Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. "Germany’s Skilled Worker Immigration Act addresses labor shortages by targeting non-EU migrants. The literature emphasizes that such policies often overlook gender-specific challenges, reinforcing inequalities. Using the German Socio-Economic Panel (2013–2022), we reveal significant disadvantages for non-EU migrant women. We find that deskilling and the sexual division of paid and unpaid working time explain gender disparities in professional careers. Women migrating for work show lower disadvantages than other migrant women; however, they are predominantly young and without children. We advocate for gender-sensitive reforms to accompany migration laws, ensuring equitable labor market access for migrant women in Germany and especially those with children." "While refugee inflows into Germany have typically been relatively moderate in recent decades, specific exogenous political events such as the Yugoslav civil war in the early 1990s, the intensifying of the Syrian civil war around 2015, and the war in Ukraine since 2022, have generated substantial spikes in refugee arrivals, affecting the receiving society in multiple ways. This study examines the possible association between the large inflows of refugees into German society during the Syrian civil war period and the development of residents’ life satisfaction in Germany. While several studies have addressed the integration of this exceptionally large number of refugees into the German labor market and society, less attention has been paid to the potential impact of recent refugee arrivals on the subjective well-being (SWB) of the resident population, including native Germans and first- and second-generation immigrants. Whereas the literature reports neutral or positive associations between labor migration and residents’ or natives’ life satisfaction, less is known about the association between refugee inflows and residents’ life satisfaction. Using longitudinal data from the German Socio-Economic Panel (SOEP) enriched with official regional information and data from immigration statistics regarding refugee inflows into Germany, we analyze the association between refugee inflows and residents’ life satisfaction while controlling for established variables associated with life satisfaction. In contrast to political debates, our results demonstrate a significant positive association between residents’ life satisfaction and periods of increased refugee inflows since 2012. Even during the peak years of refugee inflows in 2015 and 2016, we observe increases in residents’ life satisfaction both overall and across specificsubgroups. However, as the observed increases are neither linear nor continuous, and vary across time within residential subgroups, we favor an explorative framework and do not claim to identify causal effects." "Research on the migrant penalty in European labour markets reveals a significant gap between migrants and natives across various outcomes, which appears to be linked to specific features of the labour market structure. As the proportion of low-status jobs increases at the regional level, a trade-off ‘equilibrium’ emerges between migrants’ likelihood of being employed and the quality of the jobs they hold, compared to natives. This study aims to explore whether the Great Recession has altered this migrant-native equilibrium. To address this, we analyze EU-LFS data from 13 countries and 140 European regions, examining three distinct periods: pre-crisis, during the crisis, and post-crisis. Our findings indicate that during the economic downturn, this equilibrium shifted, weakening the trade-off between employment probability and job quality. Furthermore, the shift continued in the post-crisis phase, suggesting that the Great Recession may have triggered a structural transformation of the migrant-native equilibrium in European labour markets, rather than just a temporary adjustment." "Working with interpreters is common in qualitative social research. It can even be necessary when researchers address the perspective of people with whom they do not share a lingua franca. Interpreters are then brought into the research endeavor to enable a communication setting that would otherwise be impossible. Following the theme of enabling communication, the dominant perspective on interpreted interviews suggests that there is only one person involved in the interaction - the Interpreter - who can understand and speak both languages. This perspective falls short as it relies on a monolithic understanding of refugees as perpetually removed from (the linguistic requirements of) their new surroundings. However, when people have visited language courses or have otherwise been exposed to the language of their new contexts, they are gaining ground as agents of translation. Thus, the interactional dynamic of the interpreted interview changes drastically as the interviewee can participate more in how they and their stories are interpreted. Faced with the varying language proficiencies of the interviewees, the interpreter adapts their strategies of interpreting. Drawing from narrative interviews with refugees from Syria, collected at the Institute for Employment Research (IAB), this article explores the question of how the interviewees’ language proficiency influences the interpreted interview, as it is rooted in situated performativity. Focusing on the interactions between all three participants, three empirical constellations highlight the relevance of acknowledging the performative density of translating and interpreting collaboratively." "We propose a new statistical model of spatially interdependent hazards in order to examine whether interactions at the level of the neighborhood are present. To address the endogeneity of location choices, we also implement a weighting scheme that combines insights from inverse propensity score weighting and Bartik-shift-share instrumentation. The good performance of our approach is demonstrated in a Monte Carlo study. In our empirical application a unique large administrative dataset of recent Turkish labor immigrants to The Netherlands is used. "Germany has historically received a substantial inflow of immigrants from Poland. Polish workers are the second-largest foreign employment group in Germany and contribute substantially to the German economy. In this article, we draw on a large administrative dataset to analyse the wage structure of Polish employees and consider a wide range of factors, including individual and firm characteristics, labour market performance measures and potential network effects. We also account for spatial selectivity, distinguishing between urban, semi-urban and peripheral regions. We conclude that, when compared with Poland, Germany remains attractive to Polish workers – particularly to those who are lower-skilled. Polish employees earn less than their German counterparts, suggesting that wage increases may be a potential means of retaining Polish workers in Germany. "This paper analyses employment effects of the Eastern Enlargement of the European Union (EU) in German firms. The literature has so far identified such effects using difference-in-differences estimators treating the EU Eastern Enlargement as a single event or using border regions as treatment intensity indicators. This paper re-evaluates the existing results using more recent and detailed data on actual tariff reductions. We recall that the EU Eastern Enlargement is a process of integration and continuous trade liberalization rather than a single event. We exploit that process and use actual variations in tariffs to identify causal effects of trade liberalisation on employment in German firms affected by these tariff cuts. There are negligible effects of tariff reductions from the EU Eastern Enlargement on overall employment in German firms. We find, a positive correlation between employment and tariff reductions, which is, however not causal, and potentially due to selection, as we also find higher employment growth in exporting firms." "Forced migration has intensified in the 21st century, driven by conflicts, persecution, and political instability in regions such as the Middle East, Afghanistan, the Horn of Africa, South-East Asia, Latin America and, most recently, Ukraine. Germany has become a primary destination for refugees within the European Union and one of the largest among the OECD countries. The IAB-BAMF-SOEP Refugee Survey, lunched in 2016, is a high-quality longitudinal household panel study that documents the arrival and integration trajectories of refugees who came to Germany during and after the 2015/16 surge. Based on a register-based random sample and conducted annually, the survey is integrated into the German Socio-Economic Panel Study (SOEP) and linked to administrative data sources, allowing for population-level inference and rich longitudinal analyses. It encompasses a wide range of topics, including pre-migration biographies, flight experiences, entry and arrival procedures, legal status, and integration processes. The dataset includes approximately 22,000 individual respondents across 6,500 households, with data currently available for the years 2016 to 2022. This paper discusses the analytical potential of the dataset, highlighting areas where the data contributes to research on forced migration and refugee integration, and subsequently outlines the survey’s structure, questionnaire topics, and key descriptive statistics." "An increasing body of research has found evidence for a discrimination paradox, the finding that higher educated migrants perceive more discrimination. Knowledge is limited, however, with regards to its omnipresence across the multicultural societies of Europe. Therefore, the present research assesses the generalizability of the discrimination paradox and investigates its context dependency for both personal and societal perceived discrimination. To this end, we present a series of macro-level factors that may aggravate the discrimination paradox. Employing the EU-MIDIS II data, we investigate the discrimination paradox for first- and second-generation migrants across nineteen EU-countries. Multilevel analyses conducted using these large-scale survey data show that the discrimination paradox is to a large extent a Western European and Scandinavian phenomenon. In Southern Europe, Poland and Slovenia, there is little evidence for such a paradox. This research moreover finds that compared to lower educated migrants, higher educated migrants perceive more discrimination on an individual level in countries with certain characteristics. Namely, in countries with lower levels of migrant overqualification, and