measure for the first time the relative attractiveness of countries from a multidimensional perspective focusing on three types of talented migrants: highly skilled workers at master/PhD level, international students in tertiary education and foreign entrepreneurs. This aims at better understanding and comparing strengths and weaknesses of different OECD countries and can help elaborating public policies that are more effective."     "Theoretically embedded in the migration/social policy nexus, this paper investigates cooperation with return (CWR) as a policy tool to remove practical deportation barriers for third-country nationals pending removal. Based on legal and policy documents and expert interviews with stakeholders in Austria and the Netherlands, the paper asks how CWR is implemented and what influence it has, both on migration control aims and on access to social rights. We argue that the politicization of the issue and diverging interests between policy networks of welfare and migration affect the regulation and implementation of the tool. By comparing the use of CWR within two country contexts, the analysis presented here adds valuable insights on features of governmental instruments in response to the 'deportation gap'.     "In this paper, we examine the existence and development of the 'refugee gap': the difference in labour market participation rates between refugees and other types of migrants. Using the cumulative disadvantage hypothesis, we studied whether the 'refugee entry effect' scars refugees for their working careers in the Netherlands. To do so, we used register data (Social Statistical Database), containing information on all refugees who received refugee status in the Netherlands between 1995 and 1999 (N?=?33,030). We compared their labour market participation over the 2000 - 2011 period with that of labour and family migrants in the same cohort (N?=?78,298).     "This article explores the impact of asylum support systems on refugee integration focusing on the UK and the Netherlands. Both have adopted deterrent approaches to asylum support. The Dutch favour the use of asylum accommodation centres, segregating asylum seekers from the general population. The UK disperses asylum seekers to housing within deprived areas, embedding them within communities. Both countries have been criticized for these practices, which are viewed as potentially anti-integrative: something of a paradox given that both promote the importance of refugee integration. We analyse national refugee integration surveys in both countries and provide original empirical evidence of negative associations between asylum support systems and refugees' health, which differ in relation to mental and physical health.     "This study traces the integration experience of Bosnian refugees from the Balkan wars with the aim of drawing lessons for the current wave of refugees entering Europe. Integration is a slow-moving process. Looking closely at Bosnian refugees enables us to see past immediate integration outcomes and take a longer-term view. Another consideration in the design of this study is that there is significant overlap among the countries affected by the two refugee crises. Austria, Denmark, Germany, the Netherlands and Sweden all saw a large absolute and relative influx of refugees in both 2015 and in the years between 1992 and 1995, when the largest share of Bosnians arrived in Western Europe. The study carries out an in-depth examination of their labour market integration in those five countries.

It updates information on legislation and practical arrangements in the first half of 2016, examines labour market integration in the broader context of receiving asylum seekers and supporting both them and refugees, and explores the role of the social partners. The study finds that the main countries affected made many efforts to provide faster and easier access to their labour markets for asylum seekers. In some, the social partners have been active in designing more effective labour market integration policies and have launched some promising initiatives.     "Acht Tage dauerten Asylverfahren in den Niederlanden, acht Monate in Deutschland. Deswegen kämen so viele Balkan-Flüchtlinge nach Deutschland. So kommentierte Frans Timmermans, der Vizepräsident der EU-Kommission, am 9. September 2015 im Deutschen Fernsehen. Ähnlich selbstbewusst war Rob van Lint, der Leiter der niederländischen Migrationsbehörde. Auf die Frage, ob die Niederlande etwas von anderen Ländern lernen könnten, antwortete er mit der Feststellung, vor allem hätten andere Länder viel von den Niederlanden gelernt. 'Im Vergleich haben wir ein sehr straffes Verfahren.'
    Unsere Analyse des niederländischen Asylsystems soll nicht nur klären, ob das niederländische Selbstbewusstsein gerechtfertigt ist. Es geht darum, vorbildliche Elemente in der niederländischen Praxis zu identifizieren. Ist das Asyl-Aufnahmesystem in den Niederlanden schneller und besser? Wie verhält sich die Schnelligkeit der Verfahren zur Genauigkeit und zur Qualität der Antragsprüfung? Konnte das niederländische System die gestiegenen Antragszahlen im Jahr 2015 bewältigen? Welche Effekte hat die anwaltliche Vertretung bei allen Asylverfahren, die die Niederlande den Asylbewerbern zur Verfügung stellen? Beeinflusst wachsender Populismus die Praxis? Diese Fragen stellen sich bei einem Vergleich. Ziel der vergleichenden Analyse ist es, Elemente und Verfahrensweisen herauszuarbeiten, die von einem zum anderen Land übertragbar sind und die eine Optimierung der Asyl-Aufnahmesysteme erlauben, wie sie in der Europäischen Union angestrebt wird."     "Drawing on research by the Research and Documentation Centre (WODC) of the Dutch Ministry of Security and Justice (Kromhout et al., 2010), this article describes how the Dutch government tried to protect Unaccompanied Minor Asylum Seekers (UMAs) who were (at risk of becoming) victims of human trafficking by implementing 'Protected Reception'. It was concluded that the three objectives of this pilot programme were met to some extent: the influx of risk groups and the number of disappearances decreased, yet there was no (immediate) increase in return migration to the country of origin, after leaving Protected Reception. An important question that was raised was how far a state can go in protecting these vulnerable young people, by (partially) limiting their freedom of movement. It was concluded that placement and stay in Protected Reception had to be qualified as a deprivation of liberty for which Dutch legislation did not offer any ground."     "This article adds to our theoretical understanding of the determination of third-country national (TCN) migrant deprivation and poverty in western Europe. The stratifying effects of different types of legal status on migrant outcomes have been established in previous research. The conditionality that states attach to securing different types of legal status has heretofore been overlooked as an important explanatory factor, however. A measure of the conditionality attached to attaining the key social rights - granting status of long-term residency (LTR) is operationalized using cross-national policy data. Building on existing theory, we hypothesize that the negative impact of welfare generosity on TCN material deprivation is moderated by a state's level of LTR conditionality, such that deprivation will be greatest where conditionality is high and generosity is low. This hypothesis is tested using large-scale European microdata in the context of multilevel modelling. The empirical results are consistent with the central hypothesis. These findings have implications for policymakers and for extant accounts of migrant welfare, the welfare state and the factors implicated in the determination of poverty and deprivation in Europe."     Abstract

    "This study focuses on the economically disadvantaged position of refugees. We use survey data of refugees from Somalia, Iran, Afghanistan, Iraq, and the former Yugoslavia in the Netherlands, to analyze refugees' odds of employment and their occupational status. In line with human capital and social capital theory, we find that host country specific education, work experience, language proficiency, and contacts with natives are positively related to the chances of employment and occupational status. The study shows that health problems, integration courses, and the time spent in refugee reception centers form important additional explanations of the economic integration of refugees."     Abstract

    Der Band ist in erster Linie an Juristen gerichtet. Er entstand im Rahmen der deutschen Sektion der 'Association for the Study of the World Refugee Problem' (AWR). Im ersten Teil werden die internationalen und die europäischen Normen zur Integration von Flüchtlingen vorgestellt. Danach untersucht der Autor die Integrationspolitik von Österreich, der Bundesrepublik Deutschland, Italiens, der Niederlande und des Vereinigten Königreichs. Im letzten Abschnitt stellt er die Vorschläge der AWR zur Reform von Gesetzen und administrativen Verfahren im Zusammenhang mit der Integration von Flüchtlingen vor. Auch dieser Teil der Studie ist nach einzelnen Ländern geordnet und enthält sehr detaillierte Informationen beziehungsweise Vorschläge. (ZPol, Leske u. Budrich)
