Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken?     "Die Themen Migration und Integration haben in den vergangenen Jahren eine anhaltend hohe Relevanz in den Medien, der Politik und im öffentlichen Diskurs. Vor diesem Hintergrund berichtet das IAB seit mehreren Jahren monatlich im IAB-Zuwanderungsmonitor über die Entwicklung der Arbeitsmarktintegration von ausländischen Staatsangehörigen in Deutschland. Hierzu werden verschiedene zentrale Arbeitsmarkt- und Sozialindikatoren auf Basis von Daten der amtlichen Statistik analysiert. Zukünftig soll der Zuwanderungsmonitor erweitert und die wichtigsten Indikatoren für Männer und Frauen separat ausgewiesen werden. Eine vertiefte Analyse der geschlechtsspezifischen Unterschiede in der Arbeitsmarktintegration übersteigt allerdings den Umfang und die Zielsetzung des IAB-Zuwanderungsmonitors. Vor diesem Hintergrund untersucht dieser Forschungsbericht die Arbeitsmarktintegration von ausländischen Staatsangehörigen nach Geschlecht. Der Zeitraum 2010 bis 2022 ist überwiegend geprägt von steigenden Beschäftigungsquoten und sinkenden Arbeitslosenquoten bzw. SGB-II-Leistungsbezugsquoten. Wichtige Ausnahmen bilden hier beispielsweise die Covid-19 Pandemie und die Folgen des Angriffskriegs von Russland auf die Ukraine.. Dabei sind die Geschlechterunterschiede bei ausländischen Staatsangehörigen teilweise stärker ausgeprägt als bei deutschen Staatsangehörigen. Auf Basis der amtlichen Statistik können Integrationsverläufe im Arbeitsmarkt und damit verbundene Geschlechterunterschiede nur in einem bestimmten Umfang nachvollzogen werden. Grund dafür ist, dass Unterschiede in anderen arbeitsmarktrelevanten Merkmalen, wie etwa der Aufenthaltsdauer, der Familienzusammensetzung oder dem Bildungsniveau, nur teilweise oder gar nicht berücksichtigt werden können. Wenn diese Merkmale sich zwischen Staatsangehörigkeitsgruppen unterscheiden, können die in der amtlichen Statistik beobachteten Unterschiede auch auf Unterschiede in anderen Merkmalen zurückzuführen sein und spiegeln damit teilweise strukturelle Unterschiede wider. Um dies zu adressieren werden in diesem Bericht zusätzlich Befragungsdaten herangezogen. Die Auswertungen zeigen, die Beschäftigung steigt mit zunehmender Aufenthaltsdauer für alle ausländischen Staatsangehörigkeitsgruppen. Insbesondere in den ersten Jahren ist der Anstieg für Frauen allerdings etwas langsamer als für Männer. Deshalb ist es wichtig, die Jahre seit Zuzug bei der Bewertung der Arbeitsmarkintegration zu berücksichtigen, insbesondere wenn viele Neuzuwandernde unter den ausländischen Staatsangehörigen sind. Darüber hinaus können manche Unterschiede auch auf unterschiedliche Familienzusammensetzungen zurückzuführen sein. Mit (kleinen) Kindern steigen auch die damit verbundenen Erfordernisse bei der Betreuung. Die Beschäftigungsquote ist dann insbesondere für Frauen geringer, unabhängig von der Staatsangehörigkeit. Berücksichtigt man diese und weitere arbeitsmarktrelevanten Merkmale, wie der Familienzusammensetzung, der Aufenthaltsdauer, dem Bildungsniveau, und Deutschsprachkenntnissen, sind die Geschlechterunterschiede bei ausländischen Beschäftigten deutlich näher an denen der deutschen Beschäftigten." Dies entspricht einem Anstieg von 8,0 Prozent. - Die Arbeitslosenquote der ausländischen Bevölkerung lag im März 2024 bei 15,3 Prozent und ist im Vergleich zum Vorjahresmonat um 0,5 Prozentpunkte gestiegen. - Die SGB-II-Hilfequote der ausländischen Bevölkerung lag im Februar 2024 bei 21,2 Prozent und ist gegenüber dem Vorjahresmonat unverändert geblieben. - Unter den ausländischen Staatsangehörigen belief sich die Beschäftigungsquote von Frauen im November 2023 auf 47,9 Prozent und von Männern auf 59,6 Prozent.     "Despite contributing to host country economies, there is limited examination of self-employed female immigrants in the literature. While human, social, and financial capital are important for entrepreneurship in general, given immigrant women's intersectional identities, the potential exists for these factors to affect them differently. This study uses US data obtained from Integrated Public Use Microdata Series (IPUMS) to empirically test the relationship of human, social, and financial capital on female immigrants self-employment and compares these relationships with US-born women and male immigrants. While the results are mixed, overall, the findings suggest that female immigrants odds of being self-employed, in relation to their levels of human, social, and financial capital, are influenced to a greater extent by their immigrant identity than their gender identity.     "We study the local evolution of female labour supply and cultural norms in West Germany in reaction to the sudden presence of East Germans who migrated to the West after reunification. These migrants grew up with high rates of maternal employment, whereas West German families mostly followed the traditional breadwinner-housewife model. We find that West German women increase their labour supply and that this holds within households. We provide additional evidence on stated gender norms, West-East friendships, intermarriage, and child care infrastructure.     "Neben Faktoren wie Deutschkenntnissen, Bildungsabschlüssen und Bleibeabsichten beeinflusst auch die Haushaltskonstellation die Erwerbschancen von ukrainischen Geflüchteten in Deutschland. Familiäre Verpflichtungen wirken sich insbesondere für Frauen negativ auf die Aufnahme einer Erwerbstätigkeit aus. So liegt in Familien mit Kindern der Anteil der erwerbstätigen Frauen rund 10 Prozentpunkte unter dem der Männer. In Familien ohne Kinder hingegen sind Frauen häufiger erwerbstätig als Männer. Wegen der mitunter schwierigen Vereinbarkeit von Erwerbstätigkeit und Kinderbetreuung sind die Erwerbstätigenquoten von Alleinerziehenden eher niedrig. Dies fällt besonders bei den Frauen ins Gewicht, da über ein Drittel von Ihnen alleinerziehend sind." (Autorenreferat, IAB-Doku)

    "While 50% of displaced individuals worldwide are female, women comprised only 31% of the people seeking asylum in Europe between 2008 and 2018. This study utilizes data from Eurostat on 5.6 million asylum-seekers between 2008 and 2018 to identify the country-level factors that drive this gendered selection. The effects are calculated using both a random effects panel model and a fixed effects panel model with clustered standard errors. The results suggest that country-level differences in the degree of gendered selection are largely driven by socio-demographic factors related to women’s social position within their country of origin."     "Against the background of continuing gains in female education and labor market participation and rising migration, we investigate whether women work in occupations which match their educational qualifications and whether migrant women face double penalty in being overqualified for their jobs. Using the data from the European Social Survey covering 2002–2020 with detailed information about occupation and educational attainment, we show that migrant women are significantly more likely to be overqualified in their jobs relative to native women. We explore the role of individual, institutional and workplace factors, as well as attitudes, to explain the overeducation of foreign-born women compared to native-born women. While parental education, workplace and destination country characteristics are all important factors in women’s overqualification, they do not explain the immigrant women’s disadvantage. The overqualification of migrant women is particularly notable amongst low and medium skill groups and in middle income households. These results inform the policy efforts to mitigate the skills waste of migrant women by documenting the gaps, identifying the target groups and suggesting potential channels."     "This study contributes to the empirical research on the fertility decline registered in Europe in the aftermath of the Great Recession adopting a comparative perspective. We explore childbearing behavior during the crisis across three dimensions of vulnerability: migration background (measured as: country of origin and length of stay in the destination country), labor market uncertainty, and country of residence. We compare childbearing behavior by parity among native and migrant women with different employment statuses in Sweden and Italy. Using the Swedish population registers and the Italian Labor Force Survey, we investigate the change in childbearing probabilities between the pre-crisis (2006?2009) and the years following the onset of the crisis (2010?2015). We find that the chances of motherhood in the aftermath of the Great Recession decreased substantially among recently arrived migrant women, but also among unemployed natives and women with unstable careers. The migration and labor market vulnerabilities, however, do not accumulate: unemployment and career instability negatively affect only native women?s probability of motherhood. Finally, the country comparison demonstrates that while the duration of stay and the weaker labor market attachment reduces the chances of motherhood in both contexts, the negative effect of unemployment is particularly strong in Italy."     "Das durch das Bundesministerium für Familie, Senioren, Frauen und Jugend geförderte Bundesprogramm des Europäischen Sozialfonds „Stark im Beruf – Mütter mit Migrationshintergrund steigen ein“ soll Müttern mit Migrationshintergrund den Erwerbseinstieg erleichtern und ihren Zugang zu vorhandenen Angeboten zur Arbeitsmarktintegration verbessern. Der vorliegende Beitrag erläutert Erklärungsansätze für eine geringere Erwerbsbeteiligung von Frauen mit Migrationshintergrund in Deutschland und stellt darauf Bezug nehmend die Maßnahmenerfolge des ESF-Bundesprogramms „Stark im Beruf“ vor. Auswertungen der im Rahmen des Programms erhobenen Daten zeigen, dass Teilnehmerinnen nach Programmabschluss mit einer höheren Wahrscheinlichkeit eine Beschäftigung oder eine schulische oder berufliche Ausbildung aufnehmen, wenn sie eher berufsnahe Module belegt haben und sie bereits bei Programmeintritt bessere Voraussetzungen hinsichtlich ihres übertragbaren Humankapitals und ihrer Nähe zum Arbeitsmarkt in Deutschland mitbringen. Teilnehmerinnen, die über einen längeren Zeitraum arbeitslos gemeldet sind oder sich im SGB II-Bezug befinden, sowie Teilnehmerinnen mit kleinen Kindern im Haushalt haben hingegen eine niedrigere Programmerfolgswahrscheinlichkeit.     "This paper analyzes the impact of source-country culture on the labor supply of female immigrants in Europe. We find that the labor supply of immigrant women is positively associated with the female-to-male labor force participation ratio in their source country, which serves as a proxy for the country's preferences and beliefs regarding women's roles. This suggests that the culture and norms of their source country play an important role for immigrant women's labor supply. However, contradicting previous evidence for the US, we do not find evidence that the cultural effect persists through the second generation."     "Using data from the European Social Survey 2002-2020 covering immigrants in 25 European countries, this paper investigates the role of natives’ gender norms in the labor market integration of female immigrants. To analyze the role of natives’ gender norms, we exploit intertemporal, interregional, and age-specific variation in female-to-male labor force participation ratios. We find a positive and robust association between immigrant women’s labor supply and the femaleto-male labor force participation ratio in their region of residence. No similar association is found among immigrant men. We provide evidence that our finding is due to the cultural assimilation of female immigrants to native women’s gender norms, and not the result of exposure to similar institutions and economic conditions. Based on a gravity model of female immigrants’ regional location choice, we further provide supportive evidence that the association between natives’ gender norms and immigrant women’s labor supply is not driven by a selective location choice of female immigrants."     "Der russische Angriffskrieg auf die Ukraine hat die größte Fluchtbewegung in Europa seit Ende des Zweiten Weltkriegs ausgelöst. Seit Kriegsbeginn sind mehr als eine Million Menschen aus der Ukraine nach Deutschland geflohen. Erste repräsentative Erkenntnisse über deren Lebenssituation und Zukunftspläne ermöglicht die Studie „Geflüchtete aus der Ukraine in Deutschland (IAB-BiB/FReDA-BAMF-SOEP Befragung)“, eine gemeinsame Studie des Instituts für Arbeitsmarkt- und Berufsforschung (IAB), des Bundesinstituts für Bevölkerungsforschung (BiB), des Forschungszentrums des Bundesamts für Migration und Flüchtlinge (BAMF-FZ) und des Sozio-oekonomischen Panels (SOEP) am DIW Berlin.     "Die Mehrheit der geflüchteten Frauen, die zwischen 2013 und 2019 und damit auch zum Höhepunkt der Fluchtmigration 2015 nach Deutschland kamen, ist nicht erwerbstätig. Auf Grundlage von Daten aus der IAB-BAMF-SOEP-Geflüchteten-Befragung sucht diese Studie nach Erklärungen für die begrenzte Erwerbsbeteiligung von Frauen mit Fluchthintergrund. Die Ergebnisse zeigen, dass eine Kombination aus niedrigem Bildungsniveau im Vergleich zur deutschen Bevölkerung, langsamen Fortschritten beim Spracherwerb und traditionellen Rollen bei der Aufteilung von bezahlter und unbezahlter Arbeit innerhalb der Familie Hemmnisse für die Arbeitsmarktintegration der Frauen darstellen. Dennoch hat sich der Anteil der geflüchteten Frauen, die einer bezahlten Beschäftigung nachgehen, verdoppelt. Darüber hinaus halbierte sich der Anteil der Frauen mit geringen Deutschkenntnissen. Gleichzeitig nahm der Anteil der Frauen mit mittleren oder guten Sprachkenntnissen zu. Der Anteil junger geflüchteter Frauen, die an Bildungsprogrammen teilnahmen, verdreifachte sich. Dies zeigt, dass die Integration von geflüchteten Frauen in den Arbeitsmarkt voranschreitet. Daher wird dringend der Ausbau bestehender Integrationsmaßnahmen, die speziell auf Frauen zugeschnitten sind, empfohlen." (Autorenreferat, IAB-Doku)

