    "This paper sheds light on the health-related, economic, and social well-being of single parents of children with disabilities, a population often overlooked in research. Much literature examines single parenthood and child disability independently and generally finds negative consequences of experiencing either. Yet, little is known about the well-being of parents at the intersections of single parenthood and raising a child with a disability. Drawing on data from the UK Millennium Cohort Study, the study compares the health-related, economic, and social well-being of single parents of children with disabilities to that of single parents of non-disabled children and partnered parents. The findings show that single parents of children with disabilities experience significantly worse mental and physical health, higher rates of poverty and lower employment rates. These challenges are compounded by the lack of appropriate childcare and limited support from non-residential parents and extended family members, which further constrains parents’ ability to work. Thisstudy investigates a neglected social group and contributes to the literature by integrating two separate strands of research—single parenthood and child disability—and identifying the unique disadvantages thatstand at their intersection."     "European statistics and policies commonly rely on household typologies that classify households based on the number of adults and children living together. However, these typologies overlook family relationships and classify any non-standard arrangement into a broad residual category of ‘other’. This approach fails to capture increasing family diversity across Europe and introduces a persistent North-Western bias into data and policymaking. As a result, families that do not fit conventional models may be misclassified or entirely overlooked in poverty assessments and policy targeting. This is problematic since family structures vary substantially across European countries and became more diverse over time. This article introduces the Families in Households Typology (FHT), a classification system that uses relationship identifiers in EU-SILC microdata to reconstruct family structures within households. The FHT reduces the share of individuals placed in the residual ‘other’ category from over 20% to around 5%, particularly improving identification in Southern, Central, and Eastern European countries where multigenerational living arrangements are common. The results also show that nearly half of all single parents in Europe live with another adult and are not captured as single parents under conventional typologies. This has important implications for policy design: many single-parent households may be excluded from targeted support due to misclassification. Reclassifying households using the FHT also reshapes our understanding of living standards. The poverty risk of single parents is often overestimated when the Eurostat household typology is adopted. When single parents co-residing with kin or unrelated adults are correctly identified, their average poverty risk tends to be much lower. These findings highlight the importance of moving away from basic household counts towards relational classifications that more accurately reflect the diversity of family life across Europe, rather than using typologies that reflect the dominant family reality in Northern and Western Europe."     "Growing inequality since the eighties in most developed countries, together with the effects of recent economic crises, which affected more severely to lower incomes, pushed into the political agenda the need to improve the redistribution of the tax-benefit system. Systematically, one proposal to fight poverty and inequality is the implementation of a basic income. Detractors of this proposal argue that the cost of this measure is too high and criticize the potential disincentives to work and efficiency reduction. However, most studies simulating this kind of policy ignore the effects on employment and outcome. This paper simulates a bunch of reforms that replace the personal income tax with a basic income flat tax scheme. The analysis uses a behavioral microsimulation model of the Spanish tax-benefit system, which includes labour supply reactions. The results show that basic income - flat tax reform is feasible (in the sense that tax collection is kept constant in all simulations) and reduces poverty and inequality. However, the cost in terms of efficiency, measured by gross income and labor supply, is not negligible. This reduction in efficiency reduces social welfare and offsets the improvement of the social welfare achieved by the decrease of inequality." (Author's abstract, IAB-Doku, © 2025 The Authors.     "Income inequality is commonly measured using disposable household income, yet this approach ignores the necessary expenditures households must incur. When costs such as housing, energy, food, and transport absorb a substantial share of resources, disposable income may misrepresent effective living standards. This paper analyses income inequality in Austria using a residual income perspective that deducts essential expenditures from equivalised household income. Using representative microdata on 6,873 households, we compare inequality levels based on disposable and residual income, apply a Lerman-Yitzhaki Gini decomposition to identify the contribution of individual expenditure categories, and examine re-ranking within the income distribution using transition matrices and subgroup analyses. We find that inequality is substantially higher when measured on residual income, indicating that conventional measures understate disparities in disposable monetary resources. While income remains the dominant structural determinant of inequality, necessary expenditures exert heterogeneous effects. Housing costs, particularly rent, increase inequality, whereas other necessities exhibit neutral or mildly equalising effects. Re-ranking analysis shows a significant reallocation of households in the lower and middle parts of the income distribution, with pronounced regional and household-type differences. These findings highlight the central role of necessary costs in shaping inequality and demonstrate the value of residual income measures for assessing living standards." Dies gelingt unter bestimm ten Voraussetzungen. Die Lohnkostenzuschüsse sind jedoch befristet und nicht alle Geförderten werden in ein ungefördertes Arbeitsverhältnis übernommen. Dabei bleibt die Frage, wie sich ihre Teilhabe nach Förderende entwickelt, bis her noch weitgehend unbeantwortet. In diesem Beitrag werden anhand von biografischnarrativen Interviews mit 33 Geförderten deren Verbleib, ihre Perspektiven auf das (bevorstehende) Förderende und die nachfolgende Entwicklung ihrer Teilhabechancen untersucht. Die Ergebnisse zeigen heterogene Verläufe: Während einige aktiv Übergänge gestalten, benötigen insbesondere arbeitsmarktferne Personen intensivere Unterstützung bei der Realisierung nachhaltiger Teilhabe."     "In recent decades, numerous welfare states have implemented in-work benefits to ‘make work pay’ and tackle in-work poverty. To explain the adoption and institutionalization of this instrument, studies tend to emphasize either socio-political demand or ideational influences as motivators of policy decisions. However, the relative importance of these causal logics, and the relationship between them, remains ambiguous. To advance this debate, this article examines in-work benefit reforms in two welfare states: France and the United Kingdom. Examining reforms from the late 1990s to the 2010s, findings suggest that policy change and convergence were driven by an ideational rather than a demand-based logic. Reforms were more strongly motivated by the shared interpretive frameworks of policymakers and their instrumental use of ideas (ideational power) rather than the demands of voters and organized interests.     "Poverty is a complex and persistent phenomenon, the eradication of which is crucial for all economies, regardless of their development level. Its multidimensional nature necessitates a comprehensive understanding of demographic, socioeconomic, and institutional determinants to devise effective poverty alleviation strategies and promote sustainable development. Within this context, this paper aims, first, to measure the deprivation levels of the NUTS2 regions of the EU during 2002–2020 through the lens of people’s perceptions. This approach captures individual perspectives across multiple fields of deprivation—income, living conditions, health, education, and safety—offering a more nuanced view of poverty persistence. Second, it explores the determinants of deprivation, which are shaped not only by individual characteristics but also by the socio-economic, institutional and geographic environment that define regional development capacity. By shedding light on these complex and interconnected factors, this analysis aims to deepen understanding of poverty’s persistence and prevalence, offering valuable insights for policymaking."     "This study investigates how individuals’ misperceptions of their relative position in the income distribution—referred to as positioning bias—are shaped by income inequality. Drawing on the ISSP 2019 Social Inequality module, the analysis includes data from 31,368 individuals across 29 countries and employs multilevel modelling to test whether individuals are more likely to misperceive their position under conditions of high inequality. We explore heterogeneity across income groups and bias types (unbiased, underestimation, and overestimation). Findings reveal that inequality is associated with positioning bias, though the direction and magnitude depend on the individuals’ actual income position. Individuals in disadvantaged positions are more accurate in their self-perceptions when inequality is high, while those in higher-income positions tend more towards underestimating their relative standing. Overall, the results show that higher inequality is associated with lower subjective status relative to respondents’ actual position across all income groups.     "Beginnend mit dem Erhebungsjahr 2005 bis zum Erhebungsjahr 2023 veröffentlicht die amtliche Statistik Armutsrisikoquoten für die Gesamtbevölkerung und für ausgewählte Subpopulationen auf Basis von Mikrozensus-Daten. Im Vergleich zu anderen Datenquellen hat der Mikrozensus aufgrund der sehr großen Stichprobe Vorteile für die Armutsschätzung auf regionaler Ebene wie auch für kleinere Bevölkerungsgruppen. Allerdings ist die Operationalisierung von Armutsrisikoquoten mit Mikrozensusdaten etwas aufwändiger, da nur klassierte Einkommensdaten vorliegen. Vor diesem Hintergrund haben wir standardisierte Stata- und R-Tools für die Schätzung des Haushalts-Nettoäquivalenzeinkommens und darauf basierend der Armutsrisikoquoten für die Mikrozensus Scientific Use Files 2005 bis 2022 entwickelt (https://www.gesis.org/missy/materi-als/MZ/tools/arm). Unsere Tools beinhalten darüber hinaus die designbasierte Schätzung der Varianz von Armutsquoten mit dem Mikrozensus Scientific Use File. Im ersten Teil dieser Arbeit wird die Operationalisierung der Armutsrisikoquoten nach Bundesländern bei-spielhaft für die Gesamtbevölkerung und für die Gruppe der alleinerziehenden Haushalte beschrieben. Die Armutsrisikoquoten werden sowohl anhand des Medians für das Bundesgebiet (Bundesmedian) als auch des jeweiligen landesspezifischen Medians (Landesmedian) geschätzt, da die regionale Referenzgröße bei der Diskussion von Ergebnissen mitgedacht werden sollte. Die deskriptiven Ergebnisse sind im ersten Teil (Kapitel 3) dargestellt, in welchem auch eine Validierung der Vorgehensweise auf Basis von EU-SILC-Daten vorgenommen wird. Weiterhin interessieren wir uns einerseits dafür, wie gut die Armutsrisikoquoten mit dem Scientific Use File des Mikrozensus (70%-Substichprobe der Originalstichprobe) im Vergleich zu den auf Grundlage der Originalstichprobe amtlichen Armutsrisikoquoten geschätzt werden können. Andererseits sollte das Stichprobendesign bei der Datenanalyse grundsätzlich berücksichtigt und Standardfehler oder Konfidenzintervalle in Veröffentlichungen konsequent berichtet werden, um einer Überinterpretation von Unterschieden in den Armuts-quoten im Zeitverlauf oder zwischen Gruppen vorzubeugen. Im Beispiel des Mikrozensus sind es die drei Komponenten Hochrechnungsgewicht, Schichtung und Klumpung, die bei der Ermittlung des Standardfehlers und der Konfidenzintervalle herangezogen werden, um die stichprobenbedingte Variabilität der Schätzungen zu bewerten. Im zweiten Teil dieser Arbeit (Kapitel 4 und 5) wird daher das Stichprobendesign und die Hochrechnung beim Mikrozensus beschrieben sowie anschließend die Varianzschätzung ausführlicher erläutert. Die Ergebnisse der Varianzschätzung zeigen, wie elementar der Mikrozensus für eine empirisch fundierte Sozialberichterstattung ist. Es gibt u.W. keine vergleichbare Datenquelle in Deutschland, die zuverlässigere Ergebnisse auf regionaler Ebene für kleine soziale Gruppen liefern kann und auch beim Mikrozensus stößt man an Grenzen, sobald sehr kleine Bundesländer in Kombination mit sehr kleinen Gruppen im Fokus stehen."     "We compare the effects of training-conditional and unconditional cash transfer programs on the labor market outcomes of women and men. We use the experiment in Del Boca et al. (2021) where low-income households are randomly assigned to one of three groups: cash transfer conditional on a family-specific bundle of training programs, unconditional cash transfer with no access to those training programs, and no treatment. We exploit Social Security data, including all registered labor contracts in Italy. We find that cash transfers conditional on training have a positive and sizeable effect on males’ labor income and that this effect stays in place for at least two years after the program. Unconditional cash transfers did not affect men. In contrast, female employment is positively affected by both cash transfers regardless of access to the training, but the effect is smaller if they are conditional."     "Der Band leistet einen Beitrag zu der zunehmend fragmentierten Debatte zum Verhältnis von Wirtschaft und sozialer Ungleichheit. Die Untersuchung des Verhältnisses zwischen Wirtschaft und sozialer Ungleichheit ist eine der ältesten Fragen, mit denen sich die Soziologie befasst, und gewinnt vor dem Hintergrund der Krisen der vergangenen Jahre wieder zunehmend an Bedeutung.     "The paper studies effects of social policies on in-work poverty risks, distinguishing between measures that either intervene in labor market processes - i.e. predistribution policies - or redistribute towards those with low incomes. The analyses use data from EU-SILC and macro-level indicators from various sources to estimate general as well as household-typespecific effects using longitudinal methods. Results reveal important differences between specific policies: increasing minimum wages contributes to reducing low-wage risks, but has no significant effect on in-work poverty risks. In contrast, there is a negative effect of strict employment protection legislation across almost all household types on in-work poverty, which is consistent with the positive role this measure plays for supporting earnings that are sufficient to provide not only for one person, but also potential dependants in the household. With respect to redistributional policies, both unemployment benefits and benefits to low earners reduce poverty due to their contribution to public poverty-reduction. However, whereas unemployment benefits only reduce in-work poverty among couple households, benefits to low earners mainly contribute to lower poverty risks among employed single parents.     "The topic of measures to fight against poverty is one of the most debated by decision-makers, commentators, and insiders in Italy. After a short life, despite the increase in poverty and inequalities in Italy, the universal income support measures were abolished in 2023. This paper presents a counterfactual impact evaluation of the Inclusion Income (II), Italy’s first income support measure, on severe material deprivation from 2017 to 2021. We rely on a novel database collected from a survey addressed to beneficiary and non-beneficiary but eligible families of universal income support measures in Italy. Our results show a positive impact of the monetary benefit on the probability of not being severely materially deprived in 2019 but not in 2021. The in-kind part of the benefits, namely the socio-economic reinsertion personalized project, is, instead, effective after 2019, confirming its importance in addressing structural disadvantages and providing a long-term solution to material deprivation for the most disadvantaged groups. Results also show that the in-kind benefit is more effective in the South. Policy implications concerning the potential effectiveness of the polices replacing the II are discussed."     "This study examines how work-family trajectories of households with poverty experience relate to poverty persistence across their working-age life course, using data from the German Socioeconomic Panel from 2007 to 2020 (N =1,518). Work-family trajectories are conceptualized by considering individual- and household-level explanations of poverty. Taking a life course perspective, the study explores sequences of labor market attachment, the extent of low-wage receipt and the needs-to-resource ratio in households across eight years. Methods combine multichannel sequence analysis to identify four clusters of work-family trajectories, and linear regressions to link these clusters to the cumulated length of poverty experiences and the average distance from the at-risk-of-poverty threshold across eight years. Findings reveal that most work-family trajectories among working-age households with poverty experience are dominated by low household work intensity and the presence of children, with trajectories of low-wage receipt forming less prominent patterns. Household histories of low work intensity are linked to increased poverty duration and severity. This relation is even stronger for households that simultaneously experience a high needs-to-resource ratio or frequent low-wage receipt, emphasizing the interplay between these two factors and household work intensity. High household work intensity reduces poverty persistence the most, with education identified as an important contextual factor mitigating poverty persistence. Findings suggest to reduce poverty persistence by supporting higher work intensity and regular employment in households with poverty experiences by addressing what prevents individual employment, such as upskilling or reskilling along individual strengths.     "Die hohe Inflation der vergangenen Jahre hat nach aktuellen Zahlen des Sozio-oekonomischen Panels (SOEP) zu Kaufkraftverlusten bei Bruttostundenlöhnen und Haushaltsnettoeinkommen geführt. Die Ungleichheit bei den Löhnen ist weiter gesunken und wieder auf dem Stand des Jahres 2000. Dies liegt vor allem an den positiven Entwicklungen am unteren Ende der Lohnverteilung: Durch die wiederholten Anhebungen des Mindestlohns hat der Anteil der Beschäftigten im Niedriglohnsektor nach Zahlen des Statistischen Bundesamtes mit 15,9 Prozent im Jahr 2024 einen neuen Tiefstand erreicht. Bei den verfügbaren Einkommen auf Haushaltsebene stagniert seit 2020 die Ungleichheit ebenso wie die Armutsrisikoquote, allerdings ist beides in der langen Frist gestiegen. Unter Personen mit Migrationshintergrund und insbesondere unter Geflüchteten ist die Niedrigeinkommensquote überdurchschnittlich hoch, während sie bei der Bevölkerung ohne Migrationshintergrund seit mehr als zehn Jahren nahezu unverändert ist. Die Erwerbsbeteiligung hat einen maßgeblichen Einfluss auf das Armutsrisiko. Zur Reduktion der Einkommensungleichheit und des Armutsrisikos sollten sowohl die Arbeitsmarktintegration ausgewählter Zielgruppen in den Fokus genommen als auch das Transfersystem reformiert werden, um Anreize zur Ausweitung der Arbeitszeit zu setzen."     "Migrant and mixed households have higher poverty than non-migrant households. This is partly because single-earner two-adult households are more prevalent in migrant and mixed households and because such households have different job characteristics. One crucial job characteristic is teleworkability. Whether or not individuals can work from home has become a dividing factor in the labour market. While much research has focused on how teleworkability affects poverty in the majority population, less attention has been devoted to migrant and mixed two-adult households. Using the German Microcensus (2019), we construct work arrangements based on the number of earners in the household and their job‘s teleworkability to predict poverty for non-migrant (N = 49,507), mixed (N = 6,818), and migrant households (N = 8,922). Descriptive statistics show that, in Germany, migrant and mixed households have more single-earner and non-teleworkable work arrangements. Results from logistic regressions report higher poverty for non-teleworkable and single-earner work arrangements, putting mixed and migrant households at an increased disadvantage. Furthermore, we find that migrant (and mixed) households not only have a higher prevalence of high-poverty work arrangements but also higher poverty than non-migrant and mixed households within the same work arrangements."     "Vom Phänomen Armut lassen sich viele Aspekte diskutieren, wie z.B. persönliche Schicksalsschläge und strukturelle Gegebenheiten als mögliche Ausgangspunkte, erlebter materieller Mangel sowie die sich aus Armut ergebenden eingeschränkten und prekären Lebensverhältnissen, die reduzierte Teilnahme und Teilhabe am öffentlichen Leben und die hohe seelische Belastung der Betroffenen, die mit psychischen und physischen Krankheiten und geringere Lebenserwartung einhergeht. In der öffentlichen Diskussion rücken dagegen immer wieder die gleichen Themen und Thesen in den Vordergrund: Es wird behauptet, dass Arbeitslosigkeit und Armut entsteht, weil sich die Betroffenen nicht genug anstrengen um Arbeit zu finden. Die Empfänger*innen würde Sozialleistungen missbrauchen und deren Üppigkeit das Problem verschärfen. Darüber hinaus wird angenommen, dass die Sozialleistungen zu einer ›Gewöhnung‹ oder ›Abhängigkeit‹ führen würden. Die Diskurse weisen einerseits eine gewisse Kontinuität auf, wandeln sich aber auch in bestimmten politischen und gesellschaftlichen Konstellationen. So gab es bereits bei der Gründung der Sozialversicherungen Klagen über vermeintliches »Pensionsspekulantentum« (Nullmeier/Vobruba 1995: 42), über »Simulanten« (ebd.) und über angebliche »Selbstverstümmeler« (ebd.), die sich Leistungen erschleichen wollten. Andererseits – und das soll im Folgenden untersucht werden – haben sich die Erzählungen zu Arbeitslosigkeit und Armut in der Nachkriegszeit auch verändert. Im Folgenden gehe ich zuerst auf die Funktionen der Debatte über die »unwürdigen Armen« und den Missbrauch von Sozialleistungen ein und verweise auf die soziale Konstruiertheit von Armut. Im Anschluss reflektiert ich zentrale Diskursereignisse ab den 70er Jahren, die eine größere Öffentlichkeitswirkung entfaltet haben, untersuche Kontinuitäten und Veränderungen und schließe mit einer Einordnung der Ergebnisse ab."     "This research note focuses specifically on poverty as it is one of the key challenges identified in the European Pillar of Social Rights and its Action Plan. It highlights recent patterns, trends, and dynamics in poverty when calculated based on income and net wealth jointly across a large set of EU countries, relying on household microdata from the Eurosystem Household Finance and Consumption Survey (HFCS) between 2009 and 2020. It contributes to the literature in at least four distinct ways 1) It provides an up-to-date overview of the incidence and patterns of poverty based on income and net wealth for the largest set of (EU) countries ever studied in this regard, including countries that have so far not been part of the literature. 2) It consists of an in-depth discussion of poverty measures that combine information on income and net wealth, including in relation to Eurostat’s experimental statistics on income, wealth, and consumption. It goes beyond previous research by analysing poverty rates as well as poverty gaps and the profile of the poor population. Furthermore, where the literature has primarily focused on those who are able to leverage income poverty through wealth holdings, here those who cannot or are poor due to negative net wealth (i.e. higher debt than assets) are given the same level of attention. 3) It assesses how poverty based on income and net wealth evolved over the most recent decade, while the literature has so far mostly focused on mapping patterns at a single moment of observation. 4) It introduces a dynamic perspective by leveraging panel data for Belgium following the same households over time to study movements in and out of poverty, calculated based on income and net wealth jointly.     "Fueled by the recent cost of living crisis and compounding social policy challenges, absolute poverty measurement is rapidly gaining relevance in many advanced economies. Focusing on individuals' and households' minimum financial needs, absolute measures of poverty are well suited to support adequate social protection schemes and time-consistent social monitoring. The current open access publication gives a comprehensive overview of the art and science of absolute poverty measurement in an EU-wide context. It summarizes the lessons learnt from the ABSPO exploratory research project carried out by the European Commission, tasked with designing and implementing the first cross-country comparable measurement of absolute poverty in the EU. Presented as a methodological handbook for practitioners and social policy experts, the relevant material covers all aspects of the measurement process and offers a novel framework, innovative methodologies and pioneering data analysis. Taking a decidedly forward-looking and international approach to poverty thinking, ABSPO measurement tools help identify new forms and patterns of social exclusion among European societies that call for further research, improved social monitoring and effective policy action.     "Studies of accessibility mainly focus on state welfare benefits and services. Yet, civil society actors may also provide material benefits for various needs. Drawing on the capability approach, this article examines accessibility for both state and non-state benefits from the perspective of people living in poverty. The (non-)take-up of particular benefits must be understood within the overall context of people’s welfare production, i.e., their practices of accessing, combining, and transforming resources from state, market, civil society, family, and social networks to achieve the kind of life they value. The article draws on a qualitative study examining the welfare production of 40 households living below or near the poverty line in Switzerland. It is based on three waves of semi-structured interviews, complemented by financial diaries documenting household income and expenditures. Our analysis shows how configurations of individual factors such as self-image, the endowment with social and cultural capital, and subjective cost–benefit calculations interact with institutional entitlements, conceptions of deservingness, and administrative procedures. The article identifies three ideal-typical configurations: deliberate non-take-up, extensive use of different benefits, or sporadic use of mostly small non-state benefits. Households without access to benefits are more likely to face material and social deprivation, whereas those who use both state and non-state resources enhance their capabilities."     "Asset tests play a key role in determining eligibility for minimum income (MI) benefits in most OECD and EU countries, yet their design, implementation, and impact remain largely underexplored. While there is broad consensus in the policy community on the importance of assessing household wealth alongside income, countries apply highly diverse and often complex rules, with unclear implications for benefit adequacy, coverage, and take-up. This paper aims to fill this information gap by providing a comparative account of asset test requirements in MI schemes, drawing on a new OECD database developed with financial support from the European commission. The database maps how countries assess various asset types and introduces a novel classification framework to group asset test features and rank their potential strictness for claimants. The paper also proposes three methodological options to quantify asset test strictness at the country level and presents an empirical application to selected EU countries. The final section discusses the trade-offs in asset test design and offers policy guidance to support equitable, efficient, and sustainable targeting of MI benefits."     "The article focuses on the work of working-class women (WCW) amid turbulent times. Its timespan is just prior to and during the Covid-19 pandemic in the UK. The women's work, and the key skills involved, are fundamental to everyday lives, but both have been under-valued and under-rewarded. The pandemic shone a fresh light on the societal importance of this work and highlighted how its under-valuation and the women's systemic low pay and inferior working conditions have serious ramifications not only for individual workers and their families but for the provision of key services. The article centres WCW, at the intersection of classed and gendered disadvantage, to ask about inequalities in work experiences. Analysing nationally representative samples of thousands of workers in the UK prior to and as Covid-19 rolled out, we compare WCW with other workers. We show that the women faced both persistent and new inequalities at work: enduring low earnings, pandemic-led risks to jobs and paid hours, little opportunity to work from home or flexibly, and stressful key working roles. We reveal the heavily classed nature of some of these findings, show that others were more strongly gendered, while still others were classed and gendered outcomes that require intersectional analyses of the women's working lives."     "Poverty is on the rise in Germany. Though there are studies on immigrant earnings and poverty in Germany as separate topics, Little attention has been paid to determining the factors that contribute to the poverty of immigrant households. In this paper we focus on the socioeconomic situation of Asian households in Germany. Using a 1% sample of the population in Germany – the German Microcensus Scientific Use File for2012 to 2019 – we document the patterns of household poverty for households shared by at least one immigrant from East and South-East Asia. As compared to migrants from Vietnam, households with immigrants from other Asian countries have a markedly lower poverty rate. Furthermore, our results show support for the hypotheses developed from the equal earner model, but not from the breadwinner model. In particular, our analysis underlines the role of female employment for hedging poverty risks. In addition, intermarriage with native partners and their domestic human capital endowments play an important role for individual poverty risks of immigrants from East and South-East Asia.     "This paper explores the dynamics of social exclusion as measured by material and social deprivation in the particularly exposed category of single-parent households. We aim to assess whether there is true state dependence in deprivation and the role of other household factors, as well as that of the macro-economic and social welfare scenario. We use 2015–2018 European Union Statistics on Income and Living Conditions longitudinal data to explore a large set of European countries. We estimate three-level dynamic probit models that enable us to account for micro- and country-level unobserved heterogeneity. Our results suggest that material and social deprivation is likely to be a trap for single-parent households and that this effect is stronger for these households than for those composed of two adults and children. Among single-parent households, those headed by a female are worse off than those headed by a male. The policy implications of these findings are also discussed." Auch stellten sich ungelöste Fragen: Soll die Einzelfallprüfung bei den Kosten der Unterkunft aufgegeben werden? Wie soll der Bedarf von Mehrpersonenhaushalten bestimmt werden?     "The purpose of this paper is to provide an update on the development of the long-term relative poverty rate in Europe. We use European Statistics on Income and Living Conditions data (EU-SILC) for 26 European countries between 2009 and 2018. In addition to describing the development of long-term poverty, we also analyse the drivers of poverty on the country level via fixed effects panel regression analysis. We are particularly interested in how economic growth, employment rates, social expenditure, and short-term poverty rates are related to long-term poverty. Overall, the results show that long-term poverty has increased in 13 out of 26 countries, but was unchanged or decreased in 13 countries. Gross domestic product growth is not related to the development of long-term poverty. However, we find that male employment and social welfare expenditure reduce poverty rates. Furthermore, short-term poverty is negatively associated with long-term poverty. Hence, short-term poverty and long-term poverty rather substitute than complement each other."     "In 2015, Michigan increased its Career and Technical Education (CTE) funding and changed its funding formula to reimburse programs-based student progression through program curricula. Although this change nearly doubled program completion rates, student enrollment and persistence were unaffected; instead, administrators accelerated student progress by reorganizing course curricula around notches in the new funding formula. As a result of response heterogeneity, 30% of the funding increase is transferred away from high-poverty districts to more affluent ones, underscoring how supply-side responses to loopholes shape the incidence of public services."     "In this first UK study of ‘Workers using foodbanks’, 65 per cent of research participants, including 76 per cent of those of working age, identified poor-quality employment as the root cause of their food insecurity. This primary problem of the deficient quality of jobs was characterized by insecure work, low wages, and excessive mental stress. Data revealed an environment in which workers are required to claim benefits because available employment cannot sustain their needs. A contemporary generation of ‘in-and-out-of-work[ers]’ are food insecure because of a secondary problem of inadequate welfare support. Post-pandemic welfare laws are interacting with ineffective employment rights protection to scaffold a low-wage labour market in which jobs are stripped of qualities that meet workers ’ basic needs. There is an urgent need to respond to the UKs record high incidence of food insecurity by improving the quality of available employment so that all jobs deliver adequate income, security of working arrangements, and support for good mental and physical health. ‘Workers using foodbanks’ is an aphorism that captures a contemporary reality in which the risk of food insecurity is embedded in contractual arrangements for work that are forged at the nexus of welfare and employment laws." Im Zeitraum zwischen 2000 und 2015 stieg die sozioökonomische Segregation zwischen Arbeitslosen und Beschäftigten in allen 80 deutschen Großstädten ausnahmslos deutlich an und wurde dabei immer kleinteiliger. Dies betraf schnell wachsende Metropolen wie München oder Hamburg, kleinere Aufsteiger wie Ingolstadt oder Regensburg, stark schrumpfende ostdeutsche Städte wie Cottbus oder Chemnitz und auch mehr oder weniger stagnierende Städte im Ruhrgebiet wie Mühlheim an der Ruhr oder Oberhausen. Manche Entwicklungen in unseren Städten lassen sich also möglicherweise aktiv begleiten und in eingeschränktem Maße politisch gestalten, ob man sie jedoch aufhalten kann (oder will), steht auf einem anderen Blatt."     "Dieser Beitrag setzt bestimmte Formen massenmedialer Darstellung von Armut und Armutsbetroffenen in einen etwas weiteren Kontext. Dabei sind wir von der Annahme ausgegangen, dass Form und Inhalt dieser Präsentation sich in einen jeweiligen historischen, zeitgeistigen Rahmen und dessen Blickwinkel auf den entsprechenden Gegenstand einfügen. Hier ist dieser Rahmen durch eine Abkehr der Blickrichtung weg von strukturellen Ursachen der Armut hin zu einer Fokussierung auf betroffene Individuen gekennzeichnet. Armut wird somit weniger als erlitten, sondern vielmehr als durch eigenes Verhalten und eigene (falsche) Lebensentscheidungen Leistungsbeziehender herbeigeführt dargestellt. Dieser Perspektivwechsel mag auf der einen Seite zu sozialarbeiterischen Bemühungen eines Empowerments Armutsbetroffener führen, wirft andererseits die Frage nach deren Mitverantwortung bzw. Schuld auf. Ob intendiert oder nicht, der hier in den Blick genommene massenmediale Diskursstrang kann diese Schuldvermutung fördern und verhält sich damit komplementär zu einer politischen Programmatik, die ebenfalls eher an Fragen individuellen (Fehl)Verhaltens und weniger an armutsverursachenden Strukturen ansetzt. Die auf der Fokussierung auf oft nur scheinbar missbräuchliche Inanspruchnahme von Sozialleistungen beruhende Skandalisierungsstrategie, das durch entsprechende Medienformate vorangetriebene ›Othering‹ des armen bzw. verarmten Bevölkerungsteils und dessen Positionierung als Kostgänger der arbeitenden Menschen hat sich als wirkmächtig erwiesen. Ausdruck davon ist der skeptische Blick weiter Bevölkerungsteile auf Armutsbetroffene, der von Zweifeln an deren Integrität durchsetzt ist – und die Frage aufwirft, welches Maß an Unterstützung diese verdienen. Umgekehrt jedoch müssen sich Armutsbetroffene in ihrem alltäglichen Leben und ihrem Lebensgefühl mit dem von ihnen gezeichneten (Zerr)Bild auseinandersetzen. Dabei wird die immanente Widersprüchlichkeit der hier betrachteten Faulheitsdebatte deutlich: Sie bezweifelt und fordert auf der einen Seite den ›Integrationswillen‹ der Betroffenen, verfestigt auf der anderen Seite ein essentialistisches Bild armutsbetroffener Menschen als der Gesellschaft entfremdet – erzeugt somit ein paradoxales ›Drinnen‹ und ›Draußen‹ zugleich.Wie sehr diese Form der Darstellung exkludierend wirkt, zeigt sich, wenn, wie in diesem Beitrag, Betroffene selbst zu Wort kommen. Auch wenn aktuell neue zeitgeistige Themen in den Vordergrund rücken, viele Debatten inzwischen im schwer zu durchdringenden Raum neuer sozialer Medien geführt werden und das Armutsthema massenmedial etwas in den Hintergrund gerückt ist: Der Topos des faulen Armen scheint sich –über den hierin den Mittelpunkt gerückten Rückblick auf die Hartz-IV-Debatte – nachhaltig im armutspolitischen Diskursrepertoire festgesetzt zu haben. Dies belegt nicht zuletzt die Debatte um die aktuelle Reform des deutschen ›Bürgergeldes‹.Wer diese mitverfolgt, wird unschwer auf Wiedergänger des Topos jener, vielleicht bloß vermeintlichen, ›Arbeitsverweigerer‹ stoßen."     "Advances in measuring poverty in non-monetary terms enable governments to track social progress on ends, the things that societies value doing and being. Using a national-level regression-based empirical strategy, this research demonstrates the magnitude of previously unmeasured policy effects on material deprivation, a non-monetary indicator of poverty. We apply this methodology to a comparative microdata set covering 32 European countries and estimate the average marginal effect of a small universal income increase on material deprivation. We illustrate the impact of the income transfer from various policy angles commonly used when analyzing the poverty reduction effects of social transfers. We show how impacts vary with characteristics such as country and household deprivation levels and the type of social transfers received. The methodology enables an analysis of the redistributive impact of social transfers on non-monetary social outcomes and is also suitable for other non-monetary social outcomes such as housing deprivation and food insecurity."     "Die Armut in Deutschland verharrt auf hohem Niveau, so das Ergebnis des neuen Paritätischen Armutsberichts: 16,8 Prozent der Bevölkerung leben nach den jüngsten Zahlen in Armut, wobei sich im Vergleich der Bundesländer große regionale Unterschiede zeigen. Fast zwei Drittel der erwachsenen Armen gehen entweder einer Arbeit nach oder sind in Rente oder Pension, ein Fünftel der Armen sind Kinder. Der Paritätische sieht wesentliche armutspolitische Stellschrauben daher insbesondere in besseren Erwerbseinkommen, besseren Alterseinkünften und einer Reform des Kinderlastenausgleichs. „Die Befunde sind durchwachsen, aber einen Grund zur Entwarnung gibt es nicht”, so Ulrich Schneider, Hauptgeschäftsführer des Paritätischen Gesamtverbands. So scheine der Trend stetig wachsender Armut auf Bundesebene zwar auf den ersten Blick gestoppt, aber noch lange nicht gedreht. Nach dem Armutsbericht müssen 14,2 Millionen Menschen in diesem reichen Land zu den Armen gezählt werden. 2022 waren damit fast eine Million Menschen mehr von Armut betroffen als vor Pandemie, Energie- und Preiskrise im Jahr 2019 und 2,7 Millionen mehr als 2006. Insbesondere Alleinerziehende, kinderreiche Familien und Menschen mit schlechten Bildungsabschlüssen oder ohne deutsche Staatsangehörigkeit sind von Armut betroffen. Auf einen neuen traurigen Rekordwert ist nach der Studie zudem die Kinderarmut gestiegen: Mehr als jedes fünfte Kind ist mittlerweile von Armut betroffen (21,8 Prozent).     "Social policy debates as early as the 1950s have focused on the activation of individuals into employment. This assumes jobs with good work-ing conditions and fair pay; ignores women's reality of part-time work, unpaid care work and the gender pay gap; and has often resulted in the weakening of traditional social protection. We study the individual poverty risk of women under the adult worker paradigm across the EU using the tax-benefit model EUROMOD and EU-SILC data. Comparing the individual poverty risk of working-age women to the benchmark of typical male workers, we highlight heterogeneity driven by women's economic situation and job characteristics and analyze the role of the tax-benefit system in reducing the gap. The analysis shows that only slightly more than one third of women isn't the adult worker model, while this is the case for almost two thirds of men. Inactive and unemployed women are particularly likely to be vulnerable to poverty, but even women with the same characteristics as male reference workers experience a higher poverty risk, highlighting the role of the gender pay gap. Benefits cushion some of the gendered labor market differences but are often not generous enough for unemployed and inactive women or not sufficiently available for self-employed women. Women in atypical employment are furthermore disproportionally affected by taxes and social insurance contributions as they lead to a higher poverty rate, contributing to a larger gap compared to typical male workers."     "Conventional (income-based) poverty measures have been criticised for being narrowly focused and failing to provide evidence that those identified as poor have an unacceptable standard of living. The consensual approach to deprivation addresses both weaknesses by drawing on community perceptions of what items are essential for all and establishing that those who do not have them cannot afford them. In contrast, the consensual income approach maintains the role of income as a key determinant of poverty but uses community perceptions of how much is needed to make ends meet to set a poverty line. Although perceptions vary widely, it is possible to estimate the income level at which people with that income would say that their current income is just enough to make ends meet. This article re-examines this approach drawing on recent developments in poverty research and using new data for Australia. The consensual poverty lines produced are shown to have similarities with those used in existing poverty studies, but also to exhibit important differences. An overlap measure is developed that includes those in consensual poverty who also indicate that their current income is not enough for them to make ends meet. The poverty rates produced by this overlap measure is shown to align with those based on the 50 per cent of median-income OECD equivalised poverty line used in most Australian studies. It is argued that the consensual income approach has the potential to advance our understanding of poverty beyond that provided by conventional income-based measures."     "Ganz ohne Aufhebens stellte das Statistische Bundesamt im April/Mai 2024 seine neuen Armutsdaten für das Jahr 2023 ins Internet. (...) Bei den unlängst veröffentlichten Zahlen des Statistischen Bundesamtes zur Armut in Deutschland handelt es sich um sogenannte Erstergebnisse. (...) Die Erstergebnisse des Mikrozensus weisen für Deutschland eine Armutsquote von 16,6 Prozent aus. Sollten sie in einigen Monaten, wenn die Endergebnisse vorliegen, bestätigt werden, ist die Armut in Deutschland damit gegenüber 2022 um 0,2 Prozentpunkte und gegenüber 2021 um 0,3 Prozentpunkte zurückgegangen. Lassen sich diese Werte auch durchaus noch als Stagnation auf sehr hohem Niveau interpretieren, so ist es doch zumindest das erste Mal seit Einführung der Armutsstatistik auf Basis des Mikrozensus im Jahr 2005, dass die Armut in zwei Jahren in Folge, wenn auch nur leicht, so doch abnimmt. Möglicherweise könnte sich damit tatsächlich ein Bruch des seit 2006 herrschenden Trends stetig steigender Armutsquoten andeuten. Background: Scholarship shows that psychological resources such as parental self-efficacy can attenuate the negative repercussions of poverty for families. The article builds on the family stress model that highlights the role of economic deprivation for family functioning by Conger and colleagues. It focuses on the consequences of transitioning into unemployment, objective poverty, and subjective poverty for parental self-efficacy, and the potential mediating effect of psychological distress. Method: Using data from the German Family Panel (pairfam) Waves 4 to 12 (2011–2020), Baron and Kenny mediation analyzes are conducted based on fixed effects regressions with standard errors based on clustered bootstrap procedure. Results: The results show that transitioning into subjective poverty significantly decreases parental self-efficacy, and that only a marginal part of this effect is mediated by psychological distress. A transition into objective poverty, by contrast, has no effect on parental self-efficacy. Likewise, unemployment has no direct effect on parental self-efficacy. However, transitioning into short-term unemployment reduces psychological distress and thereby buffers parent’sself-efficacy. This does by contrast not apply for long-term unemployment. Conclusion: The findings demonstrate the importance of differentiating between specific aspects of economic deprivation when investigating its consequences for parental self-efficacy and considering psychological distress as a potential mediator. Moreover, the findings provide longitudinal evidence for the consequences of a transition into economic deprivation for parental self-efficacy and point to the presence of gender effects with regard to unemployment."     Abstract

    "Bei der öffentlichen Anhörung des Ausschusses für Arbeit, Gesundheit und Soziales des Landtags Nordrhein-Westfalen am 2.10.2024 äußerte sich das IAB zum Antrag der Fraktion der SPD „Die Landesregierung gibt den Sozialen Arbeitsmarkt auf: Koalitionsversprechen halten!“. Der Antrag hat zum Ziel, dass der Landtag unter anderem die Landesregierung auffordert, den sozialen Arbeitsmarkt in Nordrhein-Westfalen zu stärken und sich zum Sozialen Arbeitsmarkt zu bekennen. Langzeitarbeitslosen Menschen soll die Teilhabe am Erwerbsleben und nachhaltige Beschäftigung ermöglicht werden. In Abstimmung mit den Wohlfahrtsverbänden soll ein Pilotprojekt zur Anschlussförderung für Menschen mit schwerwiegenden Vermittlungshemmnissen aufgelegt werden, für die eine Arbeitsmarktintegration nach einer fünf Jahre andauernden Förderung durch „Teilhabe am Arbeitsmarkt“ nicht gelingt. Es soll eine ganzheitliche Betreuung im sozialen Umfeld vorgesehen werden. Eine Einführung des Vermittlungsvorrangs durch die Hintertür soll gestoppt werden. Die Stellungnahme geht auf zentrale Ergebnisse zur Forschung zum Teilhabechancengesetz ein, die für die im Antrag enthaltenen Forderungen von Relevanz sind. Dabei geht es insbesondere um wichtige Aspekte der Sicht der Jobcenter auf die Förderung von erwerbsfähigen Leistungsberechtigten durch den § 16i SGB II. Ferner werden Ergebnisse von Wirkungsanalysen diskutiert, die bisher allerdings nur Wirkungen dieser Förderung auf Erwerbsintegration und soziale Teilhabe der Geförderten während eines Zeitraums untersuchen konnten, der noch kürzer ausfällt als die maximale Förderdauer. Auch relevante Befunde zur ganzheitlichen beschäftigungsbegleitenden Betreuung (Coaching) werden diskutiert.     "Proponents of a basic income (BI) claim that it could bring significant reductions in financial poverty, on top of many other benefits, including greatly reduced administrative complexity and cost. Using microsimulation analysis in a comparative two-country setting, we show that the potential poverty-reducing impact of BI strongly depends on exactly how and where it is implemented. Implementing a BI requires far more choices than advocates seem to realize. The level at which the BI is set matters, but its exact specification matters even more. Which parts of the existing tax-benefit system are maintained, and which parts are abolished, modified or replaced? The impact of a BI, be it a low or a high one, thus strongly depends on the characteristics of the system that it is (partially) replacing or complementing, as well as the socio-economic context in which it is introduced. Some versions of BI could potentially help to reduce poverty but always at a significant cost and with substantial sections of the population incurring significant losses, which matters for political feasibility. A partial basic income complementing existing provisions appears to make more potential sense than a full basic income replacing them. The simplicity of BI, however, tends to be vastly overstated."     "While the influence of poverty in childhood on adulthood outcomes has been extensively studied, little is known about how the strength of intergenerational persistence in poverty itself varies across countries. Here we examine the intergenerational persistence of poverty in a comparative analysis of 30 European countries using data from the 2019 ad hoc module of the EU-SILC dataset. We construct proxy measures of poverty in the parental household employing information on inability to meet basic needs and financial hardship when growing up, together with parental education and occupational social class. The strength of the association between current poverty based on the indicators at the core of the EU's social inclusion process and these measures of parental poverty is assessed and compared across countries. The cross-country variation in poverty persistence is probed including with respect to its relationship with the current and past extent of poverty: persistence tends to be stronger where current or parental poverty are higher, analogous to the Great Gatsby Curve relating intergenerational income mobility to income inequality at country level. Mediation analysis highlights the role of own education as well as occupation in underpinning the observed relationship between current and parental poverty.