in countries with a lower social distance towards immigrants, higher educated migrants tend to perceive more personal discrimination. "This article examines how Ukrainian refugees experience wartime home visits. Relying on in-depth, repeated interviews with Ukrainian refugees in Germany, the article explores a state of in-betweenness that characterizes these individuals’ lives shortly after arrival, particularly by disrupting their sense of belonging and capacity to imagine the future. During short-term home visits to Ukraine, the visitors acquire a feel for life in war that is associated with complex feelings of alienation, disillusionment, and futurelessness. This experience helps individuals overcome subjective states of the in-between and move forward in life, irrespective of the persistent structural limbo related to temporary protection. Considering migrant home visits as transformative events advances recent debates about liminality and protracted displacement. "Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years." "Most industrial countries face considerable demographic challenges, especially in the health and care sectors. The working conditions within a country are key to attracting workers from other countries. One of the greatest barriers for migrant workers is problems transferring foreign qualifications, often causing overeducation, which has negative effects on job satisfaction, and mental and physical health. In Germany, where almost 80% of health workers are female, overeducation is similarly low among migrant and native men, but approximately twice as high among migrant women as among native women. The outbreak of the COVID-19 pandemic strongly increased the demand for health workers. This study examined the effects of this increased labor demand on the overeducation of migrant and native health employees. The analysis was based on data from the 2013–2021 German Socio-Economic Panel, including 2,961 native-born and 1,081 foreign-born health employees. Descriptive and fixed-effects estimation results revealed that a significant pandemic-related reduction in overeducation observed in the health sector predominantly occurred among female health employees who migrated as refugees and family migrants from non-European Union countries. To reduce overeducation also in the absence of unusual situations such as the pandemic, support in transferring foreign qualifications is highly relevant, and this effort should specifically focus on women. Furthermore, expanding public childcare and removing obstacles to its use by migrant women are important for urgently needed existing qualifications, knowledge, and skills not to remain unused." "The study offers a systematic review of scientific literature on ‘return migration’ performing computational text mining and topic modelling. On a sample of 3000 studies indexed in Scopus and published between 1960 and 2020, we present a textual analysis and a clusters' analysis of titles, keywords, abstracts and publications' metadata. Results show a rapid growth in research since the 1970s, mirroring the evolution of migration events and the pace of theoretical advancements. The research landscape appears dominated by receiving high-income countries' perspective. Throughout the entire period, topics related to culture, ethnicity and political identity have been prominent. A progressive shift in the economic paradigm has been identified, with labour-related keywords leaving room for more subjective aspects of well-being. Growing attention has been paid to different forms of migrants' capital and vulnerabilities, along with a declining interest in demographic implications of return, especially with respect to African and European internal and international migrations." "This article examines the impact of fixed-term employment on subjective well-being among natives, migrants and refugees in Germany and the underlying mechanisms of this relationship. Utilizing longitudinal data from 2016 to 2021, we employ fixed-effects panel models and mediation analyses. We find that refugees experience stronger negative effects of fixed-term employment on their well-being than natives and migrants, especially shortly after their arrival. For migrants and natives, subjective job insecurity significantly mediates these effects, while it is less relevant for refugees. Our results indicate that it is essential to acknowledge the heterogeneous effects for vulnerable groups when studying the impact of fixed-term employment. During their integration process, refugees encounter complex labour market challenges which can pose threats to their subjective well-being. Therefore, we suggest engaging more in debates about non-standard forms of employment and taking aspects of the quality of employment into account when designing integration measures for this group." "We investigate the labour market integration of humanitarian and non-humanitarian migrants in Australia using longitudinal data from the Building a New Life in Australia (BNLA) and the Household, Income and Labour Dynamics in Australia (HILDA) surveys. In particular, we analyse the employment probabilities and income levels of immigrants and humanitarian immigrants who arrived at a similar time through the Kitagawa–Oaxaca–Blinder decomposition. Disparities in employment outcomes can be traced back to differences in human capital, particularly education and English proficiency. However, the analysis reveals that the main factor underpinning differences in labour market outcomes is the discrimination experienced by humanitarian migrants, which persists over the 5-year window covered by the data. The results support the conclusion that the forces of labour demand and supply are unlikely to remove the discrimination disadvantaging humanitarian migrants without targeted interventions." "More individualistic countries experience higher economic growth. We provide evidence for a human-capital-based explanation of the growth effects of individualism. Using data from the largest international adult skill assessment, we establish that individualism shapes human capital formation. We identify the effects of individualism by exploiting variation between migrants at the origin- country, origin-language, and person level. Migrants from more individualistic cultures have higher cognitive skills and larger skill gains over time. They also invest more in their skills over the life cycle, as they acquire more years of schooling and are more likely to participate in adult education activities. Individualism is more important in explaining adult skill formation than any other cultural trait that previous literature has emphasized. In the labor market, more individualistic migrants earn higher wages and are less often unemployed. "Countries depend on both high- and low-skilled immigration to meet economic needs. But most voters prefer high-skilled immigrants, despite the fact that multiple economic sectors structurally depend on low-skilled immigrants. In this paper, we examine voter preferences toward low-skilled immigrants as one barrier to effective immigration policy, even in political regimes where immigration is the consequence of highly coordinated or “planned” policies. Specifically, we consider whether government communication around the benefits of low-skilled immigration can increase favorability of such policies. We are particularly interested in the ways in which government communicates immigration messages and whether the scope or concentration of the proposed benefits will move individual preferences. In an online survey experiment, we present Canadians ( N=2,023) with a policy brief that manipulates immigrant skill level (high vs. low), economic outcomes of migration (positive vs. mixed), and the geographic scope of benefits (concentrated vs. sociotropic). Employing two measures of policy support, we find some evidence that positive framing can increase overall support for low-skill migrants. We also find that manipulating framing around high-skilled workers has little effect on support for low-skill workers, even when that framing presents countervailing evidence as to the benefit of high-skilled labor. In sum, our findings suggest that elite level communication around the benefits of low-skill labor may have the ability to disrupt longstanding antipathy for low-skilled labor, even in regimes with longstanding support for high-skilled labor." "This paper examines the factors shaping refugees’ institutionalized and generalized trust, focusing on three key influences: (1) pre-arrival migration effects, such as experiences of trauma; (2) asylum procedure effects, including the length and outcome of the process and perceptions of fairness; and (3) post-procedure effects, particularly the context of reception. Using data from the IAB-BAMF-SOEP survey of refugees in Germany, we find that the conditions of the asylum process and the reception context are critical determinants of refugees’ trust. Specifically, while the length of the asylum process and living in shared accommodations negatively affect institutional trust, these impacts are largely mediated by other refugee-specific experiences, such as perceptions of procedural and interactional justice. Receiving a positive asylum decision directly enhances refugees ’ trust in German institutions and other people, whereas being trapped in existential limbo severely erodes trust levels. Additionally, refugees subject to residency restrictions exhibit lower institutional and generalized trust levels than those without such limitations. These findings highlight the critical role of short and fair asylum procedures and inclusive reception policies in fostering trust among refugees, with significant implications for improving integration outcomes and social cohesion." "In response to the volatile nature of contemporary labor markets, individuals are increasingly expected to self-manage their career trajectories. Although career self-management presents inherent challenges for the general working population, these difficulties may be exacerbated for vulnerable groups. To date, however, empirical research on the career crafting behaviors of vulnerable populations remains scarce. To extend career crafting research to underrepresented groups, we explored the career crafting strategies that migrant women engage in to achieve their future work selves, as well as the influence of resource availability on the adoption of these strategies. Based on migrant women's career orientation and temporal focus (present vs. future), we identified four career crafting strategies: (1) career planning, (2) career balancing, (3) career architecting and (4) career navigating. Our