Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. "Most industrial countries face considerable demographic challenges, especially in the health and care sectors. The working conditions within a country are key to attracting workers from other countries. One of the greatest barriers for migrant workers is problems transferring foreign qualifications, often causing overeducation, which has negative effects on job satisfaction, and mental and physical health. In Germany, where almost 80% of health workers are female, overeducation is similarly low among migrant and native men, but approximately twice as high among migrant women as among native women. The outbreak of the COVID-19 pandemic strongly increased the demand for health workers. This study examined the effects of this increased labor demand on the overeducation of migrant and native health employees. The analysis was based on data from the 2013–2021 German Socio-Economic Panel, including 2,961 native-born and 1,081 foreign-born health employees. Descriptive and fixed-effects estimation results revealed that a significant pandemic-related reduction in overeducation observed in the health sector predominantly occurred among female health employees who migrated as refugees and family migrants from non-European Union countries. To reduce overeducation also in the absence of unusual situations such as the pandemic, support in transferring foreign qualifications is highly relevant, and this effort should specifically focus on women. Furthermore, expanding public childcare and removing obstacles to its use by migrant women are important for urgently needed existing qualifications, knowledge, and skills not to remain unused." "The economic policies of the European Union can deepen the crisis of social reproduction in its member states by impacting the availability of (paid) public or market-based services of childcare, healthcare, long-term care and domestic work and the (unpaid) reproductive labour provided by individuals. Western European Union member states increasingly address the crisis of social reproduction by outsourcing the provision of reproductive labour to migrant workers, often from countries in Central-Eastern Europe, many of which in turn suffer from reproductive labour shortages caused by emigration. In this context, it is pertinent to assess to what extent European Union economic policy recognises the existence of crises of social reproduction in its member states and if the solutions proposed to address these differ for Western and Central-Eastern Europe countries. This article achieves this through a critical frame analysis of European Union economic policy documents issued between 2011 and 2023 to four countries selected due to their position in the reproductive labour migration chain: Belgium and Austria (as examples of destination countries which rely on Central-Eastern Europe labour migrants for care and domestic work), Poland (as example of both an origin and destination country), and Slovakia (as an example of an origin country)." "Der Fachkräftemangel in der Altenpflege ist hoch. Im Vergleich zu Krankenhäusern war es bislang für Pflegeeinrichtungen schwieriger internationale Pflegekräfte zu gewinnen – auch weil sie bei Anerkennungsverfahren nur eingeschränkt mitwirken konnten. Seit Einführung der generalistischen Pflegeausbildung im Jahr 2020 eröffneten sich neue Handlungsspielräume für Pflegeeinrichtungen, da sie nun grundsätzlich Anpassungsmaßnahmen selbst durchführen und sich so direkt an Anerkennungsverfahren beteiligen können. Die vorliegende Studie geht u.a. der Frage nach, welche Erfahrungen Pflegeeinrichtungen, in denen Menschen hohen Alters gepflegt werden, mit der Durchführung von Anpassungsmaßnahmen im Rahmen der Anerkennung im Ausland erworbener Berufsqualifikationen gemacht haben und welche Chancen und Herausforderungen damit verbunden sind? Basierend auf 15 qualitativen Interviews mit Beschäftigten von Pflegeeinrichtungen und Pflegeschulen zeigt die Studie, dass einige der Pflegeeinrichtungen in den neuen Möglichkeiten eine Chance sehen, ihre Rekrutierung zu verbessern, da sie Personen mit im Ausland erworbenen Qualifikationen gezielter als zukünftige Pflegefachpersonen anwerben und im Anerkennungsverfahren begleiten könn(t)en. Anpassungsmaßnahmen direkt in der eigenen Pflegeeinrichtung (teilweise) durchzuführen, ermöglicht es internationale Pflegekräfte frühzeitig für die Altenpflege zu gewinnen – und unter bestimmten Voraussetzungen auch langfristig zu binden. Voraussetzung dafür sind vor allem ausreichende personelle Ressourcen. Denn entscheidend ist, dass die Anpassungsmaßnahmen in ein gezieltes Integrationskonzept eingebettet sind und bspw. durch geschulte Praxisanleiterinnen und -anleiter begleitet werden. Pflegeeinrichtungen, die diesen Weg bereits gehen, berichten von geringerer Fluktuation und einer stärkeren Bindung der internationalen Pflegekräfte an die Pflegeeinrichtung, was die Gefahr der Abwanderung in Krankenhäuser deutlich mindern kann. 3" (Autorenreferat, IAB-Doku)

"Syrian refugees and Ukrainian labor migrants are among the increasing number of migrants in Denmark who have enrolled in training programs to become skilled care workers in response to the Danish state’s initiatives to increase labor supply for public-sector elderly care. However, stricter immigration legislation together with regulations concerning state-financed education complicate training, employment and residence for these migrants. This article explores how the Danish welfare state’s conflicting interests in and attempts at pursuing both a strict immigration policy and securing enough trained care workers in eldercare affect trajectories to skilled care work among foreign nationals residing in Denmark. Based on data from long-term ethnographic fieldwork, we demonstrate how in various ways Syrian and Ukrainian care work trainees with temporary residence face a double-sided uncertainty, as their lives in Denmark are contingent on events and decisions out of their control, such as amendments to immigration and educational policies and legislation. On the one hand, these events and decisions jeopardize the migrant trainees’ and their families’ future in Denmark. On the other hand, they offer opportunities to make new connections and acquire new knowledge and skills, which in the longer run may contribute to improving their lives in Denmark." "This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years. Lastly, the