Auf der Flucht vor Krieg und politischer Verfolgung verlassen viele Menschen ihr Heimatland und suchen Schutz und neue Perspektiven in Deutschland und beantragen Asyl. Die Beteiligung am Arbeitsmarkt wird häufig als Schlüssel für die gesellschaftliche Integration der Fluchtmigrantinnen und -migranten gesehen. Welche Qualifikationen bringen die Menschen mit, welche arbeitsmarktpolitischen Maßnahmen sind hilfreich? Wie gehen die einzelnen Bundesländer damit um, welche Auswirkungen auf die deutsche Wirtschaft und die Sozialsysteme sind zu erwarten, wie sieht die Situation in anderen Ländern aus?

    "This study examines how welfare benefit generosity impacts refugees' integration into their new country. The effects of welfare benefit generosity are identified from a policy reform that reduced welfare benefits, first for newly arrived refugees, and second for those who had been in the country for at least 10 months. The results suggest that refugees respond quickly to the benefit reduction, but men and women react on different margins. Male refugees enter employment faster when they experience a benefit reduction, whereas no effect on the labor market is found for female refugees. Even though some men succeed in finding a job, both men and women experience a drop in disposable income of 20 percent. This seems to adversely affect women as they seek more health care, are more often hospitalized, and are more often charged with property crimes. No such unintended effects are found for men." Das zeigen Analysen auf Basis der IAB-BAMF-SOEP-Befragung von Geflüchteten. Sprach- und andere Integrationsprogramme erleichtern zudem schrittweise die Integration in den Arbeitsmarkt.     "This study uses a randomized controlled trial to evaluate a new program for increased labor market integration of refugees. The new program starts shortly after the residence permit is granted and uses three main components: early and intensive language training, work practice with supervisors, and job search assistance performed by professional caseworkers. The immediate and intensive assistance contrasts previous integration policies which typically constitute low-intensive help over long periods of time. We find large positive effects on employment of the program, with magnitudes corresponding to around 15 percentage points. A mediation analysis shows that 7–8 percent of the impact of the program seems to be explained by increases in documented language skills. Gleichwohl bestehen noch immer deutliche Unterschiede zwischen den Geschlechtern.     "In a field experiment, we study the causal effects of previous experience and language skills when newly arrived Syrian refugees in Sweden apply for low ‐skilled jobs. We find no evidence of sizable effects from previous experience or completed language classes on the probability of receiving a callback from employers. However, female applicants were more likely than males to receive a positive response. As a complement to the experiment, we interview a select number of employers, which provides additional insights into how they judge candidates for low‐skilled jobs."     "Frontline workers in host-country state organizations influence refugees’ life chances and social integration. Yet little is known about how the local organizational environment shapes the action orientations of street-level bureaucrats (SLBs). This article explores how German job centers and placement officers have responded to the unprecedented increase in refugee clients following the winter of 2015/16. Our findings suggest that new organizational structures motivate SLBs to interpret rules flexibly and do what works well. This pattern of authorized rule bending is relevant for overcoming the limits of activation and for the inclusion/exclusion of refugees as mediated by state bureaucracy."     "Compared to their male counterparts, refugee women exhibit low employment rates in many countries. Discrimination by recruiters could possibly explain this phenomenon, but thus far, there is little direct evidence on this. This study addresses this gap. We develop a set of hypotheses about the effects of gender and family status on refugees' labor market integration, and then test these hypotheses using data from an original survey experiment administered in 2019 to online panels of recruiters in three major refugee-receiving countries (Germany, Austria, and Sweden). We find that recruiters indeed prefer female over male refugees across different job types, all else equal. However, we also find evidence of a disadvantage connected with motherhood among refugees. Overall, our findings raise doubts about the relevance of discrimination as an explanation for the observed employment gap between male and female refugees." (Author's abstract, IAB-Doku) ((en))

