Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. "Germany’s Skilled Worker Immigration Act addresses labor shortages by targeting non-EU migrants. The literature emphasizes that such policies often overlook gender-specific challenges, reinforcing inequalities. Using the German Socio-Economic Panel (2013–2022), we reveal significant disadvantages for non-EU migrant women. We find that deskilling and the sexual division of paid and unpaid working time explain gender disparities in professional careers. Women migrating for work show lower disadvantages than other migrant women; however, they are predominantly young and without children. We advocate for gender-sensitive reforms to accompany migration laws, ensuring equitable labor market access for migrant women in Germany and especially those with children." "While refugee inflows into Germany have typically been relatively moderate in recent decades, specific exogenous political events such as the Yugoslav civil war in the early 1990s, the intensifying of the Syrian civil war around 2015, and the war in Ukraine since 2022, have generated substantial spikes in refugee arrivals, affecting the receiving society in multiple ways. This study examines the possible association between the large inflows of refugees into German society during the Syrian civil war period and the development of residents’ life satisfaction in Germany. While several studies have addressed the integration of this exceptionally large number of refugees into the German labor market and society, less attention has been paid to the potential impact of recent refugee arrivals on the subjective well-being (SWB) of the resident population, including native Germans and first- and second-generation immigrants. Whereas the literature reports neutral or positive associations between labor migration and residents’ or natives’ life satisfaction, less is known about the association between refugee inflows and residents’ life satisfaction. Using longitudinal data from the German Socio-Economic Panel (SOEP) enriched with official regional information and data from immigration statistics regarding refugee inflows into Germany, we analyze the association between refugee inflows and residents’ life satisfaction while controlling for established variables associated with life satisfaction. In contrast to political debates, our results demonstrate a significant positive association between residents’ life satisfaction and periods of increased refugee inflows since 2012. Even during the peak years of refugee inflows in 2015 and 2016, we observe increases in residents’ life satisfaction both overall and across specificsubgroups. However, as the observed increases are neither linear nor continuous, and vary across time within residential subgroups, we favor an explorative framework and do not claim to identify causal effects." "Research on the migrant penalty in European labour markets reveals a significant gap between migrants and natives across various outcomes, which appears to be linked to specific features of the labour market structure. As the proportion of low-status jobs increases at the regional level, a trade-off ‘equilibrium’ emerges between migrants’ likelihood of being employed and the quality of the jobs they hold, compared to natives. This study aims to explore whether the Great Recession has altered this migrant-native equilibrium. To address this, we analyze EU-LFS data from 13 countries and 140 European regions, examining three distinct periods: pre-crisis, during the crisis, and post-crisis. Our findings indicate that during the economic downturn, this equilibrium shifted, weakening the trade-off between employment probability and job quality. Furthermore, the shift continued in the post-crisis phase, suggesting that the Great Recession may have triggered a structural transformation of the migrant-native equilibrium in European labour markets, rather than just a temporary adjustment." "Working with interpreters is common in qualitative social research. It can even be necessary when researchers address the perspective of people with whom they do not share a lingua franca. Interpreters are then brought into the research endeavor to enable a communication setting that would otherwise be impossible. Following the theme of enabling communication, the dominant perspective on interpreted interviews suggests that there is only one person involved in the interaction - the Interpreter - who can understand and speak both languages. This perspective falls short as it relies on a monolithic understanding of refugees as perpetually removed from (the linguistic requirements of) their new surroundings. However, when people have visited language courses or have otherwise been exposed to the language of their new contexts, they are gaining ground as agents of translation. Thus, the interactional dynamic of the interpreted interview changes drastically as the interviewee can participate more in how they and their stories are interpreted. Faced with the varying language proficiencies of the interviewees, the interpreter