findings suggest that migrant women do not solely adopt one strategy throughout their entire career. Instead, we conceptualize career crafting as an agentic process wherein individuals seek optimal fit between their career crafting strategy and their (migration) context at the current stage of their career. Consequently, we do not state that one strategy is optimal compared to others – rather that the optimum can be found when achieving the right contextual fit, particularly in the context of vulnerability. Our findings underscore the importance of acknowledging the enabling and constraining circumstances that influence career crafting strategies of migrant women." "This survey describes the recent literature on integration and active labor market policies that strive to enhance the employment of immigrants. We searched several databases, and after screening, 63 studies satisfied our predetermined inclusion criteria. The first criterion is that the studies examine policies in Europe. Second, the search was limited to studies published between 2005 and 2024. Third, our primary outcome of interest is employment. Other outcome variables are income, labor market participation, and duration of unemployment. We focus on studies that offer experimental or quasi-experimental evidence on the effects of policies on the employment of immigrants. We divide the policy measures into the following five groups: integration programs, language training, benefits, childcare, and residency policies. Our main finding is that well-executed integration measures can improve the labor market attachment of immigrants, speed up the process of entering employment, and improve the quality of attained jobs." "Although the school performance of children of migrants in the Netherlands continues to improve, it still lags behind compared to that of children of Dutch origin, which contributes to inequality in socio-economic outcomes. To reduce this performance gap it is of great societal importance to gain insight into the factors influencing language proficiency of children of migrants. This paper investigates to what extent the share of people from children’s own origin group in the network – network isolation – influences their Dutch language proficiency and subsequent sorting in educational secondary school tracks. To measure network isolation of children we used a whole-population network from Statistics Netherlands containing family members, household members, neighbours, classmates and colleagues. The score on the language component of the final-year primary school exam is used as an indicator of Dutch language proficiency. Results show that higher levels of network isolation, i.e., a higher share of the own origin group in the network, are associated with lower Dutch language proficiency. Furthermore, higher levels of network isolation are related to lower teacher track recommendations for secondary school, and this relationship is fully mediated by language proficiency. These findings highlight the importance of considering the broader social context —beyond language exposure in the household — when promoting social mobility of children of migrants." "Die Lebens- und Bildungserfahrungen von Frauen mit „Gastarbeiterinnen“geschichte sind bislang selten Gegenstand von Forschung gewesen, zumal aus einer erwachsenenpädagogischen Perspektive. Dies nimmt der Beitrag zum Ausgangspunkt und analysiert anhand intersektionaler Ansätze und sozialräumlicher Perspektiven, welche Aktionsräume Frauen mit „Gastarbeiterinnen“geschichte nutzen, wie sie diese mit Blick auf ihre Bildungsbiografien und gesellschaftlichen Selbstpositionierungen interpretieren. Methodisch basieren die Ergebnisse auf elf problemzentrierten Interviews, ausgewertet im Hinblick auf Alter, Migration und Geschlecht und deren Verwobenheit mit Aktionsräumen. Zwei Fallbeispiele zeigen, wie sich Relationen von Vulnerabilität und Handlungsfähigkeit, von Diskriminierung und Emanzipation in den Selbstpositionierungen verbinden. Migration, Alter und Geschlecht werden dabei als komplexe Konstellation verstanden, die sowohl Diskriminierungserfahrungen als auch empowernde Prozesse umfassen können. Die Ergebnisse betonen die Bedeutung sozialräumlicher Zugänge und intersektionaler Perspektiven für das Verständnis der gesellschaftlichen und bildungsbezogenen Teilhabe älterer Frauen mit Migrationsgeschichte. "High-skilled migration programs exist around the world in the hope that immigrants complement native workers, allow firms to grow, and boost innovation. We study the effect of one such program by exploiting the 2016 extension of the Optional Practical Training (OPT) program, which significantly prolonged the work authorization period for international STEM graduates. Using a synthetic difference-in-differences approach, we find that the policy successfully increased the local supply of high-skilled immigrants in exposed Commuting Zones. This local inflow stimulated firm creation and the demand for native high-skilled workers. The program might have also boosted innovation in certain sectors and startup investment, especially in Commuting Zones hosting top-ranked universities, where, overall, the effects tend to be larger." "Der Beitrag untersucht, wie Praktiken des Einsatzes digitaler Technologien in der Erwachsenenbildung zu Prozessen der Stärkung und Ausgrenzung von Migrantinnen, Migranten und Geflüchteten beitragen, wenn sie aus einer intersektionalen Perspektive betrachtet werden. Auf Grundlage von zwei Fallstudien aus Deutschland und den Vereinigten Staaten wird analysiert, wie Faktoren wie Aufenthaltsstatus, Geschlecht, Alter und Bildungshintergrund die Teilhabe an digital vermitteltem Lernen prägen. In Deutschland eröffnete die Integration von Virtual-Reality-Anwendungen in Alphabetisierungs- und Sprachkursen neue Möglichkeiten zur berufsbezogenen Sprachpraxis, machte jedoch zugleich Probleme in Bezug auf Zugänglichkeit, technische Barrieren und institutionelle Diskurse sichtbar. In den Vereinigten Staaten bot ein technologiegestütztes Curriculum, das Englischunterricht mit politischer Bildung verband, wertvolle Lerngelegenheiten, während unregelmäßige Teilnahme und unterschiedliche digitale Kompetenzen die Beteiligung einzelner Gruppen einschränkten. Die Ergebnisse verdeutlichen sowohl das Potenzial digitaler Werkzeuge zur Stärkung von Teilhabe als auch das Risiko, bestehende Ungleichheiten zu verstärken, wenn die vielfältigen Bedürfnisse der Lernenden und institutionelle Rahmenbedingungen nicht hinreichend berücksichtigt werden. Durch die Verbindung von Perspektiven auf Intersektionalität, digitale Spaltungen und institutionelle Praktiken trägt der Beitrag zum Verständnis bei, wie Erwachsenenbildung sowohl Anerkennung ermöglichen als auch Ausschluss reproduzieren kann. "This study examines how being a tied or lead mover relates to the ethnic identity of migrant spouses. Tied and lead movers differ in their migration motivations, face different constraints, and opportunities (e.g., social network through work). This is likely to be reflected in different investment strategies and adjustment patterns in the host country. To study the adjustment of tied and lead movers, I rely on the IAB-SOEP Migration Sample, which asks migrant spouses who was the main driver of the migration decision and measures several socio-economic outcomes in Germany. Using the Constant et al. (2009) framework to measure ethnic identity, the results provide descriptive evidence that tied movers in Germany are more likely to be separated and less likely to be integrated and assimilated when compared to lead or equal movers. "The welfare magnet hypothesis states that welfare generosity in destination countries is a migration pull factor. However, supporting evidence is mixed. Previous research has focused on explanatory factors in destination countries rather than in origin countries, examined migration from Organisation for Economic Co-operation and Development country perspectives rather than from a global perspective, and typically ignored that migration flows are not independent, thus overestimating welfare spending effects. We used exponential random graph models to examine migration flows between 160 countries and treated welfare spending in origin and destination countries as the main explanatory variable. Our findings show that social spending attraction effects largely disappear after controlling for various explanatory variables (gross domestic product, population size, geographic distance, democracy levels, and common spoken language). The migration preferences of low- and high-income groups do not mediate social spending attraction effects. Furthermore, flows between countries with similar spending levels are greater than flows between very low- and very high-spending countries, indicating migrant status maintenance. "Overstayers—travellers entering a country with a valid visa but staying beyond the initially authorised period—are a blind spot of migration research. Past studies claim that overstaying is indeed the main gateway to irregular migration in Europe, but few estimates exist. This paper explores three new methods to estimate the inflows of overstayers. We concentrate on the Schengen area as destination, given its relevance in global migration flows, and on non-European countries as origins, since for travellers from these countries commercial flights are the most likely transportation mode to Europe. Our methods rely on aggregate information on incoming and departing passengers from all airports in the Schengen Area, and on Facebook users' mobility data. In the first method, we compute ‘net air travel flows’ as the difference between incoming and outgoingpassengers; we then deduce net regular migration (using data from Eurostat and the QuantMig project) from ‘net air travel flows’ to obtain ‘unaccounted net flows’, which we hold to equate approximately to newly incoming overstayers with short-stay visas for 2019. In the second method, building on the first estimate, we employ the logic of gravity models to project estimates for later years. In the third method, we build on the intuitions of the first method but use net migration figures from data on Facebook users' cross-border movements. Substantively, the results of the different methods converge, indicating around 450,000 new overstayers who entered the whole of the Schengen Area in 2019 with short-stay visas. Analyses for the following years obtained with the second and third method match and are in line with changes in travel policies during the COVID-19 pandemic (2020 and 2021), suggesting a significant reduction in the number of overstayers for those years and an uptick for the years 2022–2023. By