Jugendarbeitslosigkeit

Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.
Diese Infoplattform bietet einen Einblick in die Literatur zu den Determinanten von und Strategien gegen Jugendarbeitslosigkeit auf nationaler wie internationaler Ebene.

    "This article adds to the scant literature on the time persistence of being a young Not in Employment, Education or Training (NEET) by including four main novelties: we distinguish short- and long-term persistence; we use estimations before (2004–2007) and after the Great Recession (2013–2016); we analyse four Southern European countries that are relatively similar and were significantly affected by the Great Recession (Greece, Italy, Portugal and Spain); and all analyses are disaggregated by gender. The descriptive analysis shows a convergence in NEET rates by gender in the four countries due to a worsening of the male NEET rate and no improvement among young females. The econometric estimations show that long-term persistence is smaller than short-term persistence and that the latter increased after the Great Recession, especially for male NEETs. Policy implications for the design of the Youth Guarantee and lessons from the coronavirus pandemic are also discussed." (Author's abstract, IAB-Doku) ((en))

    "Youth unemployment and precarity have been expanding in the aftermath of the recent global recession. This article offers a theoretically informed empirical examination of the spatio-temporally uneven expansion of young people “Not in Employment, Education or Training” (NEETs) between 2008 and 2018 in the European Union (EU) South, namely in Italy, Spain, Greece and Cyprus. This article contributes to the growing literature on youth inactivity and marginalization, by focusing on the spatial, rather than just the temporal dimension of youth which marks most relevant studies. The analysis engages with the concept of “youthspaces” to critically analyse the economic, social and political spatialities that determine the dynamic relationship between youth and the labour market, and discuss the persistently high NEET rate in the EU South. Employing a mixed-methods approach, we highlight that gender, class, education and economic growth are key socio-spatial factors that determine the geographically uneven expansion of NEETs across the study regions."     "This paper explores the sensitivity of youth's fear of failure to local culture, in terms of its persistence across space and its change (hysteresis) in times of economic shocks, which renders entrepreneurship a very dubious tool for tackling youth unemployment especially in times of crisis. We focus on youth in Germany and Greece which are culturally and economically very different countries. Data from the Global Entrepreneurship Monitor (GEM) provides a pooled cross-section for the period 2003-2010. We address the data using a probit model with year fixed effects. Regarding the influence of personal fear-of-failure, we find that youth between 15 and 24 years of age are less entrepreneurial in both Greece and Germany, while the 25-34 years old young adults in Greece are already at the same entrepreneurial level as an average adult. Our findings also support existing gender differentials in both countries, which generally phase out among young people. Yet, country differences in perceptions have the greatest impact on entrepreneurial propensity. Regarding the local cultural characteristics, there is evidence of cultural embeddedness and cultural persistence effects especially among youth between 15 and 24 years of age which makes entrepreneurship an unsuitable" (Author's abstract, IAB-Doku) ((en))

    "This article examines trends in youth employment across the EU-15 countries during 2002-2006 and 2007-2011. Drawing upon microdata from the EU Labour Force Survey it examines changes in contract type, hours worked and occupation by level of education. Although the financial crisis creates a discontinuity in numbers employed, and despite certain country specificities, the authors observe common structural changes across the two periods. They find an increasing shift from permanent full-time to temporary part-time contracts, the 'hollowing out' of traditional mid-skill level occupations and evidence of 'occupational filtering down' whereby the higher-educated are substituted for the lower-educated in low-skilled occupations. The authors observe some growth in 'professionals' following the crisis, but little evidence of the rise of a new knowledge economy. This raises questions concerning the most appropriate policy approaches to education and training and labour market regulation if European nations are to provide high-quality employment opportunities for their young people."     Abstract

    Der Ausgangspunkt dieser Studie ist die Umsetzung scheinbar ähnlicher jugendorientierter Arbeitsmarktmaßnahmen in Griechenland und Portugal. Beide Länder litten unter einer hohen Jugendarbeitslosigkeit und sahen sich gezwungen, ihren Arbeitsmarkt im Rahmen der Rettungspakete, die während der Staatsschuldenkrise in Europa verabschiedet wurden, zu restrukturieren. Trotz vieler Gemeinsamkeiten der politischen Gestaltung ergaben sich bei den Beschäftigungsergebnissen beträchtliche Unterschiede. Die Politik für die Jugend war in Portugal zielgerichteter und besser strukturiert. Ihre Umsetzung war wirksamer, und von Beginn der Krise an wurden die Sozialpartner eingebunden. In Griechenland hingegen wurde die Dynamik der jugendorientierten politischen Maßnahmen durch Mängel in der politischen Gestaltung, durch administrative Schwächen und durch ungünstige makroökonomische Bedingungen gebremst, so dass sich die Unsicherheit für junge Menschen erhöht hat. Diese zwei unterschiedlichen Entwicklungen zeigen, dass ähnliche politische Inhalte manchmal zu sehr unterschiedlichen Ergebnissen führen können. (Autorenreferat, IAB-Doku)

