Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     "Diese Publikation entstand im Rahmen von 'Gute Arbeit für Zuwandernden EU-Fachkräfte in Berlin', einen Projekt von Minor-Projektkontor für Bildung und Forschung e.V. Den Analysen von Minor-Projektkontor für Bildung und Forschung zufolge lässt sich zum einen ein sehr hohes Arbeitsmarktpotenzial der EU-Zugewanderten feststellen - und eine gleichzeitig schwierige Umsetzung dieses Potenzials in qualifikationsadäquate Arbeitsmarktintegration. Zum anderen verändert sich die Zuwanderung, auch die aus der EU auf der Grundlage der Freizügigkeit, in ihrer Zusammensetzung der Teilgruppen, ihren Motiven und ihren Integrationswegen in einer stetigen Dynamik. Sowohl in Anbetracht der stark gesunkenen Quantität der Flüchtlingszuwanderung als auch wegen der durchschnittlich relativ hohen Bildungs- und Integrationsanforderungen bei Geflüchteten ist die Integration von qualifizierten EU-Zuwandernden ein weiter an Wichtigkeit gewinnendes Element der Fachkräftesicherung in Berlin. Aus diesen Gründen analysiert Minor für die Berliner Senatsverwaltung für Integration, Arbeit und Soziales die Situation immer wieder aufs Neue: Wie sieht die Situation der EU-Zugewanderten in Berlin aus? Was für Potenziale und Herausforderungen bringen sie für den Arbeitsmarkt und für neue Arbeitsformen ('Arbeit 4.0') mit ein?     "The Middle East and North Africa (MENA) region shows high levels of unemployment rates among youth and the rate of youth not in education, employment or training (NEET) is also among the highest in the world. In this context, one of the more obvious reactions of youth facing unmet aspirations in the labour market is migration. The objective of the paper is to analyse the determinants of intentions to migrate of youth NEETs during their school-towork transitions in selected MENA countries. With this aim, I use microdata from School-to-Work Transition Surveys (SWTS) conducted by the International Labour Organization (ILO) in 2013-2015 in Egypt, Jordan, Lebanon, Palestine and Tunisia. These surveys targeted a nationally representative sample of young people between 15 and 29 and collected data on intentions to migrate (internal and international) and different factors related to their social and educational background.     "Das vorliegende Wanderungsmonitoring gibt zu Beginn einen Gesamtüberblick über die aktuelle Entwicklung der Zuzüge von ausländischen Staatsangehörigen nach Deutschland. Bei EU-Ausländern, die keinen Aufenthaltstitel benötigen, kann keine Differenzierung nach Aufenthaltsgründen vorgenommen werden. Die Zuwanderung von Drittstaatsangehörigen kann dagegen differenziert nach Aufenthaltszwecken betrachtet werden. Die von den örtlichen Ausländerbehörden erteilten Aufenthaltstitel (Aufenthalts- und Niederlassungserlaubnisse sowie Blaue Karten EU) werden im AZR registriert und umfassen den Aufenthalt aus familiären oder humanitären Gründen, zum Zweck der Erwerbstätigkeit oder der Bildung.     "There are a myriad of economic and non-economic forces behind the decision to migrate. Migrants can be 'pushed' out of their home countries due to deteriorating economic conditions or political unrest. Conversely, migrants are often 'pulled' into destinations that offer high wages, good health care, and strong educational systems. In making their decision, individuals compare the net benefits of migration to the costs. By better understanding what forces affect specific migrant flows (e.g. demographic characteristics, migrant networks, and economic conditions), policymakers can set policy to target (or reduce) certain types of migrants."     "This paper adds three dimensions to the received literature: it models migration when the individuals' preferences regarding their relative incomes are ordinal, it works out the resulting spatial steady-state distribution of the individuals, and it shows that the aggregate of the individuals' migration choices in the spatial steady-state distribution sums to the social optimum. This finding does not apply when the individuals' preferences regarding their relative incomes are cardinal. We highlight the importance of the assumption about the nature of the individuals' social preferences (whether ordinal or cardinal) to studying and predicting their migration behaviour, and to elucidating the consequences of that behaviour for social welfare."     "Mit der Verschlechterung der Wirtschafts- und Arbeitsmarktlage in Spanien und anderen südeuropäischen Staaten im Zuge der Wirtschaftskrise 2008 wanderten zunehmend junge Menschen aus diesen Ländern in andere europäische Staaten ab. Dies galt insbesondere auch für junge Spanierinnen und Spanier, die in ihrem Heimatland keine Möglichkeit sahen, ihren Berufseinstieg umsetzen zu können. Deshalb versuchten viele ihr Glück auch in Deutschland. Nun stellt sich die Frage, welche Erfahrungen diese jungen binneneuropäischen Arbeitsmigrantinnen und -migranten hier machten und welche Faktoren Einfluss auf die Entscheidung hatten, nach Deutschland zu migrieren. Erste Aussagen deuten darauf hin, dass vor allem soziale Beziehungen eine große Rolle spielen. Vor diesem Hintergrund untersucht der Beitrag auf der Basis von 33 qualitativen Interviews mit in Deutschland lebenden jungen Spanierinnen und Spaniern, wie solche Beziehungen den Migrationsprozess beeinflusst haben. Die Resultate der Studie bestätigen die Annahme, dass soziale Beziehungen in Migrationsprozessen wichtige Schlüsselrollen einnehmen." (Autorenreferat)

    "In this paper I focus on the contradictions between the international discourse on migration and development, the institutional practices of states and NGOs, and the perspectives of migrants themselves. I argue that taking a closer look at contradictions enables us to question seemingly secure knowledge on migration and development. Drawing on Michel Foucault's concept of apparatus, I analyse the migration and development paradigm as a network of discourses, practices, and modes of subjectivation. Using the example of Cameroonian migration to Germany, I argue that the migration&development apparatus is characterised by four major contradictory binaries: inclusion and exclusion, competence and incompetence, politicisation and depoliticisation, as well as dependency and independency."     "Preparing for future changes in international migration requires an understanding of the different ways in which societies may change and how these will affect migration patterns. This requires us to move beyond traditional approaches of migration forecasting, which tend to focus on a limited set of relatively certain, easy-to-predict factors, such as demographic trends, and which assume structural continuity, by exploring methodologies that are suited to examine factors such as geopolitical shifts, economic restructuring, technological change and environmental change, which are notoriously difficult to predict, but which we cannot afford to ignore, since they will have a considerable impact on global migration patterns and trends. To this end, this paper presents the Global Migration Futures (GMF) Scenario Methodology developed at the University of Oxford's International Migration Institute (IMI). The GMF Scenario Methodology integrates insights from migration theory with techniques from the Intuitive Logics School of scenario planning to enable the simultaneous and systematic examination of relatively certain and uncertain migration determinants, their future evolution as well as their implications for population mobility. In addition, this paper discusses the key insights gained through the application of the GMF Scenario Methodology in different world regions as well as its main limitations."     Report on labour migration statistics in Africa in 2015 (2017)

    Abstract

    "A first of its kind study spearheaded by the African Union and the ILO to efficiently respond to the current deficit in official and reliable migration data.
    Regional integration and development are among the strong commitments renewed by Africa leaders at both regional and continental levels over the last decade, mainly through bold policy frameworks and legal instruments aiming at increasing growth and shared prosperity. The commitments cover various interrelated fields such as free movement of persons and labour, increased trade and investment, infrastructure development, accelerated industrialisation, education and technical and vocational education and training (TVET), social security, etc. The AU/ILO/IOM/ECA Joint Programme on Labour Migration for Integration and Development in Africa is a comprehensive initiative articulating strategies around these interrelated fields. This initiative aims at speeding up the flows of migration and in particular labour migration, throughout the continent.