uncovering the size and scope of the overstaying population we shed light on a highly contested issue in the public debate and ultimately contribute to raise awareness on the constructed nature of the ‘regular’ versus ‘irregular’ framing of migration." "Why do European governments encourage the return of some emigrants but not others? Across the EU, emigrant return policies tend to be highly selective, prioritizing specific emigrants, such as young people, skilled professionals, or entrepreneurs. Drawing on an original dataset of eighty-one national-level emigrant return policies adopted by seventeen EU member states (2004–23), alongside in-depth case studies of Ireland and Portugal, this study investigates how and why governments prioritize certain emigrants for return. The study argues that governments’ ideological outlook, core constituencies, and their strategic positioning in electoral competition play a central role in shaping the design and targeting of policies. The analysis reveals that the party family of the strongest governing party, rather than the government ’s position on the left–right spectrum, determines the primary target group of return policies. Social democrats tend to favour workers, liberals prioritize highly skilled professionals and entrepreneurs, while conservatives, Christian democrats, and far-right parties more frequently target families. The case studies further reveal that electoral incentives and timing shape policy targeting, especially in the run-up to national elections. The article contributes to research on migration governance and party politics, highlighting how migration promotion policies, such as emigrant return policies, are not neutral responses to current demographic and economic needs but serve as strategic tools in political competition." "In Germany’s labour migration discourse the notion of skilled workers is pervasive, as evidenced by the title of the 2020 Skilled Immigration Act and its extension in 2023, framing migration primarily in terms of migrants’ qualifications and labour-market relevant skills. This article analyses the significance of this qualification criterion which is expressed in German migration law by the requirement for third-country nationals to hold a formal qualification recognised in Germany, in order to obtain residence and work permits. Therefore, it highlights a selectivity mechanism in migration policy within broader debates on how to analyse the functioning of selective systems – moving beyond a purely economic framing of demand- and supply-driven models. It does so by first analysing the development of German migration policy based on bilateral agreements towards a qualification-based policy, which has opened up to non-academically trained workers, particularly in recent years, and by secondly examining migration channels that do not require formally recognised qualification. The analysis shows that while formal qualifications remain a central criterion in German labour migration policy, a significant share of labour migration from third countries – understood as migration for the legal purpose of employment – occurs through pathways that waive this criterion. "Für die Anerkennung ausländischer Berufsqualifikationen in Deutschland müssen Dokumente bei der zuständigen Stelle vorgelegt werden, damit diese die Gleichwertigkeit mit einem deutschen Referenzberuf prüfen kann. Diese sind häufig in deutscher Übersetzung (durch eine beeidigte Übersetzerin oder einen beeidigten Übersetzer) einzureichen. Insbesondere bei umfangreichen Unterlagen kann der Übersetzungsprozess für Antragstellende mit hohen Kosten und Verzögerungen verbunden sein. Vor diesem Hintergrund gelten KI-gestützte maschinelle Übersetzungstools als vielversprechender Ansatz, um Dokumente schnell und kostengünstig zu übersetzen. Ihr Einsatz ist jedoch mit fachlichen, organisatorischen und rechtlichen Herausforderungen verbunden. Auf Basis qualitativer Interviews mit Akteuren der Berufsanerkennung, die erste Praxiserfahrungen mit maschinellen Übersetzungen gesammelt haben, werden Potenziale und Hürden ihres Einsatzes in der Gleichwertigkeitsprüfung analysiert. Daraus werden Gelingensbedingungen für eine behördliche Nutzung abgeleitet. "This study offers new insights into the phenomenon of overeducation by showing that the overeducation rates among immigrants and the wage returns of overeducated immigrants are closely linked to their admission classes. The overeducation rate in Denmark is highest among immigrants from countries that became members of the EU after 2003, 61% of whom are overeducated as compared to 24% of natives. Controlling for demographic and educational characteristics, citizens from these new EU countries, as well as reunified family members, refugees, and students, are highly overeducated compared to natives, while this is not the case for citizens from the Nordics and older EU countries, that is, those that joined the EU before 2003. Furthermore, overeducated higher-educated citizens from the Nordics and from older EU countries only suffer minor wage losses, while other admission classes typically earn between 17% and 36% less than if they had work appropriate to their educational levels. For highly educated refugees, the gap is even larger. These results emphasize the importance of the differences in immigrants’ outside options (e.g., wages and living conditions in the home country) and the admission requirements they face. "The feminization of migrant workers has positioned women as primary earners across nations, challenging traditional gender roles within migrant households while largely preserving existing patriarchal traditions. This study employs Bourdieusian frameworks of capital accumulation, particularly symbolic capital, to examine how left-behind husbands adapt to changing roles and household responsibilities at the intersection of gender, class, and cultural norms. Employing a PRISMA-based Systematic Literature Review, relevant publications indexed in Scopus, JSTOR, and PubMed from 2010 to 2025 were systematically selected. A total of 52 studies met the inclusion criteria and were analyzed using narrative synthesis to identify recurring themes and conceptual patterns. The results demonstrate that established gender norms lead to an imbalance in domestic responsibilities. Wife migration often assumes the role of primary income provider; however, domestic tasks are culturally perceived as feminine, thereby inhibiting men from fully participating in household responsibilities. Husbands who assume domestic roles frequently face conflicting expectations of caregiving while also upholding their symbolic authority as heads of household, leading to feelings of inadequacy and social pressure. These tensions often appear as symbolic violence, which diminishes men’s identity. The study advocates implementing financial literacy and entrepreneurship training for left-behind husbands to enhance the sustainable use of remittances and reduce dependency. "Eine Süd- und Osterweiterung der Europäischen Union ist zwar geopolitisch erforderlich, aber integrationspolitisch kaum verkraftbar. Das ist das Grunddilemma, vor dem die Europäische Union zur Zeit (Anfang 2026) steht. Das Spannungsverhältnis zwischen Integration und Expansion der EU zu verstehen, erfordert knappe theoretische Erklärungen, warum Erweiterung und Integration eigendynamische Prozesse sind. Dieses Spannungsverhältnis wird durch die besonderen Rahmenbedingungen der bevorstehenden Süd- und Osterweiterung dramatisch gesteigert. Es werden sieben Aspekte diskutiert, die diese Erweiterung besonders kompliziert und risikoreich machen: Zeitdruck, ein zweistufiges Wohlstandsgefälle, Demokratiedefizite der Beitrittsländer, nationale Identitätsfragen, populistischer Souveränismus innerhalb der EU, die geopolitische Rivalität und der Wegfall von Pufferzonen samt dem Krieg Russlands gegen die Ukraine. Damit steht die Erweiterungspolitik der EU vor einer Vielzahl von Dilemmata – die sich wahrscheinlich auch durch abgestufte Integration alsexplizite Expansionsstrategie nicht lösen lassen. Eher könnten sich Abstufungen der Integration und neue Pufferzonen als nicht intendierte Effekte der Politik jener Mitgliedsländer entwickeln, die innerhalb der EU Opposition gegen die EU betreiben." "The economic policies of the European Union can deepen the crisis of social reproduction in its member states by impacting the availability of (paid) public or market-based services of childcare, healthcare, long-term care and domestic work and the (unpaid) reproductive labour provided by individuals. Western European Union member states increasingly address the crisis of social reproduction by outsourcing the provision of reproductive labour to migrant workers, often from countries in Central-Eastern Europe, many of which in turn suffer from reproductive labour shortages caused by emigration. In this context, it is pertinent to assess to what extent European Union economic policy recognises the existence of crises of social reproduction in its member states and if the solutions proposed to address these differ for Western and Central-Eastern Europe countries. This article achieves this through a critical frame analysis of European Union economic policy documents issued between 2011 and 2023 to four countries selected due to their position in the reproductive labour migration chain: Belgium and Austria (as examples of destination countries which rely on Central-Eastern Europe labour migrants for care and domestic work), Poland (as example of both an origin and destination country), and Slovakia (as an example of an origin country)." "Recently, workers’ bargaining power has been declining worldwide, and immigrant-native wage inequalities have been widening. In this context, cross-sectional studies show narrower immigrant–native wage gaps in firms with works councils or collective agreements. Yet, it remains unclear whether this correlation is causal. Leveraging German longitudinal linked employer–employee data covering 542 firms and 878,403 employee observations, we investigate whether collective agreements and works councils narrow within-firm immigrant–native wage gaps especially for disadvantaged immigrant groups, that is, immigrants from non-Western countries. Using firm-fixed effects with double-demeaned interaction effects, we find no evidence that works councils narrow immigrant–native wage gaps. However, collective agreements narrow immigrant–native wage gaps for immigrants from non-Western countries by 62.0 per cent but do not affect immigrants from Western countries. Overall, our results indicate that immigrant–native wage inequalities for disadvantaged immigrant groups in Germany