adapts their strategies of interpreting. Drawing from narrative interviews with refugees from Syria, collected at the Institute for Employment Research (IAB), this article explores the question of how the interviewees’ language proficiency influences the interpreted interview, as it is rooted in situated performativity. Focusing on the interactions between all three participants, three empirical constellations highlight the relevance of acknowledging the performative density of translating and interpreting collaboratively." "We propose a new statistical model of spatially interdependent hazards in order to examine whether interactions at the level of the neighborhood are present. To address the endogeneity of location choices, we also implement a weighting scheme that combines insights from inverse propensity score weighting and Bartik-shift-share instrumentation. The good performance of our approach is demonstrated in a Monte Carlo study. In our empirical application a unique large administrative dataset of recent Turkish labor immigrants to The Netherlands is used. "Germany has historically received a substantial inflow of immigrants from Poland. Polish workers are the second-largest foreign employment group in Germany and contribute substantially to the German economy. In this article, we draw on a large administrative dataset to analyse the wage structure of Polish employees and consider a wide range of factors, including individual and firm characteristics, labour market performance measures and potential network effects. We also account for spatial selectivity, distinguishing between urban, semi-urban and peripheral regions. We conclude that, when compared with Poland, Germany remains attractive to Polish workers – particularly to those who are lower-skilled. Polish employees earn less than their German counterparts, suggesting that wage increases may be a potential means of retaining Polish workers in Germany. "This paper analyses employment effects of the Eastern Enlargement of the European Union (EU) in German firms. The literature has so far identified such effects using difference-in-differences estimators treating the EU Eastern Enlargement as a single event or using border regions as treatment intensity indicators. This paper re-evaluates the existing results using more recent and detailed data on actual tariff reductions. We recall that the EU Eastern Enlargement is a process of integration and continuous trade liberalization rather than a single event. We exploit that process and use actual variations in tariffs to identify causal effects of trade liberalisation on employment in German firms affected by these tariff cuts. There are negligible effects of tariff reductions from the EU Eastern Enlargement on overall employment in German firms. We find, a positive correlation between employment and tariff reductions, which is, however not causal, and potentially due to selection, as we also find higher employment growth in exporting firms." "Forced migration has intensified in the 21st century, driven by conflicts, persecution, and political instability in regions such as the Middle East, Afghanistan, the Horn of Africa, South-East Asia, Latin America and, most recently, Ukraine. Germany has become a primary destination for refugees within the European Union and one of the largest among the OECD countries. The IAB-BAMF-SOEP Refugee Survey, lunched in 2016, is a high-quality longitudinal household panel study that documents the arrival and integration trajectories of refugees who came to Germany during and after the 2015/16 surge. Based on a register-based random sample and conducted annually, the survey is integrated into the German Socio-Economic Panel Study (SOEP) and linked to administrative data sources, allowing for population-level inference and rich longitudinal analyses. It encompasses a wide range of topics, including pre-migration biographies, flight experiences, entry and arrival procedures, legal status, and integration processes. The dataset includes approximately 22,000 individual respondents across 6,500 households, with data currently available for the years 2016 to 2022. This paper discusses the analytical potential of the dataset, highlighting areas where the data contributes to research on forced migration and refugee integration, and subsequently outlines the survey’s structure, questionnaire topics, and key descriptive statistics." "An increasing body of research has found evidence for a discrimination paradox, the finding that higher educated migrants perceive more discrimination. Knowledge is limited, however, with regards to its omnipresence across the multicultural societies of Europe. Therefore, the present research assesses the generalizability of the discrimination paradox and investigates its context dependency for both personal and societal perceived discrimination. To this end, we present a series of macro-level factors that may aggravate the discrimination paradox. Employing the EU-MIDIS II data, we investigate the discrimination paradox for first- and second-generation