Langfristig auf den Bezug von Sozialleistungen angewiesen zu sein, geht für die Betroffenen häufig mit ökonomischen und sozialen Teilhabedefiziten und Exklusionsrisiken einher. Abstract
"This paper analyzes the long-term rise of labor market detachment within the United States. We construct a measure of the detachment rate that identifies prime-age men and women who have been out of the labor force for more than a year. Detachment has risen for men in most local labor markets since 1980, and for women since around 2000, with more than a third of the prime-age population detached in some parts of the country. We show there has been a widening in the spatial distribution of detachment and a corresponding increase in its geographic concentration. Empirical results indicate that detachment rose more in places with weak local economies, particularly those that experienced a loss of routine production and administrative support jobs due to globalization and technological change, and that frictions in local labor market adjustment contributed to its uneven rise. Moreover, the rise in detachment has been concentrated among older prime-age individuals and those without a college degree, and, consistent with regional reinvention, occurred less in places with high human capital. These findings point to an important role for place-based economic development policy in distressed regions with persistently high detachment." "This paper incorporates labor market inactivity and long-term unemployment into the framework of optimal redistributive taxation. We examine how a combination of education policy, public employment programs, unemployment benefits, and optimal income taxation can effectively address both redistributive goals and the persistent challenges of long-term unemployment. Our analysis shows that the second-best optimal policy typically implies overprovision of education compared with a policy rule that reflects only direct marginal benefits and costs. At the same time, public employment programs and unemployment benefits tend to be underprovided. Using numerical simulations, we illustrate how this policy mix adapts to varying preferences for redistribution, productivity disparities, and the proportion of individuals at risk of long-term unemployment." "Das Teilhabechancengesetz soll langzeitarbeitslosen Grundsicherungsbezie her:innen durch die Aufnahme einer geförderten Beschäftigung und begleiten des Coaching mehr soziale Teilhabe ermöglichen. Dies gelingt unter bestimm ten Voraussetzungen. Die Lohnkostenzuschüsse sind jedoch befristet und nicht alle Geförderten werden in ein ungefördertes Arbeitsverhältnis übernommen. Dabei bleibt die Frage, wie sich ihre Teilhabe nach Förderende entwickelt, bis her noch weitgehend unbeantwortet. In diesem Beitrag werden anhand von biografischnarrativen Interviews mit 33 Geförderten deren Verbleib, ihre Per spektiven auf das (bevorstehende) Förderende und die nachfolgende Entwick lung ihrer Teilhabechancen untersucht. Die Ergebnisse zeigen heterogene Ver läufe: Während einige aktiv Übergänge gestalten, benötigen insbesondere ar beitsmarktferne Personen intensivere Unterstützung bei der Realisierung nachhaltiger Teilhabe." "Die deutsche Wirtschaft befindet sich seit Längerem in einer anhaltenden Schwächephase. Die Gründe für die hartnäckige Stagnation sind eine Mischung aus konjunkturellen Dämpfern und strukturellen Herausforderungen. Die schwache wirtschaftliche Entwicklung belastete den Arbeitsmarkt auch im Jahr 2025. Während die Beschäftigung bis an den aktuellen Rand geringfügige Zuwächse im Vergleich zum Vorjahr verzeichnete, nahm die Arbeitslosigkeit zu. Auch die Einstellungsbereitschaft der Unternehmen entwickelte sich weiter ungünstig und ist zurückgegangen. Aufgrund der geringen Nachfrage nach neuen Arbeitskräften stellt sich die Situation für arbeitslose Menschen oft schwierig dar. Die Chancen auf Beendigung der Arbeitslosigkeit sind in den letzten Jahren zusehends geringer geworden, was zuletzt zu einem Anstieg der Personen geführt hat, die in die Langzeitarbeitslosigkeit übertreten. Ist der Status der Langzeitarbeitslosigkeit einmal eingetreten, reduzieren sich die Aussichten auf eine Wiederaufnahme einer Erwerbstätigkeit drastisch. Dies stellt insbesondere für Personengruppen mit multiplen Vermittlungshemmnissen – wie beispielsweise geringer Qualifikation, gesundheitlichen Einschränkungen oder fortgeschrittenem Lebensalter – eine große Herausforderung