statistical annex includes a broad selection of recent and historical statistics on immigrant flows, asylum requests, foreign and foreign-born populations, and naturalisation." "Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success. "As policymakers globally recognize aging in place as the preferred option for most adults, there is a growing need to supplement family or informal caregiving for frail older adults with formal homecare services, particularly for those who require 24/7 care due to significant physical and/or cognitive impairment. The core objective of this qualitative study was to explore family members' experiences in employing live-in care workers, particularly the nature of their engagement and the quality of their relationships with these care workers. Our analysis of semi-structured interviews with 35 family caregivers revealed four themes: 1) challenges in acquiring support and developing dependency; 2) negotiation of roles, responsibilities, and moral dilemmas; 3) shifting emotions between trust and suspicion; and 4) role confusion, expectations, and disappointments. The study suggests that families might benefit from formal guidance regarding fostering and maintaining positive relationships in the homecare environment. "Der Gesundheits- und Pflegesektor ist einer der Beschäftigungsbereiche, der in den vergangenen Jahren besonders stark gewachsen ist. Insbesondere angesichts des akuten Arbeitskräftebedarfs in den Pflegeberufen ist es von besonderer Bedeutung, dass ausländische Beschäftigte bereits seit mehreren Jahren erheblich zur Deckung des Personalbedarfs in den Pflegeberufen beitragen. Unsere Studie gibt einen Überblick über die Entwicklung der ausländischen Beschäftigten in den Pflegeberufen – differenziert nach Staatsangehörigkeit (EU- und Drittstaaten) und Anforderungsniveau der Tätigkeit. Mit der Weiterentwicklung des Fachkräfteeinwanderungsgesetzes (2023) traten in Deutschland ab November 2023 rechtliche Änderungen bei der Erwerbsmigration von Personen aus Drittländern in Kraft. In Deutschland ist für Pflegekräfte wie für andere reglementierte Berufe aber weiterhin ein förmliches Anerkennungserfahren zur Prüfung der Gleichwertigkeit der ausländischen Berufsqualifikation notwendig (Bushanska et al. 2023: 19). In der Pflege arbeiten mittlerweile vermehrt Personen aus Ländern außerhalb der EU, viele Pflegebeschäftigte besitzen dabei Staatsangehörigkeiten aus den Pflegeanwerbeländern (u. a. Bosnien-Herzegowina, Philippinen, Vietnam) und europäischen Staaten außerhalb der EU (Türkei, Serbien, Albanien). In der Krankenpflege ist der Anteil der Fachkräfte vor allem bei Beschäftigten aus den westeuropäischen EU-Ländern (EU-14-Länder 1) hoch. Unter den Altenpflegekräften sind vor allem Personen aus den Pflegeanwerbeländern und der Türkei relativ häufig als Fachkräfte beschäftigt. Der Arbeitsmarkt in der Pflegebranche ist nach wie vor eine Frauen- und Teilzeitdomäne. 82 Prozent der Beschäftigten sind weiblich und gut die Hälfte der Pflegekräfte arbeitet in Teilzeit (Teilzeitquote der Beschäftigten insgesamt: 30 %). Die Löhne der Beschäftigten in der Altenpflege liegen immer noch deutlich unter denen der Krankenpflegekräfte. Dabei erzielen Pflegekräfte aus den EU-14-Ländern im Vergleich die höchsten Entgelte. Diese sind vergleichsweise häufig als Fachkräfte in Krankenhäusern tätig – hier ist die Vergütung im Allgemeinen höher als im Bereich der stationären und ambulanten Altenpflege. Die Auswirkungen des demografischen Wandels zeigen sich auch in der Zunahme der älteren Beschäftigten in der Pflege. Wie sich mit Blick auf die Altersstruktur und Staatsangehörigkeit der Pflegenden zeigen lässt, wirken ausländische Pflegekräfte der ungünstigen demografischen Entwicklung bei den deutschen Pflegekräften maßgeblich entgegen. Die Zahl der älteren Beschäftigten auf Helfer*innen- und Fachkräfteniveau mit deutscher Staatsangehörigkeit hat in den letzten zehn Jahren stark zugenommen. Gleichzeitig erhöhte sich der Anteil der jungen Beschäftigten an allen beschäftigen Ausländer*innen deutlich. Ausländische Spezialist*innen sind in der Pflege eher selten vertreten. Aber aufgrund der hohen prozentualen Zunahme älterer deutscher Beschäftigter dürfte sich in den kommenden Jahren die Fachkräfteknappheit in dieser Gruppe nochmals verschärfen. Zugleich variiert die regionale Bedeutung von ausländischen Beschäftigten in den Kranken- und Altenpflegeberufen. In Ostdeutschland sind ausländische Pflegekräfte, abgesehen von Berlin und den berlinnahen Kreisen, fast überall unterrepräsentiert. In den westlichen Kreisen ist die Verteilung insgesamt gleichmäßiger. Vor allem in Metropol- und städtischen Regionen (z. B. München, Frankfurt/Main, Stuttgart, Nürnberg) sind anteilig die meisten ausländischen Kranken- und Altenpflegekräfte tätig." (Autorenreferat, IAB-Doku)

"There is widespread scholarly recognition that migrant long-term care (LTC) workers experience relatively poorer work conditions than local LTC workers. We focus here on the ways in which migration and employment regulation intersect in formal LTC markets to produce working conditions for migrant workers. Drawing on cross-national comparisons between Australia, the Netherlands and the United Kingdom we explore: firstly, the forms of employment regulation that can protect migrant LTC workers or expose them to additional risks; and secondly, how migration regulation can work to amplify employment protection gaps for certain groups of migrant workers. We find that while historically there have been better employment protections in Australia and the Netherlands, the reshaping of work in all three LTC systems creates a context within which migration regulation can exacerbate the risks of precarious work for migrant workers and for those on temporary visas in particular." Abstract
This paper examines the effect of increasing foreign staffing on the labor market outcomes of native workers in the German long-term care sector. Using administrative social security data covering the universe of long-term care workers and policy-induced exogenous variation, we find that increased foreign staffing reduces labor shortages but has diverging implications for the careers of native workers in the sector. While it causes a transition of those currently employed to jobs with better working conditions, higher wages, and non-manual tasks, it simultaneously diminishes re-employment prospects for the unemployed natives with LTC experience.