    The data component of the Joint Labour Migration Programme (JLMP) seeks to enhance collection, exchange, and utilization of gender and age disaggregated data on migrants' economic activity, employment skills, education, working conditions and social protection. In order to achieve this and fill-in the resulting data gap, questionnaires were sent to all 54 African countries whereby focal points were to be nominated by national statistics office, in June 2015. From the 54 countries, 34 countries responded to the request for data on labour migration, thereby indicating a response rate of 63 percent." (Author's abstract, IAB-Doku) ((en))

    "There is wide concern that migration flows may undermine the financial viability of generous welfare arrangements. The discussion focuses on welfare arrangements as attractors of migrants, suggesting that the issue does not pertain to migrant workers. However, this overlooks how welfare arrangements affect return-migration in case of social events like job loss. Importantly, migrants are shown to be self-selected in a way affecting both migration and return-migration. Two migration regimes prevail. In one, with relatively low benefits, unemployed workers return, while in the other some stay.     "Free Movement of people is a fundamental principle of the European Union (EU). In a context of strong divergence in employment and working conditions among EU member states, migration can be seen as a way to increase employment opportunities but also to escape from poor working conditions at home. In this article, we focus on the possible influence of employment vulnerability by comparing its individual level among migrants and native workers in EU countries. We implement propensity score matching methods using data from the European Social Survey (2008) and indexes of employment vulnerability proposed by Bazillier et al. (2014). Overall, we show that migrants face the same level of employment vulnerability than natives, all other things being equal. But there are strong differences by skill-level. Low-skilled migrants have a lower level of vulnerability mainly because of a lower level of employer vulnerability while high-skilled migrants face a higher level of vulnerability, because of a higher level of job vulnerability."     "This article places under critical and reflexive examination the theoretical underpinnings of the concept of lifestyle migration. Developed to explain the migration of the relatively affluent in search of a better way of life, this concept draws attention to the role of lifestyle within migration, alongside understandings of migration as one stage within the ongoing lifestyle choices and trajectories of individual migrants. Through a focus on two paradigms that are currently at work within theorizations of this social phenomenon - individualization and mobilities - we evaluate their contribution to this flourishing field of research. In this way, we demonstrate the limitations and constraints of these for understanding lifestyle migration; engaging with long-standing debates around structure and agency to make a case for the recognition of history in understanding the pursuit of 'a better way of life'; questioning the extent to which meaning is made through movement, and the politics and ethics of replacing migration with mobilities. Through this systematic consideration, we pave the way for re-invigorated theorizing on this topic, and the development of a critical sociology of lifestyle migration."     Migrationsströme nach Deutschland verbreiterten sich im Gefolge der Krise im Jahr 2010 in Europa, und das Papier untersucht die wichtigsten Determinanten dieses beträchtlichen Anstiegs. Internationale Migranten neigen dazu, mehr als einmal in ihrem Leben umzuziehen und in dieser Hinsicht machen auch die Migrationsepisoden nach Deutschland keine Ausnahme. Das Papier untersucht unter Verwendung bilateraler monatlicher Migrationsdaten einige relevante Implikationen dieser einfachen Beobachtung zur Abschätzung von Anziehungsmodellen. Dabei kann gezeigt werden, dass wenn man die Natur dieser Migrationsentscheidungen ignoriert, es zu einem Anstieg multilateralen Widerstands gegen Migration kommen kann. Es kann auch gezeigt werden, dass die Erwartungen künftiger Wirtschaftsentwicklung im Herkunftsland bilaterale Migrationsentscheidungen für Deutschland signifikant beeinflussen. (IAB)

    "Emigration first increases before decreasing with economic development. This bell-shaped relationship between emigration and development was first hypothesized by the theory of the mobility transition (Zelinsky, 1971). Although several mechanisms have been proposed to explain the upward segment of the curve (the most common being the existence of financial constraints), they have not been examined in a systematic way. In this paper, we develop a novel migration accounting methodology and use it to quantify the main drivers of the mobility transition curve. Our analysis distinguishes between migration aspirations and realization rates of college-educated and less educated individuals at the bilateral level. Between one-third and one-half of the slope of the increasing segment is due to the changing skill composition of working-age populations, and another third is due to changing network size. The microeconomic channel (including financial incentives and constraints) only accounts for one fourth of the total effect in low-income countries, and for less than one fifth in lower-middle-income countries.     "This study argues for a more nuanced approach to our understanding of the impact of economic conditions on immigration. Without differentiating the reasons why immigrants move, salient variations in temporal arrival patterns, spatial variations in immigrants' settlement patterns upon arrival, and variations in labour market outcomes will remain hidden. With information on the reasons why immigrants came to the US, this study offers a novel look at the associations between immigration and macro-economic conditions. Using data from the March Supplements of the Current Population Surveys from 2000 to 2014, we find: (i) job-related immigration is only pro-cyclical if it is not employer-based, but involves low-skill immigrants in search of employment; (ii) among job-related immigrants, the attraction of gateway states declines as macro-economic conditions worsen; (iii) with respect to labour market outcomes, immigrant characteristics that provide the highest level of immunity to the ups and downs of the economy include a high educational attainment level, residence outside the gateway states, plus the privilege of having a job-in-hand rather than looking for a job upon arrival."     "Many migrations are temporary -- a fact that has often been ignored in the economic literature on migration. Such omission may be serious in that expected migration temporariness can impart a distinct dynamic element to immigrants' economic behavior, generating possible consequences for nonmigrants in both home and host countries. In this paper, we provide a thorough examination of the various aspects of temporary migrations that matter for the analysis of economic phenomena. We demonstrate the extent of temporary migrations in population movements. We show how temporariness can affect the various economic choices and how better data have improved both the measurement of nonpermanent migrations and the analyses of various aspects of migrant behavior. We propose a general theoretical framework for modeling temporary migration decisions, based on which we outline the various motives for temporariness while simultaneously reviewing related literature and available data sources.     "Africa is often seen as a continent of mass migration and displacement caused by poverty, violent conflict and environmental stress. Yet such perceptions are based on stereotypes rather than theoretically informed empirical research. Drawing on the migration and visa databases from the Determinants of International Migration (DEMIG project) and the Global Bilateral Migration Database (GBMD), this paper explores the evolution and drivers of migration within, towards and from Africa in the post-colonial period. Contradicting common ideas of Africa as a 'continent on the move', the analysis shows that intra-African migration intensities have gone down. This may be related to state formation and the related imposition of barriers towards free movement in the wake of decolonisation as well as the concomitant rise of nationalism and inter-state tensions. While African migration remains overwhelmingly intra-continental, since the late 1980s there has been an acceleration and spatial diversification (beyond colonial patterns) of emigration out of Africa to Europe, North America, the Gulf and Asia. This diversification of African emigration seems partly driven by the introduction of visa and other immigration restrictions by European states. Contradicting conventional interpretations of African migration being essentially driven by poverty, violence and underdevelopment, increasing migration out of Africa seems rather to be driven by processes of development and social transformation which have increased Africans' capabilities and aspirations to migrate, a trend which is likely to continue in the future." In diesem Kontext wächst auch das Interesse an internationalen Studierenden als potenziellem Fachkräftenachwuchs für den deutschen Arbeitsmarkt. Deutschland ist ein bedeutendes Zielland für internationale Studierende, und die formalen Rahmenbedingungen für einen Verbleib und Arbeitsmarktzugang nach Studienabschluss wurden in den vergangenen Jahren erheblich liberalisiert. Umfrageergebnisse belegen ein großes Interesse internationaler Studierender an einem Verbleib in Deutschland nach dem Studium, doch die verfügbaren Zahlen zeigen, dass die Bleibeintentionen nur teilweise umgesetzt werden. Dieser Diskrepanz wird in dem vorliegenden Beitrag nachgegangen. Anhand einer qualitativen Fallstudie analysiert der Beitrag die Einstellungen, Erfahrungen und Zukunftsvisionen von internationalen Studierenden in Deutschland unter der Perspektive eines möglichen Verbleibs. Eine besondere Konzentration liegt auf der Frage, wie sich die Verbleibs- oder Wanderungsentscheidung als Teil einer biographischen Statuspassage konstituiert, die am Übergang zwischen Studium und Beruf auftritt. Es zeigt sich, dass lebenslaufbezogene Erwägungen und Standortentscheidungen stark ineinander verwoben sind und auf der Basis eines transnationalen Aktionsraums angestellt werden."     "In this article we use a combination of retrospective and prospective data from the Polish Migration Project to examine the effect of social capital on the likelihood of migrating to Germany. We derive hypotheses from social capital theory about how personal connections to people with migratory experience affect the probability of migration, and we specify models to be estimated using both the retrospective and prospective data. Estimates of retrospective event history models confirm prior findings about social capital's influence on migration decisions, and these findings are also generally confirmed using prospective data, even when potentially confounding variables are controlled. The prospective data also enable estimation of a two-stage decision model in which people first come to consider migration as an option and then rationally consider whether to depart.     "Migrants who move across borders are, to a large extent, motivated by the prospect of earning higher incomes at destination, which can be partly transferred back to their countries of origin via remittances. This suggests that the real exchange rate can influence the incentives to migrate, as it determines the purchasing power of expected income in terms of the currency of the origin country. This article investigates empirically how bilateral real exchange rate fluctuations influence international migration flows. To do so, we build a dataset of 30 OECD destination countries and 165 origin countries over the period 1980 - 2011 and estimate an equation derived from a micro-founded random utility maximization model that allows for unobserved heterogeneity between migrants and non-migrants. Our results show that migration flows are highly responsive to bilateral real exchange rates: A 10% real appreciation of the currency of the destination country is associated with an 18.2 - 19.4% increase in migration flows." We argue that empirical researchers would benefit from studying how cognitive migration, the narrative imagining of oneself inhabiting a foreign destination prior to the actual physical move, influences migration behaviour. This article notes a gap in our current understanding of the process by which individuals decide to cross international borders and offers an agenda for remedying this. The interdisciplinarity of migration research has not fully extended to social psychology or cognitive social sciences, where a dynamic research agenda has examined human decision-making processes, including prospection and the connections between culture and cognition. The study of socio-cognitive processes in migration decision-making has been largely overlooked because of the after-the-fact nature of data collection and analysis rather than an aversion to these approaches per se. We highlight a number of strategic findings from this diverse field, provide examples of migration scholarship that has benefited from these insights, and raise questions about the sides of migration process that have received insufficient attention. A more nuanced understanding of prospective thinking -- imagining potential futures -- can shed light on the classic puzzle of why some people move while others in comparable situations do not." We build a RUM model in which we explicitly introduce the budget constraint in the migration decision: individuals cannot afford migrating to a destination for which the migration cost (which depends on the immigration policy of the destination country) is higher than their current income. We find that the migration rate between two countries depends on the characteristics of the origin and destination countries and their relative accessibility, and also on a budget constraint term. This term depends on the attributes of alternative destinations. Thus, the model exhibits multilateral resistance to migration. We perform a numerical analysis based on 23 European countries in 2008 and evidence multilateral resistance to migration induced by the implementation of intra-EU migration restrictions following the 2004 EU enlargement."     "This article discusses the discursive framing of displacement and legitimacy for Roma migrants living in Germany to explore distinctions between 'economic' and 'forced' migration. Despite efforts towards their inclusion at the EU level, there has been an escalation in anti-Roma sentiment across Europe simultaneous with increased transnational mobility. Based on media analysis and ethnographic research spanning 2011 to 2013, the inconsistencies and ironies associated with distinctions between voluntary and forced migration - and the consequences of this distinction for experiences in a host country - are illustrated using three cases. These highlight the range of reactions to Roma as 'poverty migrants' (with its a priori assumption about welfare needs) to 'bogus' or illegitimate refugees, even when fleeing desperate circumstances. These framings, and the inconsistencies they inherently entail, highlight investment in European identity and citizenship as migrants are defined, categorized, and managed by states seeking to curtail population movements deemed problematic."     "Uncertainty and risk perceptions are important elements in the decision-making process about migration. This study outlines a 'migration prospect theory', which aims to explain rather short-term fluctuations of migration flows as a consequence of expectation-based adjustment about future economic prospects. I argue that individuals with migration intentions continuously assess general economic prospects, including the labour market situation, at home and abroad in order to form reference points and updates for their migration-related expectations. Consequently, deviations from reference points generate expectation-based utility gains or losses for potential migrants, which affect the value of the migration option. This can lead to a cancellation or procrastination of the individual migration project. Based on an analysis of intra-European migration inflows to Germany between 2001 and 2010, supportive empirical evidence about some key implications of this migration prospect theory is found: first, migration flows respond more strongly to negative than to equal-sized positive economic prospects, indicating loss aversion of potential migrants; second, expectation-based prospects about the future economic situations in the home and potential destination country can both counterbalance or reinforce structural economic incentives based on real economic aggregates and third, migration flows show a diminishing sensitivity for larger fluctuations in expectation-based adjustments of economic prospects."     "Till Kathmann untersucht den Entscheidungsprozess zwischen Gehen und Bleiben wie auch die Migrationsgründe der gerade in den letzten Jahren gestiegenen Anzahl deutscher Auswanderer. Dafür greift der Autor auf eine qualitative Erhebung mit zwei Befragungswellen zurück, in der potentielle Migranten sowohl vor der Auswanderung als auch danach untersucht wurden. Es wird gezeigt, dass die Entscheidung zugunsten einer Auswanderung ausfällt, wenn Lebensverhältnisse im Herkunftsland keinen oder wenig Schutz vor prekären Lebenslagen versprechen.     "We develop a model to explain two-way migration of high-skilled individuals between countries that are similar in their economic characteristics. High-skilled migration results from the combination of workers whose abilities are private knowledge, and a production technology that gives incentives to firms for hiring workers of similar ability. In the presence of migration cost, high-skilled workers self-select into the group of migrants. The laissez-faire equilibrium features too much migration, explained by a negative migration externality. We also show that for sufficiently low levels of migration cost the optimal level of migration, while smaller than in the laissez-faire equilibrium, is strictly positive. Finally, we extend our model into different directions to capture stylized facts in the data and show that our baseline results also hold in these more complex modelling environments."     "The analysis of the international migration flows, their determinants and the impact on host countries' labour markets is of great interest in the context of current European developments. This paper analyses the role of EU labour market mobility, specifically cross-border mobility by migrants, in labour market adjustments and, vice versa, how labour market developments across the EU in terms of relative wage differences, differences in activity rates, in labour productivity differentials and in human capital structures affect labour mobility. The analysis is carried out in the context of estimating a panel Vector Auto Regressive (pVAR) model involving bilateral net migration flows and cross-country differences in the above variables. It is estimated for the period 2000 to 2012, thus capturing also the two waves of accession of Central and Eastern European new Member States (NMS). The estimations are performed for cross-border mobility patterns for the EU as a whole, as well as for the migration patterns between NMS and OMS, thus analysing the changes which the integration of new Member States may have caused to labour market and mobility dynamics in the European Union."     "We measure selection of high-skilled migrants from Germany using predicted earnings. Migrants to less equal countries are positively selected relative to non-migrants, while migrants to more equal countries are negatively selected, consistent with the prediction in Borjas (1987). Positive selection to less equal countries is driven by university quality and grades, and negative selection to more equal countries by university subject and gender. Migrants to the U.S. are highly positively selected and concentrated in STEM fields. Our results highlight the relevance of the Borjas model for high-skilled individuals when credit constraints and other migration barriers are unlikely to be binding."     Ergebnisse hierzu liefert erstmals die gemeinsame Studie des Bundesinstituts für Bevölkerungsforschung (BiB), des Forschungsbereichs des Sachverständigenrats deutscher Stiftungen für Integration und Migration und des Lehrstuhls für Empirische Sozialstrukturanalyse an der Universität Duisburg-Essen.