would not have widened by 23.6 per cent if collective agreements remained as prevalent as in 1996." "Die eingeschränkte Übertragbarkeit von ausländischem Humankapital und der eingeschränkte Signalwert von ausländischen Abschlüssen sind wichtige Erklärungen für die Benachteiligung von Zugewanderten auf dem Arbeitsmarkt. Während die bisherige Forschung die Rolle der institutionellen Rahmenbedingungen in den Herkunftsländern für diese eingeschränkte Übertragbarkeit analysiert hat, wurde bisher nicht untersucht, ob Ähnlichkeiten zwischen den institutionellen Rahmenbedingungen in den Ziel- und Herkunftsländern von Zugewanderten eine Rolle spielen. In diesem Beitrag wird die Rolle der im Herkunftsland erworbenen berufsspezifischen Bildungsabschlüsse für den Arbeitsmarkterfolg in Deutschland, dem Archetyp eines berufsspezifischen Arbeitsmarktes, untersucht. Um unbeobachtete Heterogenität zu minimieren, verwenden wir eine vergleichsweise homogene Stichprobe von männlichen Zugewanderten mit ausländischer Ausbildung (Foreign-Trained Immigrants, FTI) aus sieben EU-Ländern. Die Ergebnisse zeigen einen positiven Zusammenhang zwischen der Berufsspezifität im Herkunftsland und der Beschäftigungswahrscheinlichkeit sowie den Löhnen in Deutschland. Dieser Zusammenhang ist besonders stark für FTI, die in berufsspezifischen Jobs arbeiten, was die Bedeutung von berufsspezifischen Bildungsabschlüssen für die Arbeitsmarktintegration in Ländern mit berufsspezifischen Arbeitsmärkten unterstreicht. "Im Zuge des demografischen Wandels sind die Schülerzahlen zurückgegangen; gleichzeitig nimmt die Vielfalt zu – zum Beispiel durch mehr junge Menschen mit Einwanderungsgeschichte. Für die schulische Bildung, die die Grundlage für die berufliche Ausbildung ist, ergeben sich dadurch neue Herausforderungen. Bereits seit vielen Jahren gibt es einen Trend zu höheren Schulabschlüssen. Dies hat Auswirkungen auf die Berufswahl und führt zu einer anhaltend hohen Studierneigung. Gleichzeitig verlassen jährlich etwa 6-8 Prozent der Schülerinnen und Schüler die Schule ohne Schulabschluss. Relativ wenige davon absolvieren eine Berufsausbildung. Im sogenannten Übergangsbereich kann ein Schulabschluss nachgeholt werden und eine Ausbildungsvorbereitung erfolgen. Hier hat der Anteil von Personen ohne Schulabschluss und mit ausländischer Staatsangehörigkeit stark zugenommen. Fast 100.000 jungen Menschen gelingt trotz Hauptschulabschluss kein direkter Übergang von der Schule in die Berufsausbildung. Die bei Arbeitsagenturen und Jobcentern gemeldeten Ausbildungsuchenden und die gemeldeten Berufsausbildungsstellen bilden den Markt nicht vollständig ab, weil alle Meldungen freiwillig sind. Werden rechnerisch auch diejenigen Ausbildungsuchenden in die Betrachtung einbezogen, die auf eigene Faust – also ohne Meldung bei einer Arbeitsagentur oder einem Jobcenter – eine Ausbildung gefunden haben, wird deutlich: Es sind mehr junge Menschen auf Ausbildungssuche als Ausbildungsstellen angeboten werden (jeweils gemeldete und nicht gemeldete). Dies zeigt zum einen, dass es ungeachtet der bestehenden Passungsprobleme nicht für jeden Ausbildungsuchenden einen Ausbildungsplatz gibt. Zum anderen ist festzuhalten, dass am Ausbildungsmarkt ein größeres Potenzial an Ausbildungsuchenden vorhanden ist, als es der isolierte Blick auf die gemeldeten Bewerberinnen und Bewerber vermuten lässt. Angebot und Nachfrage finden häufig nicht zusammen. Nur etwa die Hälfte der gemeldeten Bewerberinnen und Bewerber beginnt eine Berufsausbildung. Die Anteile der unversorgten an allen gemeldeten Bewerberinnen und Bewerbern sowie der unbesetzten an allen gemeldeten betrieblichen Ausbildungsstellen haben sich über die Jahre immer weiter erhöht. Dieses Potenzial gilt es zu heben. Dieser Mismatch lässt sich zum Teil auf gestiegene regionale, berufsfachliche und qualifikatorische Passungsprobleme zurückführen. Zwei Personengruppen, die auch Überschneidungen aufweisen, sind bei der Suche nach einer Ausbildungsstelle vergleichsweise selten erfolgreich: Junge Menschen mit (höchstens) einem Hauptschulabschluss sowie Personen mit ausländischer Staatsangehörigkeit. Über eine Million junge Menschen unter 30 Jahren sind weder in einer Berufsausbildung oder einer anderen Qualifizierung, noch gehen sie einer Erwerbstätigkeit nach (sogenannte NEET2). Darunter sind auch solche, die sich enttäuscht und demotiviert von der Ausbildungs- und Arbeitssuche zurückgezogen haben. Bei 30 Prozent der jungen Menschen wurde der Ausbildungsvertrag vorzeitig aufgelöst. 28 Prozent der Studierenden haben ihr Studium abgebrochen. Diese Quoten sind in den letzten Jahren gestiegen. Der Großteil, aber nicht jeder, setzt nach einer Neuorientierung seinen Bildungsweg fort. Die Jugendarbeitslosigkeit ist wie die Arbeitslosigkeit insgesamt gestiegen und erreichte 2025 den höchsten Stand der letzten zehn Jahre. Drei Viertel der Arbeitslosen unter 25 Jahren haben keinen Berufsabschluss. Für diese Personengruppe stehen die Chancen auf eine (dauerhafte) Beschäftigungsaufnahme schlecht. Die Arbeitslosenquote von formal nicht Qualifizierten ist mehr als sechsmal so hoch wie die von Personen mit Berufsabschluss. 2,9 Millionen Menschen im Alter von 20 bis unter 35 Jahren haben keinen formalen beruflichen Abschluss. Das ist jeder fünfte junge Erwachsene in Deutschland. Diese Personengruppe hat im Zuge der Fluchtmigration stark zugenommen. "This scoping review investigates the labor market challenges and coping strategies of highly skilled second-generation immigrants in Europe who, despite their educational and professional accomplishments, face persistent barriers related to ethnic, cultural, and religious identities. Synthesizing existing literature, the review examines obstacles to the economic integration of highly educated children of immigrants, highlighting both their perceptions of these barriers and the adaptive strategies they employ. A systematic search was conducted across Scopus, Web of Science, and EBSCOhost to identify studies published between 2010 and 2024. The selection process followed a structured five-stage framework, including defining research questions, identifying and selecting relevant studies, charting the data, and synthesizing findings. A total of 1192 records were initially identified, with 1022 retained after duplicate removal. After applying inclusion and exclusion criteria, 68 studies were included in the review. Findings indicate that hiring discrimination, occupational segregation, and exclusion from elite professional networks remain key barriers, particularly for those of Muslim background. Despite achieving professional success, many continue to encounter symbolic boundaries that limit career advancement. In response, second-generation professionals adopt various coping strategies, including ethnic niche formation, entrepreneurship, and transnational mobility, to navigate labor market disadvantages. Challenging traditional assimilation narratives, findings reveal that professional success does not guarantee societal acceptance, as ethnic and cultural identities continue to pose significant barriers. The review concludes by identifying key research gaps, advocating for further exploration of organizational practices that perpetuate ethnic inequalities within high-skill professions, and examining transnational mobility as a coping strategy for second-generation elites. Future research should explore how gender and ethnicity intersect to shape career trajectories for second-generation women. Additionally, expanding research beyond the predominant focus on Muslim professionals to include other religious and ethnic groups would provide a more comprehensive understanding of how identity markers influence labor market outcomes. Finally, as demographic shifts reshape European labor markets, comparative studies should assess how different institutional and cultural frameworks influence patterns of inclusion and exclusion for highly skilled second-generation professionals." "Polnische Staatsangehörige bilden mit einem Anteil von 6,6 Prozent der ausländischen Bevölkerung im erwerbsfähigen Alter eine der größten Staatsangehörigkeitsgruppen in Deutschland (hinter Staatsangehörigen aus der Türkei, der Ukraine und Rumänien). Im Jahr 2024 war die Nettozuwanderung von polnischen Staatsangehörigen jedoch erstmals seit Einführung der Arbeitnehmerfreizügigkeit rückläufig. Die Arbeitsmarktintegration von polnischen Staatsangehörigen ist gemessen an gängigen Indikatoren insgesamt positiv zu bewerten: Die Beschäftigungsquote lag im Dezember 2024 bei 62,0 Prozent und ist damit höher als in der ausländischen Bevölkerung insgesamt (55,1 %); die Arbeitslosenquote lag bei 7,6 Prozent – im Vergleich zu 14,8 Prozent für die ausländische Bevölkerung insgesamt. Der Anteil der erwerbsfähigen Leistungsberechtigten lag im Dezember 2024 mit 5,8 Prozent deutlich niedriger als bei den ausländischen Staatsangehörigen insgesamt (17,3 %). Unter den sozialversicherungspflichtig Beschäftigten sind polnische Staatsangehörige hauptsächlich im Fachkraftbereich vertreten (50,2 %), 40,4 Prozent sind im Helferbereich beschäftigt, 9,3 Prozent im Spezialisten- bzw. Expertenbereich. Sie arbeiten überdurchschnittlich häufig im verarbeitenden Gewerbe, in Verkehr und Lagerei, im Baugewerbe sowie der Arbeitnehmerüberlassung. Über 50 Prozent arbeiten in einer dieser vier Branchen. Zudem sind sie überdurchschnittlich in Engpassberufen beschäftigt. Deutschlands Attraktivität als Zielland für Personen in Polen im Alter von 18 bis 34 Jahren nahm in den letzten Jahren ab. Während Deutschland zwischen 2009 und 2013 noch das am häufigsten genannte Zielland war (23 %), sank der Anteil bis 2024 auf 9 Prozent. Überdies geben immer mehr Personen aus Polen mit tertiärem Bildungsabschluss an, nicht auswandern, sondern in Polen bleiben zu wollen. 52,2 Prozent der polnischen Eingewanderten in Deutschland geben an, dauerhaft in Deutschland bleiben zu wollen, 14,5 Prozent planen nur einen temporären Aufenthalt und 33,3 Prozent sind noch unentschlossen. 30,7 Prozent haben im vergangenen Jahr über eine Ausreise nachgedacht; rund 4,1 Prozent hegen bereits konkrete Abwanderungspläne – von letzteren wollen 68 Prozent nach Polen heimkehren, gefolgt von 9 Prozent, die in die Schweiz auswandern möchten. Dabei haben insbesondere Jüngere unter 35 Jahren die Absicht, Deutschland wieder zu verlassen. Als Motive für Auswanderungsüberlegungen oder konkrete Pläne, Deutschland wieder zu verlassen, geben Polinnen und Polen vor allem strukturelle Gründe an: die allgemeine wirtschaftliche Lage (57,7 %), die politische Lage (56,0 %), hohe Steuern (45,9 %), aufwändige Bürokratie (38,0 %) sowie persönliche Vorlieben (29,6 %). Als Gründe dafür, dass polnische Eingewanderte, die Deutschland wieder verlassen möchten, ein bestimmtes Zielland präferieren (sei es Polen oder ein anderes Land) wurden genannt: persönliche Vorlieben (45,5 %), vorhandene Sprachkenntnisse (44,4 %), wirtschaftliche Lage in dem Zielland (42,4 %), gefolgt von eigenen beruflichen Gründen (40,4 %) und Freunden / Bekannten, die dort leben (40,1 %). 