Abstract
"Das Bundesministerium des Inneren und für Heimat und das Bundesministerium für Arbeit und Soziales haben einen Referentenentwurf für ein Gesetz zur Weiterentwicklung der Fachkräfteeinwanderung vorgelegt, zu dem das IAB hier Stellung nimmt. Nach Einschätzung des IAB sind vor dem Hintergrund des demografischen Wandels, des Rückgangs der Wanderungen aus der EU und zunehmenden Engpässen auf den Arbeitsmärkten rund 300.000 bis 350.000 Zuzüge zu Erwerbszwecken aus Drittstaaten volkswirtschaftlich sinnvoll. Das bisherige Einwanderungsrecht wird diesen Anforderungen nicht gerecht. Der Gesetzentwurf enthält eine Reihe von sinnvollen aber kleineren Maßnahmen, darunter die Senkung der Gehaltsschwellen für die Blaue Karte EU und die Erweiterung der Qualifikationsdefinition des Zielberufs. Allerdings werden diese Maßnahmen die Einwanderung von qualifizierten Arbeitskräften nur sehr begrenzt erweitern, weil an der wesentlichen Hürde, der Gleichwertigkeitsprüfung beruflicher Abschlüsse zu einem deutschen Referenzberuf, festgehalten wird. Auch die Erweiterung der Möglichkeiten der Einreise zur Arbeitsuche durch ein Punktesystem wird voraussichtlich nur begrenzte quantitative Wirkungen entfalten. Größere Effekte sind von dem parallel vorgelegten Entwurf einer Verordnung zur Weiterentwicklung der Fachkräfteeinwanderung zu erwarten, die unter anderem den Ersatz der Gleichwertigkeitsprüfung durch Gehaltsschwellen und die Entfristung und Ausdehnung der Westbalkanregelung vorsieht. Abstract
"Der vorliegende Verordnungsentwurf des Bundesministeriums für Arbeit und Soziales und des Bundesministeriums des Inneren und für Heimat begleitet den Gesetzentwurf zur Weiterentwicklung der Fachkräfteeinwanderung, zu dem das IAB hier Stellung nimmt. Der Verordnungsentwurf enthält viele Einzelmaßnahmen, die unter anderem die Einwanderung von Pflegehilfskräften erleichtern und die Möglichkeiten kurzfristiger kontingentierter Beschäftigung erweitern. Diese Maßnahmen sind sinnvoll, werden aber keine größeren quantitativen Wirkungen entfalten. Relevanter ist die neu geschaffene Möglichkeit der Einwanderung von Personen, die über Berufserfahrung sowie Berufs-und Hochschulabschlüsse verfügen, die im Land des Erwerbs staatlich anerkannt sind, die auch ohne Gleichwertigkeitsprüfung der Abschlüsse einreisen können, sofern das Gehalt 45 Prozent der Betragsbemessungsgrenze der allgemeinen Rentenversicherung erreicht. Die Höhe der Gehaltsschwelle schließt allerdings Fachkräfte zu Beginn ihrer Erwerbsbiografie weitgehend aus. Allerdings kann bei tarifgebundenen Unternehmen davon abgewichen werden. Sinnvoller wäre gewesen, alle Unternehmen einzubeziehen, sofern der Arbeitsvertrag in Hinblick auf Entlohnung und Arbeitsbedingungen den jeweils geltenden Flächentarifverträgen entspricht. Ferner sieht der Verordnungsentwurf die Entfristung der sogenannten Westbalkanregelung und die Ausweitung des Kontingents auf 50.000 Personen vor. Dies ist vor dem Hintergrund der vorliegenden empirischen Erkenntnisse zu den Wirkungen der Westbalkanregelung volkswirtschaftlich sinnvoll." (Autorenreferat, IAB-Doku)

"This article investigates the subjective employment mobility, defined as migrants' evaluation of their employment situation before and after migration, of European physicians in Germany. Analyzing different dimensions of occupation (e.g., income, working conditions, use of skills, career opportunities) of physicians who migrated to Germany from within the European Union (i.e., EU physicians), it examines which factors influence physicians' perception of whether migration worsened or improved their employment situation. I argue that the original reasons to migrate (e.g., economic, career-related, or family reasons) and other migration-related factors (e.g., language skills), as well as characteristics of the occupation (e.g., the hierarchical structure), must be considered to understand subjective employment mobility. The analyses are based on original survey data collected among EU physicians in Germany (N = 1,058). Results from OLS regressions show that physicians' original reasons for migration largely matched their subjective employment mobility, suggesting that migration for career reasons and a perceived improvement of use of skills and career opportunities are positively linked while migration for economic reasons positively affected physicians' perception of income and working conditions. Physicians aiming for the highest position perceived their overall employment situation as worse compared to before migration, and the origin region mattered, particularly for physicians from EU Eastern member-states, who were more likely to perceive an improvement in their employment situation. Results further inform understandings of labor-related migration of high-skilled professionals by identifying obstacles and conducive conditions at migration for a group that is often assumed not to face barriers in using migration for professional advancement." "In high-income countries, population ageing has a significant impact on the labor force and care demands. As a result, the tendency is to rely on migrant workers to meet workforce and care demands. Drawing on insights from Bronfenbrenner’s ecological systems theory, this study focused on unskilled migrant healthcare assistants in Norway’s long-term care. The objectives were to explore factors influencing the decision of unskilled migrant healthcare assistants to work in elderly care, sources of knowledge about work in elderly care, and challenges encountered in elderly care work. The key research questions were as follows: a) What factors influence the decision of migrant healthcare assistants to work