    "This study provides plausibly causal estimates of the effect of public insurance coverage on the employment of nonelderly, nondisabled adults without dependent children ('childless adults'). We use regression discontinuity and propensity score matching difference-in-differences methods to take advantage of the sudden imposition of an enrollment cap, comparing the labor supply of enrollees to eligible applicants on a waitlist. We find that enrollment into public insurance leads to sizable and statistically meaningful reductions in employment up to at least nine quarters later, with an estimated size of 2 - 10 percentage points, depending on the model used."     "Globalisierung und demographischer Wandel stellen das Personalmanagement der Unternehmen vor wachsende Herausforderungen, da die Verfügbarkeit von qualifizierten Arbeitskräften sowohl für die Zukunftsfähigkeit einzelner Unternehmen und auch ganzer Branchen als auch für die Wettbewerbsfähigkeit ganzer Regionen zunehmend zu einer entscheidenden Determinante wird. Infolge des technologischen und sektoralen Wandels in Richtung Wissensökonomie und Dienstleistungsgesellschaft ist seit Beginn der 1990er Jahre ein qualifikatorischer Strukturwandel zu beobachten, der sich in einem steigenden Bedarf an Fachkräften äußert. Gleichzeitig führt die natürliche Komponente der demographischen Entwicklung auf nationaler Ebene zu einer rückläufigen Zahl der Erwerbspersonen (Statistisches Bundesamt 2009; FUCHS/DÖRFLER 2005a, 2005b; BÖRSCH-SUPAN/WILKE 2009; LIPPS/BETZ 2003). Diese Entwicklung vollzieht sich auf regionaler Ebene jedoch uneinheitlich und wird auf die einzelnen regionalen Arbeitsmärkte ungleichmäßig ausstrahlen (BÜTTNER 2006, 57). Die Folge ist ein Wettbewerb um junge und gut ausgebildete Menschen (DESCHERIVIETER/MÜLEER 2012), der sich -- bei großen regionalen Unterschieden -- bereits heute in einigen Wirtschaftszweigen, beispielsweise im Maschinenbau, bemerkbar macht.' Die Regionalforschung hat durch den demographischen Wandel viele neue Impulse erhalten. Allerdings existiert bei der empirischen Umsetzung bestehender Ansätze, beispielsweise bei regionalen Prognosen, noch erheblicher Forschungsbedarf. Viele neue Ansätze sind auf regionaler Ebene, meist aufgrund einer unvollständigen Datenbasis und geeigneter Methoden bei der Aufbereitung, bislang kaum angewandt worden. In welchem Maße eine Region vom demographischen Wandel betroffen ist, kann mit Hilfe von Bevölkerungsprognosen abgeschätzt werden. Methodisch erfreuen sich stochastische Ansätze einer wachsenden Beliebtheit (LEE 1999). Sie liefern aussagekräftigere Ergebnisse (KEILMAN et al. 2002) als die unter anderem von der amtlichen Statistik genutzte Szenariotechnik, da sie die Unsicherheit der zukünftigen Entwicklung statistisch quantifizieren. Supporting longer working lives is therefore not only a necessary measure to help stem the tide of long-run economic stagnation that an ageing population could imply, but must also form part of a package of measures to fully utilise the productive potential of the Eurozone's workforce."     "Wir untersuchen den Zusammenhang zwischen der Alterung der Bevölkerung und der Veränderung der Arbeitslosigkeit in Ostdeutschland für die Jahre von 1996 bis 2012. Hierfür unterscheiden wir einen direkten und einen indirekten Effekt. Die Berechnungsergebnisse für den direkten Effekt zeigen anhand der Zerlegung der Erwerbslosenquote in einen Altersstruktur-, Verhaltens- und Arbeitsmarkteffekt, dass die Alterung der Bevölkerung einen sehr geringen Beitrag zum Rückgang der Erwerbslosigkeit geleistet hat. Anhand räumlicher ökonometrischer Panelschätzungen auf der Ebene der ostdeutschen Kreise kann jedoch eine indirekte Wirkung der Alterung der Bevölkerung auf die Entwicklung der Arbeitslosigkeit bestätigt werden. Demnach steht die seit 2005 sinkende Arbeitslosigkeit in Zusammenhang mit einem sinkenden Anteil der jüngeren Bevölkerung bzw. einem steigenden Anteil der Älteren. Die Alterung der Bevölkerung - sowohl getrieben durch weniger Jüngere als auch mehr Ältere - wirkt sich damit positiv auf den Rückgang der Arbeitslosigkeit aus." (Autorenreferat, IAB-Doku)

