Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     Abstract

    "The US suffers from large regional disparities in employment rates which have persisted for many decades. It has been argued that foreign migration offers a remedy: it 'greases the wheels' of the labor market by accelerating the adjustment of local population. Remarkably, I find that new migrants account for 30 to 60 percent of the average population response to local demand shocks since 1960. However, population growth is not significantly more responsive in locations better supplied by new migrants: the larger foreign contribution is almost entirely offset by a reduced contribution from internal mobility. This is fundamentally a story of 'crowding out': I estimate that new foreign migrants to a commuting zone crowd out existing US residents one-for-one. The magnitude of this effect is puzzling, and it may be somewhat overstated by undercoverage of migrants in the census. Nevertheless, it appears to conflict with much of the existing literature, and I attempt to explain why.     "Personen mit Migrationshintergrund haben in Deutschland schlechtere Erwerbs- und Einkommensperspektiven als andere. Das erklärt sich vorwiegend mit deren relativ niedrigem Bildungsstand und mit Lücken bei den Deutschkenntnissen. Auch wenn sie in Deutschland geboren oder im Kindesalter zugewandert sind, erreichen sie am Ende ihrer Bildungslaufbahn oftmals nicht das gleiche Bildungsniveau wie Personen ohne Migrationshintergrund. Dabei haben die Familien mit Migrationshintergrund sogar besonders hohe Bildungsziele für ihre Kinder. Dennoch sind diese im deutschen Bildungssystem weniger erfolgreich als andere Kinder. Bereits im Vorschulalter zeigen sich Rückstände bei der Kompetenzentwicklung, die sich in der weiteren Bildungslaufbahn noch verstärken. Eine gezielte frühkindliche Förderung könnte hier kompensatorisch wirken. Diese scheitert jedoch häufig bereits daran, dass Kinder mit Migrationshintergrund erst vergleichsweise spät eine Betreuungseinrichtung besuchen. Auch die Schulen schöpfen ihre Potenziale zur Förderung der Integration von Kindern und Jugendlichen mit Migrationshintergrund derzeit noch nicht aus." (Autorenreferat, IAB-Doku)

    "We examine how immigrants enter the labor market and whether their integration process varies by host country's immigration history. We focus on two countries - Finland and Sweden - that have similar formal institutions, but differ vastly in their past immigration experience. Nevertheless, in both countries, immigrants tend to find their first jobs in low-paying establishments where the manager and colleagues often share their ethnic background. Time to entry and entry job characteristics vary widely by region of origin. Furthermore, entry job characteristics predict earnings dynamics and job stability. The patterns and associations are remarkably similar in Finland and Sweden.     "Placement of refugees and subsequent labour market integration within a host country represents a key challenge for policymakers and has emerged as one of the most divisive topics in the public debate. Immigration policy in Switzerland adopts random placement of asylum seekers across its different language regions. Hence, this policy allows to estimate the causal effect of language skills on employment chances, as refugees are exogenously placed across regions where the spoken language could either match or deviate from individual language skills. The results of this 'natural experiment' indicate substantially higher probabilities of finding employment when asylum seekers are placed in regions with a lingua franca that matches their individual language skills. Additionally, the findings suggest that language course participation can offset the reduced likelihood of employment in cases of a language mismatch. While random placement of refugees may be desirable for political reasons, it is detrimental to the economic integration process.     Abstract

    "This paper studies the fact that 37% of the internal migrants in China do not sign a labor contract with their employers, as revealed in a nationwide survey. These contract-free jobs pay lower hourly wages, require longer weekly work hours, and provide less insurance or on-the-job training than regular jobs with contracts. We find that the co-villager networks play an important role in a migrant's decision on whether to accept such insecure and irregular jobs. By employing a comprehensive nationwide survey in 2011 in the spatial autoregressive logit model, we show that the common behavior of not signing contracts in the co-villager network increases the probability that a migrant accepts a contract-free job. We provide three possible explanations on how networks influence migrants' contract decisions: job referral mechanism, limited information on contract benefits, and the 'mini-labor union' formed among co-villagers, which substitutes for a formal contract. In the subsample analysis, we also find that the effects are larger for migrants whose jobs were introduced by their co-villagers, male migrants, migrants with rural Hukou, short-term migrants, and less educated migrants.     "STEM-focused industries are critical to the innovation-driven economy. As many firms are running short of STEM workers, international immigrants are increasingly recognized as a potential for high-tech job recruitment. This paper studies STEM occupations in Sweden 2011-2015 and tests hypotheses on new recruitment and the economic impact of foreign STEM workers. The empirical analysis shows that the probability that a new employee is a STEM immigrant increases with the share of STEM immigrants already employed, while the marginal effect on average firm wages is positively associated with the share of immigrant STEM workers. We also document heterogeneity in the results, suggesting that European migrants are more attractive for new recruitment, but non-EU migrants have the largest impact on wage determination."     "In this article, we aim to explain the school careers of the second generation of Turkish immigrants in nine cities in five Western European countries and show the influence of the national school systems ranging from comprehensive to hierarchical tracking structures. We apply sequence analyses, optimal matching, and cluster analyses to define school trajectories complemented with propensity score matching to study the differences between young adults of different origin. Participants were 4516 young adults of Turkish second generation and native origin aged between 18 and 35. Findings show that the school system makes a difference for school careers: (1) in rigid systems with higher differentiation and early tracking, the gap between the second-generation and native school trajectories begins to unfold early in the school career; (2) in the rigid systems, the track in which students enter secondary education determine the routes they take as well as their final outcomes; and (3) more open systems allow for 'second-chance' opportunities for immigrant students to improve their track placement. However, across school systems, second-generation youth follow more often non-academic or short school careers, while native youth follow academic careers. When individual and family background are controlled via propensity score matching, the ethnic gap is explained better in more stratified systems highlighting the important role of family background in more stratified school systems."     "In a world increasingly globalized, multiple language skills can create more employment opportunities. Several countries include language training programs in active labor market programs for the unemployed. We analyze the effects of a language training program on the re-employment probability and hourly wages of the unemployed simultaneously, using highquality administrative data from Luxembourg. We address selection into training by exploiting the rich administrative information available, and account for the complication that wages are 'truncated' by unemployment by adopting a principal stratification framework. Estimation is undertaken with a mixture model likelihood-based approach. To improve inference, we use the individual's hours worked as a secondary outcome and a stochastic dominance assumption. These two features considerably ameliorate the multimodality problem commonly encountered in mixture models. We also conduct sensitivity analysis to assess the unconfoundedness assumption employed. Our results strongly suggest a positive effect (of up to 12.7 percent) of the language training programs on the re-employment probability, but no effects on wages for those who are observed employed regardless of training participation. It appears that, in the context of an open and multilingual economy, language training improve employability but the language skills acquired are not sufficiently rewarded to be reflected in higher wages."     "Using census data for 1996, 2001 and 2007, we study the labor market effect of immigration to South Africa. We exploit the variation - both at the district and at the national level - in the share of foreign-born male workers across schooling and experience groups over time. In addition, we use an instrumental variable empirical strategy to estimate the causal effect of immigration on the local labor market. At the district level, we show that increased immigration has a negative and significant effect on natives' employment rates but not on total income. At the national level, we find that increased immigration has a negative and significant effect on natives' total income but not on employment rates.     "Compared to the majority population, studies have shown that non-western immigrants are more likely to work in jobs for which they are overqualified. These findings are based on coarse measures of jobs, and an important question is how sensitive these findings are to the definition of jobs. By using detailed information from Norwegian register data 2014, we provide a methodological innovation in comparing individuals working in the same occupation, industry, sector, firm, and municipality. In this way, we measure the degree of overqualification among workers within more than 653,000 jobs. We differentiate between immigrants and their descendants originating from Western Europe, the New EU countries, other Western countries, the Middle East and North Africa (MENA), Africa and Asia (except MENA countries), and South and Central America, and compare their outcomes with the majority population holding the same jobs. We find that immigrants from all country of origin groups are more likely to be overqualified compared to the majority population and to descendants of immigrants.     "In the U.S. the average black worker has a lower employment rate and earns a lower wage compared to his white counterpart. Lang and Lehmann (2012) argue that black-white wage and employment gaps are smaller for high-skill workers. We show that a model combining employer taste-based discrimination, search frictions and skill complementarities can replicate these regularities, and estimate it using data from the U.S. manufacturing sector. We find that discrimination is quantitatively important to understand differences in wages and job finding rates across workers with low education levels, whereas skill differences are the main driver of those differences among workers with high education levels."     "In this paper, we analyze how the formal recognition of immigrants' foreign occupational qualifications affects their subsequent labor market outcomes. The empirical analysis is based on a novel German data set that links respondents' survey information to their administrative records, allowing us to observe immigrants at monthly intervals before, during and after their application for occupational recognition. Our findings show substantial employment and wage gains from occupational recognition. After three years, the full recognition of immigrants' foreign qualifications increases their employment rates by 24.5 percentage points and raises their hourly wages by 19.8 percent relative to immigrants without recognition. We show that the increase in employment is largely driven by a higher propensity to work in regulated occupations. Relating our findings to the economic assimilation of immigrants in Germany, we further document that occupational recognition leads to substantially faster convergence of immigrants' earnings to those of their native counterparts."     "Die vorliegende IAB-Stellungnahme befasst sich mit dem Eckpunktepapier der Bundesregierung zur Fachkräfteeinwanderung aus Drittstaaten, das am 2. Oktober 2018 im Bundeskabinett verabschiedet wurde.
    Das Eckpunktepapier hält im Grundsatz an den bestehenden Regelungen des deutschen Einwanderungsrechts fest. Erkennbar sind drei wesentliche Änderungen: die Abschaffung der Vorrangprüfung, die Öffnung der Möglichkeit zur Einwanderung von Personen mit beruflichen Abschlüssen auch außerhalb der Engpassberufe, und die Ausweitung der Möglichkeit zur Arbeitsuche von Personen mit beruflichen Abschlüssen. Alle drei Maßnahmen sind sinnvoll, werden aber voraussichtlich nur zu geringfügigen Veränderungen in Umfang und Struktur der Fachkräfteeinwanderung führen. Die Gleichwertigkeit beziehungsweise Anerkennung beruflicher Abschlüsse soll unverändert rechtliche Voraussetzung für die Einwanderung bleiben. Damit soll die wesentliche Hürde für die Einwanderung von Fachkräften nicht reformiert werden.
    Vorgesehen sind außerdem verschiedene Maßnahmen zur Verwaltungsvereinfachung, zur Anwerbung und zur Sprachförderung. Diese Maßnahmen sind sinnvoll, es ist aber zweifelhaft, dass dadurch zum Beispiel die Hürde zur Anerkennung beruflicher Abschlüsse in der Praxis tatsächlich gesenkt wird.
    Eine weitgehende Beibehaltung des Status quo wirft für die wirtschaftliche und soziale Entwicklung Deutschlands Risiken auf. Mit dem Rückgang der Einwanderung aus der Europäischen Union werden sich Qualifikationsstruktur und Arbeitsmarktchancen der ausländischen Bevölkerung schrittweise verschlechtern, wenn auch künftig nur ein Bruchteil der Einwanderer aus Drittstaaten ein Visum zu Erwerbszwecken erhält."     "Zur Vorbereitung des Jahresgutachtens 2018/19 des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung wurde das IAB um seine Expertise zu Fragen der Migration und Integration gebeten. Im Herbst 2018 äußerte sich das IAB zum einen zur Rolle eines Fachkräfteeinwanderungsgesetzes, um Fachkräfteengpässen entgegenzuwirken, und zur künftigen Entwicklung von Umfang und Struktur des Angebots an ausländischen Arbeitskräften.     Abstract

    "In den letzten Jahren und besonders seit 2015, ist die Nettomigration (Zuzüge minus Fortzüge) in Deutschland und Hessen sehr gestiegen. Dies ist sowohl auf EU-Binnenmigration durch EU-Erweiterungen und Arbeitnehmerfreizügigkeit als auch auf wachsende Fluchtbewegungen zurückzuführen. Angesichts dessen erachten wir eine Betrachtung der Arbeitsmarktsituation von Migranten in Hessen als aktuell und notwendig.