migrants across nineteen EU-countries. Multilevel analyses conducted using these large-scale survey data show that the discrimination paradox is to a large extent a Western European and Scandinavian phenomenon. In Southern Europe, Poland and Slovenia, there is little evidence for such a paradox. This research moreover finds that compared to lower educated migrants, higher educated migrants perceive more discrimination on an individual level in countries with certain characteristics. Namely, in countries with lower levels of migrant overqualification, and in countries with a lower social distance towards immigrants, higher educated migrants tend to perceive more personal discrimination. "This article examines how Ukrainian refugees experience wartime home visits. Relying on in-depth, repeated interviews with Ukrainian refugees in Germany, the article explores a state of in-betweenness that characterizes these individuals’ lives shortly after arrival, particularly by disrupting their sense of belonging and capacity to imagine the future. During short-term home visits to Ukraine, the visitors acquire a feel for life in war that is associated with complex feelings of alienation, disillusionment, and futurelessness. This experience helps individuals overcome subjective states of the in-between and move forward in life, irrespective of the persistent structural limbo related to temporary protection. Considering migrant home visits as transformative events advances recent debates about liminality and protracted displacement. "Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years." "Most industrial countries face considerable demographic challenges, especially in the health and care sectors. The working conditions within a country are key to attracting workers from other countries. One of the greatest barriers for migrant workers is problems transferring foreign qualifications, often causing overeducation, which has negative effects on job satisfaction, and mental and physical health. In Germany, where almost 80% of health workers are female, overeducation is similarly low among migrant and native men, but approximately twice as high among migrant women as among native women. The outbreak of the COVID-19 pandemic strongly increased the demand for health workers. This study examined the effects of this increased labor demand on the overeducation of migrant and native health employees. The analysis was based on data from the 2013–2021 German Socio-Economic Panel, including 2,961 native-born and 1,081 foreign-born health employees. Descriptive and fixed-effects estimation results revealed that a significant pandemic-related reduction in overeducation observed in the health sector predominantly occurred among female health employees who migrated as refugees and family migrants from non-European Union countries. To reduce overeducation also in the absence of unusual situations such as the pandemic, support in transferring foreign qualifications is highly relevant, and this effort should specifically focus on women. Furthermore, expanding public childcare and removing obstacles to its use by migrant women are important for urgently needed existing qualifications, knowledge, and skills not to remain unused." "The study offers a systematic review of scientific literature on ‘return migration’ performing computational text mining and topic modelling. On a sample of 3000 studies indexed in Scopus and published between 1960 and 2020, we present a textual analysis and a clusters' analysis of titles, keywords, abstracts and publications' metadata. Results show a rapid growth in research since the 1970s, mirroring the evolution of migration events and the pace of theoretical advancements. The research landscape appears dominated by receiving high-income countries' perspective. Throughout the entire period, topics related to culture, ethnicity and political identity have been prominent. A progressive shift in the economic paradigm has been identified, with labour-related keywords leaving room for more subjective aspects of well-being. Growing attention has been paid to different forms of migrants' capital and vulnerabilities, along with a declining interest in demographic implications of return, especially with respect to African and European internal and international migrations." "This article examines the impact of fixed-term employment on subjective well-being among natives, migrants and refugees in Germany and the underlying mechanisms of this relationship. Utilizing longitudinal data from 2016 to 2021, we employ fixed-effects panel models and mediation analyses. We find that refugees experience stronger negative effects of fixed-term employment on their well-being than natives and migrants, especially shortly after their arrival. For migrants and natives, subjective job insecurity significantly mediates these effects, while it is less relevant for refugees. Our results indicate that it is essential to acknowledge the heterogeneous effects for vulnerable groups when studying the impact of fixed-term employment. During their