in elderly care? b) What are the sources of knowledge/information about work in elderly care for migrant healthcare assistants? c) What are some of the challenges of working in elderly care for migrant healthcare assistants? Qualitative research and purposive sampling were used to recruit 20 participants: 13 unskilled migrant healthcare assistants and seven managers of long-term care facilities in South-Eastern and Northern Norway. Data were collected using in-depth individual interviews, focus group discussions and participant observation, and thematically analyzed. Findings indicated that factors influencing unskilled migrant healthcare assistants' decision to work in the elderly care sector included cultural norms and values of caring for older people, nonrecognition of overseas qualifications and economic considerations. State-organized language learning programmes, Norwegian Labour and Welfare Administration (NAV) offices, as well as migrant family and community networks, provided crucial information about work in elderly care. Challenges regarding lack of career progression, temporary working contracts, low status and poor wages emerged. In conclusion, meaningful employment outcome through better opportunities for career progression are essential for unskilled migrant healthcare assistants’ well-being and care for older people. "The precarious nature of caregivers’ migration is one of the fundamental characteristics of the growing marketisation of home-based care at the transnational level. Against this background, scholars have dedicated increasing attention to the role of private actors involved in the transnational recruitment/employment of migrant caregivers, such as the for-profit agencies, asking whether these intermediaries are a good or a bad thing. In order to understand the dilemmas facing this complex scenario, we interviewed trade unionists, activists, and academic experts in Taiwan and Germany, both of which are countries where the growing care needs of the ageing population are addressed by employing caregivers from abroad. In these interviews, research participants in both countries strongly criticised the emergence of transnational agencies as influential actors in the field and accused them of reproducing an exploitative temporariness of work for migrant caregivers and of the care services they provide, grounded in the temporary dimension of their mobility patterns. The research participants also evaluated the current situation as they tried to imagine alternative arrangements. Advocates for migrant caregivers’ rights expressed intense frustration at the widespread acceptance of today’s situation but they also suggested that other forms of intermediaries and of temporariness might be developed." "EU citizens' access to social rights has become a contentious issue in the EU in the past decade. This article aims to reverse the North-South perspective on intra-EU mobility and welfare by shifting the research emphasis from the labour-oriented mobility of young Southern Europeans in Northern Europe to the non-labour-motivated mobility of Northern EU citizens in Southern Europe. To do so, this analysis addresses the provision of healthcare assistance regulated by European legislation for European retirees and patients in Spain. The analysis shows that retirement migration has been perceived as a state burden, yet patients' mobility has tended to be seen by the Spanish government as a market opportunity. However, the study also indicates that efforts to deal with these two different types of mobility are embedded in structural constraints that go beyond governments' intentions, which adds a new complexity to the limits of freedom of movement and EU citizenship." "Die Ausbildung von Pflegefachkräften im Inland allein reicht zukünftig nicht mehr aus, um den zunehmenden Fachkräfteengpässen in der Gesundheitsbranche zu begegnen. Zur langfristigen Deckung und Sicherung des Personalbedarfs werden auch im Ausland ausgebildete Pflegefachkräfte benötigt. Die Hoffnungen richten sich dabei auf das neue Fachkräfteeinwanderungsgesetz. Die Einwanderungsmöglichkeiten von Personen aus Drittstaaten sind darin an eine deutsche Anerkennung der Berufsqualifikationen geknüpft. Damit wird die Anerkennungspraxis zum erfolgsentscheidenden Kriterium. Schon heute dominieren Pflegeberufe das Anerkennungsgeschehen in Deutschland, allerdings sind die Verfahren komplex, langwierig und kostenintensiv. "Following a national lockdown in response to the Covid-19 pandemic, state governments in Germany published lists of “essential” occupations that were considered necessary to maintain basic services such as health care, social care, food production and transport. Against this background, this paper examines working conditions and identifies clusters of similar jobs in these essential occupations. Differences across clusters are highlighted using detailed data on job characteristics, including tasks, educational requirements and working conditions. Two clusters with favourable or average working conditions account for more than three-quarters of jobs in essential occupations. Another two clusters, comprising 20% of jobs in essential occupations, are associated with unfavourable working conditions such as low pay, job insecurity, poor prospects for advancement and low autonomy. These latter clusters exhibit high shares of migrants. Further evidence suggests that this pattern is linked to educational requirements and how recent migrants evaluate job characteristics. It is argued that poor working conditions could affect the resilience of basic services during crises, notably by causing high turnover. Policies