Übergänge in Ausbildung und Beschäftigung

Wer einen Ausbildungsplatz sucht, braucht einen möglichst guten Schulabschluss. Eine abgeschlossene Berufsausbildung ist wiederum ein entscheidender Faktor für die dauerhafte Integration in den Arbeitsmarkt und in die Gesellschaft. Viele Jugendliche scheitern jedoch an den beiden Hürden Schulabschluss und Ausbildungsplatzsuche. Neben leistungsschwächeren Jugendlichen sind vor allem sozial Benachteiligte betroffen. Dieses Themendossier präsentiert mit Hinweisen auf Forschungsprojekte sowie weiteren relevanten Internetquellen wissenschaftliche Befunde und Diskussionen zur Übergangsproblematik an der 1. und 2. Schwelle sowie politischen Förderstrategien zur Verbesserung der Einmündung in Ausbildung und Beschäftigung.

Im Zuge der anhaltenden Wirtschaftsschwäche bleiben viele Ausbildungsplätze unbesetzt. Eine Analyse mit den Daten des IAB-Betriebspanels 2024 zeigt, wie sich verschiedene Indikatoren der betrieblichen Ausbildung entwickelt haben und ermöglicht einen Blick aus der Sicht der Betriebe auf die aktuelle Situation und die Herausforderungen auf dem Ausbildungsmarkt.     "Fast neun von zehn Unternehmen sehen in besser qualifizierten Bewerber:innen (86,9 Prozent) sowie in einer besseren Berufsorientierung und -vorbereitung (85,8 Prozent) zentrale Aspekte für eine hohe Ausbildungsqualität. Zugleich ergreifen Unternehmen vielfältige eigene Maßnahmen, um die Qualität der Ausbildung zu sichern, wenn Auszubildende Nachhol- oder Unterstützungsbedarf haben. In 70,8 Prozent der Unternehmen fördern die Ausbilder:innen beispielsweise gezielt leistungsschwächere Auszubildende. In knapp drei von vier Unternehmen werden die Ausbilder:innen dabei von der Geschäftsführung bei der Modernisierung und Digitalisierung der Ausbildung unterstützt (74,3 Prozent). Dies bestätigt den hohen Stellenwert der Ausbildung in Unternehmen – insbesondere mit Blick auf die Fachkräftesicherung. Mehr als die Hälfte der Unternehmen wünscht sich externe Unterstützung bei der Förderung leistungsschwächerer Jugendlicher (55,0 Prozent). Ähnlich hoch ist der Unterstützungsbedarf für die Weiterbildung der Ausbilder:innen. Es gilt somit, passende Rahmenbedingungen und Unterstützungsangebote zu schaffen, damit die Bewerbersituation nicht zur Gefahr für die Ausbildungsqualität wird und Unternehmen mit zunehmend heterogenen Auszubildenden nicht überfordert werden."     "Purpose: The aim of this study is to examine the characteristics of firms that influence their hiring decisions regarding the share of newly hired apprentices with Abitur and maximum lower secondary certificates. Design/methodology/approach The study uses 2,004 training firms of the BIBB Qualification Panel data from 2013 to 2018 to estimate fixed-effects regressions analyzing the effect of firms’ qualification structures and recruitment problems on the share of newly hired apprentices with Abitur (highest German secondary school-leaving certificate) and maximum lower secondary certificates (in German maximal Hauptschulabschluss). Findings The results indicate that firms with a higher qualification structure hire a higher share of apprentices with Abitur. However, the effect gets insignificant once controlling for the share of applicants with Abitur. Further, the study suggests that firms reduce their requirements on the school-leaving certificate of VET applicants when they suffer from unfilled training positions. Moreover, the share of applicants with Abitur and maximum lower secondary certificate has high explanatory power for the share of newly hired apprentices with these certificates. Originality/value The study highlights the role of firms in facilitating the transition of young people entering dual VET in Germany, whereas most studies so far have focused on the individual level. Further, the study contributes to the understanding of firms’ hiring processes of apprentices beyond the question of whether a firm provides VET at all and could be used for designing labor market policy programs for youth."     "Self-esteem is linked to several positive outcomes. Thus, it is important to improve our understanding of how self-esteem develops and why people exhibit different self-esteem trajectories. Important events pertaining to self-esteem are life transitions, such as starting a career in young adulthood. Drawing on data from nearly 2000 participants in the Panel Analysis of Intimate Relationships and Family Dynamics (pairfam), we used latent growth curve models to examine the extent to which career entry influences self-esteem trajectories in young adulthood, particularly with respect to success at career entry and social investments in the individual’s career. In line with the notion of mastering developmental tasks, self-esteem decreased prior to career entry but increased thereafter; however, this pattern was observed only among individuals who entered the workforce at an average or late age. For early entrants, self-esteem remained stable. However, successful career entry enhanced the self-esteem trajectories of young and average-aged career entrants; namely, they exhibited greater increases in self-esteem after career entry if they were satisfied with their jobs, if their jobs paid well, and if those jobs were well respected. Social investments in one’s career had no effect on self-esteem trajectories. All of the final analyses controlled for education, job status, and gender.     "Diese Studie nutzt administrative Daten zur Evaluation einer spanischen Reform aus dem Jahr 2013, die Sozialversicherungsbeiträge für junge Selbständige subventionierte. Anspruchsberechtigt waren Männer unter 30 Jahren und Frauen unter 35 Jahren mit einer aktiven Phase der Selbständigkeit im Februar 2013. Die Maßnahme verlängerte weder die Dauer der Selbständigkeit noch erhöhte sie die allgemeinen Beschäftigungswahrscheinlichkeiten. Männliche Selbständige verzeichneten keine signifikanten Einkommensänderungen, während Frauen, die innerhalb von zwei Jahren in abhängige Beschäftigung zurückkehrten, einen Zuwachs der monatlichen Löhne von rund 14% erzielten, hauptsächlich durch Übergänge in höher entlohnte Tätigkeiten im Dienstleistungssektor. Diese Einkommensgewinne konzentrierten sich auf Frauen mit einem höheren Arbeitslosigkeitsrisiko, etwa Mütter und Frauen in ländlichen Regionen." (Autorenreferat, IAB-Doku)

    "Skills development through quality apprenticeships can help young people make a successful transition from school to adulthood with sustainable, satisfying and rewarding employment. But even in Switzerland, which has a very strong standardized apprenticeship system with a good reputation, there is still an average dropout rate of about 20 per cent over the last two decades. This paper seeks to identify the influencing factors of quality apprenticeships and elaborates possible reasons why young people in low-reputation apprenticeships drop out more often than those in popular professions. Two studies conducted by the author with apprentices in the vocational fields of construction and media design serve as the scientific basis. The first study – in the field of media design, a popular field for vocational training – found that the pedagogical and didactic skills of the trainer, in particular the positive handling of errors, trust, honest and direct feedback, as well as the variability of tasks and the relationship with work colleagues, have a significant influence on training satisfaction. It was also found that the important influencing factors of competence growth in the workplace are not the same as those that significantly influence the grades at school The second study – in the field of construction, a vocational training track with low reputation – compared apprentices who terminated their apprenticeship contractwith a control group of non-terminators in order to determine the factors influencing the probability of apprenticeship contract termination. Wrong career choice and unfavourable working and training conditions significantly increase the probability of aborting the apprenticeship. This paper goes one step further and combines the results of the two studies with two sociological theoretical concepts, the concept of “social reproduction” and the concept of different “life worlds” taken from SINUS Institute studies; these sociological concepts explain why young people from families with a low socio-economic background belong to the target group of disadvantaged young people but match very well with skilled trades when their specific needs are addressed. For this reason, the author concludes by providing concrete recommendations for policymakers, employers’ associations and trade unions to leverage the untapped potential of disadvantaged young people in order to address the shortage of skilled workers in skilled trades. Social justice demands long-term investment in this disadvantaged group of young people as they deserve not to be left behind.     "Generative artificial intelligence (GenAI) is rapidly diffusing into the workplace and is expected to substantially reshape roles, workflows, and skill requirements, particularly for young professionals as early adopters who are highly exposed to these tools. While GenAI is widely regarded as a means to increase productivity, its adoption may simultaneously introduce new challenges, including various forms of technostress. Drawing on 15 semi-structured interviews with young professionals in research and development (R&D), IT, finance, and marketing in organizations piloting or using GenAI, we conducted a structured qualitative content analysis guided by established technostress dimensions. Our findings indicate that classic technostress dimensions remain relevant but manifest differently across sectors and contexts. Moreover, additional GenAI-specific stressors emerged, such as regulatory and compliance ambiguity, data protection and copyright concerns, perceived dependency, potential skill degradation, doubts about the reliability and controllability of AI outputs, and a shift towards more monitoring and conceptual work. At the same time, participants reported techno-eustress in the form of efficiency gains, learning opportunities, and enhanced intrinsic motivation. Overall, the study extends existing technostress frameworks and underscores the importance of AI literacy, clear organizational governance, and supportive work design to mitigate negative technostress while enabling the productive use of GenAI."     "Beratung im Übergang Schule – Beruf steht in einem engen Verhältnis zur Berufsorientierung auf schulischer Ebene. Professionelle Berufliche Orientierung basiert mittlerweile auf einem System an Standardelementen mit der Gewähr für alle Schülerinnen und Schüler (unabhängig von Schulform und Wohnort), und nutzt insbesondere die Wirkung von Praxiserfahrungen mithilfe von Berufsfelderkundungen und betrieblichen Praktika. Um entsprechende qualitativ hochwertige Angebote für Schüler*innen zu ermöglichen, bedarf es der Mitwirkung und der dezentralen Koordinierung der Beteiligten: Kommunen, Schulen, Kammern, Verbände, Unternehmen, Berufsberatung der Arbeitsagenturen und weiterer Beratungseinrichtungen. Es gilt, die Berufliche Orientierung als gemeinschaftliche Aufgabe zu verstehen und den Übergang des jungen Menschen in den Beruf im Netzwerk koordiniert zu begleiten (Verantwortungskette). In Nordrhein-Westfalen ist ein solches System der Berufsorientierung und der koordinierten Übergangsbegleitung im Rahmen der Landesinitiative „Kein Abschluss ohne Anschluss“ (KAoA) mithilfe der Kommunalen Koordinierung in den letzten 15 Jahren Schritt für Schritt auf- und ausgebaut worden. Junge Menschen schöpfen ihre Berufswahlkompetenz und Orientierung aus möglichst vielfältigen und authentischen Erfahrungen in der Arbeitswelt. Da der Übergang aber sozial vulnerabel ist und die gegenwärtige Generation darüber hinaus unter vielen Verunsicherungen (Covid-19-Pandemie, Krieg gegen die Ukraine, Klimakrise, gesellschaftlicher Wandel) herangewachsen ist, bedarf ein Teil der jungen Menschen einer engen persönlichen Begleitung und Beratung durch Coaches. Dies gilt umso mehr für die Jugendlichen, die durch ihre Eltern weniger unterstützt werden können. Die Verbesserung der Beratungsqualität für junge Menschen im Übergang basiert auf kontinuierlichen Innovationen. Solche Innovationen werden auf der fachlich-konzeptionellen Ebene entwickelt, sind jedoch stets auch auf Organisations- und Prozessinnovationen angewiesen, für die Promotoren vor Ort benötigt werden."     "This paper reports the results of a survey of young adults aged 19-26 who were educated in the Community of Madrid, Spain. The study asks users of career guidance systems within secondary education to share perspectives on their usefulness from the vantage point of the labour market participation. The study finds that overwhelmingly respondents who participated in career development activities as teenagers found them to be useful to their post-secondary transitions with many stating that they were very useful. They wished however that they had received more support from their schools, especially with regard to practical activities related to integration into the working world. Analysis finds many strong relationships between participation in career development and the quality of transitions. It is less likely for young adults who engaged more deeply in career development as teenagers to report that they were Not in Education, Employment or Training (NEET) at the time of the survey and they expressed more positive attitudes about their transitions and the value of the support received from their schools."     "This article discusses inclusivness of Vocational Education and Training (VET) at Upper Secondary Education (USE). While inclusion has become a policy aim in compulsory education, it is not so clear that it is the case beyond post-16 education. In the case of VET, the demand of high quality standardized vocational qualifications challenges inclusion. The article addresses three different dimensions of inclusion: access to VET at USE, successfully achieving a qualification, and entering the labor market in a position according to the qualification achieved. We approach inclusion from a policy rather than a pedagogical perspective in section 2, and in section 3 our hypothesis about the inclusiveness of a school-based VET and a dual VET system are presented. In section 4 we choose Spain and Switzerland as examples of these systems, we show indicators, and we describe how both systems deal with the three dimensions of accessing, achieving a qualification and entering the labor market. The analysis concludes by stating that inclusion is particularly difficult because of the first dimension: it is in transition to VET in USE where both countries have more difficulties and could improve their inclusiveness.     Abstract