    Bei der Arbeitsmarktsituation von Zugewanderten und Ausländern in Hessen waren im letzten Jahr gegenüber 2008 teilweise Verbesserungen zu verzeichnen, etwa in Bezug auf die steigende sozialversicherungspflichtige Beschäftigung. Allerdings zeigen sich auch noch immer deutliche Rückstände im Arbeitsmarkterfolg gegenüber deutschen Beschäftigten und starke Differenzen zwischen den Herkunftsgruppen, beispielsweise hinsichtlich den Lohnstrukturen.
    Tendenziell ist aber eine steigende Beschäftigung von Migranten, insbesondere von Personen aus den neuen osteuropäischen EU-Ländern, zu verzeichnen. Jedoch ist die Erwerbsquote von Migranten insgesamt niedriger als die von Deutschen. Die Arbeitslosenquoten von Migranten sind insgesamt rückläufig, aber auch hier zeigen sich deutliche Unterschiede zwischen den einzelnen Herkunftsregionen.
    Migranten haben häufiger als Deutsche keinen berufsqualifizierenden Abschluss. Dies kann zusammen mit nicht in Deutschland verwertbarem Humankapital aus dem Herkunftsland erklären, warum sie im Vergleich zu Deutschen überproportional häufiger in Berufen auf Helferniveau tätig sind. Migranten sind vermehrt in Wirtschaftszweigen vertreten, deren Einstiegsbarrieren unter anderem in Bezug auf Sprache und Qualifikation geringer sind, wobei Geschlechterdifferenzen über verschiedene Wirtschaftszweige zu beobachten sind.
    Resultierend aus der Beschäftigung von Migranten auf eher geringen Anforderungsniveaus und eher in Branchen mit niedrigem Lohnniveau, ist auch ihr Medianeinkommen (aus Vollzeitbeschäftigung) niedriger als das von Deutschen. Darüber hinaus erzielen sie auch bei gleichem Anforderungsniveau häufiger Niedriglöhne als Deutsche, das heißt nach Definition der OECD Löhne unter zwei Dritteln des Medianentgelts aller sozialversicherungspflichtig Beschäftigten. Dies gilt insbesondere für Staatsangehörige aus der EU-2, der EU-8 sowie aus den nichteuropäischen Asylherkunftsländern.
    Angesicht des demografischen Wandels und des Fachkräftebedarfs in einigen Branchen ist eine erfolgreiche Arbeitsmarktintegration der bereits hier lebenden als auch von neuen Migranten eine wichtige Aufgabe. Die Verbesserung der Qualifikationsstruktur der Migranten sollte ein zentrales Ziel einer Bildungs- und Arbeitsmarktpolitik in Hessen sein, um dem unterdurchschnittlichen Arbeitsmarkterfolg der Migranten in Hessen zu begegnen. Maßnahmen einer Arbeitsmarktpolitik, die auf eine verbesserte Arbeitsmarktintegration abzielen, sollten jedoch die heterogenen Problemlagen der unterschiedlichen Migrantengruppen berücksichtigen."     "Canada's immigration policy aims to promote economic development by selecting immigrants with high levels of human capital, to reunite families and to respond to foreign crises and offer protection to endangered people. Economic-class immigrants, who are selected for their skills, are by far the largest group. The immigration system has been highly successful and is well run. Outcomes are monitored and policies adjusted to ensure that the system's objectives are met. A problematic development, both from the point of view of immigrants' well-being and increasing productivity, is that their initial earnings in Canada relative to the native-born fell sharply in recent decades to levels that are too low to catch up with those of the comparable native-born within immigrants' working lives. Important causes of the fall include weaker official language skills and a decline in returns to pre-immigration labour market experience. Canada has responded by modifying its immigration policy over the years to select immigrants with better earnings prospects, most recently with the introduction in 2015 of the Express Entry system. It has also developed a range of settlement programmes and initiatives to facilitate integration. This chapter looks at options for further adjusting the system to enhance the benefits it generates."     "It is a refreshingly simple thought that migration is the combined result of two factors: the aspiration to migrate and the ability to migrate. Without having to resort to overly structural or individualistic explanations, this analytical distinction helps disentangle complex questions around why some people migrate but others do not. Still, aspiration and ability raise their own thorny theoretical and methodological questions. To begin with, what does it mean to have migration aspirations? How can such concepts be objects of empirical research? And is it meaningful to say that individuals possess the ability to migrate if their preference is to stay? The aspiration/ability model was originally proposed in this journal and has since been diversely applied and adapted. In this article, we look back at more than a decade of research to examine a series of theoretical and empirical developments related to the aspiration/ability model and its extensions. We identify two-step approaches as a class of analytical frameworks that share the basic logic of the aspiration/ability model.     "This paper analyzes numeracy and literacy skills of migrants, using PISA and PIAAC data from twelve OECD countries. Our results first show some convergence of the skills gap between the second generation immigrants and the natives over time. Second, the gap in literacy skills among the first-generation and natives and among first-generation and second-generation immigrants has increased over time. Third, demographics and family background contribute to the achievement gaps between different groups. Fourth, school input variables do contribute to skills gaps of young adults with different immigrant backgrounds. A prevailing assumption in migration policy is that labor market and institutional characteristics play a crucial role in pushing people to leave their home countries in search for better life prospects. This paper examines this hypothesis using a unique dataset covering young people aged 15 to 29 from five major MENA countries from the year 2016. Using a probit model, the paper finds that labor market drivers (unemployment, job sector, social security, contract type) are of great importance for the decision to migrate irregularly amongst the youth in the MENA region and that the quality of institutions matters.     "This article investigates the factors influencing the labour market performance and social integration of Eastern European migrants in two regions within Scotland and Portugal. Given the potential links between these outcomes, measures of labour market success and integration into the host community are examined from a multi-dimensional perspective, including by modelling these jointly within a statistical framework. The main findings indicate the importance of a range of factors for labour market and social integration, which change with time and cannot be limited to any definable set of goals. In particular, proficiency in the host country's language plays a key role in obtaining a highly paid job and social integration, but not for the probability of employment. Further, maintaining family links and cultural identity often outweigh the importance of being integrated into host communities. Other human capital factors, especially whether the job matches skills and qualifications, strongly influence some labour market outcomes, whilst migrant network variables are important for integration more widely. Focus on the immediate earnings and having a job tends to be prioritised over career progression, which can lead to better integration. Drawing on the insights from economics and human geography, this paper stresses that these findings hold both in the separate and joint modelling approaches. The effect of the influences is also found to be generally similar in Scotland and Portugal. However, some significant differences are detected between the host communities with regards to the impact of previous migration and friendship on social integration and age on employment."     "Recently proposed immigration reforms would constitute a major break in the 40-year-old U.S. admissions policy favoring family members. Although emphasizing the importance of the nuclear family, the U.S. Commission on Immigration Reform and a house subcommittee on immigration recommend eliminating immigration preferences to other close relatives, including the brothers, sisters, and adult children of U.S. citizens. Under the proposed system, those relatives could not obtain U.S. visas unless they qualified because of specific job skills. Using Immigration and Naturalization Service (INS) data on admissions criteria matched to 1990 Census data, we examine the effect of family admissions on immigrant education, self-employment, and earnings. Of particular relevance to the current debate, we also examine the effect of one of the family-based admission categories recommended for elimination -- the preference category that admits the siblings of U.S. citizens. We find that family-based immigrants, in general, have low initial earnings but high earnings growth relative to immigrants admitted on the basis of occupational skills. The earnings growth of immigrants is particularly high in cohorts with relatively high sibling admissions. Furthermore, sibling admissions are positively associated with immigrant self-employment. We also find that immigrant education levels are positively associated with sibling admissions and that the flows of occupation-based immigrants and immigrants admitted under the sibling category are intimately connected, particularly for immigrants from regions of the world where economic opportunities are limited for highly educated individuals. The results on earnings growth, self-employment, and education suggest that eliminating the sibling category may be counterproductive.     "Migration policies can have a strong impact on the selection of immigrants, who in turn can affect the host country's innovation development. This paper examines the effects of the liberalization of migration on the skill composition of immigrants from the EU-15 to Sweden after the inception of the European Economic Area (EEA) in 1994. We examine its effect on immigrants' education levels and probability of becoming an inventor, comparing immigrants from the EU-15 with those from other developed regions in difference-in-differences regressions. The results show that the liberalization of migration had a negative effect on the educational profile of new EU-15 immigrants in the short run, but there is no such effect in the long run. Moreover, the liberalization of migration has no systematic effect on the EU-15 immigrants' probability of becoming an inventor in neither the short nor the long run. These patterns are consistent with the theoretical implication that reduction in migration costs associated with the EEA mainly stimulated migration from the lower end of the education distribution."     "Previous research has found that immigration benefits the health of working-age natives, an effect mediated through the labor market. We use the Study of Health, Ageing and Retirement in Europe (SHARE) to investigate whether immigration also affects the health of natives 65-80 years old. Immigration may increase the supply and lower the price of personal and household services, a term that refers to care services and non-care services such as cleaning, meal preparation, and domestic chores. Higher consumption of personal and household services by older natives may help maintain health through a variety of pathways. Using a shift-share IV, we find pervasive beneficial effects of immigration on the physical and mental health of older natives. We also find evidence for the hypothesized pathways, especially for an effect of immigration in increasing social integration (e.g., institutional connections, social participation).     "Immigrants are often concentrated in particular, often low-waged, segments of the labour market and employers tend to assume that immigrants posit (soft) skills which make them particularly suited for specific tasks. Less scholarly attention has been given to the real and perceived content of these skills and how employers may shift their view over time. We contribute to the literature by examining changing ethnic employment hierarchies in two immigrant-intensive labour markets in Norway. Drawing on qualitative data from the hotel and fish processing industries, we describe, first, how different ethnic groups are allocated into specific jobs forming a clear hierarchy in the eyes of employers, and, second, how employers' preferences for particular groups change as new immigrants enter the labour market. Theoretically, we develop the concept of 'ethnicity as skill', which points to the tendency among employers to equate ethnic group membership with a set of informal qualifications."     "The end of the Soviet Union and communist regimes throughout Eastern Europe led to sudden increases in emigration and large changes in wage inequality. This has provided a unique opportunity to understand how these changes altered incentives to emigrate during the transition period. In this paper, I analyze immigrant selection before and after the fall of the Soviet Union within a Roy Model framework, in which the relative return to skills determines the skill composition of immigrants. Using micro-level data from Russia, Ukraine and Bulgaria, matched to Census data on immigrants from these countries in the United States, Spain and Greece in the post-Soviet period, I find evidence of positive selection of immigrants in the US, and negative selection for Greece and Spain. Using retrospective data from Ukraine during the communist period, I find that selection among Soviet men in the US was intermediate and selection among women was positive."     Abstract

    "Scholars argue that institutional arrangements shape migrants' economic integration trajectories, and yet few studies empirically substantiate this. This study identifies employment institutions in Japan that affect skilled foreign workers. We demonstrate that practices ostensibly introduced to benefit these workers are associated with lower pay, after adjusting for human capital and firm characteristics. High levels of gender inequality also severely disadvantage female skilled migrants. These findings demonstrate that in the Japanese case, detrimental employment institutions often cancel out skilled foreign workers' returns to human capital.     "We examine the ability of immigrants to transfer the occupational human capital they acquired prior to immigration. We first augment a model of occupational choice to study the implications of language proficiency on the cross-border transferability of occupational human capital. We then explore the empirical predictions using information about the skill requirements from the O*NET and a unique dataset that includes both the last source country occupation and the first four years of occupations in Canada. We supplement the analysis using Census estimates for the same cohort with source country occupational skill requirements predicted using detailed human capital related information such as field of study. We find that male immigrants to Canada were employed in source country occupations that typically require high levels of cognitive skills, but rely less intently on manual skills. Following immigration, they find initial employment in occupations that require the opposite. Consistent with the hypothesized asymmetric role of language in the transferability of previously acquired cognitive and manual skills, these discrepancies are larger among immigrants with limited language fluency."     "We examine the role of between- and within-firm mobility in the early-career outcomes of immigrant men. Among Canadian workers with less than 10 years of potential experience, we find that visible minority immigrants were significantly less likely to have been promoted with their initial employers than similar white natives but were just as likely to have moved to new employers over the course of a year between interviews. White immigrants, on the other hand, were just as likely to be promoted as white natives but much more likely to move to new employers - suggesting that they enjoyed more overall mobility than white natives and other immigrants. We present tentative evidence linking these mobility patterns to differences in wage growth and occupational change between immigrants and natives. Overall, our findings suggest that the between- and within-firm mobility of white immigrants may play an important role in their relative economic success in Canada, while adding to growing evidence that visible minority immigrants experience frictions in the labor market that hinder their mobility and thus their economic prospects."     "Theories of immigrant integration and political-economic institutions starkly contrast the contemporary labour markets of France and the United Kingdom (UK). We draw out predictions from these theories and then, using Labour Force Surveys that we harmonize ourselves, we empirically examine inequalities that immigrants of disadvantaged minority origins face in labour force participation, employment, and earnings in the two societies. The UK labour market attracts immigrants who have a larger skills advantage over natives. Nevertheless, we find inequalities of strikingly similar magnitude in the two labour markets. In the UK, barriers to labour force participation are paramount, whereas in France, barriers to employment among active job-seekers are more important. Earnings inequalities are less significant in both countries. Overall, we conclude that barriers to opportunity are largely similar in the two countries for immigrants of disadvantaged minority origins." (Author's abstract, IAB-Doku) ((en))

    "Economic activity among Muslim women in the UK remains considerably lower and their unemployment rate significantly higher than among the majority group even after controlling for qualifications and other individual characteristics. This study utilises two data sets to explore possible factors underlying these differences, such as overseas qualifications, language skills and religiosity. It reveals that while religiosity is negatively associated with labour market participation among British Christian-White women, economic activity among Muslim women are not negatively affected by high religiosity. Furthermore, family structure and the presence of dependent children were among the most important factors explaining the latter's labour market participation, although these relationships were moderated by qualifications. More women with higher qualifications were economically active even if married and with children, although some of them experienced greater unemployment, probably due to discrimination in recruiting practices and choices and preferences on religious grounds."     "The German labour market follows a fascinating employment trend since the year 2005. In contrast, wage growth remained weak until 2010 and although wage dynamics have picked up by now, they remain clearly subdued when compared to the vibrant development of employment and vacancies. Various explanations such as weak productivity development and the rise of service jobs are given for this phenomenon. In the same context, one often finds the strong migration to Germany. The argument is a classical one: migrants increase labour supply which leads to higher wage competition.     "To make sound educational decisions, students and their parents have to be informed about the way the educational system works. Such knowledge, however, tends to vary across social groups. This study investigates the differences in education-related knowledge between native and migrant mothers in the German context. Empirical analyses based on a sample of native German mothers and mothers from Turkey or the former Soviet Union (N = 2076) indicate that migrant mothers know less about the German educational system than their native counterparts. An investigation of the potential sources of these knowledge gaps shows that migrants' weaker socio-economic status explains a substantial part of their lower level of knowledge, particularly among families of Turkish origin. Furthermore, migrants' less profitable social network composition and lower levels of German language skills contribute to their information deficits.     "This paper assesses cross-country variation in life-cycle human capital accumulation, using new evidence from US immigrants. The returns to experience accumulated in an immigrant's birth country before migrating are positively correlated with birth-country GDP per capita. To understand this fact, we build a model of life-cycle human capital accumulation that features three potential theories: differential human capital accumulation, differential selection, and differential skill loss. We use new data on the characteristics of immigrants and nonmigrants from a large set of countries to distinguish between these theories. The most likely theory is that immigrants from poor countries accumulate less human capital in their birth countries before migrating. In dieser Studie wird untersucht, inwieweit die Teilnahme an einem Sprachkurs die Arbeitsmarktchancen von Personen mit Migrationshintergrund verbessern kann. Das hier untersuchte vom Bundesamt für Migration und Flüchtlinge (BAMF) angebotene und durch den Europäischen Sozialfonds (ESF) geförderte ESF-BAMF Sprachprogramm zur berufsbezogenen Sprachförderung richtet sich an Personen, deren Deutschkenntnisse nicht ausreichend sind, um auf dem Arbeitsmarkt Fuß zu fassen. Die Wirkung des Programms wird für Teilnehmende im Jahr 2014 mit Prozessdaten untersucht. Da in den Daten keine Angaben zu den Sprachkenntnissen der Personen enthalten sind, die sowohl die Teilnahmewahrscheinlichkeit als auch die Beschäftigungswahrscheinlichkeit beeinflussen, wird ein Instrumentvariablenansatz genutzt. Die Ergebnisse zeigen, dass die Teilnahme am ESF-BAMF Sprachprogramm die Beschäftigungswahrscheinlichkeit der Teilnehmenden mittelfristig (zwei Jahre nach Beginn des Kurses) um bis zu sieben Prozentpunkte erhöht."     "As the U.S. continues to debate how to reform the current immigration system, there has been an increased emphasis on increasing skilled migration via employment sponsorship and subsequently decreasing other forms of migration, such as family reunification or refugees and asylees. Employment migration is viewed favourably because immigrants tend to arrive with greater education and language skills. However, it is unclear whether the descendants of immigrants admitted via employment categories have greater integration outcomes than the descendants of immigrants admitted via other categories. This study examines whether an immigrant's entry visa (e.g. temporary work, refugee, student, etc.) affects their children's education. Using data from the 2004 Immigration and Intergenerational Mobility in Metropolitan Los Angeles, this study finds that children whose fathers arrived via student/tourist visas have greater odds of college attainment. Related, this study identifies a possible mechanism, advanced/honors courses in high school, that may explain why father's student/tourist visa exerts a positive effect on student's pathway to college completion.     "We investigate the causal effect of age at migration on subsequent educational attainment in the destination country. To identify the causal effect we compare the educational attainment of siblings at age 21, exploiting the fact that they typically migrate at different ages within a given family. We consider several education outcomes conditional on family fixed effects. We take advantage of long running and detailed data from the German Socio-Economic Panel, which entails an oversample of immigrants and provides information on language skills. We find significant effects of age at migration on educational attainment and a critical age of migration not above age 6. The educational attainment of female immigrants responds more strongly to a high age at immigration than that of males. While language skills affect educational attainment they do not appear to fully explain the causal connection between age at migration and educational attainment."     "This register-based study examined the importance of education on labour market participation among young refugees in Sweden. The study population consisted of unaccompanied (n?=?1606) and accompanied refuges (n?=?4142), aged 23-26 years in 2006 - 2010, after 7 years of residence in Sweden. Native Swedish, aged 24 years (n?=?347,255) constituted the comparison population, with intercountry adoptees (n?=?6689) as an alternative reference group. Gender-stratified multinomial regression models indicated that unaccompanied and accompanied male and female young refugees had higher risks of being in insecure work force and NEET compared to native Swedes with comparable levels of education. However, young refugees and intercountry adoptees with primary education had similar risks of poor labour market outcomes. The educational differences within each group concerning the risk of being in insecure work force were comparable. With the exception of unaccompanied females, secondary education seemed to be less protective against being in NEET among young refugees compared to native Swedes and intercountry adoptees.     "The H-1B program allows skilled foreign-born individuals to work in the United States. The annual quota on new issuances of H-1B status fell from 195,000 to 65,000 in fiscal year 2004. This cap did not apply to new employees of colleges, universities, and non-profit research institutions. Existing H-1B holders seeking to renew their status were also exempt from the quota. Using a triple difference approach, this paper demonstrates that cap restrictions significantly reduced the hiring of new H-1B workers in for-profit firms relative to what would have occurred in an unconstrained environment. Declines were most pronounced at the top and bottom quintiles of the wage distribution.