towards essential occupations should therefore pay close attention to working conditions, the role of migrant labour and their long-term implications for resilience." "Arbeitsmigration und deren Organisation beschäftigt nicht nur das deutsche Pflegesystem, sondern auch inter- und supranationale Entscheidungsstrukturen. Allen voran die WHO setzt sich mit den Standards der internationalen Pflegemigration auseinander. Ausgehend von den von der WHO aufgestellten Standards schaut der Artikel auf die Pflegemigration aus Indien und speziell auf die Region Kerala und zeigt auf, dass die Brain-drain-Theorie, der die WHO noch immer folgt, für diese Region keineswegs haltbar ist. Vielmehr werden positive Effekte dargestellt, deren Chancen besser verstanden werden müssen. Der Artikel gibt darüber hinaus wichtige Hinweise in Bezug auf eine international orientierte Pflegeausbildung in Deutschland und spricht sich für einen leichteren Zugang internationaler Pflegekräfte ins deutsche Gesundheitssystem aus." "Foreign-born women frequently find their first job in the domestic sector. This is usually considered a stepping-stone, but it is rather a definitive condition. We analyse the working trajectory of foreign-born women with a first job in domestic work using sequence analysis and studying their association with job satisfaction by means of logistic regression models. The data were collected as part of the Foreigners' Job Trajectories project conducted by the ISMU Foundation in Italy in 2009. We found that, after all, domestic and care workers can be satisfied with their job if basic decent working conditions are guaranteed. Particular attention is paid to the high rate of job satisfaction for women with a trajectory from live-out to live-in jobs. Possible explications for job satisfaction are extensively discussed focusing on economic drivers, the agency of domestic workers, and the emotive dimension of domestic and care works." "Hintergrund Die Rekrutierung von Studienteilnehmern aller relevanten Bevölkerungsgruppen stellt eine der Herausforderungen in der (sozial-)epidemiologischen Forschung dar. Es existiert eine Vielzahl von Strategien, die der Rekrutierung von ethnischen Minderheiten und bestimmter Migrantengruppen dienen können. Unklar ist bisher, ob diese Strategien auch bei der Etablierung einer Geburtskohorte geeignet sind. Ziel der vorliegenden Arbeit ist die Darstellung und Evaluation von Rekrutierungsstrategien für Migrantinnen in einer Geburtskohorte am Beispiel der BaBi-Studie. Methoden Die Rekrutierung erfolgte von Oktober 2013 bis Oktober 2016. Als Vorbereitung wurden Fokusgruppen mit Schwangeren und Müttern und leitfadengestützte Experteninterviews mit Hebammen und GynäkologInnen durchgeführt, um Studienmaterialien, Befragungsinstrumente und Sprachpräferenzen zu prüfen. In der Vorstudie wurden unterschiedliche Rekrutierungswege getestet. Im Rekrutierungsverlauf fand eine kontinuierliche Evaluation statt, um erfolgreiche Rekrutierungsstrategien für Teilnehmerinnen mit Migrationshintergrund zu ermitteln und anzupassen. Ergebnisse Von den eingeschlossenen 980 Teilnehmerinnen hatten 390 einen Migrationshintergrund (40%). Es wurden aktive und passive Rekrutierungsstrategien verfolgt, in denen u.?a. türkische Übersetzungen und multikulturelles Personal zum Einsatz kamen. Für die passive Rekrutierung über gynäkologische Praxen und Hebammen mussten die schwangeren Frauen und Wöchnerinnen eine hohe Motivation für die Rekrutierung mitbringen. Die aktive Rekrutierung in den Geburtskliniken (Ansprache durch Study-Nurses) erhöhte den Anteil an Teilnehmerinnen mit Migrationshintergrund von 22 auf 49% aller Teilnehmerinnen. Durch frühzeitige Überprüfungen und Anpassungen der Zugangswege konnte die Teilnahmebereitschaft erhöht werden. Diskussion Für die Rekrutierung von Frauen mit Migrationshintergrund sind gründliche Vorbereitungen in Form von Befragungen (Fokusgruppen, Leitfadeninterviews) und einer Vorstudie sinnvoll. Von Beginn an sind Verfahren zur frühzeitigen Evaluation der unterschiedlichen Rekrutierungsstrategien und ein erhöhter Personalaufwand (z.?B. für (Rück-/ Übersetzungen) einzuplanen). "In den letzten Jahren hat sich Deutschland zunehmend zum Zielland von Pflegefachkräften aus dem Ausland entwickelt. Die Einrichtungen der Gesundheits- und Pflegebranche sehen in der gezielten Anwerbung und autonomen Migration von Pflegefachkräften eine neue Möglichkeit der Fachkräftesicherung. Die Ergebnisse des Forschungsprojektes „Betriebliche Integration auf globalisierten Arbeitsmärkten“ (BIGA) zeigen, dass die betriebliche Integration von neu migrierten Pflegefachkräften voraussetzungsvoll ist, weil sich oft innerbetriebliche Konflikte entwickeln und vielen Arbeitgebern in Deutschland deren Ursachen und darauf bezogene Handlungsansätze noch nicht ausreichend bekannt sind. Die wesentliche Ursache der innerbetrieblichen Auseinandersetzungen zwischen den neu migrierten Pflegefachkräften und den in Deutschland etablierten Kollegen liegt in den Unterschieden ihrer beruflichen Sozialisation und ihrer Tätigkeitsprofile. Im hoch verdichteten Arbeitsalltag können die daraus resultierenden unterschiedlich gelagerten Fachlichkeitsverständnisse, Kompetenzprofile und Erwartungen an die Pflegetätigkeit nicht abgeglichen werden. Vielmehr entstehen Konflikte, die schnell personalisiert und kulturalisiert werden, indem deren Ursachen mit „Mentalitäten“ von Personen, die einen kulturellen Ursprung haben sollen, erklärt werden. Wollen die Einrichtungen die Konflikte oder gar Polarisierungen in den immer heterogener werdenden Belegschaften vermeiden, stehen sie vor der Aufgabe, Transparenz über die unterschiedlichen fachlichen