    "This study examines school-to-work transitions (STWTs) in Chile and Uruguay, focusing on education-occupation linkages. For the first time, we apply the linkage strength approach to Latin American countries, using cross-sectional household survey data. Since STWT research is highly segregated across the different world regions, we do so in a comparative perspective with France, Germany, and the United States. Although Chile and Uruguay are high-income countries, they still face STWT challenges common to Latin America, such as high levels of informal and agricultural work. However, Chile has higher educational attainment than Uruguay, similar to the comparison countries. Our analysis reveals strong education-occupation linkages not only among higher qualified young adults, but also among low-qualified entrants – thus a “linkage trap” into low-skilled jobs – in Chile and especially in Uruguay. Moreover, unlike in France and Germany, general education provides stronger linkages than vocational programs. Informal employment does not differ significantly from formal employment in terms of linking education to occupations in STWTs. In fact, informal employment is associated with stronger linkages for low-qualified young workers in Uruguay. Furthermore, in Uruguay, strong linkages are associated with lower earnings for both tertiary and less-educated entrants, challenging the positive interpretation of high linkage strength drawn from the comparison countries. Overall, the linkage strength patterns are not as different across the different world regions: Chile’s andUruguay’s patterns are in some aspects closer to France and Germany than the United States is to either European country."     Abstract

    "This paper evaluates how firm-specificity of apprenticeship training, equivalently firm-specificity, moderates the response of the demand for apprentices to the unemployment rate. We first present a simplified conceptual framework to illustrate mechanisms through which this moderating effect could occur. We then empirically analyse the impact of unemployment on the demand for apprentices, and the abovementioned moderating effect. Using Poisson pseudo maximum likelihood methodology, we exploit monthly variation in the unemployment rate within sectors and cantons. We find that the unemployment rate is insignificantly associated with the demand for apprentices overall during the COVID19 period in Switzerland. We subsequently use a firm-level survey conducted before COVID19 to construct three measures of firm-specificity. Using each measure, firm-specificity significantly moderates the effect of the unemployment rate on the demand for apprentices. A rise in the unemployment rate statistically and economically significantly reduces the demand for apprentices for firms imparting less firm-specific training. On the other hand, a rise in the unemployment rate statistically and economically insignificantly affects the demand for apprentices within firms imparting more firm-specific training. Our results are robust to the use of multiple measures of firm-specificity and to the inclusion of controls capturing exposure to the pandemic and its economic support measures."     Abstract

    "The transition from school to work in rural areas presents distinct challenges compared to urban environments, shaped by constraints on spatial mobility, limited employment opportunities, insufficient training provision, and cultural expectations, particularly concerning gender roles. The Covid-19 pandemic and the expansion of remote work initially appeared to mitigate some of these barriers for digitally literate individuals with access to adequate infrastructure. However, many young people in rural areas lack the necessary digital skills and reliable internet connectivity to engage in remote employment, rendering digitalization a potential obstacle rather than a facilitator of labor market integration. As a broader socio-economic process, digitalization has the potential to expand employment and training opportunities for young people. The pandemic accelerated the adoption of digital tools by public employment services, requiring significant adaptation by both service providers and users. In response, the Portuguese government has implemented a strategic framework encompassing training programs and internships aimed at unemployed individuals with at least the minimum level of mandatory education. Despite the benefits of digitalized services, rural NEETs (persons not in employment, education, or training) frequently require more personalized, in-person support to navigate labor market barriers effectively. This study adopts a comparative approach to examine two active employment programmes targeting unemployed young adults in rural Portugal: one centered on remote digital training and the other on digital upskilling through internships. Through document analysis and semi-structured interviews with public employment services technicians, mentors, and NEETs aged 25–30, the findings underscore the relevance of these interventions, particularly for highly educated NEETs experiencing skills mismatches."