    Abstract

    "This article investigates changes in the poverty risks of 18- to 29-year-olds in Greece and Germany after the Great Recession. The authors discuss the two countries as examples for different welfare state regimes, Germany as an example for a conservative welfare state and Greece for a sub-protective welfare state. After 2008, Greece was one of the European countries to experience a particularly hard economic recession. In contrast, the consequences of the recession in Germany were weak and only of short duration. Given these different contexts, the authors investigate the differences in young people's poverty risks and similarities across place and time. The authors draw on results from descriptive analyses, multivariate regression and decomposition analyses which show that young adults in Greece experienced impoverishment over time, while the poverty risks of young adults in Germany were rather stable. Among other things, their studies show that the employment intensity of the household is the major influencing factor in both countries. In both countries, the associations between the employment intensity of the household and relative income poverty seem to be stronger than between employment intensity and severe material deprivation." The recent economic crisis has exacerbated the problem of youth integration in the labour market in the EU and Greece has been disproportionately affected. While youth unemployment in the country has long been part of the policy debate, conditions today are very different to those prior to the crisis. The economic crisis, socioeconomic developments, globalisation, and the pervasive effect of information technology and digitalisation have all changed labour market characteristics.     "Labor market conditions in Greece have severely deteriorated during the crisis, affecting youths the most. Using the Greek crisis as a case-study, this paper examines the role of the family as a social safety net for its young members. Specially, we test the relationship between youth labor outcomes and parental co-residence, whether this relationship has become stronger during the crisis, and the degree to which the relationship is causal. Our results confirm that the parental home is a refuge both for jobless youth and for those in poorly paid, insecure jobs, and this role has intensified during the crisis. We find no reverse causality between co-residence and employment status for young men, and significant reverse causality for women. This finding implies that all youths live in the parental home when they are in need themselves, but it is young women not men who live with parents when parents are in need or for cultural reasons."     "The analysis is based on nine in-depth country studies including Bulgaria, the Czech Republic, Greece, Germany, Poland, Spain, the UK and two non-EU countries; Norway and Switzerland, which serve as a reference group.
    The empirical research makes use of both primary and secondary sources, as well as four to six expert interviews per country to identify different types of youth employment regimes and strategies used to implement the respective policies.
    The introduction of the Youth Guarantee (YG) was met with high expectations. Since the economic crisis youth unemployment has significantly increased. It was accompanied by a flexibilisation of employment forms and the lowering of youth wages, both attempts to facilitate integration in the labour market.     "In the European labour market, young people have been disproportionally affected by job insecurity indicated by unemployment, inactivity, job precariousness and fragmented careers during and after the economic crisis of 2008. This may be crucial for their ability to maintain a living income and to live a decent life on their present and future life course. The increasing polarisation in the labour market may become a persistent structural feature in the conditions of the changing employment structures and flexibilization of labour. This challenge was recognised at the EU level when Youth Opportunities Initiative (2011), Youth Employment Package (2012) and Youth Guarantee (2013) were launched and underpinned with financing from ESF schemes. The European countries, however, have experienced very different impacts of the crisis on their labour markets (Karamessini et al. 2016). Similarly, the initial responses in active labour market policies (ALMPs) to the crisis also diverged considerably (Clasen et al 2012). The question arises about the longer-term adaptations of labour market policy and other policies to the challenge of increasing early job insecurity and the associated structural changes in the labour market.
    The aim of this paper is to assess in nine national contexts how recent reforms in labour market institutions and policies and the skill formation systems may have affected the incidence of early job insecurity and the patterns of labour market entry/integration of young women and men. Job insecurity as understood here includes two dimensions: (a) insecurity of maintaining the current job, (b) insecurity of getting another job in the future, that is, job insecurity and employment insecurity (compare Chung and van Oorschot 2011)."     "In an effort to broaden the understanding of how early job insecurity can affect an individual's future career from an employer's perspective NEGOTIATE conducted an employer-sided survey with an integrated multidimensional vignette experiment in Bulgaria, Greece, Norway and Switzerland. This report documents the sampling and data-collection in the four countries. In addition we present some basic descriptive results from the survey. Data from the survey will be available for public use, following a quarantine period after the end of the project, through the data repository at the Norwegian Centre for Research Data (NSD).