Hintergründe und Berufserfahrungen ihrer Belegschaften zu erzeugen. Dies würde den neu migrierten Pflegefachkräften ermöglichen, ihr Wissen, ihr Können und ihre Erfahrungen im neuen Arbeitszusammenhang besser zeigen zu können. Des Weiteren gilt es, an die bestehenden Organisations- und Stationskulturen angepasste Formate für die Versachlichung von Konflikten zu entwickeln. Die fachliche Anerkennung ermöglicht einen wertschätzenden Umgang miteinander, unterbindet Kulturalisierungen und schafft Möglichkeiten für gegenseitiges Lernen und Entwicklung. Auch kann mit Hilfe des Fachwissens und den anders gelagerten professionellen Erfahrungen der Pflegefachkräfte aus dem Ausland die Arbeitsorganisation (Skill Mix, Delegation) innovativ verändert und damit ein Beitrag zur Organisationsentwicklung geleistet werden. Für die Gestaltung der Rahmenbedingungen sind die Führungskräfte im strategischen Aufgabenbereich nicht nur als Fürsprecher gefragt, sondern auch für die Sicherstellung der dafür nötigen Ressourcen zuständig. "This paper examines nurse migration from India and the Philippines through the lens of the sustainable development goals (SDGs) 4.3 (access to training), 10.7 (orderly and responsible migration) and 3.c (retention of health workers). The international migration of health workers has increasingly featured on the agenda of global health agencies. Ameliorating the negative impact of international nurse emigration from low-income nations has been addressed by several western governments with the adoption of ethical recruitment guidelines, one element of an orderly migration framework. One of the challenges in creating such guidelines is to understand how the emigration of trained nurses influences health education and clinical training systems within nurse exporting nations such as India and the Philippines, and how these relate to various SDGs. This paper maps the connections between India's and the Philippines' increasing role in the provision of nurses for international markets and the SDGs related to training and migration governance and the retention of health workers. "Previous research has found that immigration benefits the health of working-age natives, an effect mediated through the labor market. We use the Study of Health, Ageing and Retirement in Europe (SHARE) to investigate whether immigration also affects the health of natives 65-80 years old. Immigration may increase the supply and lower the price of personal and household services, a term that refers to care services and non-care services such as cleaning, meal preparation, and domestic chores. Higher consumption of personal and household services by older natives may help maintain health through a variety of pathways. Using a shift-share IV, we find pervasive beneficial effects of immigration on the physical and mental health of older natives. We also find evidence for the hypothesized pathways, especially for an effect of immigration in increasing social integration (e.g., institutional connections, social participation). "Against the background of increased immigration in Germany since 2015, there is a largely negative public discourse on ‘refugees’ (especially Muslim young men), who are assumed to pose a threat to society and struggle to integrate due to their supposedly ancient, undemocratic and misogynist values. Due to the severe lack of elderly care workers in Germany, integration projects have been established that train ‘refugees’ for elderly care work in homes. The discourse on participants runs counter to the image of ‘dangerous foreign masculinity’ and constructs male ‘refugees’ as ideal elderly care workers. Based on the theoretical concept of othering, this article shows how by intermingling culture, religion and gender a subaltern masculinity is constructed to depict ‘refugees’’ suitability for elderly care work. It is suggested that these young men respect and subordinate themselves to the elderly as if they were their own relatives. The image of the devoted care worker seems to contrast the perception of young Muslim men as being dangerous, although both interpretations prompt the notion of a traditionalist value system that is assumed to be the essential and static characteristic of mi-grants from ‘Muslim countries’. Presenting the success of integrating ‘refugees’ in elderly care work allows the German society and more specifically elderly care providers to position them-selves through “welfare narratives” as charitable actors who offer ‘refugees’ a chance of integration into the labor market. Accordingly, it is de-thematized that ‘refugees’ provide extensive unpaid or low-paid work in the name of integration and training, as well as covering necessary tasks in the understaffed care system." "Zielstellung:
Weltweit steigen die Lebenserwartung der Menschen und damit die Anzahl und das Ausmaß multimorbider und chronischer Erkrankungen. Die dadurch erhöhte Nachfrage nach Gesundheitspersonal wird auch durch Anwerbung ausländischer Pflegekräften gedeckt. Der Wissenstand über Pflegekräfte mit Migrationshintergrund ist bislang nicht systematisch erfasst und evaluiert. Das vorliegende Review identifiziert internationale Studien, die explizit die Gesundheit von Pflegekräften mit Migrationshintergrund im Vergleich zur Gesundheit der autochthonen Berufsgruppe untersuchen.
Methoden:
Eine systematische Suche publizierter Studien in deutscher und englischer Sprache wurde vorgenommen. Das Review erfolgte nach Vorgabe des PRISMA-Statements (Preferred Reporting Items for Systematic Reviews and Meta-Analysis) und die methodische Qualität der eingeschlossenen Studien wurde anhand des Mixed Method Appraisal Tool bewertet.
