Jugendarbeitslosigkeit

Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

    "Publication metadata ALMA (Aim-Learn-Master-Achieve) is an active inclusion initiative to empower the most vulnerable young people aged 18 to 29 who are not in education, employment or training (NEETs), by implementing a tailor-made approach to support them to find a job and integrate into society. ALMA offers these young people counselling in their home country followed by a supervised, work-related learning experience in another EU Member State, with the aim of supporting their integration into the labour market and society in their home country. ALMA is one of the European Commission initiatives for the European Year of Youth 2022, and will be a key instrument in implementing the Reinforced Youth Guarantee adopted in 2020."     "Although the Covid-19 recession has not caused youth unemployment and the NEET rate to rise as sharply as expected, reducing youth unemployment and the NEET rate is a political necessity at regional, national and European level. In the EU-27, there were around 9.8 million young people in a NEET situation in the year 2020; 5.1 million were unemployed. Experience from the financial and economic crisis of 2008, when the rise in NEET numbers occurred not immediately but with a delay, suggests that a longer timeframe for action in the form of a Youth Guarantee is essential. This also appears necessary because it is difficult to assess whether sufficient jobs will be available after the Covid-19 crisis has passed. We propose formula-based financing and distribution for this fund. On the one hand, the concept intends to avoid the substitution effect, whereby countries finance their existing programs with EU funds and do not undertake any additional efforts. On the other hand, the concept clearly promotes solidarity: countries that are more affected by the Covid-19 crisis and the NEET problem should co-finance less in relative terms than countries that are less affected. Similar to the formula-based financing of school systems, the proposed model could promote transparency and equity in EU funding. Finally, an EU Youth Guarantee with a sufficient budget and rational solidarity distributions would not only show that the EU cares about the next generation but also emphasize that the EU is eager to support economically struggling regions."     "The EU Council adopted in February 2016 the Recommendation on the integration of the long-term unemployed into the labor market (hereinafter ‘the Recommendation’). The aim of the Recommendation was to support sustainable reintegration of the LTU back into the labor market by calling on MS to: 1. encourage registration of the long-term unemployed with an employment service; 2. increase individualised support for the long-term unemployed based on in-depth assessments of their needs, and ensure that a job integration agreement (JIA) is set up within 18 months of the person becoming unemployed; 3. develop closer links with employers and partnerships between employers, social partners, employment and social services, government authorities and education and training providers to increase job opportunities for registered LTU; 4. improve the continuity of support by coordinating services available to the long-term unemployed through a single point of contact (SPOC). According to the Recommendation, a SPOC refers to an authority responsible ‘for supporting registered LTU persons through a coordinated service offer involving available employment and social support services. It can be based on a framework of inter-institutional coordination and/or be identified within existing structures’. The Recommendation also requested that the European Network of Public Employment Services (ENPES, the network of national PES) contribute to the monitoring of its implementation. In response, in 2016 the PES Network designed and adopted a set of minimum, intermediate and advanced quality standards4for implementing a SPOC and a JIA. A Survey Report (the Ad Hoc Module to the 2018 PES Capacity Questionnaire5) was produced by the PES Network in 2018. This Survey Report summarised PES developments in integration of the long-term unemployed back into the labor market, offering an overview of the effects of the Recommendation as reported by the PES, and outlining common challenges faced by the PES."     "In 2013, the European Council approved the Youth Guarantee (YG) to counteract youth unemployment. Because of its specific features, the YG is useful for understanding whether the EU has triggered policy change in national youth unemployment policies. Contrary to most of the literature on similar topics, we focused in this study on the effect of this specific European measure rather than on broader EU strategies or policies. The study contributes to the literature by qualifying the degree of fit/misfit and suggesting a counterfactual analysis, using the case of France. We first situate the article within the broader Europeanisation debate and present our research design. The second section introduces the policy structure of the YG and investigates youth unemployment policy in France, prior to and after the European initiative. The third section discusses whether the French youth unemployment policy would have been developed in the same way without the YG. A final section concludes."     "The European Union's (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007-2014 yields a mixed empirical picture. There is catching-up convergence regarding policies' sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states.     "Using the implementation of the Youth Guarantee (YG) in the Italian context (Lombardy) as its point of departure, this article exemplifies the introduction of the YG scheme in national realities. Through review of relevant policy documents, the article identifies a contradiction between the policy model implied through the YG that builds upon a concept of active citizenship and an employment context that in reality offers limited structural opportunities for the enactment of these principles during processes of youth transition. This article will argue that initiatives for youth employment that are de-contextualized and lack a clear vision of youth lives can reinforce the existing order and power imbalances as they offer limited support for young people to develop a sense of success, self-determination and agency in terms of employability."     "''A new study on the Youth Guarantee in light of changes in the world of work looks at the implementation of the Youth Guarantee and emerging challenges related to young people's transition into the labour market, with a particular focus on changes in the world of work. These changes relate to increasingly complex school-to-work transitions and new challenges arising from rapid technological developments that may affect the labour market prospects of young people.
    Public Employment Services are central players in the implementation of the Youth Guarantee. They cover a wide range of responsibilities in management, coordination and direct service provision, being the main providers of employment interventions. A new study on the implementation of the Youth Guarantee by the Public Employment Services discusses the success factors and key challenges that Public Employment Services experience in the delivery of the Youth Guarantee. The study is based on six country case studies (Austria, Bulgaria, Hungary, Lithuania, Portugal and Sweden).
    The study comes up with a number of recommendations to improve the implementation of the Youth Guarantee by the Public Employment Services, including:
    - the creation of a national Youth Guarantee coordination committee
    - more flexibility regarding the provision of offers
    - holistic service provision for young people
    - pro-active outreach
    - early career-guidance
    - additional indicators

