Transformationsprozess in Ostdeutschland – Wirtschaft, Arbeitsmarkt und Gesellschaft

Seit der Wiedervereinigung ist die Angleichung der Lebensverhältnisse in Ost- und Westdeutschland Leitlinie deutscher Politik. Dennoch unterscheiden sich auch 25 Jahre nach dem Fall der Mauer Wirtschaft und Arbeitsmärkte in Ost und West noch immer deutlich, mit weitreichenden Konsequenzen für den gesellschaftlichen Wandel und die Lebenslagen ostdeutscher Bürgerinnen und Bürger.
Diese IAB-Infoplattform präsentiert wissenschaftliche Analysen und Positionen politischer Akteure zum Strukturwandel in den Bereichen Wirtschaft, Arbeitsmarkt, Bevölkerung, Gesellschaft und Bildung.

    Abstract

    "This paper analyses whether the systematic disclosure of criminals' origins in the press affects natives' attitudes towards immigration. It takes advantage of the unilateral change in reporting policy announced by the German newspaper Sächsische Zeitung in July, 2016. Combining individual-level panel data from the German Socio-Economic Panel from 2014 to 2018 with 402,819 crime-related articles in German newspapers and those newspapers' market shares, we find that systematically mentioning the origins of criminals increases the relative salience of natives' criminality and reduces natives' concerns about immigration, breaking the implicit link between immigration and crime."     "In this paper, we document that living under Communism versus Capitalism has lasting effects on preferences for a strong government. Relying on the natural experiment of German reunification and extending the analysis of Alesina and Fuchs-Schündeln (2007), we show that East Germans still have stronger preferences for redistribution than West Germans 27 years after reunification. While convergence of preferences occurs, the speed of convergence decreases significantly over time.     "Weite Teile der ostdeutschen Arbeitswelt sind durch geringe Tarifbindung, disruptive Transformationsprozesse und einen patriarchalen Führungsstil geprägt. Dabei kann die Erfahrung einer Mitbestimmungskultur im Berufsleben helfen, die oft kritisierte Verbreitung von extrem rechten Einstellungen zu senken. Insbesondere „Ausländerfeindlichkeit“, also die Abwertung von Menschen, die nicht zur Eigengruppe „der Deutschen“ gezählt werden, wird durch Beteiligungserfahrung am Arbeitsplatz reduziert. Das zeigen die neuen Daten unseres Arbeitspapiers, das die Ergebnisse zur "industrial citizenship" der Leipziger Autoritarismus-Studie 2020 aufgreift und fortführt. Wer den Einsatz für Demokratie und gegen die extreme Rechte in den neuen Bundesländern ernst meint, sollte also auch den Ausbau der institutionellen Mitbestimmungsmöglichkeiten in ostdeutschen Firmen konkret fördern."     "This paper examines how culture impacts within-couple gender inequality. Exploiting the setting of Germany's division and reunification, I compare child penalties of East Germans who were socialised in a more gender egalitarian culture to West Germans socialised in a gender-traditional culture. Using a household panel, I show that the long-run child penalty on the female income share is 23.9 percentage points for West German couples, compared to 12.9 for East German couples. The arrival of children also leads to a greater increase in the female share of housework and child care for West Germans. I add to the main findings by using time-use diary data from the German Democratic Republic (GDR) and reunified Germany, which provides a rare insight into gender inequality in the GDR and allows me to compare the effect of having children in the GDR to the effects in East and West Germany after reunification. Lastly, I show that attitudes towards maternal employment are more egalitarian among East Germans, but that the arrival of children leads to more traditional attitudes for both East and West Germans. The findings confirm that socialisation has a strong impact on child penalties and that family policies may have an impact on gender inequality through social learning in the long run."     "Previous cross-sectional studies highlight persistent East–West differences in gender ideologies after German reunification. This study examines the extent to which gender ideologies in the East and West have converged and whether differences are still relevant for younger cohorts who experienced childhood around the time of reunification, or after 1989. Using data from the German Family Panel pairfam (2008–2019) and differences in regime-specific socialization for three cohorts born before and after reunification, results reveal that different dimensions of gender ideologies have only partly converged 30 years after reunification. Attitudes towards housework and female employment converged particularly, yet, in all cohorts, views on maternal employment remain substantially different between East and West. Observed convergence occurred only partly due to contrasting trends of modernization in West Germany and re-traditionalization in East Germany. Moreover, the results highlight smaller attitude changes with increasing age, particularly for the younger cohorts, contributing to further variations in East–West differences. Overall, the findings confirm the existence of long-lasting ideology differences due to regime-specific socialization, and a persistently altered composition of society in East and West Germany. At the same time, they point towards slow convergence among younger cohorts due to a more similar institutional and socialization context following reunification."     "Using data from the German Socio-Economic Panel, this paper examines changes in East German time use following the German Reunification of 1990, which led to large and unexpected economic and institutional changes, including the switch from a socialist to a capitalist system. By estimating Differences-in-Differences models, the study finds that East Germans reduced the time they spend on market work (96 min per weekday) and nonmarket work (51 min), while increasing the time allocated toward leisure and job search activities. The observed declines in market work time were largest for low-educated East Germans, those who were in the lowest income group, as well as for individuals between the ages 46 and 64. When comparing trends in time use for East and West Germany between 1990 and 2000, I provide evidence for a convergence in East German time use to its West German counterpart following the adoption of Western Capitalism and several other institutional and economic changes in East Germany.     "Do citizens from former Communist countries exhibit attitudes and preferences with regard to income redistribution that differ from those in the West? This paper seeks to answer this question for reunified Germany. The analysis uses not only survey data on attitudes but also evidence on preferences from a choice task, which forces individuals to consider trade-offs and budget constraints. While we confirm results of prior studies documenting considerable differences in attitudes, we find no differences regarding preferences between East and West Germans.     "Since the 2002 Barcelona summit, Germany has been seen as a regional leader in achieving European states' shared commitment to increase state-funded childcare. Yet Germany's childcare success has not been homogeneous across its Länder; rather, it has shown remarkable subnational variation, with considerable differences in spending, policy design and coverage. Using panel data analysis and historical narratives, this article provides a theory for variation in provision of state-financed childcare for children under three years of age. We argue that competing visions of childcare at the subnational level - driven by the demands of differing numbers of women in the workforce and religious beliefs, and channelled by local government partisanship - have served as powerful constraints on convergence. Left partisanship and increased participation of women in the labour force are associated with higher provision of childcare for those aged under three, while larger Catholic populations are correlated with less extensive state-funded childcare."     "Economic institutions structure links between labor-market informality and social stratification. The present study explores how periods of institutional change and post-socialist market transition alter network-based job finding, in particular informal recruitment. We highlight how market transitions affect both the prevalence and distribution of network-based recruitment channels: open-market environments reduce informal recruitment's prevalence but increase its association with high wages. We test these propositions using the case of the former East Germany's market transition and a comparison with West Germany's more stable institutional environment. Following transition, workers in lower tiers increasingly turned toward formal intermediaries, active employee search, and socially 'disembedded' matches. Meanwhile, employers actively recruited workers into higher-wage positions. Implications for market transition theory and post-socialist stratification are discussed."     "Background: Intergenerational transfers are a fundamental feature of the economic life cycle. In western welfare states, private transfers typically flow from members of the older generations to their children and grandchildren, especially when in need, while public transfers tend to flow in the opposite direction.
    Objective: This paper shows the changes in the relative importance of various income sources, such as labor income and public and private transfers, among eastern Germans of different age groups from 1988 to 2008. This period of rapid societal transition represents a quasinatural experiment setting that allows us to study how different political regimes shape the patterns of income and transfers among different age groups.
    Methods: To study the income and transfer patterns among different age groups, we use the National Transfer Accounts method and rarely used data sources, such as the income survey of blue-collar and white-collar worker households conducted in 1988 in the German Democratic Republic (GDR).
    Results: We find that there was a shift in income and transfer patterns immediately after the fall of the Berlin Wall. We show that the elderly gained the most from reunification, and transferred an increasing fraction of their income to their children and grandchildren." (Author's abstract, IAB-Doku) ((en))

