Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     "This register-based study examined the importance of education on labour market participation among young refugees in Sweden. The study population consisted of unaccompanied (n?=?1606) and accompanied refuges (n?=?4142), aged 23-26 years in 2006 - 2010, after 7 years of residence in Sweden. Native Swedish, aged 24 years (n?=?347,255) constituted the comparison population, with intercountry adoptees (n?=?6689) as an alternative reference group. Gender-stratified multinomial regression models indicated that unaccompanied and accompanied male and female young refugees had higher risks of being in insecure work force and NEET compared to native Swedes with comparable levels of education. However, young refugees and intercountry adoptees with primary education had similar risks of poor labour market outcomes. The educational differences within each group concerning the risk of being in insecure work force were comparable. With the exception of unaccompanied females, secondary education seemed to be less protective against being in NEET among young refugees compared to native Swedes and intercountry adoptees. We conclude that while young refugees face employment disadvantages, education has the potential of mitigating poor labour market outcomes in this group." (Author's abstract, IAB-Doku) ((en))

    "The H-1B program allows skilled foreign-born individuals to work in the United States. The annual quota on new issuances of H-1B status fell from 195,000 to 65,000 in fiscal year 2004. This cap did not apply to new employees of colleges, universities, and non-profit research institutions. Existing H-1B holders seeking to renew their status were also exempt from the quota. Using a triple difference approach, this paper demonstrates that cap restrictions significantly reduced the hiring of new H-1B workers in for-profit firms relative to what would have occurred in an unconstrained environment. Declines were most pronounced at the top and bottom quintiles of the wage distribution. Restrictions did not reduce hiring of new H-1B workers from India, in computer-related occupations, or at firms using the H-1B program intensively." (Author's abstract, © 2018 Elsevier) ((en))

    "- Während der letzten hundert Jahre stellten die Socialdemokraterne in Dänemark die meiste Zeit die Regierung. Die Vormachtstellung endete jedoch Anfang der 2000er-Jahre. Mit dem Ziel, Wählerstimmen zurückzugewinnen und Belastungen des dänischen Wohlfahrtssystems zu reduzieren, wirbt die Partei seit diesem Jahr für eine neue, restriktive Einwanderungspolitik.
    - Demnach soll die Einwanderung nach Dänemark begrenzt, Flüchtlinge außerhalb Europas stärker unterstützt und in Dänemark lebende Menschen aus nicht-westlichen Ländern besser integriert werden.
    - Der kontroverseste Aspekt der Parteistrategie ist die Forderung nach Auffangzentren außerhalb Europas. Ebenso würde in Dänemark 'spontanes Asyl' abgeschafft - also die Möglichkeit, im Land selbst oder an der Grenze einen Asylantrag zu stellen. Im Gegenzug würde Dänemark eine Quote der Vereinten Nationen (UN) an Flüchtlingen aufnehmen.

