Jugendarbeitslosigkeit
Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

"Some leading UK politicians have claimed that a culture of welfare dependency exists and that a sizeable number of unemployed benefit claimants lack an appropriate commitment to employment. Such claims were used to justify the 2012 Welfare Reform Act’s new measuresto steer unemployed claimants towards applying for and retaining jobs they might not want. The statistical analysis presented here is the first to explore possible connections between people’s attitudes towards disliked/unattractive jobs, their parents’ employment status, and the total time they have spent in unemployment. Logistic regression analysis used Longitudinal Study of Young People in England (LSYPE)/Next Steps data on people born in 1989/90 to predict whether they spent an unusually long time unemployed between age eighteen and twenty-five; an attitude favouring joblessness over a disliked/unattractive job was a nonsignificant predictor in eleven of twelve multivariate models, and a weak predictor (OR = 1.32) in the other." "We study the lifetime effects of the first and largest American youth employment and training program in the United States—the Civilian Conservation Corps (CCC), 1933–1942. We match newly digitized enrollee records to census, World War II enlistment, Social Security, and death records. We find that longer service in the CCC led to improvements in height, health status, longevity, geographic mobility, and lifetime earnings but did not improve short-term labor market outcomes, including employment and wages. We address potential selection into CCC duration using several approaches, most importantly two newly developed control-function approaches that leverage unbiased estimates of the short-term effects of a randomized controlled trial of Job Corps (the modern version of the CCC). Our findings suggest that short- and medium-term evaluations of employment programs underestimate effects because they fail to capture lifetime effects and often ignore or underestimate health and longevity benefits that increase in magnitude at later ages." "In the face of increasing youth unemployment across Europe, innovative approaches to youth labor market policy are crucial. One such approach is the introduction of ‘one-stop shops’ for young people. Here, employment offices and other actors, such as youth social services, cooperate to offer young people coordinated advice from a single source. The impact of their introduction upon the young people that use them is, thus far, under-researched. This study begins to fill this gap by outlining the support approach of the German ‘youth career agencies’ that centers on gaining a more complete picture of the young person’s life situation in order to offer them a range of possible support programs. The study interrogates whether the youth career agencies do offer more personalized advice for young people during their transition to employment than classical job center teams. It argues that, if the cooperative relationships between the actors involved in the youth career agencies are of good quality, more personalized support is likely to be offered there. However, personalized support in youth career agencies is still limited by the diverse specifications and target figures demanded of job centers by the Federal Employment Agency and also influenced by the professional background of the individual caseworkers." "The concern that public support may spur dependency has been voiced throughout the history of welfare states. Nevertheless, little research examines the experience of welfare state dependency in the context of recipients' everyday lives. This paper provides an in-depth analysis of a case involving Anna, who depends on the Danish welfare system for financial benefits and other forms of support. The study spans five years from age 19 to 24, and includes some of the significant others in Anna's everyday life - her mother, who also depends on welfare, and her caseworkers. By situating Anna's experiences in a temporal and social context, the case study advances a nuanced understanding of welfare state dependency and identifies three driving forces of the experience: (1) the concern about intergenerational transmission of dependency that spurs a shared sense of hopelessness among Anna and her significant others; (2) the recurrent changes of diagnoses that adds to the feeling of dependency by repeatedly generating waiting time, e.g. for new psychiatric assessments; (3) the system's requirement to produce numerous but sketchy future plans that lack real-world plausibility. "The NEET concept has become widely used internationally since its emergence in the UK almost two decades ago. This article reviews the adoption of the concept in two extreme contexts in terms of NEET rates, youth opportunities and youth welfare: the Nordic countries and South Africa. The article discusses the situations of NEET young people in the two contexts, and how the concept is used in the wealthy and relatively homogenous Nordic welfare states and in relatively poorer and racially divided South Africa. While the concept has been problematised in different ways in Nordic youth research, it has been more readily accepted by South African researchers. We argue that, in both contexts, the NEET concept can be taken as an invitation to look beyond individual life situations and biographies, and to focus on how structural forces such as the political economy shape young people's lives. The NEET concept provides a way of discussing changing opportunity structures and how global social forces such as globalisation and neoliberalisation shape young people's lives in different contexts. "Young people are a vulnerable category of workers, finding themselves in a delicate phase of their working life: their first entry into the labour market. In many European countries, youngsters are unemployed or have difficulty finding and obtaining jobs. This situation has deteriorated particularly after the crises, recessions and stagnation that has impacted European economies in recent years. In addition to the cyclical or crisis impact, structural factors are also very important. Additionally, prolonged crises, as in some Eurozone countries, have transformed a significant part of cyclical unemployment in structural (long term) unemployment.