Ergebnisse:
Von 11.599 identifizierten Studien wurden 14 final eingeschlossen; die methodische Qualität dieser Studien ist sehr heterogen. Der Großteil wurde in den USA mit Pflegekräften aus den Philippinen, Indien, Europa und Afrika durchgeführt. Dabei wurde ein positiver Zusammenhang zwischen der Länge des Aufenthalts im Zielland und erhöhtem Blutdruck herausgefunden, während anfänglich leichte Formen der Depression nach einiger Zeit nachließen. Diskriminierung erfahren Pflegekräfte unter anderem in Form von Nicht-Berücksichtigung von Erfahrung und Fachwissen. Immigrierte Pflegehelfer melden seltener gesundheitliche Beschwerden als ihre einheimischen Kollegen und Kolleginnen.
Schlussfolgerungen:
Pflegekräfte mit Migrationshintergrund sind einem höheren Risiko ausgesetzt, arbeitsbedingte Gesundheitsgefährdungen und Diskriminierung zu erleiden als ihre einheimischen Kollegen. Während sich die Gesundheit von Pflegekräften durch Anpassung an die lokalen Lebensgewohnheiten im Zielland verbessern kann, zeigen Studienergebnisse auch, dass migrierte Pflegekräfte durch ihre täglichen arbeitsbezogenen Belastungen langfristig gesundheitliche Beeinträchtigungen erleiden. "One of the key questions on international migration concerns its benefits and costs for the receiving economies. Assessing the overall net gain or loss to the economy from immigration is a challenging task both from a theoretical and an empirical point of view. Immigration can affect the receiving economy through several channels: wages or employment effects on native workers, changes in output structure, fiscal effects, effects on house prices, and so on. In this chapter, we concentrate on one of the most important channel: the impact on wage and employment of natives. We consider the impact of immigration on a subgroup of the population that could particularly benefits from it, the female population. Since international migration may change the prevailing wage rates in the sectors where a large number of migrants looks for a job, we focus on immigrants working in the household service sector. The underlying idea is that migrants could increase the availability of services to households, like childcare, housekeeping, or caring for elderly, reducing their market prices. This effect could induce women to change their decision on participation to the labour market. In the empirical analysis, we use data of countries with quite different institutions (Australia, Germany, Switzerland, the UK, and the US). This gives us the opportunity to understand whether the effect of migrants on female labour supply is relevant in countries where policies are more or less supportive to families." "In past years, circular migration has been used as a theoretical idea in political discussions, and also on the standard of the European Union. Within these discussions, the types of circular mobility already in existence within the EU are often ignored. This article explores the circularity of so-called live-ins in Germany: those who stay with the people they take care of and are usually migrant workers. The focus is on how the circularity is organized and what implications it has for the migrants. What are the practical consequences of the legal framework for live-ins? How does this subsector relate to the elderly care sector in Germany?
This article is built on the results of a two-year study with more than 35 interviews conducted in the elderly care sector showing that the employment of live-ins takes place in a semi-legal sphere, which marginalizes the employees and limits their labor rights. The results further suggest that the circularity fosters a segmentation of the labor market because the limited time of the stays prevents live-ins from becoming accustomed and integrating into local hierarchies, which constitutes a necessary step toward claiming their full rights. The study shows how this type of employment is built on circularity with great implications for the actual living and working situations. On the political level, however, the term circular migration is not used in this case, which is why it is important to engage in a discussion on consequences of live-in arrangements in the European Union, regulations favoring this type of employment and how labor rights can be assured.
On the other hand, the study has also indicated that while migration plays hardly any role in the elderly care sector, the whole subsector of live-ins would not exist without migration. The legal framework -together with societal changes and structures such as emancipation, demographic change and the elderly care sector itself with its inherent financial shortage -lead to a gap that is covered by live-in arrangements." "In Zeiten, in denen sowohl die Medien als auch ausgewiesene Fachleute immer häufiger über katastrophale Zustände in deutschen Pflegeheimen berichten und eine zunehmende 'Taylorisierung' der deutschen Heimpflege zu beobachten ist, bedarf es menschenwürdiger Alternativlösungen. Da eine Vielzahl der pflegebedürftigen Menschen den Wunsch hat, so lange wie nur möglich in der häuslichen Umgebung zu verbleiben und dort individuell betreut zu werden, scheint die häusliche Pflege-, Haushalts- und Betreuungsarbeit durch transnationale Arbeitsmigranten / -innen aus Mittel- und Osteuropa die bestmögliche Alternative zu sein. Aber auch diese sogenannte '24-Stunden-Betreuung' ist wiederum mit ganz eigenen Problemen behaftet. Gegenwärtig stoßen Familien, die sich für mittel- und osteuropäische Pflegehilfen interessieren, immer wieder auf zwielichtige Vermittlungsagenturen, die es mit der Rechtsaufklärung nicht so genau nehmen. Die Angebote vieler Agenturen bewegen sich am Rande der Illegalität. Im vorliegenden Buch werden sowohl rechtliche Rahmenbedingungen als auch gesellschaftspolitische Implikationen der Thematik untersucht und in der Konsequenz Handlungsempfehlungen gegeben. Im Rahmen dessen werden auch die möglichen Personalbeschaffungswege sowie Beschäftigungsformen interdisziplinär analysiert. "In Zeiten des demographischen Wandels stellt der Fachkräftemangel die Versorgung pflegebedürftiger älterer Menschen vor große Herausforderungen. Eine Möglichkeit, diesem Ereignis innerhalb der Altenpflege erfolgreich zu begegnen, ist die stärkere berufliche Integration von Menschen mit Migrationshintergrund. Doch dazu ist es erforderlich, Führungskräfte mit Migrationshintergrund zu gewinnen und im Beruf zu halten. Insbesondere der Berufsverbleib in der Pflegebranche ist dabei ein Problem. Was bindet Fachkräfte mit Migrationshintergrund an ihren Pflegeberuf? Wie bewerten sie ihre Beschäftigungssituation? Arbeitspsychologische Erkenntnisse zur Arbeitszufriedenheit bieten einen wichtigen Bezugsrahmen für eine empirische Erhebung, die die persönlichen Motive und Ziele dieser Zielgruppe identifiziert. Darüber hinaus gilt es, ihre Wünsche, Erwartungen und Biographien zu hinterfragen, um hieraus erfolgreiche Gestaltungsempfehlungen bzgl. der Förderung des Berufsverbleibs abzuleiten.