    "SOEP data were used to examine relationships consisting of one partner socialised in West Germany and one in East Germany and who presently reside in the 'old' (former West German) or 'new' (newly formed East German) federal states. The estimated share of east-west couples among all marriages or cohabiting couples rises continuously within the observed period reaching approximately two and eleven percent respectively by 2009. The specific characteristics of east-west couples are that their employment-related division of labour is relatively egalitarian, above-average the partners are of different confessions and practice different religions, at least one of the partners is frequently divorced and there is also a strong tendency towards unmarried cohabitation. Besides the place of socialisation, the present place of residence has an independent impact on the economic situation, division of labour and marriage propensity. Analyses of relationship stability reveal that east-west couples exhibit a relatively high risk of separation. This is partly due to religious differences between the partners, but primarily to the low marriage propensity and the overrepresentation of divorced persons within this type of relationship."     "The authors update previous findings on the total East-West gap in overall life satisfaction and its trend by using data from the German Socio-Economic Panel (SOEP) for the years 1992 to 2013. Additionally, the East-West gap and its trend are separately analyzed for men and women as well as for four birth cohorts. The results indicate that reported life satisfaction is on average significantly lower in East than in West German federal states and that part of the raw East-West gap is due to differences in household income and unemployment status. The conditional East-West gap decreased in the first years after the German reunification and remained quite stable and sizeable since the mid-nineties. The results further indicate that gender differences are small. But the East-West gap is significantly smaller and shows a trend towards convergence for younger birth cohorts." Die Empirie beruht auf dem Sozio-oekonomischen Panel (SOEP), einer seit 1984 in Westdeutschland (und seit Juni 1990 in Ostdeutschland) laufenden bevölkerungsrepräsentativen Erhebung, die unter dem Dach der Leibniz-Gemeinschaft am Deutschen Institut für Wirtschaftsforschung (DIW), Berlin, angesiedelt ist und deren Feldarbeit durch TNS Infratest Sozialforschung (München) durchgeführt wird (vgl. Direkt nach der Wende 1990 hatte Ostdeutschland ökonomisch rasch aufgeholt. Unterschiede in der Wirtschaftskraft zwischen Ost und West bleiben jedoch bis heute bestehen, obwohl weiterhin erhebliche Transfers nach Ostdeutschland fließen. Diese Unterschiede lassen sich unter anderem durch die Wirtschaftsstruktur und die Transformationshistorie begründen, sie sind aber auch sozioökonomisch und politisch verursacht. Ein wesentlicher Aspekt ist dabei, dass die ostdeutschen Länder den westdeutschen Entwicklungspfad übernommen haben, was einen Aufholprozess immer schwieriger werden lässt."     Abstract

    "Im Rahmen des von der Volkshochschule Dresden und der Landeshauptstadt Dresden entwickelten und durch die Initiative 'Lernen vor Ort' des BMBF geförderten Projektes 'Dresdner Bildungsbahnen' wird seit April 2010 ein neuer Ansatz des Bildungsmanagements erprobt. Ziel dieser Studie war, die Wirksamkeit von Bildungsberatung, wie sie in den 'Dresdner Bildungsbahnen' stattfindet, im Hinblick auf die weitere Erwerbskarriere der Beratenen zu analysieren. Grundlage für die Wirkungsuntersuchung ist ein Datensatz, der Prozessdaten aus den 'Dresdner Bildungsbahnen' mit den Integrierten Erwerbsbiographien des Instituts für Arbeitsmarkt- und Berufsforschung verknüpft. Momentan ermöglicht dieser Datensatz allerdings nur die Analyse von kurzfristigen Wirkungen (bis Ende 2012)." (Textauszug, IAB-Doku)

    Abstract

    "In this article, we provide a long-term East - West comparison of partnered women's employment from the 1940s into the first decade of the new millennium in Germany, and focus on the nexus of gainful employment and family-related responsibilities in women's lives. Based on an analysis of the institutionally and culturally shaped opportunity structures that define the conditions for partnered women's employment, we identify distinct periods of support and derive hypotheses on cohortspecific developments. The empirical analysis largely confirms that a divergence between East and West German women's employment patterns started as early as in the 1950s. East - West differences in labour market participation were strongest among women born around 1940. For successive cohorts of East and West German women, the employment patterns converged. Whereas the labour market participation of West German women gradually increased over time, the employment pattern of East German women adjusted to the West German pattern after unification, resulting in an increase of part-time employment and non-employment, in particular among mothers.