    "Eines der ersten Kernergebnisse des Zensus 2011 war die vom Statistischen Bundesamt (StBA) genannte, um rund 1,5 Mio. niedrigere Einwohnerzahl. Für den Arbeitsmarkt dürften aber zwei weitere Abweichungen gegenüber den bisherigen Zahlen von größerer Bedeutung sein: Erstens waren am Zensus-Stichtag rund 40 Mio. Menschen erwerbstätig; das sind gut 1,1 Mio. weniger als das StBA im Rahmen seiner Erwerbstätigenrechnung bislang als Jahresdurchschnitt 2011 auswies. Zweitens ermittelte der Zensus eine um rund 300.000 geringere Zahl an Erwerbslosen. Darüber hinaus stimmen Zensus und Mikrozensus (MZ) hinsichtlich des Umfangs der Erwerbstätigkeit weitgehend überein, aber es gibt auch deutliche Abweichungen, z.B. bei der Altersverteilung. Die Unterschiede zwischen Zensus einerseits und MZ sowie Bevölkerungsfortschreibung andererseits scheinen nicht strukturneutral zu sein. Das Arbeitskräfteangebot ergibt sich rechnerisch aus der Erwerbsbeteiligung multipliziert mit der Bevölkerung, so dass aus einer geringeren Bevölkerungszahl entsprechende Konsequenzen zu erwarten sind. Zudem könnten sich Strukturunterschiede auswirken, denn demografische Subgruppen unterscheiden sich hinsichtlich der Erwerbsbeteiligung. Der Beitrag untersucht, in welcher Weise sich die neuen Bevölkerungszahlen konkret auf das Erwerbspersonenpotenzial auswirken könnten. Auf dieser Basis ergibt sich eine erste quantitative Einschätzung, in welchem Umfang das Potenzial an Arbeitskräften nach gegenwärtigem Datenstand zu revidieren sein wird. Allerdings erlauben die Zensusergebnisse noch keine abschließende Beurteilung. Der Beitrag schließt deshalb mit einer kurzen Diskussion einiger offener Punkte, insbesondere, wie sich die neuen Daten auf den langfristigen Trend des Erwerbspersonenpotenzials auswirken könnten."     "Der starke Anstieg der Arbeitslosigkeit im Jahr 2005 wird teilweise der Arbeitsmarktreform des Jahres 2005 (Hartz IV) zugeschrieben, die 'verdeckte' Arbeitslosigkeit offengelegt hätte. Im folgenden Beitrag wird deshalb mit unterschiedlichen methodischen Ansätzen und Datensätzen erstmals untersucht, welchen Umfang diese Umschichtung von verdeckter zu offener Arbeitslosigkeit hatte. Der Umfang des in Anlehnung an die ILO abgegrenzten sogenannten 'Discouragements' ist nach den Daten des Mikrozensus zwischen 2004 und 2005 tendenziell gestiegen, d.h. in der Querschnittsbetrachtung hat die auf diese Weise operationalisierte Stille Reserve nach Hartz IV sogar zugenommen. Aufbauend auf einem am DIW entwickelten Konzept zeigten sich mit Daten des Sozioökonomischen Panels auch im Längsschnitt keine bedeutsamen Umschichtungen zwischen Stiller Reserve und Arbeitslosigkeit. Abschließend wurde mit Daten des Instituts für Arbeitsmarkt- und Berufsforschung eine Simulation gerechnet, die eine Situation ohne und eine mit Hartz IV abbildet. Auch diese Schätzung legt einen bestenfalls schwachen Einfluss von Hartz IV auf die Stille Reserve nahe. Alles in allem dürfte Hartz IV die westdeutsche Stille Reserve nur wenig reduziert haben. Die Resultate sprechen eher für die Annahme, dass Hartz IV in erster Linie das Erwerbspersonenpotenzial um bislang dem Arbeitsmarkt fern stehende Personen ausgeweitet hat."     "Forecasts show a substantially decreasing and ageing labour force in Germany. This paper provides a decomposition of the projected change in the overall labour force into a population and a participation component. Using a scenario-based approach, the analysis was enlarged by deriving a migration effect and a pure ageing effect from the population component. Furthermore, the interaction effect between changes in population structure and activity rates was evaluated more detailed. An important result is that the most reliable factor of any labour force forecast, the current age structure of the population, will have a strong effect on the size of the future labour force. Furthermore, the effect of increasing labour participation rates will be significantly offset by the negative population trend. Es dient zur Berechnung des Faktors Arbeit in angebotsseitigen Schätzungen des Produktionspotenzials in der mittleren Frist. Besondere Aufmerksamkeit wird der Interdependenz zwischen Erwerbsbeteiligung und Arbeitszeitentscheidung geschenkt. Unter der Annahme zunehmender Beteiligung von Älteren und Frauen am Erwerbsleben sowie bei fortgesetzt hohen Wanderungsüberschüssen kann das Erwerbspersonenpotenzial trotz eines spürbar dämpfenden Alterskohorteneffekts bis 2020 stabilisiert werden.     "Durch den demografischen Wandel geht das Erwerbspersonenpotenzial in Deutschland bis 2050 deutlich zurück. Gleichzeitig steigt das Durchschnittsalter der Beschäftigten. Für die Tarifpolitik besteht daher Handlungsbedarf. Allerdings dürfen sich eventuelle Änderungen nicht nur auf die Lohnbildung beschränken, sondern sollten auch die qualitative Tarifpolitik erfassen. Zukünftig müssen die Löhne stärker als bisher auf Arbeitsmarktengpässe reagieren. Da der demografische Wandel nicht nur Branchen, sondern auch einzelne Betriebe unterschiedlich herausfordert, können die Tarifparteien aber immer nur Rahmenbedingungen setzen, die von den Betriebsparteien bei Bedarf umgesetzt werden. Grundsätzlich gilt: Der lohnpolitische Verteilungsspielraum darf auf der Tarifebene nicht vollständig ausgeschöpft werden, damit auf der Betriebsebene der notwendige Spielraum verbleiben kann. Die qualitative Tarifpolitik sollte dazu beitragen, die Erwerbsneigung vor allem von Frauen und älteren Arbeitnehmern zu fördern. Ziel sollte sein, den Erwerbspersonenrückgang durch längere Verweilzeiten im Arbeitsmarkt aufzufangen.     "In this paper, we investigate the use of Bayesian modeling and Markov chain Monte Carlo (MCMC) simulation, via the software WinBUGS, to project future mortality for populations with limited data. In particular, we adapt some extensions of the Lee-Carter method under the Bayesian framework to allow for situations in which mortality data are scarce. Our approach would be useful for certain developing nations that have not been regularly collecting death counts and population statistics. Inferences of the model estimates and forecasts can readily be drawn from the simulated samples. Information on another population resembling the population under study can be exploited and incorporated into the prior distributions in order to facilitate the construction of probability intervals.     "Die Ergebnisse der dritten Welle der Qualifikations- und Berufsfeldprojektionen, die unter der gemeinsamen Leitung des Bundesinstituts für Berufsbildung (BIBB) und des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) durchgeführt werden, geben einen Überblick über die voraussichtliche Entwicklung des deutschen Arbeitsmarktes bis zum Jahr 2030. Unter der Annahme, dass bisherige Verhaltensweisen fortbestehen werden, zeigt sich, dass Engpässe im mittleren Qualifikationsbereich bestehen werden, obwohl im Vergleich zu den beiden ersten Wellen eine erhöhte Zuwanderung berücksichtigt wurde. Selbst erstmals in der Modellierung berücksichtigte Lohnanpassungen der Arbeitgeber können berufliche Engpässe nicht ausgleichen. Denn zum einen können die bereits existierenden strukturellen Entlohnungsunterschiede zwischen Berufen nicht überwunden werden und zum anderen können auch Erwerbspersonen je nach ihrem erlernten Beruf nicht in jedem anderen Beruf erwerbstätig sein."     Abstract

    "This paper assesses the OECD's projections for GDP growth and inflation during the global financial crisis and recovery, focussing on lessons that can be learned. The projections repeatedly over-estimated growth, failing to anticipate the extent of the slowdown and later the weak pace of the recovery - errors made by many other forecasters. At the same time, inflation was stronger than expected on average. Analysis of the growth errors shows that the OECD projections in the crisis years were larger in countries with more international trade openness and greater presence of foreign banks. In the recovery, there is little evidence that an underestimate of the impact of fiscal consolidation contributed significantly to forecast errors. Instead, the repeated conditioning assumption that the euro area crisis would stabilise or ease played an important role, with growth weaker than projected in European countries where bond spreads were higher than had been assumed. But placing these errors in a historical context illustrates that the errors were not without precedent: similar-sized errors were made in the first oil price shock of the 1970s. In response to the challenges encountered in forecasting in recent years and the lessons learnt, the OECD and other international organisations have sought to improve their forecasting techniques and procedures, to improve their ability to monitor near-term developments and to better account for international linkages and financial market developments."     "Ageing is a key challenge for many countries. The purpose of this paper is to simulate how ageing affects future regional labour market outcomes. We develop a simulation procedure based on data for 71 Nordic regions in Finland, Norway, Sweden and Denmark. The procedure combines spatial econometrics and population projections for scenario analyses of future employment patterns up to 2021. Compared to a 'benchmark scenario' based on projections of the working age population, we find that predicted regional labour market outcomes tell a much richer story when estimation results and population projections are combined.     "Does an increase of elderly employment cause a decline in youth employment? A simplified view of a demand driven economy would give a positive answer to this question. Econometric studies based on a single equation approach deliver little support for this belief. However, these studies typically suffer from identification problems to which no attention is paid in most cases. We therefore use a general equilibrium framework when trying to quantify these effects. Using yearly and quarterly Austrian labor and gdp data, we estimate two model variants by Bayesian methods: a) a standard equilibrium model where the degree of complementarity between old, young and primary labor is crucial for the sign and strength of the relevant effects and b) a simple, solely demand driven model which always leads to a crowding out of young through an increase in employment of the old. It turned out that the demand driven model is inferior in fitting the data compared to the standard model.     Population ageing in Europe: facts, implications and policies. Outcomes of EU-funded research (2014)