    "This paper analyzes the role of source country culture on gender roles for labor market assimilation of immigrant women in Sweden. Sweden ranks as one of the world's most gender-equal countries and at the same time a recipient of many immigrants from countries with more traditional views on gender roles and gender equality. I find that the labor force participation of immigrant women in Sweden is related to their source country culture, in the sense that women from countries where women's labor market participation is low (high) also have low (high) participation in the Swedish labor market. However, all immigrant women assimilate towards, but do not reach parity with, the participation rate of native women, and the difference between women from high- and low-participation countries diminishes with length of residence in Sweden. This indicates that source country culture on gender roles does not have a persistent effect on immigrant women's labor market participation in Sweden. Furthermore, the results highlight the importance of taking into account unobservable time-constant individual and source country factors when estimating the relationship between source country culture and immigrants' labor market outcomes. Neglecting to control for these factors could lead researchers to misrepresent the rate of assimilation and overstate the effect of source country culture."     "We explore the effects of tighter border enforcement and an amnesty on the wages and unemployment rates of natives and immigrants. We extend the Mortensen-Pissarides labor market model to include individuals authorized to work and illegal workers in a framework that accounts for voluntary return migration. Furthermore, we study the effects of an amnesty when a proportion of illegal workers pays payroll taxes. Our results show that the effect of changes in border enforcement on the number of illegal workers in the United States is theoretically ambiguous. While tighter border enforcement deters illegal migration of prospective workers, it also changes the incentives of those already in the United States decreasing return migration. If tighter border enforcement increases the number of illegal workers in the economy, it will also increase the wages of natives as market tightness increases. Our findings show that the larger the proportion of illegal workers paying payroll taxes, the larger will be the decrease in wages, and the smaller the increase in unemployment generated by the decrease in the number of illegal workers in the economy that will follow an amnesty."     "Using 2010-2017 data we compare the labour market outcomes of refugees (those who migrated to seek asylum), natives (UK-born) and other migrants in the UK (work, study and family migrants). The results indicate that refugees are less likely to be employed and earn less than natives and other migrants. The evidence suggests that differences in health status (particularly mental health) may be one of the factors that partly explain these gaps.     "This paper studies the contribution of different skill groups to the polarisation of the UK labour market. We show that the large increase in graduate numbers contributed to the substantial reallocation of employment from middling to top occupations which is the main feature of the polarisation process in the UK over the past three decades. The increase in the number of immigrants, on the other hand, does not account for any particular aspect of the polarisation in the UK. Changes in the skill mix of the workforce account for most of the decline in routine employment across the occupational distribution, but within-group changes account for most of the decline in routine occupations in middling occupations. In addition, there is no clear indication of polarisation within all skill groups - a fact that previous literature has cited as evidence that technology drives the decline of middling occupations. These findings differ substantially from previous evidence on the US and cast doubts on the role of technology as the main driver of polarisation in the UK."     "Eine umfassende Analyse der Auswirkungen von Migration auf die Steuer- und Abgabenlast steht für viele Einwanderungsländer, erst recht aber die Herkunftsländer der Migranten, noch aus. Die vorliegenden Analysen weisen auf kurzfristig negative Auswirkungen hinsichtlich Flüchtlingen, illegalen und geringqualifizierten Zuwanderern hin.     "For EU Member States like Austria, the EU Regulations on the coordination of social security schemes are the focus of academic and political attention. They deal with many cases and are usually very complex. They are supervised by the European Commission and the CJEU. Compared to these EU rules, bilateral agreements with third countries are treated as step-children. They do not get the academic and political attention they deserve, taking into account their importance in practice. They have common features compared to the EU rules, but there are also remarkable differences in the texts and their interpretation. The differences sometimes lead to practical problems of application and interpretation in the EU Member States. Based on Austrian experiences, all these aspects are elaborated in this article. Enhanced cooperation and exchange of information between the EU Member States in the future could help to improve the negotiating position of these countries and also guarantee greater esteem for the bilateral agreements."     "Religious identity and practice has been associated with attitudes to immigration in Europe, but it is not known how this relationship varies between different cultural and economic contexts. Analysing data from seven waves of the European Social Survey (ESS) 2002 - 2014 we examine the association cross-nationally and over time, in what was a financially unstable period for many European countries and households. We have two main findings. Firstly, it is not religion per se, but rather conformity to national rates of religiosity which is associated with concern about the economic and cultural consequences of immigration. Secondly, the association between religion and anti-immigration is strengthened in contexts of economic uncertainty. These findings suggest that while religion does not predict immigration attitudes uniformly across countries, when religion reflects cultural conformity, it could become an expression national or ethnic group identity in times of economic insecurity."     "Point-based systems regulate the immigration of large volumes of economic immigration in Canada, New Zealand, and Australia. Past experience from these three destination countries suggests that the point-based system admits those possessing the desired observable characteristics (Tani 2014). Host country citizens are generally supportive of selective immigrant policies, as these are perceived as an essential tool for the orderly management of population inflows. These features underpin some of the reasons why the merits of introducing a selective immigration mechanism are regularly raised in policy discussions in host countries that do not apply such a mechanism, especially at times of surging and apparently uncontrollable immigrant flows. A point-based immigration system, however, does not guarantee complete success in removing local skills shortages, nor does it secure a positive labour market outcome for every selected migrant. Migrants' skill mismatch and discrimination seem to differ little internationally, regardless of whether or not host countries have adopted a point-based selective immigration policy. This raises the question of whether the success of an immigration policy can be evaluated using migrants' subsequent labour market outcomes (Tani 2017).     "We examine immigrants' earnings trajectories and measure the extent and speed with which they are able to reduce the earnings gap with natives, using a dataset that links respondents of the Survey of Income and Program Participation (SIPP) to their longitudinal earnings obtained from individual tax records. Our analysis addresses key debates regarding ethnoracial and cohort differences in immigrants' earnings trajectories. First, we find a racially differentiated pattern of earnings assimilation: black and Hispanic immigrants are less able to catch up with native whites' earnings compared to white and Asian immigrants, but they are almost able to reach earnings parity with natives of their same race and ethnicity. Second, we find no evidence of a declining 'quality' of immigrant cohorts even after controlling for their ethnoracial composition and human capital. Immigrants arriving since 1994 actually experience similar or slightly higher earnings growth compared to immigrants from earlier eras. We identify a pattern of accelerated assimilation in which more educated immigrants experience much of their earnings growth during the first years after arriving."     "This article explores how model temporary migrant worker programs (TMWPs) that permit seasonal return can institutionalize deportability or the possibility of removal among participants with legal status. It draws on the cases of two groups of workers who participated in the British Columbia - Mexico Seasonal Agricultural Workers Program (SAWP) and who managed to unionize and secure collective agreements (CAs). The author argues that the design and operation of SAWP constrains workers' capacity to see out fixed-term contracts and to realize the promise of seasonal return. These inherent constraints lead to a form of institutionalized deportability, even among participants covered by CAs crafted to mitigate the possibility of unjust termination and premature repatriation and to address workers' precarious transnational situation.     Abstract