integration process, refugees encounter complex labour market challenges which can pose threats to their subjective well-being. Therefore, we suggest engaging more in debates about non-standard forms of employment and taking aspects of the quality of employment into account when designing integration measures for this group." "We investigate the labour market integration of humanitarian and non-humanitarian migrants in Australia using longitudinal data from the Building a New Life in Australia (BNLA) and the Household, Income and Labour Dynamics in Australia (HILDA) surveys. In particular, we analyse the employment probabilities and income levels of immigrants and humanitarian immigrants who arrived at a similar time through the Kitagawa–Oaxaca–Blinder decomposition. Disparities in employment outcomes can be traced back to differences in human capital, particularly education and English proficiency. However, the analysis reveals that the main factor underpinning differences in labour market outcomes is the discrimination experienced by humanitarian migrants, which persists over the 5-year window covered by the data. The results support the conclusion that the forces of labour demand and supply are unlikely to remove the discrimination disadvantaging humanitarian migrants without targeted interventions." "More individualistic countries experience higher economic growth. We provide evidence for a human-capital-based explanation of the growth effects of individualism. Using data from the largest international adult skill assessment, we establish that individualism shapes human capital formation. We identify the effects of individualism by exploiting variation between migrants at the origin- country, origin-language, and person level. Migrants from more individualistic cultures have higher cognitive skills and larger skill gains over time. They also invest more in their skills over the life cycle, as they acquire more years of schooling and are more likely to participate in adult education activities. Individualism is more important in explaining adult skill formation than any other cultural trait that previous literature has emphasized. In the labor market, more individualistic migrants earn higher wages and are less often unemployed. "Countries depend on both high- and low-skilled immigration to meet economic needs. But most voters prefer high-skilled immigrants, despite the fact that multiple economic sectors structurally depend on low-skilled immigrants. In this paper, we examine voter preferences toward low-skilled immigrants as one barrier to effective immigration policy, even in political regimes where immigration is the consequence of highly coordinated or “planned” policies. Specifically, we consider whether government communication around the benefits of low-skilled immigration can increase favorability of such policies. We are particularly interested in the ways in which government communicates immigration messages and whether the scope or concentration of the proposed benefits will move individual preferences. In an online survey experiment, we present Canadians ( N=2,023) with a policy brief that manipulates immigrant skill level (high vs. low), economic outcomes of migration (positive vs. mixed), and the geographic scope of benefits (concentrated vs. sociotropic). Employing two measures of policy support, we find some evidence that positive framing can increase overall support for low-skill migrants. We also find that manipulating framing around high-skilled workers has little effect on support for low-skill workers, even when that framing presents countervailing evidence as to the benefit of high-skilled labor. In sum, our findings suggest that elite level communication around the benefits of low-skill labor may have the ability to disrupt longstanding antipathy for low-skilled labor, even in regimes with longstanding support for high-skilled labor." "This paper examines the factors shaping refugees’ institutionalized and generalized trust, focusing on three key influences: (1) pre-arrival migration effects, such as experiences of trauma; (2) asylum procedure effects, including the length and outcome of the process and perceptions of fairness; and (3) post-procedure effects, particularly the context of reception. Using data from the IAB-BAMF-SOEP survey of refugees in Germany, we find that the conditions of the asylum process and the reception context are critical determinants of refugees’ trust. Specifically, while the length of the asylum process and living in shared accommodations negatively affect institutional trust, these impacts are largely mediated by other refugee-specific experiences, such as perceptions of procedural and interactional justice. Receiving a positive asylum decision directly enhances refugees ’ trust in German institutions and other people, whereas being trapped in existential limbo severely erodes trust levels. Additionally, refugees subject to residency restrictions exhibit lower institutional and generalized trust levels than those without such limitations. These findings highlight