    Abstract

    "This publication focuses on the challenges and opportunities of population ageing in Europe. Reviewing the outcomes of EU-funded research in social sciences funded under the sixth and the seventh framework programmes, it aims to address the question of how the EU is preparing for advanced population ageing and what type of public policies it should pursue.
    In order to set the stage, the document first gives the broader context with an analysis of the European approach to demographic change by presenting the main EU policy initiatives in this area. In the second chapter, the book discusses the many dimensions of population ageing, presenting first the different theories and research approaches, then analysing the intergenerational aspects of ageing and finally considering the issue of well-being at older age.
    The third chapter focuses on the impacts of population ageing on economic growth and the labour market. It presents the current situation and future trends regarding the labour force in the EU, considering also the challenges of reconciliation of work and family life as well as employability of the ageing workforce. The chapter then provides an analysis of the processes underlying the transition to retirement and closes by exploring the links between human capital in an ageing society, labour markets and economic growth.
    The book concludes with an exploration of public policies supporting smart, sustainable and inclusive growth in the times of population ageing. This final chapter provides insights into how to transform ageing-related challenges into opportunities for the EU and how to manage the inter- and intra-generational balance in support of economic growth and well-being."     Abstract

    "Background: Population forecasts are widely used for public policy purposes. Methods to quantify the uncertainty in forecasts tend to ignore model uncertainty and to be based on a single model.
    Objective: In this paper, we use Bayesian time series models to obtain future population estimates with associated measures of uncertainty. The models are compared based on Bayesian posterior model probabilities, which are then used to provide model-averaged forecasts.
    Methods: The focus is on a simple projection model with the historical data representing population change in England and Wales from 1841 to 2007. Bayesian forecasts to the year 2032 are obtained based on a range of models, including autoregression models, stochastic volatility models and random variance shift models. The computational steps to fit each of these models using the OpenBUGS software via R are illustrated.
    Results: We show that the Bayesian approach is adept in capturing multiple sources of uncertainty in population projections, including model uncertainty. The inclusion of non-constant variance improves the fit of the models and provides more realistic predictive uncertainty levels.     "This paper provides a review of fertility research in advanced societies, societies in which birth control is the default option. The central aim is to provide a comprehensive review that summarizes how contemporary research has explained ongoing and expected fertility changes across time and space (i.e., cross- and within-country heterogeneity). A secondary aim is to provide an analytical synthesis of the core determinants of fertility, grouping them within the analytical level in which they operate. Determinants are positioned at the individual and/or couple level (micro-level), social relationships and social networks (meso-level); and, by cultural and institutional settings (macro-level). The focus is both on the quantum and on the tempo of fertility, with a particular focus on the postponement of childbearing. The review incorporates both theoretical and empirical contributions, with attention placed on empirically tested research and whether results support or falsify existing theoretical expectations. Attention is also devoted to causality and endogeneity issues. The paper concludes with an outline of the current challenges and opportunities for future research."