dar. Überdurchschnittlich hohe Anteile an Langzeitarbeitslosen sind insbesondere in Kreisen Nordrhein-Westfalens sowie in strukturschwachen Regionen wie Bremerhaven und der Uckermark zu verzeichnen. Im Gegensatz dazu betrifft die Langzeitarbeitslosigkeit in den Ländern Bayern und Baden-Württemberg nur einen sehr unterdurchschnittlichen Anteil. Im internationalen Kontext weist Deutschland weiterhin eine der niedrigsten Langzeiterwerbslosenquoten unter den EU-Ländern auf. Die höchste Quote wird in Griechenland verzeichnet." "In this article, we develop, unfold, and explore the concept of ‘chronic unemployment’ to capture a segment that is weakly attached to the labor market because of repeated spells of unemployment, interrupted only by shorter intervals of temporary employment, inactivity, and/or participation in active labor market policy measures (ALMP). We do this to capture this segment more adequately than conventional long-term unemployment statistics. We analyze unemployment trajectories of chronically unemployed individuals across different labor market and welfare regimes over more than 10 years based on longitudinal and comparable register data in Denmark, Germany, and Finland. We find that in these developed welfare states, unemployment of a more chronic character is a much wider problem than what conventional statistics reveal, and that sustainable integration into gainful employment at the open labor market is a distant goal for a considerable share of the group." "A large body of research shows that parental unemployment has negative consequences for children's mental health. However, we know much less about the reverse pattern in intergenerational crossover effects. This study fills the gap by showing how unemployment among adult children is related to parents’ mental health, and how this relationship is moderated by the geographical distance separating parents from their children. We analyze longitudinal data from seven of the first eight waves of the SHARE survey for 16 European countries from 2004 to 2020. Our analytic sample consists of 299,755 distinct observations for 78,837 parent–child dyads. We employ correlated random-effects models, which control for unobserved fixed-in-time confounders and allow for interacting time-varying observed characteristics in an appropriate way. Our results show that, generally, adult children's unemployment affects parental mental health negatively. Adult children's unemployment has particularly strong negative consequences for the mental health of mothers who coreside with their children. Regarding fathers, relatively larger effects emerge in the group with children who live near enough to have regular interactions but not close enough to provide direct instrumental support. Our findings highlight the role of coresidence and distance in shaping the interrelatedness of economic well-being and health across generations." "Die Studie ist Teil der Untersuchung „Lebenssituation und Erfahrungen von Bürgergeldbeziehenden (LEBez)“ des Instituts für Angewandte Wirtschaftsforschung (IAW) und des SOKO Instituts im Auftrag der Bertelsmann Stiftung. Sie untersucht, wie intensiv Leistungsbeziehende von sich aus nach Arbeit suchen, welche Gründe einer Arbeitssuche entgegenstehen und welche Angebote die Leistungsbeziehenden vom Jobcenter erhalten. Die Studie zeigt, dass viele Leistungsbeziehende psychisch oder chronisch krank sind. Mehr als die Hälfte der Leistungsbeziehenden hat in den letzten vier Wochen nicht nach einem Job gesucht und gibt hierfür häufig gesundheitliche Gründe an. Daneben werden unter anderem fehlende passende Stellen und unzureichende finanzielle Anreize genannt. Viele geben außerdem an, noch nie ein Stellen- oder Weiterbildungsangebot vom Jobcenter erhalten zu haben. Die Befragung erfolgte vom 15. April bis 18. Juni 2025. Zielgruppe waren erwerbsfähige Leistungsbeziehende zwischen 25 und 50 Jahren, die mindestens seit einem Jahr Bürgergeld beziehen und arbeitslos oder arbeitsuchend sind. Die Stichprobe wurde vom Institut für Arbeitsmarkt- und Berufsforschung (IAB) gezogen. Die Genehmigung erfolgte durch das Bundesministerium für Arbeit und Soziales (BMAS)." "Background: Long-term unemployment is associated with various health risks and low health literacy. Occupational rehabilitation organizations that employ individuals with a history of long-term unemployment may be ideal settings for promoting health literacy. The purpose