the critical role of short and fair asylum procedures and inclusive reception policies in fostering trust among refugees, with significant implications for improving integration outcomes and social cohesion." "In response to the volatile nature of contemporary labor markets, individuals are increasingly expected to self-manage their career trajectories. Although career self-management presents inherent challenges for the general working population, these difficulties may be exacerbated for vulnerable groups. To date, however, empirical research on the career crafting behaviors of vulnerable populations remains scarce. To extend career crafting research to underrepresented groups, we explored the career crafting strategies that migrant women engage in to achieve their future work selves, as well as the influence of resource availability on the adoption of these strategies. Based on migrant women's career orientation and temporal focus (present vs. future), we identified four career crafting strategies: (1) career planning, (2) career balancing, (3) career architecting and (4) career navigating. Our findings suggest that migrant women do not solely adopt one strategy throughout their entire career. Instead, we conceptualize career crafting as an agentic process wherein individuals seek optimal fit between their career crafting strategy and their (migration) context at the current stage of their career. Consequently, we do not state that one strategy is optimal compared to others – rather that the optimum can be found when achieving the right contextual fit, particularly in the context of vulnerability. Our findings underscore the importance of acknowledging the enabling and constraining circumstances that influence career crafting strategies of migrant women." "This survey describes the recent literature on integration and active labor market policies that strive to enhance the employment of immigrants. We searched several databases, and after screening, 63 studies satisfied our predetermined inclusion criteria. The first criterion is that the studies examine policies in Europe. Second, the search was limited to studies published between 2005 and 2024. Third, our primary outcome of interest is employment. Other outcome variables are income, labor market participation, and duration of unemployment. We focus on studies that offer experimental or quasi-experimental evidence on the effects of policies on the employment of immigrants. We divide the policy measures into the following five groups: integration programs, language training, benefits, childcare, and residency policies. Our main finding is that well-executed integration measures can improve the labor market attachment of immigrants, speed up the process of entering employment, and improve the quality of attained jobs." "Although the school performance of children of migrants in the Netherlands continues to improve, it still lags behind compared to that of children of Dutch origin, which contributes to inequality in socio-economic outcomes. To reduce this performance gap it is of great societal importance to gain insight into the factors influencing language proficiency of children of migrants. This paper investigates to what extent the share of people from children’s own origin group in the network – network isolation – influences their Dutch language proficiency and subsequent sorting in educational secondary school tracks. To measure network isolation of children we used a whole-population network from Statistics Netherlands containing family members, household members, neighbours, classmates and colleagues. The score on the language component of the final-year primary school exam is used as an indicator of Dutch language proficiency. Results show that higher levels of network isolation, i.e., a higher share of the own origin group in the network, are associated with lower Dutch language proficiency. Furthermore, higher levels of network isolation are related to lower teacher track recommendations for secondary school, and this relationship is fully mediated by language proficiency. These findings highlight the importance of considering the broader social context —beyond language exposure in the household — when promoting social mobility of children of migrants." "Die Lebens- und Bildungserfahrungen von Frauen mit „Gastarbeiterinnen“geschichte sind bislang selten Gegenstand von Forschung gewesen, zumal aus einer erwachsenenpädagogischen Perspektive. Dies nimmt der Beitrag zum Ausgangspunkt und analysiert anhand intersektionaler Ansätze und sozialräumlicher Perspektiven, welche Aktionsräume Frauen mit „Gastarbeiterinnen“geschichte nutzen, wie sie diese mit Blick auf ihre Bildungsbiografien und gesellschaftlichen Selbstpositionierungen interpretieren. Methodisch basieren die Ergebnisse auf elf problemzentrierten Interviews, ausgewertet im Hinblick auf Alter, Migration und Geschlecht und deren Verwobenheit mit Aktionsräumen. Zwei Fallbeispiele zeigen, wie sich Relationen von Vulnerabilität und Handlungsfähigkeit, von Diskriminierung und Emanzipation in den