    "Using individual-level Current Population Survey (CPS) data matched across adjacent months from 1996 to 2013, this paper examines immigrant-native differentials in labor market transitions to changes in the business cycle. The paper captures economic fluctuations by measuring deviations in local demand from national economic circumstances and examines monthly transitions among employment, unemployment, and nonparticipation. Immigrants are found to be first fired and first hired over the business cycle, and the aggregate unemployment gap is caused by immigrants' higher rates in the unemployment entry flow. Although to some extent the gap can be explained by variation in the immigrant-native's exposure to cycles across industry and occupation, the first fired and first hired pattern still holds. Tests for heterogeneity show that low-skilled immigrants are more vulnerable to the business cycle. Tests of the structural changes from the 2007-2009 Great Recession show that since its start, there was a secular shift in the transition probabilities that would affect all workers negatively, but cyclical volatility was mitigated for immigrants in the post-Great Recession period."     Abstract

    "This article explores the admission policies for self-employed non-EU immigrants wanting to start or move their business to the European Union (EU). Selecting immigrant entrepreneurs is a specific and understudied policy strand in the battle for talent. No common EU policy is available (yet) and although national policies do show some similarity, they differ in respect of how and who decides if an entrepreneur serves a national economic interest. By presenting a first-time model for defining the level of welcoming, this study adds an instrument to the toolbox of both scholars and policy makers for evaluating immigration policies. Whether a policy is welcoming depends on material criteria, such as entry conditions giving the entrepreneur a fair chance and on the formal criteria of the applicable procedures and the actors involved in the decision-making process. The body of the article constitutes of a legal comparison between French, German and Dutch entry policies for non-EU entrepreneurs. The article concludes that a future EU policy on welcoming immigrant entrepreneurs must set standards for a large variety of entrepreneurs, allow for the economic interest to be broadly defined and have, at the least, transparent and practical procedures."