Young People and the Labour Market: A Comparative Perspective explores the condition of young people in the labour market. The authors present new evidence from several countries, with a special focus on Europe, and offer a comparative perspective. They investigate questions such as which structural conditions and labour market institutions guarantee better youth performance, which education systems and school-to-work processes are more effective and in which countries is gender differentiation less of an issue. All of the aforementioned, as well as many other comparisons which the authors make, are significant in helping to facilitate the successful design of labour and education policies." "This study investigates social differences in the risk of long-term benefit receipt of young adults in Germany. Although employment is a major route to end social benefit receipt, it may not result in financial independence for all social groups in their early working lives as this also depends on the status of their parents: Do young benefit recipients have unequal chances of making the transition from benefit receipt as soon as they take up employment? How stable is the impact of parents' socioeconomic status on the transition once young adults complete their vocational education? This study conducts an empirical analysis of the careers of a cohort of 18-to-24-year-old Germans who received benefits in 2005 by combining survey data and register data for a six-year observation period. Event history analyses indicate that social differences persist when young adults claim social benefits. In particular, parents' socioeconomic status is positively associated with their offspring's likelihood of ending receipt of social benefits as soon as they are in full-time employment. Parents' socioeconomic status has a relatively stable impact for young beneficiaries irrespective of whether they have completed vocational qualifications or not. "We ask how employers contribute to unemployment scarring in the recruitment process in the German-speaking part of Switzerland. By drawing on recruitment theories, we aim to better understand how recruiters assess different patterns of unemployment in a job candidate's CV and how this affects the chances of young applicants being considered for a vacancy. We argue that in contexts with tight school-work linkage and highly standardised Vocational Education and Training systems, the detrimental effect of early unemployment depends on how well the applicant's profile matches the requirements of the advertised position. To test this assumption, we surveyed Swiss recruiters who were seeking to fill positions during the time of data collection. We employed a factorial survey experiment that tested how the (un)employment trajectories in hypothetical young job applicants' CV affected their chances of being considered for a real vacancy. Our results show that unemployment decreases the perceived suitability of an applicant for a specific job, which implies there is a scarring effect of unemployment that increases with the duration of being unemployed. But we also found that these effects are moderated by how well the applicant's profile matches the job's requirements. Overall, the worse the match between applicant's profile and the job profile, the smaller are the scarring effects of unemployment. In sum, our findings contribute to the literature by revealing considerable heterogeneity in the scarring effects of unemployment. Our findings further suggest that the scarring effects of unemployment need to be studied with regard to country-specific institutional settings, the applicants' previous education and employment experiences, and the job characteristics." "Labor market conditions in Greece have severely deteriorated during the crisis, affecting youths the most. Using the Greek crisis as a case-study, this paper examines the role of the family as a social safety net for its young members. Specially, we test the relationship between youth labor outcomes and parental co-residence, whether this relationship has become stronger during the crisis, and the degree to which the relationship is causal. Our results confirm that the parental home is a refuge both for jobless youth and for those in poorly paid, insecure jobs, and this role has intensified during the crisis. We find no reverse causality between co-residence and employment status for young men, and significant reverse causality for women. This finding implies that all youths live in the parental home when they are in need themselves, but it is young women not men who live with parents when parents are in need or for cultural reasons." "Using data from 49 European regions covering 2005-2012, this paper estimates the effect of cohort size on youth employment and unemployment outcomes. The effects are found to be very sensitive to the age range of the sample used for estimation. In particular, the results show a negative (positive) effect of cohort size on employment (unemployment) among individuals aged 18-22 but the opposite effects among older individuals. This heterogeneity is driven by Eastern and Western European countries. For Southern European countries, belonging to a larger cohort is found to be beneficial across all age groups." "In this article we analyse the development of young adults not in education, employment or training (NEET) in three complete Swedish birth cohorts born in 1975, 1980 and 1985. We analyse the risk for future labour-market exclusion among NEETs, and how this risk varies between three birth cohorts who made the transition from school to work during periods characterised by different opportunity structures for young adults. Analyses using propensity score matching with repeated outcomes show that belonging to the NEET-group in early adulthood has an independent effect on the development of subsequent labour-market risk for both men and women. Moreover, this effect increases across the cohorts. The fact that the degree of labour-market attachment has clear and long-lasting implications indicates that the problems associated with being NEET cannot be reduced to a transient phase.
