Jugendarbeitslosigkeit
Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

"How have the immediate school-to-work transition and the early career changed in different labor market entry regimes since the early 1980s? How do institutional frameworks differ with regard to insecurity perception? The author studies these questions from a cross-national perspective while focusing on Denmark, the darling of flexicurity literature. The results show that in all the labor market entry regimes, the school-to-work transition has become increasingly difficult, and flexible forms of work are more typical in the first job. Furthermore, the liberal institutional framework of the United States seems to produce a similarly low degree of job-loss worry among young people in their early career as the Danish one." "With young people among the big losers of the recent financial crisis, vocational education and training (VET) is often seen as the silver bullet to the problem of youth joblessness. This paper provides a better understanding of VET around the world, dealing with three types of vocational systems: school-based education, a dual system in which school-based education is combined with firm-based training, and informal training. We first explore the motivation for these different types of training, before summarizing the institutional evidence, highlighting the key elements of each training system and discussing its main implementation strengths and challenges. We subsequently review the evidence on the effectiveness of VET versus general education and between the three VET systems. There are clear indications that VET is a valued alternative beyond the core of general education, while the dual system tends to be more effective than school-based VET. This paper examines the effect of labor-market institutions on the fluctuations of age-specific unemployment rates based on panel data of 18 OECD countries between 1971 and 2008. Empirical results suggest that the cost of the business cycle disproportionately falls on youths in countries with stricter employment protection. "Das Ausbildungssystem in Deutschland schneidet im internationalen Vergleich sehr gut ab: Weitaus mehr Berufsanfänger als in anderen Ländern finden vergleichsweise schnell einen Job. Fehlende finanzielle Mittel sind seltener eine Hürde beim Anstreben eines weiterführenden Bildungsabschlusses. In kaum einem anderen Land ist die berufliche Ausbildung im Vergleich zu einer akademischen Laufbahn so hoch angesehen wie in Deutschland. Dies sind die zentralen Ergebnisse der Studie. Sie zeigt jedoch auch Schwächen des deutschen Systems auf. Für die Studie führte McKinsey in neun Ländern weltweit mehr als 8.000 Interviews zur Ausbildungsmarktsituation durch, neben Deutschland auch in den USA, Großbritannien, Brasilien, Indien, Saudi Arabien, Mexiko, Türkei und Marokko. In jedem Land wurden repräsentativ Stichproben von jungen Menschen im Alter von 15 bis 29 Jahren, Arbeitgebern und Vertretern von Bildungseinrichtungen dazu befragt, wie sie die Vorbereitung auf das Berufsleben einschätzen, nach welchen Kriterien sie wichtige Entscheidungen am Übergang vom Bildungssystem in den Arbeitsmarkt treffen und wie sie Zukunftschancen sehen." "In the aftermath of the global financial crisis of 2008, youth unemployment has risen worldwide. In cross-national perspective, research on youth employment has thus far paid attention to the transition from school to work, but underemphasized the importance of the social psychology of labour market entrance. In this article, European young adults' perceptions of the first-job opportunities in their country are analysed. The result of a multilevel regression analysis on the 2008 wave of the European Social Survey (ESS) shows that differences across countries can mainly be explained by the public's perceptions of levels of unemployment, and public spending on education. At the individual level, youth in a precarious socioeconomic situation have a rather pessimistic view on these opportunities. Moreover, women perceive the opportunities as less positive than men while young people of foreign origin have, contrary to the expectations, a more positive outlook on the chances for young people." "Der Beitrag untersucht auf Basis der Erhebung zu Kosten und Nutzen der betrieblichen Ausbildung des Bundesinstituts für Berufsbildung (BIBB) den Zusammenhang zwischen dem Ausbildungsmotiv des Ausbildungsbetriebs und der Aufteilung der Arbeitszeit der Auszubildenden im Betrieb. Unterschieden wird zwischen dem Investitions- und dem Produktionsmotiv. Die Zuordnung erfolgt anhand der Übernahmestrategie der Betriebe, die eine generelle, eine teilweise oder keine (bzw. nur in Ausnahmefällen) Weiterbeschäftigung der Auszubildenden nach Abschluss der Ausbildung vorsehen kann. Bei der Zeitaufteilung der Auszubildenden wird unterschieden zwischen Zeiten, in denen einfache Tätigkeiten ausgeführt werden, Zeiten für Fachkräftetätigkeiten und sonstigen 'unproduktiven' Zeiten, in denen die Auszubildenden auf verschiedene Weise ausgebildet werden. Es zeigt sich, dass es in den Betrieben, die dem Investitionsmotiv zugeordnet werden, einen höheren Anteil an 'unproduktiven' Tätigkeiten als in den produktionsorientierten Betrieben gibt. Darüber hinaus weisen auch weitere Faktoren einen Zusammenhang mit der Zeitaufteilung auf. So kann insbesondere ein positiver Zusammenhang der vor der Ausbildung erworbenen, allgemeinen schulischen Kompetenzen der Auszubildenden mit