Selbstpositionierungen verbinden. Migration, Alter und Geschlecht werden dabei als komplexe Konstellation verstanden, die sowohl Diskriminierungserfahrungen als auch empowernde Prozesse umfassen können. Die Ergebnisse betonen die Bedeutung sozialräumlicher Zugänge und intersektionaler Perspektiven für das Verständnis der gesellschaftlichen und bildungsbezogenen Teilhabe älterer Frauen mit Migrationsgeschichte. "High-skilled migration programs exist around the world in the hope that immigrants complement native workers, allow firms to grow, and boost innovation. We study the effect of one such program by exploiting the 2016 extension of the Optional Practical Training (OPT) program, which significantly prolonged the work authorization period for international STEM graduates. Using a synthetic difference-in-differences approach, we find that the policy successfully increased the local supply of high-skilled immigrants in exposed Commuting Zones. This local inflow stimulated firm creation and the demand for native high-skilled workers. The program might have also boosted innovation in certain sectors and startup investment, especially in Commuting Zones hosting top-ranked universities, where, overall, the effects tend to be larger." "Der Beitrag untersucht, wie Praktiken des Einsatzes digitaler Technologien in der Erwachsenenbildung zu Prozessen der Stärkung und Ausgrenzung von Migrantinnen, Migranten und Geflüchteten beitragen, wenn sie aus einer intersektionalen Perspektive betrachtet werden. Auf Grundlage von zwei Fallstudien aus Deutschland und den Vereinigten Staaten wird analysiert, wie Faktoren wie Aufenthaltsstatus, Geschlecht, Alter und Bildungshintergrund die Teilhabe an digital vermitteltem Lernen prägen. In Deutschland eröffnete die Integration von Virtual-Reality-Anwendungen in Alphabetisierungs- und Sprachkursen neue Möglichkeiten zur berufsbezogenen Sprachpraxis, machte jedoch zugleich Probleme in Bezug auf Zugänglichkeit, technische Barrieren und institutionelle Diskurse sichtbar. In den Vereinigten Staaten bot ein technologiegestütztes Curriculum, das Englischunterricht mit politischer Bildung verband, wertvolle Lerngelegenheiten, während unregelmäßige Teilnahme und unterschiedliche digitale Kompetenzen die Beteiligung einzelner Gruppen einschränkten. Die Ergebnisse verdeutlichen sowohl das Potenzial digitaler Werkzeuge zur Stärkung von Teilhabe als auch das Risiko, bestehende Ungleichheiten zu verstärken, wenn die vielfältigen Bedürfnisse der Lernenden und institutionelle Rahmenbedingungen nicht hinreichend berücksichtigt werden. "This study examines how being a tied or lead mover relates to the ethnic identity of migrant spouses. Tied and lead movers differ in their migration motivations, face different constraints, and opportunities (e.g., social network through work). This is likely to be reflected in different investment strategies and adjustment patterns in the host country. To study the adjustment of tied and lead movers, I rely on the IAB-SOEP Migration Sample, which asks migrant spouses who was the main driver of the migration decision and measures several socio-economic outcomes in Germany. Using the Constant et al. (2009) framework to measure ethnic identity, the results provide descriptive evidence that tied movers in Germany are more likely to be separated and less likely to be integrated and assimilated when compared to lead or equal movers. "The welfare magnet hypothesis states that welfare generosity in destination countries is a migration pull factor. However, supporting evidence is mixed. Previous research has focused on explanatory factors in destination countries rather than in origin countries, examined migration from Organisation for Economic Co-operation and Development country perspectives rather than from a global perspective, and typically ignored that migration flows are not independent, thus overestimating welfare spending effects. We used exponential random graph models to examine migration flows between 160 countries and treated welfare spending in origin and destination countries as the main explanatory variable. Our findings show that social spending attraction effects largely disappear after controlling for various explanatory variables (gross domestic product, population size, geographic distance, democracy levels, and common spoken language). The migration preferences of low- and high-income groups do not mediate social spending attraction effects. Furthermore, flows between countries with similar spending levels are greater than flows between very low- and very high-spending countries, indicating migrant status maintenance. "Overstayers—travellers entering a country with a valid visa but staying beyond the initially authorised period—are a blind spot of migration research. Past studies claim that overstaying is indeed the main gateway to irregular migration in Europe, but few estimates exist. This paper explores three new methods to estimate the inflows of overstayers. We concentrate on the Schengen area as destination, given its relevance in global migration flows, and on