15,4 Prozent der Polinnen und Polen geben an, nach einer Rückkehr oder einer Weiterwanderung in ein drittes Land, eine erneute Rückkehr nach Deutschland in Betracht zu ziehen, während 38,9 Prozent dies verneinen. "This chapter studies the selection and sorting of EU migrants to and migration decisions within Germany in two steps. First, it investigates, with the aid of Gallup World Poll (GWP) data, the composition and characteristics of potential migrants from EU countries to Germany. Second, it uses the household survey, the IAB-SOEP Migration Sample to analyse the determinants of the migration decisions of those individuals who have already migrated to Germany. Empirical analysis of the driving factors behind migration selection reveals several interesting insights. First, migration selection among individuals who wish to migrate to Germany is driven by common factors such as economic prospects and sociodemographic features. There is a negative and significant relationship between the migration intentions of potential migrants, from both EU and non-EU countries, with regard to labour market conditions as well as perceptions of future economic conditions and living standards in the home country. Second, migration propensity to Germany is significantly lower among potential female migrants. Third, there is regional heterogeneity regarding migration selection. Potential migrants from EU countries to Germany are negatively selected in terms of educational attainment while potential migrants from non-EU countries are positively selected compared to the population in the home country. This latter finding confirms the role of migration policy in influencing migrant selection, especially for third country nationals. However, it is important to note that average education levels differ dramatically between individuals from EU and non-EU origin countries, and that potential migrants from EU countries are, on average, better educated compared to potential migrants from non-EU countries even though the latter group is more positively selected in education. The chapter also examines the sorting pattern of potential migrants in terms of their educational attainment and relative income across the top EU destination countries. Germany is at least as attractive to tertiary-educated potential migrants from non-EU states as other top EU destinations. The major exception is Scandinavian countries, which are significantly more attractive to this group compared to Germany. For potential migrants from other EU countries, Germany is, on average, less attractive to migrants with tertiary education, especially those from EU8 countries. For western European Member States countries, only the United Kingdom (UK) – which is no longer an EU Member State since 2020 – is significantly more attractive to tertiary[1]educated potential migrants than Germany. Finally, micro analysis of demographic and socioeconomic characteristics and the temporariness of migration provides another set of insights. There is a negative and significant relationship between family structure and temporary migration decisions among EU migrants in Germany. Specifically, EU nationals with children aged 16 or younger are more likely to stay permanently in Germany compared to those without children. Temporary migration decisions are also negatively linked to duration of stay in Germany. This finding is consistent with the prediction that such decisions happen within the first few years after arrival (Dustmann and Görlach 2016). The temporariness of migration is also related to educational attainment and job skill requirements. For example, high-skilled migrants are about six percentage points more likely to stay temporarily in Germany compared to low-skilled ones. These findings confirm the hypothesis that the temporariness of migration varies along the educational distribution and thus may lead to a selection effect of migration (Dustmann and Görlach 2016)." "This study investigates the dynamics of wage inequality among immigrants in the United States, a topic often overshadowed by discussions on the effects of immigration on native workers. Utilizing a unique dataset specifically created for this research, we calculate wage inequality using the Gini coefficient and Atkinson index, offering a nuanced analysis of trends across education levels, industries, and immigration policies. The findings reveal a sharp rise in wage inequality among immigrants post-2013, surpassing overall wage inequality in the United States for the first time in 2023. High-skilled sectors, particularly IT, demonstrate a stabilizing effect on wage disparity, while low-skilled immigrants face growing wage gaps exacerbated by stringent visa policies and economic disruptions, such as the COVID-19 pandemic. Our econometric analysis highlights the dual role of minimum wage policies, which increase wage inequality in the short term but reduce it over the long run. "One of the most important reasons for international migration is unemployment, along with economic concerns. Domestic and international migration movements generally take place from regions with high unemployment to the regions where unemployment is low. Therefore, analyzing the labor market is important for predicting and directing migration movements. The World Bank grouping of countries includes 47 country groups according to their geographical and income status. In our study, the unemployment hysteresis of 48 groups, which includes the average of these 47 country groups and the world in general, has been analyzed. For the analysis of the unemployment hysteresis, six different variables were used: total unemployment rate, female unemployment rate, male unemployment rate, youth unemployment rate, youth female unemployment rate, and youth male unemployment rate. For analysis of unemployment hysteresis, the Fourier PANIC panel unit root test, which entered the literature in 2023, was used. Significant results were obtained for country groups. The results of the analysis show that the unemployment hysteresis is valid for total unemployment worldwide, while the natural rate hypothesis is prominent for youth and young males. While hysteresis is observed in total and male unemployment in low- and middle-income countries, the natural rate hypothesis is generally valid in high-income countries; however, hysteresis persists in female unemployment. Therefore, at the global level, encouraging controlled and need-driven migration movements from regions where the unemployment hysteresis is valid to regions where the natural rate hypothesis is valid, can contribute to reducing imbalances in labor markets. At the national level, selective labor transfer policies, taking into account labor market needs, can be implemented from regions with high unemployment hysteresis." Abstract
"Largely unnoticed by the migration literature, business migration has established itself as a form of labor migration that is substantial in terms of numbers and receives preferential treatment in international and national migration law. Intra-corporate transferees, contractual service suppliers and business visitors all fall within this category and benefit from facilitated admission procedures agreed under trade agreements and corresponding provisions in national legislation. Assigned for temporary stays and retaining their work contract in the home country, these business migrants represent a “market model” of migration policy exploiting the economic benefits of human movement while avoiding migrants’ integration into the host countries’ labor market and society. This article conceptualizes business migration at the nexus of trade law, international labor markets and migration research and uses a mix of legal analysis, population register and other statistical data as well as survey data from Switzerland to demonstrate the scale and importance of this under-investigated yet significant type of economic migration. Amounting to nearly half of the regulated labour immigration into Switzerland, business migration is strongly associated with trade and investment ties as well as the presence of multinational companies. "We incorporate positive labor supply elasticities on the intensive and extensive margins into a standard model looking at the impact of immigration on hourly and weekly wages in the host region. When natives and migrants are perfect substitutes, a higher labor supply elasticity on the extensive margin reduces the magnitude of the negative hourly and weekly wage elasticity resulting from immigration. Conversely, a higher labor supply elasticity on the intensive margin is very likely to amplify the negative impact of immigration on the weekly wage, due to a reduction in weekly working hours. Simulations suggest that incorporating labour supply effects offsets negative wage effects, especially for parameter values that would otherwise imply a relatively large negative wage elasticity from immigration. The change in the wage elasticity of migration from incorporating labor supply effects is often small, but for special cases where labour supply elasticities are substantial the effects can be important." "Berufssprachkurse sind seit 2016 als Förderinstrument bundesweit verfügbar. Sie bauen auf den Integrationskursen auf und setzen den Spracherwerb auf fortgeschrittenem Niveau fort. Mit den Berufssprachkursen sollen die Chancen von Menschen mit Migrationshintergrund auf dem Ausbildungs- und Arbeitsmarkt verbessert werden. Der nun vorliegende Optionsbericht ist Ergebnis einer Folgeuntersuchung zur Evaluation der Berufssprachkurse vom Oktober 2023. Die Evaluation sollte insbesondere ermitteln, ob die Ziele der berufsbezogenen Deutschsprachförderung erreicht werden, und wie sich die Teilnahme an Berufssprachkursen auf die Arbeitsmarktintegration der Teilnehmenden auswirkt. Darüber hinaus ging es um die Fragen, welche Zielgruppen besonders von einem Kursbesuch profitieren, welche Faktoren die Wirkungen der berufsbezogenen Deutschsprachförderung fördern (oder hemmen) und welche Empfehlungen sich aus den Ergebnissen der Untersuchung ableiten lassen. Der Optionsbericht ergänzt die Resultate des Hauptberichts und enthält zusätzliche Einschätzungen zum Verlauf der Sprachförderung, weitergehende Ergebnisse zu deren Wirkung sowie darauf aufbauend eine Analyse der Wirtschaftlichkeit in