Einkommensverteilung in Deutschland

Laut einer OECD-Studie ist die Einkommensungleichheit in Deutschland seit 1990 erheblich stärker gewachsen als in den meisten anderen OECD-Ländern. Die zunehmende Kluft zwischen Arm und Reich geht vor allem auf die Entwicklung der Löhne und Gehälter zurück. Die OECD empfiehlt, dem steuer- und sozialpolitisch entgegenzuwirken, mehr Menschen in existenzsichernde Beschäftigung zu bringen sowie mehr in die Bildung Niedrigqualifizierter zu investieren.

    Abstract

    "Acemoglu and Restrepo (2022) document that between 50% and 70% of changes in the U.S. wage structure over the last four decades are accounted for by relative wage declines of worker groups specialized in routine tasks in industries experiencing rapid automation. First, we draw major inspiration from this fact and provide new empirical evidence from France and Germany. Based on the evolution of real wages across the last four decades, especially in Germany, we observe strong support for the idea that high-skill biased technological change is displacing some of the least-educated workers. We utilize the conceptual framework by Acemoglu and Restrepo (2022), which links demographic group task displacement, productivity gains, and changes in wage and employment structures over the last three decades. We document that workers in groups more exposed to task displacement, particularly those with lower educational attainment, experienced larger declines in wages and employment (France being the exception), while those in less exposed groups enjoyed increases in wages and employment. We hypothesize that real wages do not reflect the task displacement experienced by workers in a similar way as documented in the U.S. because in France, and to a lesser extent in Germany, wages are downwardly rigid due to institutional factors and a different pace of adoption of automation technologies compared to the US. Second, we contribute to the scarce empirical literature by simultaneously examining the labor-complementing and labor-substituting effects of technology on employment changes, drawing inspiration from Autor et al. (2022). Using text analysis techniques, we create an objective measure of exposure to automation and augmentation for ISCO-08 occupations to robots, software and AI technology. We measure how semantically similar the inputs and outputs of an occupation are to the tasks embedded in the patent documents. Our findings reveal a moderate positive correlation between automation and augmentation exposure across occupations. We find that augmentation and automation move labor demand in countervailing directions. Specifically, we find that occupations with higher exposure to automation than to augmentation tend to experience, on average, declines in employment, while those with higher exposure to augmentation technologies see higher employment growth. These results are in line with the study by Autor et al. (2022). We also find that these findings are robust across different technologies (robots, software, and AI) and across manufacturing and non-manufacturing sectors. Third, we correlationally link labor productivity, wages, and the fall in aggregate labor share in France, Germany, Italy, and Spain with increasing market concentration. We find that as industry concentration increases, labor productivity and wages also increase, while labor share decreases. One of the much-discussed mechanisms behind this development is the spreading of fixed overhead labor costs over the larger value added by highly productive (superstar) firms (Autor et al., 2017), which, hand-in-hand, gain a larger market share. We follow the empirical approach of Stiel and Schiersch (2022) and test this prediction empirically using firm-level data from CompNet. Our findings show that labor share declines in a non-linear manner with increasing total factor productivity as we approach frontier (superstar) firms. Later, we link these observations with industry-level investment in digital technologies and explore the different effects on productivity, wages, and labor share across the firm size distribution. Our estimates indicate that increases in investment in digital capital or its deepening accelerate productivity and wages for firms operating in the fourth and fifth quintiles of the firm size distribution, but have zero impact on the labor share paid by firms."     "Die Akademisierung nach der Jahrtausendwende hat hohe Wellen in Politik und Wirtschaft geschlagen. Schlagworte wie "Akademikerwahn" machten die Runde. Vielfach gab es die Befürchtung, dass die Hochschulen am Bedarf von Gesellschaft und Wirtschaft vorbei ausbilden mit der Folge vermehrter Arbeitslosigkeit unter Akademiker/innen. Davon kann aber bislang nicht die Rede sein. Unternehmen suchen weiter akademisch geschulte Fachkräfte und die Arbeitslosigkeit unter Akademiker/innen ist noch immer mit Abstand am niedrigsten. Jedoch scheint die Zeit der überproportional steigenden Löhne von akademisch qualifizierten Erwerbstätigen vorbei. Der durchschnittliche Lohnabstand zu Erwerbstätigen mit Lehre geht wieder zurück. Bei den erwerbstätigen Akademikerinnen scheint der Abstand bereits wieder auf den Wert Mitte der Neunziger Jahre gesunken zu sein, zu der Zeit also, in der der Lohnabstand zu steigen begann und sich die Akademisierung vor allem der Frauen beschleunigt hat. Die Akademisierung hat nach der Interpretation des Autorenteams einen Anteil an dem fallenden Lohnabstand. Es gibt jedoch auch weitere Ursachen. Während die betriebliche Nachfrage nach Erwerbstätigen mit Lehre in den letzten dreißig Jahren stetig zurückgegangen ist, könnte dieser Trend gestoppt sein. Nicht alle Arbeitsprozesse lassen sich unter ökonomischen Gesichtspunkten automatisieren. Zudem erreichen die neuesten Entwicklungen bei der künstlichen Intelligenz zunehmend auch akademisch orientierte Tätigkeiten. Der sinkende Lohnabstand zu Erwerbstätigen mit Lehre bedeutet erst einmal einen Dämpfer für eine weitergehende akademische Expansion. Nach dem Ergebnis der Studie wurde in der Summe nicht zu viel in Hochschulbildung investiert. Der mittlere Lohnabstand ist zwar gesunken, ein Studium verspricht aber weiterhin für viele junge Menschen eine ordentliche Bildungsrendite. Und die berufliche Ausbildung wird wieder attraktiver. Aufgabe von Politik und Wirtschaft ist es vor dem Hintergrund dieser Ergebnisse auch weiterhin, jungen Menschen durch ausreichende akademische und berufliche Bildungsinvestitionen einen nachhaltigen Einstieg in ein langes Erwerbsleben mit sich stetig ändernden Tätigkeitsprofilen und auch völlig neuartigen Herausforderungen zu ermöglichen."     "We investigate the wage assimilation of East Germans who migrated to West Germany after reunification (1990–99). We compare their wage assimilation to that of ethnic German immigrants from Eastern Bloc countries and international immigrants to West Germany who arrived at the same time. The analysis uses administrative as well as survey data. The results suggest that East Germans faced significant initial earnings disadvantages in West Germany, even conditional on age and education. However, these disadvantages were smaller than those of international immigrants, supporting the beneficial role of cultural similarity. The earnings gap relative to West German natives narrowed over time for all immigrants. These findings are robust to controlling for potentially endogenous return migration and labor force participation. Controls for fixed effects reveal that positive assimilation for East German and international immigrants was concentrated among highly educated immigrants."     "De jure wird in Deutschland jedem Menschen ein Mindestmaß an gesellschaftlicher Teilhabe garantiert. De facto sind die Teilhabemöglichkeiten der Menschen ungleich verteilt. Ziel des diesjährigen Verteilungsberichts ist es aufzuzeigen, an welchen Stellen in der unteren Einkommenshälfte materielle und politische Teilhabe gefährdet sind. Dabei wird deutlich: Während materielle Teilhabe vor allem für Arme deutlich eingeschränkt ist, reicht eine brüchige politische Teilhabe bis in die untere Mitte der Gesellschaft hinein. Einige Menschen in der unteren Einkommenshälfte fühlen eine Entfremdung vom politischen System und wenden sich tendenziell von der Demokratie ab. Gleichzeitig sind Sorgen um die eigene wirtschaftliche Zukunft in der gesamten unteren Einkommenshälfte verbreitet. Wenn aber gesellschaftliche Teilhabe für eine Hälfte der Bevölkerung ins Wanken gerät, hat das Folgen für die Gesellschaft als Ganze, nicht zuletzt auch für die stabile Verankerung unseres politischen Systems. Hier gegenzusteuern und eine solide gesellschaftliche Teilhabe gerade auch für Menschen in der unteren Hälfte der Einkommensverteilung zu stärken, ist eine zentrale Herausforderung unserer Zeit."     "We investigate intersecting wage gaps by gender and nativity by comparing the wages between immigrant women, immigrant men, native women, and native men based on Western German survey data. Adding to the analytical diversity of the field, we do a full comparison of group wages to emphasize the relationality of privilege and disadvantage, and we use a nonparametric matching decomposition that is well suited to address unique group-specific experiences. We find that wage (dis)advantages associated with the dimensions of gender and nativity are nonadditive and result in distinct decomposition patterns for each pairwise comparison. After accounting for substantial group differences in work attachment, individual resources, and occupational segregation, unexplained wage gaps are generally small for comparisons between immigrant women, immigrant men, and native women, but large when either group is compared to native men.     "This article examines the impact of labor market and product market reforms on income inequality for 25 OECD countries between 1970 and 2020, using the local projections approach and an updated narrative-based dataset of the reform indicators. Our results suggest that both types of (endogenized) market-oriented reforms increase income inequality, but the effects are small. Consistent with this finding is that counter-reforms lead to less income inequality. Our results also indicate that the inequality-increasing effect of market-oriented reforms is mostly a result of more income going to the top of the income distribution."     "Die Entgeltstatistik der Bundesagentur für Arbeit stellt auf Bruttomonatsentgelte von sozialversicherungspflichtig Vollzeitbeschäftigten der Kerngruppe ab. Das sind vollzeitbeschäftigte Personen, die nicht in einem Ausbildungsverhältnis stehen und für die keine (gesetzlichen) Sonderregelungen gelten. Die Ergebnisse der Entgeltstatistik werden insbesondere in Form des Medians und anderer Verteilungsparameter sowie in Form des Anteils der Beschäftigung im unteren Entgeltbereich referiert. Das arithmetische Mittel kann hingegen nicht bestimmt werden. Das (übergreifende) Medianentgelt lag 2023 bei 3.796 Euro, nach 3.646 Euro im Vorjahr und 3.516 Euro im Vorvorjahr. Das bundesweite Medianentgelt von Männern war 2023 weiterhin deutlich höher als das von Frauen (3.930 Euro gegenüber 3.564 Euro). In Ostdeutschland verdienten Frauen im Mittel aber mehr als Männer (3.391 Euro gegenüber 3.295 Euro). Große Unterschiede gab es 2023 auch beim Medianentgeltvergleich zwischen Deutschen (3.945 Euro) und Ausländern (3.034 Euro). Die Spanne bei einer Betrachtung nach Altersgruppen reichte 2023 von 2.897 Euro für unter 25-Jährige bis 3.954 Euro für Ältere ab 55 Jahren. Einen besonders hohen Einfluss auf den Verdienst haben erwartungsgemäß der berufliche Abschluss der Beschäftigten und das Anforderungsniveau der Tätigkeit. Auf Ebene der Branchen reichte die Spanne der Medianentgelte 2023 von 5.601 Euro im Bereich Finanz- und Versicherungsdienstleistungen bis 2.373 Euro in der Arbeitnehmerüberlassung, in der niedrig entlohnte Helfertätigkeiten deutlich überrepräsentiert sind. Differenziert nach Berufen lag das Medianentgelt 2023 bei Informatik- und übrigen IKT-Berufen mit 5.688 Euro am höchsten und bei Reinigungsberufen mit 2.422 Euro am niedrigsten. Mit einer Beschäftigung in größeren Betrieben und mit längeren Beschäftigungsdauern gehen im Allgemeinen höhere Entgelte einher. Regional gab es 2023 große Unterschiede beim Medianentgelt. Auf Länderebene reichte die Spanne von 3.098 Euro in Mecklenburg-Vorpommern bis 4.304 Euro in Hamburg, auf Ebene der Kreise und kreisfreien Städte von 2.815 Euro im sächsischen Erzgebirgskreis bis 5.637 Euro im bayerischen Ingolstadt. In Anlehnung an die OECD gelten als Beschäftigte des unteren Entgeltbereichs Personen, die in sozialversicherungspflichtiger Vollzeitbeschäftigung weniger als zwei Drittel des monatlichen Medianentgelts aller sozialversicherungspflichtig Vollzeitbeschäftigten erzielen. 