non-European countries as origins, since for travellers from these countries commercial flights are the most likely transportation mode to Europe. Our methods rely on aggregate information on incoming and departing passengers from all airports in the Schengen Area, and on Facebook users' mobility data. In the first method, we compute ‘net air travel flows’ as the difference between incoming and outgoingpassengers; we then deduce net regular migration (using data from Eurostat and the QuantMig project) from ‘net air travel flows’ to obtain ‘unaccounted net flows’, which we hold to equate approximately to newly incoming overstayers with short-stay visas for 2019. In the second method, building on the first estimate, we employ the logic of gravity models to project estimates for later years. In the third method, we build on the intuitions of the first method but use net migration figures from data on Facebook users' cross-border movements. Substantively, the results of the different methods converge, indicating around 450,000 new overstayers who entered the whole of the Schengen Area in 2019 with short-stay visas. Analyses for the following years obtained with the second and third method match and are in line with changes in travel policies during the COVID-19 pandemic (2020 and 2021), suggesting a significant reduction in the number of overstayers for those years and an uptick for the years 2022–2023. By uncovering the size and scope of the overstaying population we shed light on a highly contested issue in the public debate and ultimately contribute to raise awareness on the constructed nature of the ‘regular’ versus ‘irregular’ framing of migration." "Why do European governments encourage the return of some emigrants but not others? Across the EU, emigrant return policies tend to be highly selective, prioritizing specific emigrants, such as young people, skilled professionals, or entrepreneurs. Drawing on an original dataset of eighty-one national-level emigrant return policies adopted by seventeen EU member states (2004–23), alongside in-depth case studies of Ireland and Portugal, this study investigates how and why governments prioritize certain emigrants for return. The study argues that governments’ ideological outlook, core constituencies, and their strategic positioning in electoral competition play a central role in shaping the design and targeting of policies. The analysis reveals that the party family of the strongest governing party, rather than the government ’s position on the left–right spectrum, determines the primary target group of return policies. Social democrats tend to favour workers, liberals prioritize highly skilled professionals and entrepreneurs, while conservatives, Christian democrats, and far-right parties more frequently target families. The case studies further reveal that electoral incentives and timing shape policy targeting, especially in the run-up to national elections. The article contributes to research on migration governance and party politics, highlighting how migration promotion policies, such as emigrant return policies, are not neutral responses to current demographic and economic needs but serve as strategic tools in political competition." "In Germany’s labour migration discourse the notion of skilled workers is pervasive, as evidenced by the title of the 2020 Skilled Immigration Act and its extension in 2023, framing migration primarily in terms of migrants’ qualifications and labour-market relevant skills. This article analyses the significance of this qualification criterion which is expressed in German migration law by the requirement for third-country nationals to hold a formal qualification recognised in Germany, in order to obtain residence and work permits. Therefore, it highlights a selectivity mechanism in migration policy within broader debates on how to analyse the functioning of selective systems – moving beyond a purely economic framing of demand- and supply-driven models. It does so by first analysing the development of German migration policy based on bilateral agreements towards a qualification-based policy, which has opened up to non-academically trained workers, particularly in recent years, and by secondly examining migration channels that do not require formally recognised qualification. The analysis shows that while formal qualifications remain a central criterion in German labour migration policy, a significant share of labour migration from third countries – understood as migration for the legal purpose of employment – occurs through pathways that waive this criterion. "Für die Anerkennung ausländischer Berufsqualifikationen in Deutschland müssen Dokumente bei der zuständigen Stelle vorgelegt werden, damit diese die Gleichwertigkeit mit einem deutschen Referenzberuf prüfen kann. Diese sind häufig in deutscher Übersetzung (durch eine beeidigte Übersetzerin oder einen beeidigten Übersetzer) einzureichen. Insbesondere bei umfangreichen Unterlagen kann der Übersetzungsprozess für Antragstellende mit hohen Kosten und Verzögerungen verbunden sein. Vor diesem