längerfristiger Betrachtung. Der Bericht hebt unter anderen hervor, dass Absolventinnen und Absolventen eines Berufssprachkurses nach vier Jahren signifikant häufiger in sozialversicherungspflichtiger Beschäftigung sind als Nichtteilnehmende. Dabei profitieren Frauen früher und stärker von der Teilnahme. Für sie verzeichnet die Untersuchung bereits zwölf Monate nach Kursbeginn eine höhere und kontinuierlich ansteigende Wahrscheinlichkeit, eine sozialversicherungspflichtige Beschäftigung aufzunehmen. Darüber hinaus gelingt es allen Teilnehmenden bereits ein Jahr nach Kursbeginn deutlich häufiger als Nichtteilnehmenden, in eine Ausbildung oder berufliche Weiterbildung einzutreten. "This paper investigates whether shocks to safety conditions in the home country affect immigrants’ return intentions and labor market behavior. For identification, we exploit the quasi-random occurrence of violent events in the home-country relative to the timing of interviews and job separations in Germany. We show that immigrants interviewed after a violent event in their home-country are more likely to wish to remain in Germany permanently. If immigrants enter unemployment following a violent event in their home-country, they increase their job search effort and find employment faster, at the cost of accepting lower wages and working in less productive firms." "In this chapter, we introduce a new framework for studying the evolution of racial inequality in the labor market. The framework encompasses two broad forces – distributional and positional – that affect labor market gaps by racial and ethnic identity over time. We provide long-run results on the evolution of Black-White earnings gaps, including new results for Black and White women, and we review the evidence on historical factors affecting racial gaps. We then provide new results on racial gaps among other groups in the U.S. and discuss the evidence on racial gaps outside the U.S. We then discuss the role of prejudice-based discrimination in driving racial gaps, particularly in the post-civil-rights era, a period when such discrimination has been thought to play a declining role in racial inequality. We describe forces that can amplify existing discrimination, such as monopsony and workers' perceptions of prejudice in the economy, and we discuss recent literature directly measuring discrimination through expanded audit studies and quasi-experimental variation. We conclude with a discussion of existing and new frontiers on race in the labor market, including stratification, reformulations of prejudice, and understanding the way race has shaped purportedly race-neutral institutions throughout the economy." "We study how the labor market shocks of automation and immigration interact to shape workers' outcomes. Using matched employer –employee data from Norwegian administrative registers, we combine animmigration shock triggered by the European Union's 2004 enlargement with an automation shock based on the adoption of industrial robots across Europe. Although these shocks largely occur in separate industries, we show that automation reduces earnings not only in manufacturing but also in construction, where tasks overlap with robot-exposed sectors. Importantly, workers jointly exposed to automation and immigration suffer earnings losses greater than those facing either shock in isolation. These losses are driven by downward occupational mobility into low-wage services and re-sorting into lower-premium firms. Even within the Norwegian welfare system, the ability of social insurance to offset these long-run earnings declines is limited. "SUMMARY: Germany has become the second-most important destination for migrants worldwide. Using all waves from the microcensus, we study their labur market integration over the last 50 years and highlight differences to the US case. Although the employment gaps between immigrant and native men decline after arrival, they remain large for most cohorts; the average gap after one decade is 10 percentage points. Conversely, income gaps tend to widen post-arrival. Compositional differences explain how those gaps vary across groups, and why they worsened over time; after accounting for composition, integration outcomes show no systematic trend. Still, economic conditions do matter, and employment collapsed in some cohorts after structural shocks hit the German labor market in the early 1990s. "The labor market integration of migrants, focusing on employment and job quality, differs notably across Southern and Continental-Northern European nations, often involving trade-offs. Nonetheless, little is known about whether these diverse migrant inclusion models in European labor markets extend to the combination of employment and overeducation. Additionally, the role of gender in this context remains unclear. While overeducation is more prevalent among immigrants compared to native, its prevalence varies across countries. To fill this gap, we analyzed data from the 2015–2019 European Labor Force Survey in 17 European countries, considering gender and migrant origin – Western vs. non-Western. Results show that non-Western migrants and migrant women face more challenges than Western migrants and male counterparts, respectively. Among males, a trade-off model predominates, with low employment penalties but high overeducation penalties in Mediterranean countries, and vice versa in Continental and some Nordic nations. For females, those in Southern Europe align with the Mediterranean trade-off model, while those in most Continental and Nordic countries experience a double penalty. "This article analyses the European Labour Authority (ELA) to understand the strategies EU agencies can use to improve EU rule implementation. Theoretically, we depart from established EU implementation and compliance research, broadly distinguishing between enforcement, information and socialization strategies. Empirically, the analysis draws on 18 semi-structured background interviews with ELA and national officials and stakeholders as well as on documents from the negotiation of ELA's mandate, its first 5 years of operation and the review of the ELA regulation. We find that ELA tries to meet, at least partly, the high and diverse expectations of its stakeholders by pursuing a multitude of enforcement and information strategies in parallel. Given its limited resources to enforce and inform top-down, however, most observers see the greatest potential for ELA in a socialization strategy, which prompts horizontal cross-border co-operation and builds trust amongst national enforcement authorities through joint inspections and liaison officers." "Refugee professionals constitute a small but significant part of the growing refugee population worldwide. They are highly educated individuals motivated to resume their disrupted professions in host countries. However, they often remain unemployed, underemployed, or overqualified. This multidisciplinary review identifies three categories of disadvantages—ethno-racial discrimination, stigmatization of the “refugee identity,” and de-professionalizing integration support—as potential causes of refugee professionals' disadvantaged socioeconomic position and poor economic performance. Ethno-racial discrimination appears to be the most destructive, undermining professional aspirations and exacerbating identity and integration disadvantages. Identity disadvantages reduce professionals to just refugees, while integration disadvantages deprive them of the professional training, counseling, and orientation needed for successful reintegration. The review concludes that more structural constraints lead to a higher risk of marginalization and social exclusion for refugee professionals. "We estimate intergenerational mobility of immigrants and their children in fifteen receiving countries. We document large income gaps for first-generation immigrants that diminish in the second generation. Around half of the second-generation gap can be explained by differences in parental income, with the remainder due to differential rates of absolute mobility. The daughters of immigrants enjoy higher absolute mobility than daughters of locals in most destinations, while immigrant sons primarily enjoy this advantage in countries with long histories of immigration. "Using data from the European Social Survey 2002–2020, covering immigrants in 23 European countries, this paper investigates the role of natives’ gender norms in the labor market integration of female immigrants. To analyze the role of natives’ gender norms, we exploit intertemporal, interregional, and age-specific variation in female-to-male labor force participation ratios. We find a positive and robust association between immigrant women’s labor supply and the female-to-male labor force participation ratio in their region of residence. No similar association is found among immigrant men. We provide evidence that our finding is due to the cultural assimilation of female immigrants to native women’s gender norms, and not the result of exposure to similar institutions and economic conditions. Based on a gravity model of female immigrants’ regional location choice, we further provide supportive evidence that the association between natives’ gender norms and immigrant women’s labor supply is not driven by a selective location choice of female immigrants." "Many EU Member States have adopted emigrant return policies (ERPs) meant to encourage and assist emigrated citizens’ migration back to their country of origin. Despite the significance of this trend, there is a notable lack of comparative research on the nature of ERPs and explanations for their introduction. This article offers a comprehensive analysis of ERPs across all EU countries that have introduced such policies in the past two decades (2004–2023) – including 17 countries and 81 policies. We examine policy instruments, target groups, policy justifications, and the political contexts associated with the introduction of ERPs. Our analysis reveals that ERPs are largely symbolic in substance – although the use of more costlyeconomic tools increased towards the end of the analysed period –, primarily targeting the young and highly skilled, and justified predominantly in relation to the economy. Furthermore, we demonstrate that ERPs are often introduced for political reasons: while many of these policies are likely to be ineffective in shaping migration, they have been adopted in contexts where emigration and/or related issues were salient to showcase action on a highly complex policy issue. The study covers new empirical ground regarding how and why EU Member States govern migration within a free movement space and the understudied