<br> Praktische Relevanz: Um den Fachkräften mit Migrationshintergrund langfristig eine berufliche Perspektive bieten und sie langfristig an die Altenpflegebranche binden zu können, ist es notwendig, Informationen über ihre Beschäftigungssituation und ihren bisherigen Berufsverbleib sowie fördernde und hemmende Faktoren zu sammeln. Bislang gibt es keine Studien, die sich mit dieser Fragestellung im Kontext der ambulanten und stationären Altenpflege auseinandersetzen. "Over the past two decades, countries in Continental and Northern Europe have set up specific policies to promote the development of household services. This edited volume analyses the aims pursued with these policies, and the ways in which the issues have been framed. It examines the resultant labour market outcomes, focusing on the forms and quality of employment in the household services sector, and highlighting both the symbolic and economic effects of the construction of domestic and care services as low-skilled, low-value work. The authors demonstrate how these policies have actively contributed to the structuring of dualisms within the labour market, reinforcing social, gendered and ethnic divides. They also shed light on the distributive effects of these policies, which essentially benefit affluent households, and question their efficiency, not least with regard to their employment objectives." "The purpose of this article is to remedy the lack of explanatory endeavours concerning the positive performance of female migrant workers during the recent economic crisis in Western Europe. This phenomenon both interrogates the established association between economic downturns and their negative impact on migrant labour in low-skilled jobs and enriches the theory of the reserve army of labour, which has been applied to understanding the fragile status of migrant workers in Western economies. Secondary analysis of Labor Force Survey (LFS) and OECD data concerning the impact of the crisis on migrant labour shows that women employed in the care-domestic sector have been affected significantly less than men employed in manufacture and constructions. To explain this evidence, the article proposes a theoretical framework that draws on key concepts and debates in different strands of sociology: the increasing demand for paid care-domestic work due to the ageing population and the growth of native-born women's rates of activity; the commodification of care and the state management of migration; the affectivity and spatial fixity of care-domestic labour. All these factors contribute to configure female migrant labour, mostly employed in the reproductive sector, as a 'regular' rather than a reserve army of labour." (Author's abstract, IAB-Doku) ((en))

"Dass die Beschäftigung von Pendelmigrant_innen in der häuslichen Pflege immer häufiger in Anspruch genommen wird, ist die Folge zweier Entwicklungen: Einerseits sind aufgrund der Arbeitsmarktsituation in ihrem Land viele Polinnen und Polen zur Pendelmigration nach Deutschland gezwungen, andererseits bedingt die Pflegesituation in Deutschland diesen Zustrom an Arbeitsmigrant_innen. Obwohl diesen auch legale Arbeitsmöglichkeiten bekannt sind, entscheiden sie sich aus mehreren Gründen für die Aufnahme einer undokumentierten Tätigkeit. Misstrauen gegenüber den Institutionen ist einer dieser Gründe. Dabei scheint die Einführung des Mindestlohns den Status quo eher noch zu verstärken. Eine neue Definition der Arbeit im Feld der Pflege und eine Diskussion auf der politischen und gesellschaftlichen Ebene ist daher erforderlich. "Die erfolgreiche Integration ausländischer Beschäftigter kann künftig helfen, die gesundheitliche Versorgung in Deutschland sicherzustellen. Beschäftigte mit Migrationshintergrund spielen bereits heute eine bedeutende Rolle im Gesundheitswesen, wie die Studie zeigt. Die Zahl der Beschäftigten in ärztlichen und nichtärztlichen Gesundheitsberufen hat in den letzten Jahren deutlich zugenommen. Der Anteil von Zuwanderern unter den in Deutschland registrierten Ärztinnen und Ärzten betrug 2014 mehr als 8 Prozent, während sie in den nichtärztlichen Gesundheitsberufen etwa 15 Prozent der Erwerbstätigen stellten. Die Autoren der Studie weisen außerdem auf Problemfelder hin, die bei der Integration ausländischer Beschäftigter in das deutsche System bestehen. Die Sprache ist eines der wichtigsten. Abstract
"This paper estimates the effect of immigrants on the women - men gap in retirement and working decisions. We focus on the effect that operates through immigrants' supply of domestic labor, which substitutes women's household services especially in the care of elderly parents. We use a dataset of Italian households that contains information on planned retirement age, labor supply and family structure for a representative sample in the years 2000 - 2008. A double-difference identification approach exploits the women - men differences between families with and without old parents, interacted with the supply of immigrants in the local labor market. We find that an increase of immigrants by one percentage point of the local population is associated with an increase in the planned retirement age gap between women and men with a living parent over 80, by 0.45. Such differential is reduced to 0.17 if the household had no living old parent. The effect is stronger for poor and for less educated women. It is also stronger when considering the inflow of Eastern European female immigrants only, the group supplying the largest share of labor for domestic care." (Author's abstract, IAB-Doku) ((en))