Hintergrund gelten KI-gestützte maschinelle Übersetzungstools als vielversprechender Ansatz, um Dokumente schnell und kostengünstig zu übersetzen. Ihr Einsatz ist jedoch mit fachlichen, organisatorischen und rechtlichen Herausforderungen verbunden. Auf Basis qualitativer Interviews mit Akteuren der Berufsanerkennung, die erste Praxiserfahrungen mit maschinellen Übersetzungen gesammelt haben, werden Potenziale und Hürden ihres Einsatzes in der Gleichwertigkeitsprüfung analysiert. Daraus werden Gelingensbedingungen für eine behördliche Nutzung abgeleitet. "This study offers new insights into the phenomenon of overeducation by showing that the overeducation rates among immigrants and the wage returns of overeducated immigrants are closely linked to their admission classes. The overeducation rate in Denmark is highest among immigrants from countries that became members of the EU after 2003, 61% of whom are overeducated as compared to 24% of natives. Controlling for demographic and educational characteristics, citizens from these new EU countries, as well as reunified family members, refugees, and students, are highly overeducated compared to natives, while this is not the case for citizens from the Nordics and older EU countries, that is, those that joined the EU before 2003. Furthermore, overeducated higher-educated citizens from the Nordics and from older EU countries only suffer minor wage losses, while other admission classes typically earn between 17% and 36% less than if they had work appropriate to their educational levels. For highly educated refugees, the gap is even larger. These results emphasize the importance of the differences in immigrants’ outside options (e.g., wages and living conditions in the home country) and the admission requirements they face. "The feminization of migrant workers has positioned women as primary earners across nations, challenging traditional gender roles within migrant households while largely preserving existing patriarchal traditions. This study employs Bourdieusian frameworks of capital accumulation, particularly symbolic capital, to examine how left-behind husbands adapt to changing roles and household responsibilities at the intersection of gender, class, and cultural norms. Employing a PRISMA-based Systematic Literature Review, relevant publications indexed in Scopus, JSTOR, and PubMed from 2010 to 2025 were systematically selected. A total of 52 studies met the inclusion criteria and were analyzed using narrative synthesis to identify recurring themes and conceptual patterns. The results demonstrate that established gender norms lead to an imbalance in domestic responsibilities. Wife migration often assumes the role of primary income provider; however, domestic tasks are culturally perceived as feminine, thereby inhibiting men from fully participating in household responsibilities. Husbands who assume domestic roles frequently face conflicting expectations of caregiving while also upholding their symbolic authority as heads of household, leading to feelings of inadequacy and social pressure. These tensions often appear as symbolic violence, which diminishes men’s identity. The study advocates implementing financial literacy and entrepreneurship training for left-behind husbands to enhance the sustainable use of remittances and reduce dependency. "I study the effects of the Deferred Action for Childhood Arrivals program (DACA) on labor market outcomes among potentially eligible immigrants. DACA allowed undocumented immigrants to participate in the labor market without fear of deportation, which might be expected to increase the probability of working and allowing workers to move to higher-skilled occupations. However, using a regression discontinuity design, I find very little to no effects on the probability of working and the likelihood of working in high-skilled jobs among DACA-eligible immigrants. The confidence intervals permit modest effects on these variables, but rule out large ones. "Eine Süd- und Osterweiterung der Europäischen Union ist zwar geopolitisch erforderlich, aber integrationspolitisch kaum verkraftbar. Das ist das Grunddilemma, vor dem die Europäische Union zur Zeit (Anfang 2026) steht. Das Spannungsverhältnis zwischen Integration und Expansion der EU zu verstehen, erfordert knappe theoretische Erklärungen, warum Erweiterung und Integration eigendynamische Prozesse sind. Dieses Spannungsverhältnis wird durch die besonderen Rahmenbedingungen der bevorstehenden Süd- und Osterweiterung dramatisch gesteigert. Es werden sieben Aspekte diskutiert, die diese Erweiterung besonders kompliziert und risikoreich machen: Zeitdruck, ein zweistufiges Wohlstandsgefälle, Demokratiedefizite der Beitrittsländer, nationale Identitätsfragen, populistischer Souveränismus innerhalb der EU, die geopolitische Rivalität und der Wegfall von Pufferzonen samt dem Krieg Russlands gegen die Ukraine. Damit steht die Erweiterungspolitik der EU vor einer Vielzahl von Dilemmata – die sich wahrscheinlich auch durch abgestufte Integration alsexplizite Expansionsstrategie nicht lösen lassen.