politics of emigration and return." "In aller Kürze: - Die ausländische Bevölkerung in Deutschland ist nach Angaben des Ausländerzentralregisters im Februar 2025 gegenüber dem Vormonat um 3.000 Personen gestiegen. - Die Beschäftigungsquote der ausländischen Bevölkerung betrug im Januar 2025 54,9 Prozent und ist damit im Vergleich zum Vorjahresmonat um 1,7 Prozentpunkte gestiegen. - Die absolute Zahl der Arbeitslosen mit einer ausländischen Staatsangehörigkeit hat im März 2025 gegenüber dem Vorjahresmonat um rund 66.000 Personen zugenommen. "This paper investigates whether xenophobic attitudes, as measured by the regional share of votes for right-wing parties and xenophobic violence, affect migrants’ choices of where to live in Germany. We use a unique panel data set for the period 2004 to 2017 and apply fixed effects regression models and instrumental variable estimation to examine the relationship between anti-immigrant attitudes and immigration. Our results indicate that xenophobic attitudes tend to reduce regional labour immigration. However, evidence seems to be more robust for the support of right-wing parties than for xenophobic violence. Regarding heterogeneous effects across skill groups, the findings are ambiguous. While the immigration of skilled workers seems to be more sensitive to xenophobic violence, evidence is more robust for the share of right-wing votes in the case of low-skilled foreign workers. "This study examines the impact of immigrant integration programs on low-literate refugees, focusing on the Norwegian Introduction Program (IP). Like other obligatory integration courses across Europe, the IP aims to promote active participation and economic self-reliance, but its effectiveness for vulnerable groups remains debated. Through semi-structured interviews with IP participants, we investigate how these programs both help and hinder integration for low-literate refugees. Our findings reveal that while the IP improves language skills and employment opportunities, it simultaneously impedes other aspects of integration, such as educational advancement and feelings of belonging. Three key hindrances emerge: a hierarchical course structure, arbitrary evaluation practices, and program trade-offs forcing difficult choices between education and employment. These features devalue prior skills, create barriers to early income gains, and reproduce deficit identities and inequalities among vulnerable participants. We conclude with policy recommendations to mitigate the risk of replicating inequalities, suggesting alternative programs and metrics of integration success more suitable for those lacking initial resources. This research contributes to the ongoing debate on the long-term effects of integration programs on low-literate refugees, a critically important yet understudied group." "This paper examines the relationships between cultural identity and immigrants’ likelihood of finding employment during economic crises. Drawing on Italian data from the Social Condition and Integration of Foreign Citizens (SCIF) survey, we develop a multidimensional measure of cultural identity that incorporates both self-identification and observable factors. The analysis reveals that cultural identity significantly affects employment outcomes, with dual identity (where immigrants maintain both their identity of origin and adopt aspects of the host country’s identity) proving to be the most beneficial for securing employment, even in a labour market constrained by an economic recession. This effect is evident for both men and women, although it is more pronounced among women. Based on these findings, policies that discourage the preservation of one’s original identity are not justified if the goal is to enhance immigrants’ success in the labour market. "Der Fachkräftemangel in der Altenpflege ist hoch. Im Vergleich zu Krankenhäusern war es bislang für Pflegeeinrichtungen schwieriger internationale Pflegekräfte zu gewinnen – auch weil sie bei Anerkennungsverfahren nur eingeschränkt mitwirken konnten. Seit Einführung der generalistischen Pflegeausbildung im Jahr 2020 eröffneten sich neue Handlungsspielräume für Pflegeeinrichtungen, da sie nun grundsätzlich Anpassungsmaßnahmen selbst durchführen und sich so direkt an Anerkennungsverfahren beteiligen können. Die vorliegende Studie geht u.a. der Frage nach, welche Erfahrungen Pflegeeinrichtungen, in denen Menschen hohen Alters gepflegt werden, mit der Durchführung von Anpassungsmaßnahmen im Rahmen der Anerkennung im Ausland erworbener Berufsqualifikationen gemacht haben und welche Chancen und Herausforderungen damit verbunden sind? Basierend auf 15 qualitativen Interviews mit Beschäftigten von Pflegeeinrichtungen und Pflegeschulen zeigt die Studie, dass einige der Pflegeeinrichtungen in den neuen Möglichkeiten eine Chance sehen, ihre Rekrutierung zu verbessern, da sie Personen mit im Ausland erworbenen Qualifikationen gezielter als zukünftige Pflegefachpersonen anwerben und im Anerkennungsverfahren begleiten könn(t)en. Anpassungsmaßnahmen direkt in der eigenen Pflegeeinrichtung (teilweise) durchzuführen, ermöglicht es internationale Pflegekräfte frühzeitig für die Altenpflege zu gewinnen – und unter bestimmten Voraussetzungen auch langfristig zu binden. Voraussetzung dafür sind vor allem ausreichende personelle Ressourcen. Denn entscheidend ist, dass die Anpassungsmaßnahmen in ein gezieltes Integrationskonzept eingebettet sind und bspw. durch geschulte Praxisanleiterinnen und -anleiter begleitet werden. Pflegeeinrichtungen, die diesen Weg bereits gehen, berichten von geringerer Fluktuation und einer stärkeren Bindung der internationalen Pflegekräfte an die Pflegeeinrichtung, was die Gefahr der Abwanderung in Krankenhäuser deutlich mindern kann. 3" (Autorenreferat, IAB-Doku)

"Labor markets in advanced economies have undergone substantial change due to globalization, technological improvements, and organizational changes, making language proficiency increasingly important even in less skilled jobs. Has this development led employers to shy away from hiring immigrants with limited host-country language skills? We shed light on this question by conducting a large-scale field experiment, where we introduce common second-language features in immigrants' resumes. We also conduct employer surveys to interpret our experimental results. Abstract
"The risk of gender-based violence (GBV) against migrant women is largely exacerbated by precarious employment opportunities available to them as they go through the resettlement process. Despite the risk that the connection of precarious employment and GBV pose to migrant women’s health and wellbeing, critical gaps exist in literature. Our scoping review sought to identify and synthesize evidence on the interconnectedness of GBV and precarious employment among migrant women. Six electronic databases were searched for empirical literature and two reviewers independently conducted title/abstract and full text screening of studies that met the inclusion criteria. Data synthesis was guided by the intersectionality theory and the Feminist Political Economy framework. 50 articles met the criteria for inclusion in this review. Our findings reveal that precarious employment plays both a catalytic and consequential role in GBV. Findings highlighted how post-migration shifts in gender roles, schedule unpredictability leading to work-life imbalance, and debt bondage trap migrant women in cycles of exploitation and abuse. Few studies highlighted how human trafficking is intertwined with precarious labor markets, where the exploitation and abuse of migrant women mirror the characteristics of human trafficking. This review underscores the urgent need for integrated policy responses that are not only focused on individual supports but also address the structural drivers or labor precarity and protect migrant women from GBV and human trafficking. By applying an intersectional lens, policies and intervention programs can tackle systemic oppression across economic, and social systems essential in reducing exploitation and abuse to advance migrant women’s wellbeing." "Population change in Germany at the subnational level is particularly driven by changes in net international migration and shifts in internal migration flows between urbanisation, suburbanisation and counter-urbanisation. Official population projections at the county level use a single scenario, thereby omitting uncertainty that arises from changing patterns in the assumed components of demographic change. We use a cohort-component model that incorporates the spatial distribution of a net number of international migrants and internal migration matrices to provide population projections for 401 counties in Germany until 2070, encompassing nine total international and internal migration scenario combinations. Our results show a full potential outcome space of future subnational population change in Germany and highlight the variability in this possible change in terms of population structure, size, and spatial distribution. Across the scenarios, the total population of Germany is projected to be between 74.25 and 86.84 million people in 2040 (83.4 in 2023). There are also considerable differences in how the total population and its distribution might change spatially, both between urban and rural areas and in age structure. Thus, depending on the assumed absolute level of net international migration and the direction of internal migratory patterns we, highlight how internal and international migration patterns will continue to play a large role in future population development in Germany at the county level." "This study examines the labour market outcomes of second-generation migrants in 32 countries (30 European countries, Australia and the United States of America). Drawing on data from labour force surveys and other household surveys contained in the ILO Microdata Repository, it focuses on labour force participation, unemployment, status in employment, wages and self-employment income. The results of the analysis reveal differences between second-generation migrants and other people born in the same country once the specific composition of that population group in terms of age and educational attainment is taken into account. Second-generation migrants generally exhibit lower labour market participation and higher unemployment rates, and they appear more likely to be employees than self-employed in several of the countries studied. With regard to earnings, on average across the countries studied, a small wage gap is observed between second-generation migrant workers and the rest of native-born workers, with wage premiums existing only in a few countries.