    "Young people are a vulnerable category of workers, finding themselves in a delicate phase of their working life: their first entry into the labour market. In many European countries, youngsters are unemployed or have difficulty finding and obtaining jobs. This situation has deteriorated particularly after the crises, recessions and stagnation that has impacted European economies in recent years. In addition to the cyclical or crisis impact, structural factors are also very important. Additionally, prolonged crises, as in some Eurozone countries, have transformed a significant part of cyclical unemployment in structural (long term) unemployment.
    Young People and the Labour Market: A Comparative Perspective explores the condition of young people in the labour market. The authors present new evidence from several countries, with a special focus on Europe, and offer a comparative perspective. They investigate questions such as which structural conditions and labour market institutions guarantee better youth performance, which education systems and school-to-work processes are more effective and in which countries is gender differentiation less of an issue. All of the aforementioned, as well as many other comparisons which the authors make, are significant in helping to facilitate the successful design of labour and education policies."     "In 2012, youth unemployment took centre stage as a European policy issue. It was on the agenda of successive European Councils. The German minister of labour made a pledge to the Spanish Government of allocating apprenticeships for qualified young Spaniards. The Commission unveiled a host of ideas intended to combat youth unemployment. The outcome was a number of policy initiatives to fight youth unemployment, with the adoption of the Youth Guarantee as the central piece of European legislation. The Youth Guarantee committed member states to offer, within four months of becoming unemployed or finished education, either employment, apprenticeship/traineeship or further education. In addition the Youth Employment Initiative made available around 3 billion euros of funding from the Commission to support young people living in regions with youth unemployment higher than 25 percent with the 'young' defined as the 15 - 24 year olds. Most notably; the core of the Youth Guarantee access to a 'quality job or training within 4 months of finishing education' only applied to this age group (European Commission 2012)."     "The analysis is based on nine in-depth country studies including Bulgaria, the Czech Republic, Greece, Germany, Poland, Spain, the UK and two non-EU countries; Norway and Switzerland, which serve as a reference group.
    The empirical research makes use of both primary and secondary sources, as well as four to six expert interviews per country to identify different types of youth employment regimes and strategies used to implement the respective policies.
    The introduction of the Youth Guarantee (YG) was met with high expectations. Since the economic crisis youth unemployment has significantly increased. It was accompanied by a flexibilisation of employment forms and the lowering of youth wages, both attempts to facilitate integration in the labour market.