of this study was to develop and test an intervention to enhance health literacy in this setting. Methods: The intervention was developed using the steps of the Intervention Mapping protocol. It focused on nutrition, physical activity, and mental health literacy, and included both problem-based learning and practical activities. The intervention was tested using a single-arm pre-post design. Health literacy was assessed at the individual level using the European Health Literacy Scale (HLS-EU-Q16) for general health literacy, the Newest Vital Sign test for functional health literacy, and domain-specific literacies for food, physical activity and mental health literacy. Additionally, structured interviews were conducted with social workers and management staff in the participating organizations to evaluate organizational readiness for change, covering domains such as knowledge of existing efforts, leadership support, implementation climate, health literacy of participants, and available resources. Changes in individual outcome parameters over time were analyzed using paired t-tests. Regression models were used to assess the association between participation in the intervention activities and changes in outcomes. Results: A total of nine organizations participated in the study. The organizational readiness assessment revealed an increase in management support, though a slight decline in the implementation climate was noted. A total of 171 participants (65% men; mean age = 51.9 years, SD = 9.9) were included in the baseline assessment, and 110 were included in the six-month follow-up. Approximately 50% of participants took part in the intervention activities. Positive trends over time were observed for food literacy and mental health literacy, but not for other outcomes. No clear pattern emerged in the relationship between participation in the intervention activities and changes in the outcome variables. Conclusion: This study revealed small improvements in proximal outcome variables indicating feasibility and potential impact. "Unemployment is a pressing societal problem world-wide. The consequences of unemployment are disproportionately more severe for older individuals. Building on literature on digital technologies in the context of unemployment and social support in digital peer groups, we design and evaluate a novel job counseling approach to leverage the power of digital peer groups to assist older unemployed individuals in regaining employment. Our approach supplements the traditional one-on-one offline counseling. It is specifically designed for older unemployed individuals, with small group sizes, moderation, and implementation through an easily accessible online messenger. We demonstrate the practical applicability of the proposed approach by instantiating it in cooperation with the German Federal Employment Agency, and we demonstrate how the approach can be used in terms of mutual social support. We evaluate the efficacy of the approach in a controlled, randomized field experiment with 987 older unemployed individuals. The results demonstrate the approach’s positive impact on reemployment chances of older unemployed individuals, by increasing their job search skills and job search intensity. Furthermore, our evaluation reveals that gender and job market situation are important contextual factors for the effectiveness of the digital peer group-based approach, warranting further recognition in research." "Vor dem Hintergrund einer von Beginn an außerordentlich lebhaften und differenzierten Forschung über die Umsetzung und Wirkungen des SGB II untersucht der Beitrag auf Basis öffentlich zugänglicher BA-Statistiken, wie sich Übergangsraten in Beschäftigung von Personen entwickelt haben, die Leistungen nach dem SGB II beziehen, und wie sich die Zusammensetzung der Klientel im SGB II verändert hat. Die Analyse findet deutliche Hinweise darauf, dass sich Übergänge in Beschäftigung ausgehend von einem niedrigen Niveau im Zeitverlauf verringert haben. Dies lässt sich nicht allein darauf zurückführen, dass sich das wirtschaftliche Umfeld eingetrübt hat und dass Personen im SGB II in zunehmendem Ausmaß Vermittlungshemmnisse aufweisen. Die vorliegenden Daten zeigen, dass Jobcenter mit vielfältigeren Aufgaben als nur der Arbeitsvermittlung konfrontiert sind. "In Krisenzeiten zeigen sich die negativen Folgen von Arbeitslosigkeit besonders deutlich: Wer kurz vor Beginn der Covid-19-Pandemie seine