    "Asylum recognition rates in advanced democracies differ not only across states but also vary within them, translating into fluctuating individual chances to obtain protection. Existing studies on the determinants of these regional inequities typically rely on aggregate data. Utilizing a German refugee survey and leveraging a quasi-natural experiment arising from state-based allocation rules tied to national dispersal policies, we test two explanations for the perplexing regional differences. Drawing on principal–agent models of administrative decision-making, we test whether asylum decision-makers consciously or unconsciously comply with regional political preferences between 2015 and 2017 in Germany, one of the major European destination countries for refugee migration. We furthermore explore whether such biased decision-making amplifies in times of organizational stress as suggested by the statistical discrimination theory. Using mixed-effects logistic regressions, our analyses confirm a lower approval probability in regions with more immigration-averse residents or governments. We cannot confirm, however, that this association is mediated by high workloads or large knowledge gaps. Our results thus suggest that regional political biases affect the individual chance of asylum-seekers to obtain protection irrespective of temporal administrative conditions."     "An ample scholarly literature on voluntary migration has shown that migration is a highly selective process, resulting in migrant populations that often differ significantly from their respective population of origin in terms of their socio-demographic characteristics. The literature attributes these differences to either migrants' active choice and agency in the migration decision (i.e., self-selection), or to selectively applied external constraints. Although the socio-demographic make-up of forced migrant populations has received significant attention in public discourses in receiving countries such as Germany and Turkey, the literature on migrant selection largely focuses on voluntary migration and self-selection mechanisms. As a result, the selection mechanisms of forcibly displaced persons are less well-understood. Particularly in the context of forced migration, the conditions for migration fluctuate heavily within a relatively short time span, e.g., regarding immigration policies and border controls. In this study we contribute to that literature by exploring the changing conditions under which Syrians sought international humanitarian protection between 2013 and 2017 and linking them to the selection outcomes in three major receiving countries: Lebanon, Turkey, and Germany. Based on novel household survey data, we compare age, gender, socio-economic background, and family context of the Syrian populations in Lebanon, Turkey, and Germany by arrival cohort (2013–2017). In a narrative approach, we combinethe cohort analysis of Syrians in Lebanon, Turkey, and Germany with contextual analyses of the (changing) frameworks governing refugee migration in transit and destination countries and descriptive analyses of changing risk levels along migration routes into Europe. Our analyses reveal that higher external barriers coincide with a stronger selection in migrants' socio-demographic make-up. In particular, riskier routes and higher entry barriers are associated with a lower share of female migrants, a lower share traveling with family members, and a higher socio-economic background. In this study, we describe differences in forced migrants' selection outcomes in countries of first refuge neighboring the origin country, relative to a reception country in the global north. By establishing legal and political frameworks as well as the accessibility of routes as external barriers to forced migration we expand on the existing theoretical approaches to selection effects and identify a need for policy intervention to ensure equitable access to humanitarian protection."     "Der Begriff der Asyllotterie beschreibt die für den Rechtsstaat bedenkliche Tendenz, dass die Schutzquoten für Asylsuchende regional und zeitlich stark variieren. Doch mit den verwendeten Aggregatdaten für einzelne Bundesländer lässt sich nicht belegen, dass sich die Erfolgsaussichten für Geflüchtete mit einem ähnlich glaubwürdigen Gesuch und vergleichbarem Hintergrund systematisch unterscheiden. Eine Auswertung der IAB-BAMF-SOEP–Flüchtlingsbefragung geht nun über die Makrobefunde der bisherigen Literatur hinaus und zeigt, dass außerrechtliche Faktoren wie die Immigrationsskepsis in einer Region die individuelle Chance, Schutz zu erhalten, maßgeblich mitbestimmen. Sie weist auch nach, dass muslimische Asylsuchende und Männer mit ihren Gesuchen beim Bundesamt für Migration und Flüchtlinge systematisch geringere Erfolgsaussichten haben."     "This article maps from a critical and comparative perspective how scholars at risk are currently being integrated into the European research infrastructure, as well as in various EU and non-EU Member States. The focus is on three countries ranging from older to newer EU members to one non-EU member state—Hungary, Romania and the United Kingdom—as well as on EU-level organizations. We draw on twelve in-depth interviews conducted with key stakeholders involved in the process of academic migration (non-governmental organisations, EU and national level actors) to identify key issues concerning academics at risk. Finally, we call for a robust EU-level response to an issue that is currently inadequately addressed by national governments, professional associations and NGOs. As we argue, the focus on mobility as a factor supporting research excellence in the regular European research infrastructure can have negative unintended outcomes for scholars at risk. For many of them, rewarding mobility can entail the threat of losing their legal status in temporary places of migration. What is needed is a nuanced approach for scholars at risk in a diverse range of situations, which should involve closer cooperation between international academic bodies and EU policy makers, and complement support for those who need to escape to third countries with the offer of remote work in the country where they are able to obtain a secure residence permit."     "The persisting poor labor market integration of refugees and asylum seekers is puzzling, especially given host states' declared desirability of refugees and asylum seekers being employed. Existing research on the determinants of refugees' lack of labor market integration has analyzed possible factors such as refugee health and education as well as host countries' policies and discrimination. Based on original ethnographic data generated in Berlin and Vienna in 2019, I argue that the poor labor market integration can be better understood when we consider colliding perceptions, called scripts, of refugees and asylum seekers: At the same time that they are constructed as potentially useful labor, they are also constructed as helpless children who can never quite be ready for the labor market. I present each script's ascriptions and prescriptions towards refugees and asylum seekers, show how these are enacted by the people subjected to them and analyse how disruptions occur when there are simultaneous, contradictory demands. Policy implications are that the host society's perceptions do matter and that integration measures must be reviewed with regard to their potentially infantilising tendencies."     "We analyze the role of personality traits in destination-language proficiency among recent refugees in Germany. While personality traits have been shown to predict educational outcomes, they have been largely overlooked for immigrants' language acquisition. We extend a well-established model of destination-language proficiency and assume that personality traits' effects manifest through the channels of exposure, efficiency, and incentives. Using longitudinal data and growth curve models, we find that personality traits significantly shaped destination-language learning. Openness to new experiences, conscientiousness, risk appetite, locus of control and resilience were positively related to destination-language proficiency, while agreeableness and neuroticism were insignificant. The positive impact of extraversion and the negative impact of self-esteem on destination-language proficiency were only marginally significant. For all personality traits, we observe that both the efficiency of learning and exposure to learning opportunities represented possible channels through which personality traits affected refugees' destination-language proficiency. In sum, personality traits affect refugees' destination-language proficiency and, thereby, contribute to sustainable economic and societal integration processes.     "Diese Studie untersucht die vielfältigen Faktoren, die die Einbürgerungsabsichten von Geflüchteten beeinflussen, wobei der Schwerpunkt auf den rechtlichen Anforderungen und der Umsetzung von Einbürgerungsgesetzen liegt. Es wird zwischen verschiedenen Einwanderergruppen unterschieden, insbesondere Geflüchteten, Bürgern der Europäischen Union (EU) und Nicht-EU-Bürgern. Mit Hilfe eines Vignettenexperiments unter Eingewanderten in einer umfangreichen repräsentativen Studie in Deutschland werden die Auswirkungen der Liberalisierung der rechtlichen Anforderungen und einem inklusiveren Einbürgerungsprozess auf die Absichten, die deutsche Staatsbürgerschaft zu erwerben, empirisch analysiert. Dieser Vergleich, sowohl zwischen aktuellen und liberalisierten Anforderungen als auch zwischen weniger und mehr inklusiven Einbürgerungsverfahren, bietet ein realistisches Szenario, wie Liberalisierung und Inklusivität die Einbürgerungsabsichten beeinflussen. Die Ergebnisse zeigen, dass eine Liberalisierung der rechtlichen Anforderungen, insbesondere die Möglichkeit der doppelten Staatsbürgerschaft und eine verkürzte Wartezeit, einen positiven Effekt auf die Einbürgerungsabsichten hat. Gleichzeitig unterscheiden sich diese Effekte zwischen den drei Einwanderergruppen, insbesondere aufgrund von Unterschieden in den empfundenen Vorteilen der Einbürgerung. Im Gegensatz dazu hat ein inklusiverer Einbürgerungsprozess keinen Einfluss auf die Einbürgerungsabsichten der Eingewanderten. Diese Ergebnisse unterstreichen die Bedeutung der Staatsbürgerschaftspolitik für die Einbürgerungsabsichten von Eingewanderten. Allerdings zeigen die Ergebnisse auch differenzierte Reaktionen auf liberalisierte Anforderungen und betonen die Bedeutung von gruppenspezifischen Kosten-Nutzen-Überlegungen."     "Refugees are perceived as a category of people that are ‘vulnerable’ per se. However, once they have arrived in (high-income) hosting countries and are supported by a welfare state, vulnerability needs to be rethought, as they face new challenges and potential sources of inequality. In this paper, we have measured vulnerability as the probability of experiencing jointly three interdependent risks: social isolation, financial worries and poor health. For this purpose, we estimated a trivariate logit model to evaluate how individual and household characteristics are associated with vulnerability and also made inferences regarding the residual association between pairs of risks, conditionally to a set of selected covariates. Using the 2016 wave of the IAB-BAMF-SOEP survey of refugees in Germany, we demonstrated the significant correlations between the risks experienced by refugees and assessed a ‘propagation effect’ that affects vulnerability when the three risks come together.     Abstract

    "The series of earthquakes that shook South-East Turkey in February 2023 brought physical destruction to the region and affected an entire country. The data presented here illustrates how destruction, health risks and economic hardship are severely threatening the well-being of both host and Syrian communities in the earthquake region. Although the tremors of an earthquake do not adhere to the fault lines of social stratification, the impacts of such a natural disaster are nonetheless experienced differently by people, depending on their position in society. The pattern described in this contribution implies that Syrians who had sought refuge in Turkey because of the war in Syria were particularly vulnerable to the consequences of the natural disaster. We suggest that this disproportionally large effect is a result of three fundamental drivers. First, the social and economic disadvantages Syrians faced in Turkey prior to the earthquake resulted in living and housing conditions that made them particularly vulnerable to the destructive force of the earthquakes. Second, because of these pre-existing disadvantages, Syrians are more likely to lack resources such as financial assets and social security to cope with the consequences merging after the initial destruction. Third, rather than receiving the social and economic support that could help compensate for these two drivers of vulnerability, discrimination and exclusionary practices in aid provision pushed some Syrians into a state of vigilance and invisibility (Sevinin et al., 2023) that amplified the effects of the earthquakes. Further data and research are needed to better understand the mechanisms underlying the experience of the Syrian population after the earthquakes. Future public responses to natural disasters, in Turkey and beyond, need to take social stratifications into account and ensure that the more vulnerable groups, i.e., those more exposed to the forces of nature and equipped with fewer resources to cope with its aftermath, receive the support they need. Such responses should counteract social divisions that tend to emerge in the face of adversity and resource scarcity. If the disaster response instead reinforces social divisions in the distribution of resources, the situation of relatively disadvantaged groups, such as the refugee population in Turkey, can easily go from bad to worse."     "In face-to-face surveys, interviewers take on many key tasks. They contact households and target persons, encourage them to participate in the survey and conduct standardized interviews. In some cases, however, interviewers may deviate from specified guidelines when performing this task, which in turn can affect the quality of the data. In order to minimise the risk of deviant interviewer behavior in interviews, data quality controls are implemented throughout the entire survey period of the IAB-BAMF-SOEP Survey of Refugees (Brücker et al. 2017). This enables follow-up interviewer training and feedback discussions, and to identify anomalies at an early stage. Such controls have been in place since the first survey wave (see Kosyakova et al. 2019, Olbrich et al. 2020). Through the use of these quality controls, it was found that some interviews did not meet the high-quality standards of the survey. Several analyses indicated that a total of three interviewers had failed to carry out individual interviews properly. It was therefore decided to remove these interviews from the dataset. This decision was taken in close cooperation with the project partners (IAB, BAMF, and SOEP) as well as the survey organisation (infas).     "The literature on migrants’ self-selection is focused on labour migrants, while little is known about refugees and internally displaced persons (IDPs). We contribute to this scant literature, by (1) examining a broad set of factors that could determine self-selection, (2) contrasting selfselection profiles of refugees and IDPs, and (3) comparing self-selection profiles of refugees across countries. Specifically, we compare the self-selection profiles of Ukrainian refugees and IDPs with stayers in the months directly following the Russian full-scale invasion in February 2022. We draw on unique, cross-nationally comparative data from the OneUA project, which surveyed Ukrainian refugees and displaced persons in Europe as well as those who stayed in Ukraine in the summer of 2022. More than 24,000 Ukrainian women residing in nine countries participated in this survey. We find systematic empirical patterns of self-selection related to people’s region of origin, family status, and individual-level characteristics."     "With this paper we want to contribute to the debate on the usage of vocational training as a tool to promote the integration of disadvantaged groups. We focus in particular on programmes that target refugees and highlight the organisational and coordination challenges that must be addressed in order to develop such programmes. Relying on knowledge developed by scholars of collective skill formation and by those who have studied policy coordination, we develop a number of hypotheses that can account for the successful implementation of this type of programmes. We then test our hypotheses against an example taken from Switzerland, consisting of a one-year pre-apprenticeship dual training programme adopted in 2018. We argue that its win-win quality, the flexibility with which it was managed and possibly also the political salience of the issue of refugee integration at the time, were the key factors explaining its successful adoption."     "Flucht- und Aufnahmeprozesse sind durchzogen von geschlechtsspezifischen und intersektionalen Dynamiken. Die migrationsbezogene Infrastruktur hat sich in der deutschen Migrationsgesellschaft auf die Bedarfe von Geflüchteten eingestellt.     "Little is known about whether Syrian refugees intend to return to their origin-country and what affects their return migration intentions. We introduce a theoretical framework for voluntary return, identify the refugees' decision-making context, and empirically assess the model with a sample of 577 Syrian refugees living in Germany and Turkey in 2018. Three return scenarios were presented in the survey: (i) returning to Syria within two years, (ii) returning when Syria is as safe as before the civil war, and (iii) ever returning. The three scenarios were conceived very differently by the refugees, highlighting the dynamic nature and context dependency of the concept of voluntary return. Syrian refugees in Turkey were more likely to regard their stay as temporary (76 percent), compared to those in Germany (55 percent, p-value of difference = .000). Similarly, structural factors of the origin- and host-countries, that is, the origin-governorate and the current location, were considerably influencing return intentions. Concerning individual factors, female and highly educated refugees had a lower willingness to return. Those who were married were less inclined to return in the short run, yet refugees who self-identified as poor indicated their desired return in the long run. We also analyzed whether random exposure to information regarding return impacted refugees' intentions. We found a negative, albeit insignificant, impact of information, suggesting that host governments cannot expect (rapid) information dissemination to impact refugees' decision-making about voluntary return.     "Pauline Albrecht untersucht in ihrer Studie den Übergang junger Geflüchteter in den Arbeitsmarkt und verknüpft hiermit die Berufsbildungs- mit der Migrationsforschung. Am Forschungsstil der Grounded Theory orientiert werden Bildungs- und Erwerbsbiografien junger Menschen, die das Berliner Übergangssystem durchlaufen haben, rekonstruiert. Ausgehend von berufsvorbereitenden Angeboten werden Anschlussverläufe von geflüchteten Jugendlichen erforscht. Die subjektive Perspektive der jungen Fluchtmigrant*innen zeigt differenzierte Wahrnehmungs- und Umgangsweisen in der Auseinandersetzung mit dem Bildungs- und Ausbildungssystem, wohingegen die institutionelle Perspektive der pädagogischen Fachkräfte unterschiedliche Anforderungen an die jungen Menschen heranträgt und somit systemische Bedingungen der Berufsvorbereitung aufrechterhält. Die Frage, wie sich Anschlussverläufe aus der Berufsvorbereitung entwickeln, wird hinsichtlich einer Perspektivengegenüberstellung aufgegriffen. Zum Teil zeigen sich hier Überschneidungen sowie positive Passungsverhältnisse, jedoch auch Gegensätzlichkeiten und Widersprüche.     "This paper exploits a quasi-experimental feature of the Norwegian spatial dispersal policy for UNHCR quota refugees, which leads to nearly as-if random initial residential settlement of the refugees. In this framework, we study if there are positive long-run employment consequences of being assigned to neighbourhoods with higher residential labour force participation rates. Our results show a positive and statistically significant relationship between the initial neighbourhood participation rates and refugee labour market outcomes, but these overall effects are substantively small: A one standard deviation higher participation rate in the initial neighbourhood is associated with an 1.2%-point increase in the refugees' later employment probability. However, our subgroup analysis shows substantial effects around 2.6%-points for men older than 25 years at the time of entry to Norway. In comparison, the point estimates for women and persons younger than 25 years at the time of arrival are close to zero and statistically insignificant."     "In general, the situation that has developed in Ukraine on the border with the European Union shows that despite the long history of the UN and the agreement of states to resolve all conflicts through negotiations, the prohibition of the use of force and threat of force, respect for the independence of other states, there are still terrorist states in the world that do not recognize and violate international law. Thus, the states that follow the norms and principles of international law, respect the key European values, support and protect human rights and peace on the continent must unite to overcome armed aggression. That is why the granting of temporary protection to Ukrainian citizens is an important issue, as it is one of the EU's significant contributions to the protection of the identity of the Ukrainian people, who are fighting for their independence. The purpose of the article was to study the peculiarities of obtaining temporary protection in the EU, to compare it with refugee status, to analyse the approaches to this procedure in individual states, as well as to determine the impact of obtaining the relevant status on the realization of the fundamental right to work. The main method used for the research is the method of analysis and synthesis. Its application provided reliable results in many areas of research. First of all, this method was applied in the analysis of EU and international law in the context of granting refugee status and temporary protection. Also, the method of analysis and synthesis was used by the author in the study of the peculiarities of temporary protection in individual Member States. Finally, the author used this method to analyse the problems currently faced by Ukrainian citizens and their possible solutions."     "This study investigates how local integration strategies that prioritize a work-first approach affect refugee's participation in language courses and their medium run labor market outcomes. We utilize a gradual rollout of the work-first approach (on-the-job training within the first year after arrival) combined with a dispersal policy of refugees across municipalities in Denmark. We find that being placed in municipalities emphasizing the work-first approach is positively associated with later employment and earnings but show that the associations are temporary. A higher local propensity to use the work-first approach is negatively related to time spent in language courses, level of courses completed and the grade point average for language course exam attendees.     "We analyze an immigration reform in Denmark that tightened refugee immigrants' eligibility criteria for permanent residency to incentivize their labor market attachment and acquisition of local language skills. Contrary to what the reform intended, the overall employment of those affected decreased while their average language proficiency remained largely unchanged. This was caused by a disincentive effect, where individuals with low pre-reform labor market performance reduced their labor supply. Our findings suggest that stricter permanent residency rules, rather than incentivizing refugees' skill investment, may decrease the efforts of those who believe they cannot meet the new requirements."     "We study the short- and long-term economic and social integration of European war refugees. The population under study left former Yugoslavia for Sweden in the early 1990s. In the first years, there were significant human capital investments in language training, adult education, and active labor market programs. The Yugoslav refugees then exhibited a remarkably sharp increase in employment and earnings, possibly helped by improving labor markets and pre-existing contacts in Sweden. Many entered jobs in manufacturing and service industries and remained there to a considerable extent. Among those above 50 at arrival, labor market outcomes were not as good. Despite strong development during the early years, the long-term labor market position of the Yugoslavs is broadly on par with previous cohorts of refugees.     "The economic and social integration of refugees is a key policy concern. The situation of refugee women is particularly challenging, as many never enter the labor force. We study a reform of the Swedish integration program that aimed to tackle this issue by increasing women’s participation in and access to active labor market programs. Using administrative data and a regression discontinuity design, we show that the reform resulted in lasting improvements in women’s earnings and employment. We find no effects for men.     "Geflüchtete in Deutschland müssen etliche Hürden überwinden, um eine Anstellung zu finden. Ein Grund dafür ist die Verteilung der Geflüchteten nach dem Königsteiner Schlüssel, der die Arbeitsmarktsituation in den Kreisen und Städten nicht berücksichtigt. Dieser Wochenbericht betrachtet die Rolle der lokalen Arbeitsmarktsituation für die Erwerbsaussichten von Geflüchteten mit ausländischer Berufserfahrung und einer Wohnsitzauflage. Die gute Nachricht lautet: Mehr Menschen, die zwischen 2013 und 2016 nach Deutschland geflüchtet sind, haben zwischen 2017 und 2019 eine Erwerbstätigkeit gefunden. Dabei nahm aber der Anteil derjenigen ab, die in dem Beruf arbeiten, den sie zuvor in ihrem Herkunftsland ausgeübt haben. Die Analysen verdeutlichen, dass insbesondere die lokalen Arbeitslosenquoten einen signifikanten Einfluss auf die Beschäftigungsaussichten haben. Bei hoher Arbeitslosigkeit sind sowohl die generellen Erwerbschancen als auch die Chancen auf eine Wiederbeschäftigung in dem vorherigen Beruf geringer. Die Ergebnisse legen nahe, dass eine gezieltere Verteilung von Geflüchteten unter Berücksichtigung der Aufnahmefähigkeit lokaler Arbeitsmärkte nicht nur einen positiven Einfluss auf die Integration in den Arbeitsmarkt, sondern auch einen positiven Einfluss auf die Fortführung ihrer früheren Beschäftigungen haben dürfte."     "European countries experienced a large increase in labor supply due to the influx of Ukrainian refugees after the 2022 Russia invasion of Ukraine. We study its dynamic effects in a spatial model with forward-looking households of different skills, trade, and endogenous capital accumulation. We find that real GDP increases in Europe in the long term, with large distributional effects across countries and skill groups. In the short run, an increase in the supply of labor strains the use of capital structures that takes time to build.     "This paper investigates the gender-specific impact of settlement policies on the labor market integration of refugees in Germany, utilizing a gender-specific approach. Analyzing data from the IAB- BAMF-SOEP Refugees Survey (2016-2020) through a pooled logit model with an intention-to-treat design, we explore how restrictive residency obligation policies, in conjunction with local conditions in the assigned County - such as local labor market conditions and ethnic enclaves – influence outcomes. Results reveal that female refugees experience reduced employment prospects, independent of mobility restrictions, while the residency obligation policy bears a significant negative impact on employed male refugees. In turn, the impact of analyzed local labor market characteristics and linguistic enclaves on employment probability remains consistent across gender and residency obligation.     "Die Mehrheit der geflüchteten Frauen, die zwischen 2013 und 2019 und damit auch zum Höhepunkt der Fluchtmigration 2015 nach Deutschland kamen, ist nicht erwerbstätig. Auf Grundlage von Daten aus der IAB-BAMF-SOEP-Geflüchteten-Befragung sucht diese Studie nach Erklärungen für die begrenzte Erwerbsbeteiligung von Frauen mit Fluchthintergrund. Die Ergebnisse zeigen, dass eine Kombination aus niedrigem Bildungsniveau im Vergleich zur deutschen Bevölkerung, langsamen Fortschritten beim Spracherwerb und traditionellen Rollen bei der Aufteilung von bezahlter und unbezahlter Arbeit innerhalb der Familie Hemmnisse für die Arbeitsmarktintegration der Frauen darstellen. Dennoch hat sich der Anteil der geflüchteten Frauen, die einer bezahlten Beschäftigung nachgehen, verdoppelt. Darüber hinaus halbierte sich der Anteil der Frauen mit geringen Deutschkenntnissen. Gleichzeitig nahm der Anteil der Frauen mit mittleren oder guten Sprachkenntnissen zu. Der Anteil junger geflüchteter Frauen, die an Bildungsprogrammen teilnahmen, verdreifachte sich. Dies zeigt, dass die Integration von geflüchteten Frauen in den Arbeitsmarkt voranschreitet.     "This study uses a randomized control trial (RCT) to evaluate a new program for increased labor market integration of refugees. The program has immediate and substantial short-run effects on employment, corresponding to around 15 percentage points. The effect lasts for three years but eventually fades out, as the control group catches up and reaches the long-run employment level of about 50 percent. We show that the program boosts language skills in the short run, and that this channel explains an increasing share of the effect on employment. Using survey data, we finally measure if the program affects integration in other dimensions, such as psychological, social, political, and navigational integration.     "Since Russia invaded Ukraine in March 2022, Ukrainians have been displaced from their country in record pace and in massive numbers. Although some have been displaced within Ukraine, most have fled to Poland, Moldova, and other European countries. The European and American public's reaction to these large refugee numbers has been overwhelmingly positive, with outpourings of humanitarianism and solidarity. This reaction stands in stark contrast with the apprehensive and rather negative reactions from Europeans toward Afghan refugees following the Taliban's violent takeover in May 2021. In this IMR Dispatch from the Field, I reflect on the similarities and differences in reactions to Ukrainian refugees in the current crisis and Afghan refugees following the Taliban takeover in May 2021. Despite important similarities between these two refugee groups, there are, I argue, various reasons why the European and American public may feel closer to Ukrainian than Afghan refugees or why they perceive the former to be more deserving of aid. I highlight the role of symbolic threat, a conscience collective, and ethnicity. Furthermore, the looming fear of the aggressor in this conflict (Russia) may play a larger role in the European and American public's reactions than in other refugee crises."     "The recent so called Mediterranean refugee crisis has ignited concerns about the magnitude of the flows of asylum seekers to Europe. This paper examines the determinants of the destination choice of first time non-EU asylum applicants to the EU, between 2008-2020. It investigates the role played by policies related to employment rights, processing of asylum applications, attractiveness of the welfare system, economic factors and networks on the destination of asylum seekers within the EU. We find that the strongest pull factor for asylum seekers to a destination is social networks both in terms of previous asylum applicants as well as stock of previous migrants. Our findings also suggest that employment bans are not a strong deterrence for asylum seekers given their modest association to asylum flows." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "Civil war experience in the Syrian home country, insecurity and critical life events during migration, or adverse events in the receiving country might affect refugees’ mental health. This paper addresses the effects of psychological distress and mental disorders on refugees’ labor market integration in Germany between 2016 and 2021. We employ survey data from about 2700 young Syrians, delivering information on individuals' experience of migration and arrival in Germany in 2016. The survey data were successfully merged with register data, delivering detailed information regarding individuals' process of labor market integration and employment status from 2016 to 2021. Overall, the labor market integration of young refugees improved remarkably over time. In 2021, about 69% of the study population was integrated in a wider sense, and 30% was employed in fulltime contracts in 2021. However, the results indicate long-lasting effects of PTSD and mental disorders on individuals’ labor market integration, whilst individuals’ characteristics related to migration and arrival lose relevance over time and hardly affect labor market integration around five years after arrival. High PTSD scores in 2016 indicate a significantly reduced full-time employment probability in 2021. Anxiety and depression show significant negative effects on individuals' labor market integration, but with a less severe impact compared to a PTSD diagnosis." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "Purpose: This article aims to explore the engagement of refugees and asylum seekers (RAS) in informal and precarious jobs from a civil society actors' perspective. Despite a burgeoning literature on refugee integration and a focus on institutional integration programs, little is known about the early insertion of RAS into informal and precarious employment as an alternative to subsidised integration programs, when these are available. Design/methodology/approach This article draws on rich qualitative data collected through in-depth interviews with social workers, volunteers and other professionals supporting migrants. Findings Data analysis shows that migrants' insertion in informal jobs and their rejection of integration programmes may be the result of people's need to access financial capital to cover actual and future needs. Although such an engagement may be criticised for hampering RAS’ integration, it can be seen as an important source of agency against insecurity surrounding one's legal status. Originality/value This article highlights the importance of legal status precarity in shaping informal workers' agency and perceptions of them, opening up a debate on the relevance of informal work in terms of long-term integration and future migration trajectories."