den Einsatzzeiten für Fachkräftetätigkeiten festgestellt werden." "Jugendarbeitslosigkeit ist ein großes Problem in vielen europäischen Ländern. Da die Evaluationsliteratur zeigt, dass Arbeitsmarktprogramme für benachteiligte junge Erwachsene häufig keine effektive Unterstützung leisten können, werden innovative Maßnahmen für diese Problemgruppe benötigt. In dieser Studie evaluieren wir eine solche innovative Pilotmaßnahme, die in drei deutschen Städten umgesetzt wurde und die folgenden Programmkomponenten kombiniert: i) Individuelles Coaching, ii) Weiterbildung, iii) Beschäftigung in Zeitarbeit. Auf Basis eines Vergleichsgruppenansatzes (ex-post Quasi-Randomisierung) zeigen unsere empirischen Ergebnisse einen nachhaltig positiven Effekt der Maßnahme auf die Eingliederung in den Arbeitsmarkt für diejenigen Teilnehmer, die die Maßnahme komplett durchlaufen haben." "Policy debates about the balance of vocational and general education programs focus on the school-to-work transition. But with rapid technological change, gains in youth employment from vocational education may be offset by less adaptability and thus diminished employment later in life. To test our main hypothesis that any relative labor-market advantage of vocational education decreases with age, we employ a difference-in-differences approach that compares employment rates across different ages for people with general and vocational education. Using micro data for 18 countries from the International Adult Literacy Survey, we find strong support for the existence of such a trade-off, which is most pronounced in countries emphasizing apprenticeship programs. "Understanding the causes of unemployment and job insecurity among young people remains a central concern for social scientists and policy makers. This study focuses on one potential institutional cause of high youth unemployment, employment protection legislation (EPL). While many are sceptical of a link between EPL and high aggregate unemployment rates, a consensus has emerged linking EPL to high youth unemployment in particular. The review of theoretical and empirical research conducted here challenges this consensus. Search and matching theoretic explanations have difficulty making unambiguous predictions about the effects of EPL on youth unemployment and empirical research has undertaken little effort to uncover its causal effects. The empirical analysis tests for the existence of aggregate employment effects of EPL across youth labour markets using aggregate data from affluent OECD countries (1985 - 2007) and individual data from labour force surveys for 15 Western European countries and the U.S. (1992 - 2007). It conducts conventional regression analyses and also implements a Difference-in-Difference design. Neither conventional nor Difference-in-Difference analyses yield any robust evidence whatsoever linking either dimension of EPL to inferior youth labour market performance, for any of the education groups or institutional conditions tested. Altogether, this study rejects the view that strict EPL is or has been the cause of high youth unemployment rates or low youth employment rates, at least for the sample of countries tested here." "Wir berichten über die Evaluation des Pilotprojektes eines Berliner Sozialamts zur Integration junger Sozialhilfeempfänger in das Erwerbsleben. Dem Workfare-Prinzip folgend war die Teilnahme an dem Programm für die ausgewählten Personen verpflichtend. Wer die Teilnahme verweigerte, erhielt keine Unterstützungszahlungen. Um die Wirkung des Programms untersuchen zu können, sollten Engpässe bei der Programmkapazität als quasi-zufälliger Zuweisungsprozess genutzt werden. Im Nachhinein stellte sich jedoch heraus, dass im Zuweisungsprozess unkontrollierte Selektionseffekte auftraten, die den Vergleich mit einer entsprechenden Gruppe von Nichtteilnehmern erheblich erschweren. Mit Hilfe ökonometrischer Verfahren haben wir versucht, für diese Selektion zu korrigieren. Die Messung der Wirkung beruht auf Sozialamtsdaten, die von uns mit Geschäftsdaten der Bundesagentur für Arbeit verknüpft wurden, um Informationen über Erwerbsverläufe vor und nach der Betreuung durch das Sozialamt zu gewinnen. Die Ergebnisse deuten auf einen positiven - statistisch allerdings nicht signifikanten - Beschäftigungseffekt von Workfare hin. Wir verdeutlichen, dass Nachlässigkeiten im Projektdesign durch ökonometrische Verfahren zwar nachträglich ausgeglichen werden können, aber nur um den Preis eines deutlich erhöhten Fallzahlbedarfs, um statistisch belastbare Ergebnisse für politische Entscheidungen zu bekommen. Bei den üblicherweise niedrigen Fallzahlen im Rahmen von Modellprojekten sollten daher verstärkt experimentelle Designs Anwendung finden." (Autorenreferat, IAB-Doku)

Though there are important regional and sectoral variations, national debates as to the causes of these problems focus on a complex interaction of labour market structures, skills training, access to vocational training and apprenticeships, education systems, and reduction of job openings. While social partners have generally recognised the problems facing young workers, collective bargaining has not proved particularly useful (though there are some exceptions) in dealing with young workers' difficulties in the labour market. Governments have been particularly active in promoting a range of labour market policies. Of these the promotion of apprenticeships seems to have attracted widespread support across the EU."