2023 lag der Anteil der Beschäftigten im unteren Entgeltbereich bei 15,3 Prozent. Im Allgemeinen sind Beschäftigtengruppen mit niedrigem Medianentgelt im unteren Entgeltbereich (deutlich) überrepräsentiert.     "In der Debatte um die erodierende Tarifbindung wird häufig darauf verwiesen, wie wichtig Tarifverträge sind, um Beschäftigten hohe Gehälter zu sichern. Dabei wird auf Lohnunterschiede von über 20 Prozent zwischen Beschäftigten, die nach Tarif bezahlt werden und jenen ohne Tariflohn, verwiesen. Diese sogenannte Tariflohnlücke ist jedoch zu einem großen Anteil auf strukturelle Unterschiede zwischen Unternehmen mit und ohne Tarifvertrag zurückzuführen. Darüber hinaus ist relevant, ob Beschäftigte in tarifgebundenen Unternehmen auch nach Tarif bezahlt oder außertariflich entlohnt werden. Diese Abgrenzung kann in der Mehrheit der Studien, die auf Unternehmensdaten beruhen, nicht berücksichtigt werden. Die vorliegende empirische Analyse auf Basis des Sozio-oekonomischen Panels signalisiert, dass die sogenannte unbereinigte Tariflohnlücke auf Personenebene für das Jahr 2019 nur rund 9 Prozent beträgt. Über 40 Prozent davon können auf personen-, arbeitsplatz- und unternehmensbezogene Merkmalsunterschiede zurückgeführt werden. Die bereinigte Tariflohnlücke liegt damit bei 5,2 Prozent. Eine Dekompositionsanalyse zeigt, dass insbesondere Strukturunterschiede hinsichtlich der Unternehmensgröße, des Vorhandenseins eines Betriebsrats und der Betriebszugehörigkeitsdauer der Beschäftigten die Lohnlücke treiben."     "Minimum wages are increasingly discussed as an instrument against (in-work) poverty and income inequality in Europe. Just recently the German government opted for a substantial ad-hoc increase of the minimum-wage level to €12 per hour mentioning poverty prevention as an explicit goal. We use the introduction of the federal minimum wage in Germany in 2015 to study its redistributive impact on disposable household incomes. Based on the German Socio-Economic Panel we analyse changes in poverty and income inequality investigating different mechanisms of the transmission from individual gross wage-rates to disposable household incomes. We find that the minimum wage is an inadequate tool for income redistribution because it does not target poor households. Individuals affected by the minimum wage are not primarily in households at the bottom of the income distribution but are spread across it. Consequently, welfare dependence decreases only marginally. The withdrawal of transfers or employment effects cannot explain the limited effect on poverty. Complementary simulations show that neither full compliance nor a markedly higher level of €12 per hour can render the minimum wage more effective in reducing poverty."     "Anhand von Umfragedaten des Sozio-oekonomischen Panels (SOEP) analysieren wir subjektive und objektive Wahrscheinlichkeiten von Arbeitsmarktänderungen und zeigen, dass Arbeitnehmer*innen in Deutschland im Durchschnitt pessimistisch sind, innerhalb von zwei Jahren ihren Arbeitsplatz zu verlieren, während Arbeitslose im Durchschnitt optimistisch sind, innerhalb von zwei Jahren eine Stelle zu finden. Hierbei sind ostdeutsche Arbeitnehmer*innen und Arbeitslose pessimistischer als ihre westdeutschen Kolleg*innen. Wir zeigen einen negativen Zusammenhang zwischen Pessimismus und Löhnen sowie einen positiven Zusammenhang zwischen Optimismus und Reservationslöhnen. In einer kontrafaktischen Analyse ergibt sich, dass die Unterschiede im Pessimismus zwischen Ost- und Westdeutschland zwischen 3 und 5 Prozentpunkte des Lohnunterschiedes zwischen diesen beiden Regionen erklären können."     "This study constructs a comprehensive wealth distribution for Germany to inform debate in Germany and internationally on the distribution of wealth including pension entitlements. We estimate the net present value of pension wealth in Germany in 2012 and 2017 using Socio-Economic Panel (SOEP) data. When including pension wealth, German households’ wealth-income ratio increases from 570% to 850% in 2017; the wealth share of the bottom 50% increases from 2% to 9%; and the wealth share of the top 1% declines from 30% to 20%."     "Monthly wage inequality in Germany continued to increase in the early 2000s, which is mainly explained by a rising part-time employment share. After 2010, inequality returned to the level of 2000. About half of the recent decrease is due to the introduction of the national minimum wage in 2015. While employment effects of the minimum wage are negligible, we find strong wage increases among the existing workforce. The minimum wage lowered wage inequality within eastern and western Germany, but also led to a convergence of the east-west wage differential.     "We study inequality in gross labor income among the working-age population, comparing Italy to the other main euro area countries. We use EU-SILC data between 2008 and 2018, the longest period without time breaks. We show that inequality in individual labor income is higher in Italy than in France and Germany. This is mainly a consequence of the lower employment rate, i.e. of the higher share of working-age individuals with no labor income, rather than of wider earnings disparities among workers. Inequality in equivalised household labor income is also higher in Italy than in France in Germany because a lower employment rate translates into a larger share of single or no-earner households. In line with these findings, while in Italy low-earning workers are relatively few, they face a greater risk of poverty than in France or Germany, since they more often live in households where other members are not employed or have low-work-intensity jobs. These results stress the importance of jointly considering earnings and employment dynamics when analyzing labor income inequality, low-pay work, and in-work poverty."     "Many firms in Germany are short of qualified workers, whereby East German regions are particularly affected because of the out-migration to West Germany after the reunification. This gives rise to an important debate for regional policy as the shortage of workers is a major challenge for each region and firm. In this context, out-commuters—workers who commute to work in another region—become an important group of employees to potentially satisfy local labour needs. In this study, we take a closer look at out-commuters in a particular eastern German region—the Federal State Mecklenburg-Vorpommern (MV)—and address the question whether out-commuters are a selective group of individuals working in e.g. occupations or industries that are rarely needed for labour market requirements in MV. Further, we focus on the wage differential between out-commuters and workers who are living and working in MV (home employees). The determination of the factors that explain this wage gap can provide new insights and a deeper understanding of the labour market in MV. This can provide a basis to work out potential strategies to attract the group of out-commuters for a workplace in MV to reduce the complained labour shortage. The derived evidence suggests that only few out-commuters can be recalled, as the labour demand in MV and the respective wage level are too low and the economic structure is too weak to sufficiently gain back out-commuters.     "Die Ausstiegswahrscheinlichkeit aus relativer Einkommensarmut hat sich in Deutschland seit Mitte der 1990er-Jahre deutlich verringert. Anhand von Daten des SOEP wird diese Entwicklung mithilfe von Ereignisdatenmodellen und einer nichtlinearen Dekompositionsanalyse durch Veränderungen in der Zusammensetzung der von Armut betroffenen Bevölkerung und der veränderten Struktur der Ausstiegsprozesse erklärt. Die zunehmende Anzahl von Alleinlebenden, vor allem aber steigende Arbeitslosigkeitserfahrungen und ein selbstverstärkender Effekt längerer Armutsepisoden erklären empirisch die abnehmenden Ausstiegschancen, sodass die Ergebnisse insgesamt auf die herausragende Relevanz von Pfadabhängigkeiten im Lebenslauf hinweisen. Zudem sind besonders Arbeiterinnen und Arbeiter sowie jüngere Erwachsene von sinkenden Ausstiegswahrscheinlichkeiten betroffen. Es zeigt sich auch, dass die Verfestigung von Armut vor allem für Ostdeutschland charakteristisch ist. Entwicklungen, die einen Trend sinkender Ausstiegschancen in Westdeutschland zum Teil kompensieren – etwa ein gestiegenes Bildungsniveau innerhalb der von Armut betroffenen Bevölkerung – fehlen in Ostdeutschland."