    Die Arbeitsunterlage der Kommissionsdienststellen ergänzt die Mitteilung der Europäischen Kommission, in der sie die wichtigsten Erfolge bei der Umsetzung der Jugendgarantie und der Beschäftigungsinitiative für junge Menschen (Youth Employment Initiative - YEI) seit dem Start 2013 (bis zum Stand: Juni 2016) darstellt und Schlussfolgerungen für die Verbesserung der Maßnahmen der EU und der Mitgliedstaaten zur Umsetzung nationaler Jugendgarantie-Programme zieht. Sie versteht sich als Hilfsmittel für die Akteure in den Ländern zur Fortsetzung der nationalen Umsetzung des Programms und stellt Praxisbeispiele für signifikante Reformschritte und gelungene Maßnahmen aus den Mitgliedstaaten vor und benennt - wo möglich - identifizierbare Erfolgsfaktoren. Ebenso dient die Arbeitsunterlage als Referenzdokument, das auf zahlreiche Untersuchungen, Berichte und Statistiken weiterer nationaler wie gemeinschaftlicher Ressourcen verweist. Die Berichte basieren auf Daten aus der laufenden Beobachtung des Beschäftigungsausschusses (Employment Committee - EMCO) aus den Jahren 2014 und 2015 unter einem gemeinsamen Indikatorenrahmen und den Kernaussagen der Tagung des Rats für 'Beschäftigung, Sozialpolitik, Gesundheit und Verbraucherschutz' am 7. März 2016 sowie auf der Auswertung von Antworten aus den Mitgliedstaaten im Rahmen des Sozialen Dialogs und Beratungen mit Jugendlichen auf dem Europäischen Jugend-Event (European Youth Event - EYE) vom 20.-21.     "A historically high level of youth unemployment presents Greece with a huge social and economic challenge. This paper analyses various dimensions of this challenge. We argue that though the conventional definition of 'youth' is the 16-24 age group, there is a strong case for considering 25 to 29-year-olds as sharing common problems with conventionally defined youth. There are also grounds for examining why females seem to fare worse than males in the Greek labour market. The negative effects of the recession on Greek well-being have affected all age groups."     "- In the second quarter of 2013 youth unemployment rate in Greece was by far the highest amongst EU28 member countries and as high as 59.0 per cent. It is therefore essential for society to deal with youth unemployment in a decisive and effective manner,
    - Youth Guarantee is an opportunity for Greece to work on several long standing problems ranging from education to labour market institutions, while dealing with youths' unemployment at the same time.
    - Careful preparation, planning, implementation and evaluation are needed, along with a continuous communication campaign to inform all social partners and eligible youths of the effort.
    - There should be an effort to expand the age span of those eligible from 25 to 30 years of age if we wish to realise the full impact of the Youth Guarantee, since the unemployment rate amongst those aged 25-29 is also the highest amongst EU28 member countries in the second quarter of 2013."     - Erkenntnisse aus dem internationalen Vergleich belegen eindeutig, dass die enge Anlehnung der Berufsbildung an die Anforderungen der Arbeitswelt und der Wirtschaft eine unabdingbare Voraussetzung für ein qualitativ hochwertiges und im Hinblick auf den Übergang von der Schule zum Beruf erfolgreiches Konzept darstellt. Berufsbildungsformen, die auf dem Konzept des deutschen dualen Systems basieren, werden dabei immer wieder als beispielhaft hervorgehoben.
    - Die chronischen strukturellen Probleme des griechischen Berufsbildungssystems haben aufgrund der erschreckenden Jugendarbeitslosenzahlen eine Intensität und Dringlichkeit erreicht, die schnelle und tiefgreifende Reformen erforderlich machen.
    - Gegenwärtig wird eine neue Reform der Berufsbildung in Griechenland geplant, die Elemente des dualen Systems im Sinne der europäischen Initiativen 'Rethinking Education' und 'European Alliance for Apprenticeship' zu integrieren bemüht ist. Eine erste kritische Bewertung des neuen Gesetzes zur Berufsbildung zeigt allerdings, dass auch die neue Reform zwar nach außen den Schein einer Trendwende wahrt, das Sein der perspektivlosen jungen Menschen jedoch kaum positiv beeinflussen wird."     Abstract

    "The European Union considers long-term unemployment among youth an impediment to their full integration into society. The Commission of the European Union has, therefore, supported research into the mechanisms by which youth unemployment leads to social exclusion. This paper provides a brief summary of the project's findings. These imply that theories and previous research concerning social exclusion and social support can help explain the effects of youth unemployment although the phenomena vary from country to country.     "In the volume, the European research project YUSEDER ('Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences and Institutional Responses in Six Countries of the EU'), supported by the EU Commission (Directorate General Research) as a part of the programme Targeted Socio-Economic Research (TSER), addresses the question of what effects long-term unemployment has on young people in regard to their feeling of belonging to society. Does long-term unemployment imply the risk of social exclusion for young people? How does social exclusion develop, and which factors counteract the processes of exclusion? Thus far, research into unemployment has seldom performed comparative studies. This interdisciplinary project in six European countries has conducted for the first time a qualitative study with 300 long-term unemployed young people from age 20 to 25. The inquiry was carried out in the three northern European countries Sweden, Belgium and Germany and in the three southern European countries Greece, Italy and Spain.