Arbeit verlor, hatte infolge der Krise deutlich geringere Chancen, einen neuen Job zu finden. Das Risiko, in die Langzeitarbeitslosigkeit zu rutschen, war für die Betroffenen daher deutlich höher als bei vergleichbaren Arbeitslosen wenige Jahre vor Ausbruch der Pandemie. Es gelang zwar vergleichsweise vielen der in der Pandemie langzeitarbeitslos gewordenen Personen schließlich doch, wieder eine Beschäftigung zu finden. Der Anteil der Langzeitarbeitslosen knapp zwei Jahre nach Eintritt der Arbeitslosigkeit war bei ihnen jedoch immer noch mehr als doppelt so hoch wie in der Vergleichsgruppe." "For all jobseekers, and particularly for the least qualified, access to training and the quality of that training are crucial issues. The international literature on the impact of training reveals contrasting effects. In France, like in the Grand Est region, new training programs, Itinéraire Compétences, have been introduced between 2019 and 2022. These experiments involve the implementation of qualification paths to employment, with a greater emphasis on individualized training and taking account of individual difficulties, compared with regular training courses. We econometrically evaluate the contribution of Itinéraire Compétences compared with regular regional training courses in the Grand Est region, using micro econometrics for program evaluation. To achieve this, we consider data from the matching of the regional information system of the Grand Est region together with the FORCE database (Dares, French Ministry of Labor). On the whole, our results do not indicate any increase of the employability of individuals, nor a change in the features of the regular job found through the Itinéraire Compétences program compared to regular training programs. On the other hand, Itinéraire Compétences could help the less educated jobseekers (without any diploma level) in finding a regular job; besides, more educated individuals (ie. with high school diploma) may suffer from such a program in comparison to benefiting from a regular one. We differentiated subgroups by health, age and working hours. Data for participants and non-participants (but entitled to welfare benefits) stem from the first two waves (2020/2021) of the panel survey ‘Quality of Life and Social Participation’. To identify causal effects, we employed matching methods based on administrative and survey data. Our findings show that 1 and 2 years after programme start, participation had significant positive effects on all indicators of health and standard of living. Abstract
"Purpose: This study assesses the probability of an OECD member country exhibiting high persistence in unemployment duration, considering income inequality, productivity, accumulation of human capital and labor income share in Gross Domestic Product (GDP) between the years 2013–2019. Design/methodology/approach To achieve the purpose of the study, a probabilistic analysis with panel data is employed, focusing on 20 OECD countries segmented into two groups: those with high persistence and low persistence in unemployment duration. Probit and Logit models are estimated, marginal changes are analyzed and the models are evaluated in terms of their classification accuracy. Finally, trends in probabilities over time are examined. Findings This paper exhibits that countries with higher human capital index, greater labor income share in GDP, and more relevant productivity for well-being reduce their probabilities of experiencing high persistence in unemployment duration. It is observed that Mexico (MEX), Greece (GRC), Italy (ITA), and Turkey (TUR) have elevated probabilities of experiencing high persistence in unemployment duration in the future, while Costa Rica (CRI), Estonia (EST), Slovakia (SVK), Czech Republic (CZE), Lithuania (LTU), Poland (POL), and Israel (ISR) show a marked downward trend in these probabilities. Lastly, countries like the United Kingdom (GBR), Denmark (DNK), Sweden (SWE), Norway (NOR), Netherlands (NLD), Germany (DEU), United States (USA), and Canada (CAN) present minimal risk of experiencing high persistence in unemployment duration in the future. Research limitations/implications The measurement of the relationship between development outcomes and persistence in unemployment duration has been scarce. Generally, the literature has focused on the analysis of development and unemployment without delving into the duration of unemployment, let alone persistence in duration. Practical implications This paper provides a solid foundation for the formulation of policies aimed at promoting sustainable employment and inclusive economic growth. Social implications Based on the findings of the study, two key development policies are proposed. Firstly, the implementation of investment programs in Human Capital to increase productivity is recommended. Resources should be directed towards initiatives that improve the necessary skills and competencies in the labor markets of OECD countries, especially in strategic economic sectors with higher production linkages. Additionally, incentivizing the application of active labor policies is proposed. This entails prioritizing policies aimed at increasing the labor income share in GDP through progressive fiscal reforms that strengthen social safety nets and ensure fair labor standards. Implementing employment programs targeted at vulnerable groups, such as long-term unemployed individuals, youth, female heads of households and marginalized communities, is also recommended to eliminate structural barriers to labor market participation and reduce disparities in unemployment persistence. Adopting these policies can help mitigate the risk of high unemployment duration persistence and foster sustainable and inclusive long-term economic growth. Originality/value This is the first study to analyze the probabilities of both developing and developed countries experiencing high persistence in unemployment duration. It specifically evaluates these probabilities over a period of time and also estimates potential outcomes if real investments were made to enhance their human capital, productivity and employability." Abstract
"Wissenschaftliche Studien belegen, dass gesundheitliche Einschränkungen mit (langer) Arbeitslosigkeit in einem Zusammenhang stehen. Das Modellprojekt PRO AKTIV setzte an dieser Problematik an. Ziel war es, die gesundheitliche Entwicklung von erwerbsfähigen Leistungsberechtigen im SGB II zu unterstützen: als Brücke zur (Wieder-)Aufnahme von Erwerbsarbeit. Die Projektergebnisse zeigen, dass Verbesserungen der psychischen Gesundheit die Chancen für gelingende Erwerbsperspektiven erhöhen. Freiräume in der Beratung durch einen reduzierten Betreuungsschlüssel und ein sanktionsfreier Umgang mit Teilnehmer*innen waren Rahmenbedingungen für diese positive Entwicklung. Die enge Kooperation der Jobcenter mit der Rentenversicherung ermöglichte eine frühzeitige Abstimmung zu Reha relevanten Themen. Der Kontakt zu betrieblichen Akteuren wiederum verbesserte den Zugang zu passenden Arbeitsplätzen." (Autorenreferat, IAB-Doku)

Abstract
"The Participation Opportunities Act (POA) came into force in Germany in January 2019 with the aim of making publicly subsidized employment accessible to the long-term unemployed, whose prospects of regular employment are poor. The POA responds to a two-fold exclusion suffered by this group: exclusion from the labor market and a kind of ‘internal exclusion’ from social services. We argue that the POA can therefore be understood as a ‘policy of dignity’ and thus as a challenge to the neoliberal recognition order. The aim of this paper is an empirical examination of this thesis based on qualitative interviews with managers and professionals at German job centres. We apply Honneth’s theory of recognition as a theoretical framework and examine two levels of implementation: the interpretation of the law and how it is put into practice from 2019-2023." Abstract
"Purpose: To assess the effects of supporting labor market interventions for adults outside the labor market who are long-term social assistance recipients, and to present participant experiences of return-to-work interventions. Method: A systematic review where direct and indirect client interventions were synthesized. We included 26 quantitative studies (seven randomized and 19 based on register data about 5.8 million persons), and 14 qualitative studies. Results: Effective programs to enable long-term social assistance recipients to enter and retain employment are workplace training, extensive or long-term training, work support programs in regular activities (moderate certainty of evidence). Up until February 2022, this report updates previous knowledge about the effects of education, internships and work practice, and employer subsidies together with new knowledge about the effects of case managers’ working methods for the target group.