    "In this article, I examine how migrant women make sense of their new positions in the labour market while drawing on and negotiating past meanings and experiences. I explore the individual biographies of legally privileged co-ethnic women repatriates from the former Soviet Union to Germany through a gendered perspective of work. These women found that the ethnic promise of being ‘real’ Germans given to them proved insufficient to access the labour market on equal terms, while their past Soviet socialisation led to struggles for recognition and marginalisation into low-status jobs. Although their labour-power is oftentimes devalorised, these women actively operationalise different memories of socialist work to reinvent themselves in a new context as worthy, resilient, and adaptable members of a capitalist society. Their stories of work reflect their present- and future-oriented life strategies and demonstrate how they relate different ideologies and systems of value, distant spaces and times in an attempt to challenge dominant discourses on human worth. By exploring individualised life strategies and gendered invocations of the past, this paper contributes to the discussion on post-socialist subjectivities, how they intersect with ambiguous socialist experiences and dilute the neoliberal project." Wir betrachten geschlechtsspezifische Unterschiede bei der Arbeitsmarktintegration von Geflüchteten und anderen neuzugewanderten Personen, die innerhalb eines ähnlichen Zeitraums nach Deutschland gekommen sind, aus einer dynamischen Perspektive. Wir vergleichen ihre Verläufe in der frühen Phase nach ihrer Ankunft und untersuchen eine Reihe von Bedingungen, von denen angenommen wird, dass sie für geschlechtsspezifische Arbeitsmarktergebnisse relevant sind. Unter Verwendung von zwei Panel-Datenquellen, die kürzlich angekommene Geflüchtete (die IAB-BAMF-SOEP-Flüchtlingsstichprobe) und andere Zuwandernde (die IAB-SOEP-Migrationsstichprobe) in Deutschland umfassen, stellen wir die Dynamik und Ursachen der geschlechtsspezifischen Unterschiede in der Beschäftigung von Geflüchteten und anderen Zugewanderten gegenüber. Die Ergebnisse zeigen, dass anfängliche geschlechtsspezifische Unterschiede bei Geflüchteten gering sind und sich im Laufe der Zeit vergrößern, während sich das Muster bei anderen Zugewanderten umkehrt. Die anfänglich benachteiligte Position von weiblichen Geflüchteten bleibt jedoch auch fünf Jahre nach ihrer Ankunft bestehen.     "In the last years, the labor market integration of immigrant women has received much attention in the migration literature. We examine gender differences in labor market integration among refugees and other new immigrants who came to Germany during a similar period from a dynamic perspective. Using two panel data sources, which include recently arrived refugees (the IAB-BAMF-SOEP Sample of Refugees) and other immigrants (the IAB-SOEP Migration Sample) in Germany, we compare the dynamics and sources of employment gender gap among refugees and other immigrants. The results uncover narrow initial gender differences among refugees that grow over time and a reversed pattern among other immigrants. However, female refugees’ initial disadvantaged starting position maintains five years after arrival. Furthermore, our findings indicate that the explanations offered in the literature cannot fully explain the hurdles female refugees and other immigrants face when entering the labor market."     "Using data from the German Socio-Economic Panel (GSOEP), this paper employs sequence analysis to identify “typical” early (observation window limited to ages 15 to 30) employment and family formation trajectories among female second-generation migrants in Germany. For the employment domain of the life course, four types of employment trajectories were identified according to their modal states: “long education,” “full-time employment,” “part-time employment,” and “non-employment.” For the family domain of the life course, three types of family trajectories were identified: “postponement of family formation,” “early family formation,” and “early single motherhood.” For the analysis on cluster affiliation, a multinomial logistic regression was used to investigate how parental origin relates to jointly determined employment and family trajectories. As expected, the descriptive results showed that trajectories of low labor market participation are highly related to trajectories of early family formation. The categorization by parental origins shows that there were few differences in the trajectories of most native and G2 women groups. One pattern that stood out was that compared to other origin groups, G2 women of Turkish parental origin were more likely to be on an early family formation path, and they were more likely to be on a path with multiple non-employment spells. In the modeling strategy, the remaining differences in the women’s patterns were partially explained by the differences in their socioeconomic backgrounds (compulsory school track and the father’s professional degree) and their maternal employment role models (the mother’s employment when the woman was age 15)."     "The labour market entry of immigrants is key to their integration, but also one of the stages where disadvantage arises. In seeking to understand this disadvantage, much of the existing research does not acknowledge the gender-specific dynamics at play and for immigrant women, this often means that their labour force participation (LFP) is overlooked. Thus, this study seeks to investigate the LFP decision in its own right, exposing the gender-specific nature of this stage of labour market integration and its determinants, including labour market resources, like education and language skills, and motivations, like childcare pressures, gender role attitudes and personality traits. Relying on data from the Recent Immigration Processes and Early Integration Trajectories in Germany (ENTRA) survey of recently-arrived immigrants, I investigate the LFP of women from four different origin groups – Poland, Italy, Syria and Turkey. The results highlight that, unlike immigrant men, for immigrant women, the LFP decision is much more salient, and both labour market resources as well as motivations are decisive determinants. Nonetheless, even after accounting for these factors, Turkish and Syrian women still show persistently lower LFP compared to immigrant women from European origins.     "This article analyzes the relationship between law and class formation through the case of migrant care and domestic work, and puts sociological class theory into conversation with critical migration research. It contributes to class theory by analyzing how law helps produce class relations in the Finnish context. The Finnish state channels migrants into cleaning and domestic work through policy measures, and migration law ties them to the reproductive sector, making law a central social relation that defines migrants’ relation to production. The analysis draws on interviews with migrant care and domestic workers (N = 30) holding temporary work permits and examines their structural and affective descriptions of a position restricted by law. The article argues that the way migrant domestic work is formalized in the legislation produces a class relation for migrants, in which they lack full ownership over their labor power. The findings demonstrate how migrant domestic workers express gratitude for their employment despite experiencing it as devalued, indicating labor as repayment of the ‘gift’ of the residence permit."     "Empirical evidence shows a significant increase in the number of high-skilled mobile workers in the EU. Yet, little is known about the experience of unemployed female high-skilled intra-EU mobile jobseekers regarding the search for employment and wellbeing as part of labor market integration. This paper uses qualitative data collected between 2014 and 2015 (via an online survey) to explore female experience considering the challenges and opportunities on the path to employment. Findings underlined two main features: first, the inadequate availability, relevant information and access to support services for high-skilled workers; and second, a deficit of wellbeing and satisfaction by respondents amid their intra-EU mobility path, linked to circumstances of unemployment and aspirations before movement. The paper draws on these findings to advocate for the creation of work-placement programs as a “path to employment” tailored to female high-skilled intra-EU mobile jobseekers and the inclusion of psycho-social assistance through counselling and peer-support groups within standing employment services for jobseekers. These two measures are relevant in promoting female high-skilled EU mobile workers' participation in the labor market, thus preventing loss of talent, long-term unemployment, deskilling, and encouraging better matching schemes, averting social isolation and loss of wellbeing. Persistent unemployment and deskilling can have an impact on social welfare, in particular costs related to healthcare (i.e. mental health). According to the author, wherever possible, wellbeing is to be considered, when making a cost-benefit analysis of the experiences of high-skilled mobile workers."     "Das durch das Bundesministerium für Familie, Senioren, Frauen und Jugend (BMFSFJ) geförderte Bundesprogramm des Europäischen Sozialfonds (ESF) „Stark im Beruf – Mütter mit Migrationshintergrund steigen ein“ soll Müttern mit Migrationshintergrund den Erwerbseinstieg erleichtern und ihren Zugang zu vorhandenen Angeboten zur Arbeitsmarktintegration verbessern. Der vorliegende Bericht präsentiert eine Auswertung der im Rahmen des Programms „Stark im Beruf“ erhobenen Daten zu den durch die Teilnehmerinnen erzielten Programmerfolge vor dem Hintergrund individueller Merkmale, regionaler Kontextfaktoren sowie der Belegung unterschiedlicher Programmmodule. Hierzu werden auf Grundlage theoretischer Überlegungen zunächst Hypothesen zur Wahrscheinlichkeit für einen Programmerfolg in Abhängigkeit von potentiellen Erklärfaktoren abgeleitet, die danach mithilfe eines multivariaten Regressionsmodells getestet werden. Die Ergebnisse zeigen, dass Teilnehmerinnen kurze Zeit nach Programmabschluss mit einer höheren Wahrscheinlichkeit eine Beschäftigung aufnehmen, wenn sie bei Programmeintritt bessere Voraussetzungen hinsichtlich ihres übertragbaren Humankapitals und ihrer Nähe zum Arbeitsmarkt in Deutschland mitbringen. Teilnehmerinnen, die über einen längeren Zeitraum arbeitslos gemeldet sind oder sich im SGB II-Bezug befinden, haben nach Programmabschluss hingegen eine niedrigere Wahrscheinlichkeit eine Beschäftigung aufzunehmen. Außerdem zeigt sich, dass Teilnehmerinnen mit kleinen Kindern, die mit größeren Herausforderungen bezüglich der Vereinbarkeit von Beruf und Familie konfrontiert sind, das „Stark im Beruf“ Programm mit einer geringeren Erfolgswahrscheinlichkeit abschließen. Entgegen der Erwartungen bestätigt sich kein systematischer Zusammenhang zwischen dem Aufenthaltsstatus oder der Aufenthaltsdauer der Teilnehmerinnen in Deutschland und einem erfolgreichen Programmabschluss. Neben individuellen Merkmalen der Teilnehmerinnen beziehen wir auch Informationen zur regionalen Arbeitsmarkt- und Bevölkerungsstruktur sowie Angaben zur Belegung unterschiedlicher Modulkategorien im „Stark im Beruf“ Programm in unsere Analysen ein. This suggests that the culture and norms of their source country play an important role for immigrant women’s labor supply.     "This paper addresses some important aspects of the challenges of the war in the Ukraine for the governance of refugee migration and the integration of refugees from Ukraine with a special focus on Germany. Refugee migration from the Ukraine differs largely from past refugee migration episodes since the EU has activated the so-called “Mass Influx Directive.” This has important humanitarian, social, and economic consequences, which are discussed in the following section. This also affects the socio-demographic structure of the refugee population and hence their integration chances (see the second section). The third section addresses an underrated aspect relevant to the integration of refugees: regional dispersal policies, while the fourth section discusses the central role of education and child care policies for the integration of the Ukrainian population, particularly females. The fifth section briefly addresses some other important aspects of integration policies – language and integration programs, labor market policies, the acknowledgment of foreign degrees, and job placement policies.     "Most countries still have a significant gender gap in labor force participation, and this gap is especially large for immigrants. Despite this gap, Germany introduced various forms of home care allowances in the last decade. Parallel to the extension of early child care and the inclusion of a legal claim for it, from 2013 to 2015, a nationwide home care allowance existed for parents who did not use public child care for children aged one or two years. After 2015, home care allowances continued to exist in several German federal states. Some politicians strongly criticized this transfer for allegedly decreasing work incentives, particularly for mothers with lower labor market integration, such as immigrant mothers. Using federal state differentiated data obtained from the German Socio-Economic Panel, we investigate the impact of a home care allowance on the labor market participation of mothers. For both native-born and especially immigrant mothers, the effects are significantly negative. We conclude that a home care allowance has negative effects on the labor force participation of mothers of young children, irrespective of the legal claim for and the extension of public child care."     "This book chapter highlighted the effect of gender and the migration position on the labour market and the socio-cultural integration of migrant spouses in Germany. Using a representative survey of the migrant population in Germany, I find that a considerably larger share of females are tied movers, even though they tend to have higher education. This indicates that the family migration decision process is possibly not gender neutral. As hypothesized in the introduction, I find that tied movers are less likely to be economic and socio-culturally integrated. Hence, being a tied mover seems to create an additional hurdle when it comes to integration. While female migrants are less likely to be economically integrated, they are not very different from males when it comes to socio-cultural integration. The negative effect of gender on labour market integration, while holding the migration position and education constant, possibly reflects the role of traditional gender norms. In light of these findings, I conjecture that gender has both a direct and indirect effect on economic integration. Where the indirect effect comes through its effect on the migration position."     "Countering linear acculturation theories, the adoption of Western European gender customs over time differs across migrant groups. This diversity implies that acculturation into support for gender equality is context dependent. However, little quantitative scholarship has identified what sort of contexts strengthen or impede acculturation. This article investigates one source of context-dependent acculturation: exclusionary contexts. I build and test a context-dependent exclusions framework that proposes that contexts that exclude non-Western migrants hamper their acculturation into support for gender equality in the labor market in Western Europe. Empirically, I synchronize European Social Survey, European Values Study, and Eurislam data on over 11,000 non-Western migrants in Western Europe. Cross-classified models show that non-Western migrants' support for labor-market gender equality is, indeed, lower in exclusionary contexts, for instance, in destinations with stronger anti-migrant sentiments. Pivotally, the impact of destinations' gender customs on migrants' gender values differs across destination, origin, and community contexts. For instance, in destinations with stronger populist right-wing parties, migrants internalize destinations' gender equality less. Altogether, non-Western migrants' acculturation into support for labor-market gender equality is highly dependent on contextual exclusions, which means that populist claims about non-Western migrants' universal lack of acculturation into support for gender equality should be viewed cautiously."     "The United States is the only country to admit the majority of its immigrants on the basis of kinship ties. Although policy makers typically view family migration as less favorable and assume that family immigrants do not contribute to the U.S. economy, this argument is oversimplified and ignores the role of gender and the various ways that family immigration works. This study captures the multiple aspects of immigrants’ entry visas and its intersection with gender to examine the employment behavior of college-educated immigrant men and women who arrived in the United States via several family-based and skill-based categories. Using nationally representative data from 2010, 2013, and 2015 National Survey of College Graduates, the author finds that immigrants’ initial entry pathways into the United States continue to stratify their employment behavior and trajectories, especially for immigrant women.     "I analyse about 160 estimates of the relationship between female migrants' labour force participation and ancestry culture, integrating studies from economics and sociology that were previously unconnected. The literature exhibits large heterogeneity in results that is only partly explained by differences in data, sample selection, and methods. Part of the excess heterogeneity seems to be driven by selective reporting with preference given to studies that find positive and statistically significant correlations between ancestry culture and female labour force participation. Differential composition of countries of ancestry proves another important source of heterogeneity. Estimations drawn from data with higher average ancestry-gender equality find lager culture effects, implying that the behaviour of women from low-gender equality countries might not be representative for their country of origin culture. I discuss how cultural selection of immigration could explain this relationship and why it can bias measured culture effects. This paper investigates the gender related aspects of migration decisions of highly skilled Turkish immigrants in Germany with respect to three factors: economic participation and opportunities, social aspects including political empowerment, and health-survival domain, following the conceptualization of Global Gender Gap Report (2017). For this purpose, the study conducts a quantitative survey with 146 participants from Turkish community groups on the social media channels. The results show that the health-survival domain, specifically based on degree of self-censor, the probability of being harassed in daily life and perception of sexual freedom, appears as significantly more effective for women in their migration decisions compared to men."     "This paper studies the effect of emigration on gender norms in countries of migrants' origin. We use an instrumental variable strategy that allows us to estimate a causal effect of emigration on gender inequality. Our findings suggest that emigration to countries with low (high) levels of gender inequality is associated with promotion of more (less) progressive gender norms. These effects are observed for a wide range of indicators and are robust to inclusion of a set of control variables. Moreover, countries with high levels of gender inequality benefit from this process disproportionately more.     "Based on an analysis of a survey carried out by the EIIW/Jobcenter Wuppertal among female refugees, we identify significant drivers of the prospect of finding employment and of being in employment for individuals from this particular sub-group in society. The majority of survey respondents used German or Arabic as their preferred language to complete the survey questionnaire of the EIIW/Jobcenter Wuppertal. Probit/ordered probit and Logit/ordered logit regressions are used to identify the impact of a battery of potential influences relevant for the employment perspectives of female refugees. The probit variable meant looking at those currently in employment (coded 1) or, alternatively, those currently unemployed while the alternative approach was to consider an ordered variable indicating ascending hours worked as a measure of "more work" being undertaken. Personal skills, demographic characteristics, as well as family-related characteristics plus certain types of knowledge/skills and competencies as well as access to digital technologies and social networks, respectively, are identified as being key drivers of employment perspectives for female refugees. For female refugees, access to a computer increases the likelihood of having a job. Marriage also has a positive indirect impact on finding a job. Female refugees with university degrees do not have better chances of finding a job in Germany than those of the respective control group - i.e., those without a degree. It is found that the amount of years women already live in Germany is positively and significantly related to the probability of finding employment, a result which holds across a broad framework of control variables. Concerning the country of origin - using specific control groups - we find weak evidence that women from African countries find it more difficult to integrate into the job market than women from Europe who tend to find a job more easily regardless of their language, culture, family status and education.     "Using the panel data from 1995 to 2019, this paper investigates the labor market integration of non-EU immigrants in Germany. The existing evidence shows that the economic outcomes of migrants are far behind natives. However, immigrants are a heterogeneous group in terms of their motives for migration and skills composition. In this paper, I disentangle immigrants into refugees and other migrants and compare the employment probability gap between refugees, other migrants, and natives. I also examine whether refugees have a lower employment outcome than other migrants and to what extent the level of education, language proficiency, health status, years since migration, and cohort effects explain the employment gap between the refugees and other migrants. The result confirms that refugees and other migrants are less likely to be employed than natives and the employment gap is much higher for refugees. I also find evidence of heterogeneity across gender. Other migrant men do not significantly differ from native men in the probability of being employed. In contrast, refugee women have an economic disadvantage than other migrant women and native women. I find no evidence that health status differences attribute to the employment gap between refugees, other migrants, and natives. Geflüchtete Menschen kommen überwiegend mit geringen Deutschkenntnissen nach Deutschland, die sie danach verbessern. Treibende Kräfte dieser Lernprozesse sind die Motivation zum Deutschlernen, die Lerneffizienz und das Ausmaß, in dem sich Geflüchtete der deutschen Sprache aussetzen.     "This article investigates how cultural factors might affect the employment of female immigrants to Europe. Cultural factors include the characteristics of individual women, their countries of origin in Africa, Asia and Latin America and the European regions where they reside. Data are from the European Social Survey (2002 to 2019) and various international organisations. Employment is predicted by educational level and religiosity, religious composition of the country of origin, and rates of unemployment in the region of residence. Less educated immigrants from Muslim countries have particularly low employment rates. Contrary to expectations, the employment of female immigrants seems unaffected by overall female employment rates in the region of residence, and correlation with female employment in the country of origin disappears when controlling for its religious composition. The findings for cultural factors are consistent with theories about transculturation and also with theories about religion and moral orders.     "This paper investigates the role of work experience in migrant mothers’ current employment in Germany. Unlike previous papers, we focus on actual experience and add the motherhood aspect. To this end, we use data from the German Socio-Economic Panel 2013-2018 including the IAB-SOEP Migration Sample. Having immigrated to Germany and female sex are the two treatments of our sample of 491 migrant mothers, with 7,077 native mothers and 1,383 migrant fathers serving as control groups. Running LPM with individual FE and testing the robustness of the work experience estimators against a range of covariates and unobserved time-varying confounders with Oster bounds, we show that years of domestic parttime experience yield higher returns for migrant mothers compared to migrant fathers and non-migrant mothers. We conclude that current employment is significantly fueled by former employment; thus policies should be designed such that they help women to “get on the right track”."     "In this paper, we assess the impact of international migration and the induced homecare service labor supply shock on fertility decisions and the labor supply of native females in Germany. Specifically, we consider the individual data of native women from the German Socio-Economic Panel and merge them with data on the share of female immigrants and other regional labor market characteristics. We provide evidence that areas with a high share of female immigrants are more likely to provide a larger amount of services related to household care and lower prices for such services. By controlling for unobserved individual characteristics, we find that an increase at the local level in the share of female immigrants positively affects the probability of having a child, induces women to work longer hours (intensive margin of labor supply) and reduces the number of hours they spend performing family duties (intensive margin of home production). Based on interviews with civil society organisations designed mainly for female refugees, universities, employees of the job agency and government administrations, the gendered pathways of stratified access of this group to the labour markets of the two areas were analysed. Special attention was given to the role of emerging intermediary actors and their powers to influence stratified access to the labour markets. As this research shows, a variety of new approaches have evolved, and a web of migration-related jobs to support these women has been created – with marked regional differences."     "This article contributes to previous research on immigrant integration by examining how religiosity and gender roles in European countries influence immigrant women's labor market outcomes. Moreover, we extend theoretical work on the importance of the receiving country's norms and values by hypothesizing and testing whether receiving countries' influence varies with immigrant women's religiosity and gender-role attitudes. Using the European Social Survey data and multilevel regression models, we find that religious immigrant women participate less in the labor market and work fewer hours than nonreligious immigrant women. Immigrant women's traditional gender-role attitudes partly explain the negative relationship between individual religiosity and labor market outcomes. While the receiving country's religiosity is negatively related to immigrant women's labor market outcomes, this negative relationship is significantly weaker for religious and gender-traditional immigrant women than for nonreligious and gender-egalitarian women. These findings suggest that the economic benefits of residing in countries that support female employment are limited to immigrant women who are ready and positioned to embrace gender-egalitarian norms and values." In particular, we focus on the heterogeneity in employment rates among female refugees. Background: Previous research has demonstrated that refugee women are disadvantaged on the labour market not only compared to their male counterparts, but also compared to other immigrant women. So far, however, little is known about the mechanisms that underlie the specific disadvantages of refugee women. Method: Using data from the IAB-BAMF-SOEP Survey of Refugees, we analyse the labour market participation of refugees who migrated to Germany between 2013 and 2017. To test our theoretical assumptions, we apply logistic regressions. Results: Our results show that compositional differences in qualifications, family structure, institutional support, and networks can partly explain the gender gap in labour force participation that disadvantage refugee women. We find substantial variation in the importance of different determinants for the labour market outcomes of men and women. Conclusion: As the gender gaps in labour supply could be fully attributed to the theoretical mechanisms offered in the literature, further research is needed to disentangle female refugees' employment behaviour."     "Objective: We analyse the employment patterns of childless first-generation migrants to Germany. In particular, we focus on the behaviour of female "marriage migrants". Marriage migrants are defined as individuals who married after their spouse had moved to Germany. Background: Demographic studies have illustrated that marriage migrants have particularly high childbirth rates upon arrival. There is, however, little empirical evidence on how the childbearing behaviour of migrant women is related to their employment behaviour. Method: We use event history techniques to study women's labour market entry after migration in relation to their childbearing behaviour. We draw on data from the German Socio-Economic Panel (GSOEP). The analytical sample is restricted to immigrant women who moved while childless to Germany between 1990 and 2016 (n=981). Results: Compared to other groups, marriage migrants have very low chances of entering the labour market. Only 32 per cent of the migrants in our sample had ever participated in the labour market in the five-year period after their arrival in Germany. A large share of the differences between these migrants and other migrants can be attributed to the socio-demographic composition of these women, and to their tendency to transition to parenthood soon after their arrival. Conclusion: We argue that the low employment rates of female marriage migrants must also be viewed in the context of Germany's migration policies, which do not provide many routes for female third-country nationals to move to Germany. One of the few available channels is that of marriage migration.     "Objective: This article investigates the role of motivation in female immigrants' labour force participation. Focusing on recently-arrived immigrants (who have resided in the host country for 18 months or less), we compare the outcomes of two different ethnic groups in Germany: Poles and Turks. Background: The immigrant integration literature tends to focus on the role of resources in immigrant labour market integration. However, when examining particularly the labour force participation of female immigrants, their motivation for joining the labour force is also important. Previous studies of female immigrants in Germany have often neglected this consideration, which includes aspects like culturally-specific gender values and perceived ethnic discrimination. Method: We use data from the SCIP project (Diehl et al., 2015) to conduct logistic regressions on female immigrants' labour force participation. Our sample includes 829 female immigrants from Poland and Turkey between the ages of 18-60, who were either active in the labour force or were 'at risk' of entering. Results: In line with previous studies, our analysis shows that female immigrants' labour market resources, mainly their prior work experience and German proficiency, greatly reduce the ethnic gap in labour force participation rates. Moreover, motivational factors have a large impact on this outcome for both groups, and greatly enhance the picture that our empirical models present. However, we find no evidence that perceived ethnic discrimination plays an important role. Conclusion: Our analysis indicates that when seeking to understand the labour market participation of female immigrants, their resources and motivation should be seen as key components of a gender-sensitive analysis."     "Sweden may in many respects be regarded as one of the most gender-equal countries in the world today. However, when looking at the situation of immigrant women a more unsettling picture emerges. Employment rates illustrate large gaps between native and immigrant women, as well as significant gender gaps between immigrant men and women. When investigating plausible explanations for underrepresentation of immigrant women in the labour market, scholars have mainly focussed on cultural and individual explanatory factors. In contrast, this article casts our analytical gaze towards institutional factors by examining the experiences of refugee women who, despite expressing a positive attitude and strong willingness to establish themselves on the Swedish labour market, had not succeeded in finding secure employment. Drawing upon in-depth interviews with refugee women, the results suggest that the insufficient institutional support during the first years in Sweden, devaluation of competence and challenges with ‘starting over’ are perceived as central barriers hindering their access to the Swedish labour market. To facilitate higher labour force participation among refugee women in Sweden it is crucial to develop and implement gender-sensitive measures that target different groups of immigrant women and meet their distinct experiences, needs, and interests."     "Objective: This paper draws on data from the Microcensus to provide a long-term overview of the labour market performance of different arrival cohorts of non-German women and men who immigrated to (western) Germany. Background: While there is a large body of research on the labour market outcomes of migrants to Germany, a long-term and gender-specific overview is missing. Method: We provide descriptive analyses of the employment rates, working hours, and occupational status levels of different arrival cohorts by gender, calendar year, and duration of stay. The data cover the time period 1976-2015. Results: With the exception of the earliest cohort, migrant women and men were consistently less likely to be employed than their German counterparts. While the average working hours of migrant women of earlier cohorts were longer than those of German women, this pattern reversed due to a considerable decline in the average working hours of migrant women across subsequent cohorts. The occupational status levels of female and male migrants increased across the arrival cohorts, corresponding to higher levels of education. Analyses by duration of stay indicate that the occupational status of the arrival cohorts tended to decline during their initial years of residence, and to stagnate thereafter. This pattern seems to be due in part to selective outmigration. Conclusion: Our results clearly show that the labour market performance of immigrants varied greatly by arrival cohort, reflecting the conditions and policy contexts during which they entered Germany.     "Objective: This article studies the intergenerational stability of employment in families of immigrants cross-nationally by investigating to what extent contextual differences between sending and receiving countries affect the transmission of labour force participation from mothers to daughters. Background: It is often argued that a low level of labour force participation among female immigrants reflects gender norms inherited from the sending country, or, alternatively, that it is indicative of obstacles to social mobility in the receiving country. We seek to add to the existing research on this topic by providing evidence of differences between sending and receiving countries that systematically affect the labour market behaviour of female immigrants. Method: We use individual-level data from the European Social Survey (ESS) for 35 receiving countries for a 14-year period (2004-2018) in combination with contextual data for 172 sending countries from 1960 to 2018. First, we provide an overview of employment rates and intergenerational employment stability for different combinations of sending and receiving contexts with respect to the labour force participation rates of female immigrants. Second, we corroborate our descriptive findings with multilevel models. Results: Our paper shows that there are changes in the levels of intergenerational employment stability among immigrants depending on the differences in the female labour force participation rates between the sending and the receiving countries. We find that when women migrate from countries with low female labour force participation rates to countries with high female labour force participation rates, their probability of participating in the labour force increases. However, we also find that the levels of intergenerational employment stability in this group are high. Conclusion: Intergenerational employment stability seems to be responsive to contextual differences between sending and receiving countries. We observe the highest levels of intergenerational stability in employment between mothers and daughters in families who migrated from countries with low female labour force participation rates to countries with high female labour force participation rates."     "Dieser Bericht untersucht die Arbeitsmarktintegration der 2013 bis einschließlich 2016 zugezogenen Schutzsuchenden auf Grundlage der dritten Welle der IAB-BAMF-SOEP-Befragung von Geflüchteten, die mit Daten aus den Integrierten Erwerbsbiografien (IEB) verknüpft wurden sowie aktuellen Daten der Beschäftigungsstatistik der Bundesagentur für Arbeit. Unter den Geflüchteten, die sich bis zum Jahresende 2019 fünf Jahre in Deutschland aufgehalten haben, waren 55 Prozent beschäftigt, unter denjenigen, die sich wie die 2015 zugezogenen Geflüchteten, vier bis fünf Jahre in Deutschland aufgehalten haben, waren es 46 Prozent. Im zweiten Halbjahr 2018 waren unter den erwerbstätigen Geflüchteten 57 Prozent als Fachkräfte, Spezialisten und Experten tätig. Die Geflüchteten sind sehr viel stärker als andere Beschäftigtengruppen von den wirtschaftlichen Folgen der COVID-19-Pandemie betroffen: Während die Beschäftigung vom Jahresende 2019 bis Juni 2020 insgesamt um ein Prozent gesunken ist, belief sich der Beschäftigungsrückgang bei den Staatsangehörigen aus den Asylherkunftsländern auf drei Prozent und war damit rund drei Mal so hoch wie im Durchschnitt. Im gleichen Zeitraum des Vorjahres war die Beschäftigung von Staatsangehörigen aus den Asylherkunftsländern noch um sieben Prozent gewachsen. Vor diesem Hintergrund werden die 2015 zugezogenen Geflüchteten im Jahr 2020 voraussichtlich deutlich unter einer Beschäftigungsquote von 50 Prozent bleiben. Die Beschäftigungsquoten geflüchteter Frauen liegen erheblich unter denjenigen geflüchteter Männer. Dies steht in einem engen Zusammenhang mit der Familienkonstellation geflüchteter Frauen, vor allem mit den hohen Anteilen von Frauen mit Kindern im betreuungsbedürftigen Alter."     "Global careers and highly skilled expatriates employing their talent in diverse contexts of the world tend to be conceptualized as “male”, and recognized diplomas represent employability. Despite the increasing feminization of migration, highly skilled female migrants and their contributions to economies through careers or entrepreneurship remain overlooked. Many obstacles impede the full employment of their talents. We review extant literature and argue that female migrant talent merits more detailed conceptual attention. By analysing interview data from 2010 to 2019 in two advanced European countries, we found that female migrants suffer from brain waste in multiple ways, partly due to external institutional aspects and discrimination and partly due to inherent internalized practices and sociocultural norms. We call for greater intersectionality and interdisciplinarity in examining equality to advance female economic participation. Private and public sectors may improve female talent perception, integration and employment by developing specific responses to the problems identified."     "Ist die Zugehörigkeit zum Islam ein Konfliktfaktor im beruflichen Miteinander? Beeinträchtigt sie die Arbeitsmarktintegration muslimischer Frauen? Die Studie untersucht Vereinbarkeitskonflikte zwischen muslimischer Religiosität und der Berufstätigkeit von Frauen. Diskutiert wird die Wirkung religiöser Überzeugungen auf die Erwerbsmotivation, die Rolle von Diskriminierungen, der Kontext einer islamkritischen Gesellschaft sowie Auswirkungen rechtlicher Regelungen bezüglich der Religionspraxis am Arbeitsplatz in Deutschland und Frankreich. Auf der Grundlage einer ländervergleichenden Analyse der Berufsbiografien von Musliminnen, die im sozialen und medizinischen Sektor tätig sind, präsentiert die Studie eine Typologie von Lebensführung im Kontext von Religion und Berufstätigkeit. Rekonstruiert wird an Einzelfällen, wie im biografischen Verlauf Krisen mit Bezug zu Religion und Erwerbsarbeit entstehen und wie Vereinbarkeit durch eine Fusion, Separation oder flexible Grenzziehung zwischen den Lebenssphären Religion und Arbeit hergestellt wird.     "Mit diesem Buch laden Jonuz und Weiß zu einem radikalen Perspektivenwechsel ein. Sie befragten erfolgreiche Frauen aus den heterogenen Sinti-und-Roma-Communities in Deutschland zu ihren Bildungs- und Berufswegen. Die biographisch-narrativen Selbstzeugnisse der Sintizza und Romnja bieten in der analytischen Aufbereitung beeindruckende Einblicke in die gesellschaftliche Wirkmacht, Beharrungskraft und Mechanismen tradierter Diskriminierungen. Doch die Befragten verweigern sich einer Verortung in Klischees und tradierten Strukturen der Dominanzgesellschaft, entwickeln Widerstand und erfolgreiche Strategien der Bewältigung. Ein wirksamer (Schutz-)Raum sind dabei die Familien hinsichtlich der Bestärkung des Bildungs- und Aufstiegsbegehrens ihrer Töchter. Hingegen sind die Räume der zertifizierten Bildung und beruflichen Etablierung für alle Befragten Risiko-Orte, in denen diskriminierende, rassifizierende und sexistische Strukturen vorherrschen.     "Women around the world are on the move but find it difficult to secure jobs. Employment is vital for migrant integration as it affords financial security, autonomy in the family and helps to establish social contacts. Besides human capital, previous research has looked into ethnic origin and specific source country aspects as drivers of female migrant employment. By contrast, ideas of adolescence as the 'impressionable' years and individuals' exposure to female employment at that time have not yet entered the discussion. However, these theoretical notions have previously been found to be highly predictive of employment in adulthood for natives. This study further investigates these theoretical ideas by using data on 2,047 female immigrants from the German Socio-Economic Panel. Female migrants' employment and hours worked are analysed in multivariate regressions. The analyses focus on female migrants' adolescent experiences with female employment in their family—namely, whether their mother worked—and in the broader labour market—measured by the female to male labour force participation rate—as explanatory variables. These two experiences are retrospectively captured for respondents at age 15.     "The labor market performance of immigrants relative to natives has been widely studied but its gender dimension has been relatively neglected. Our paper aims at revisiting labor market convergence between immigrants and natives and examining this under-studied dimension in a comprehensive study of the EU-15 countries and Switzerland over the period 1999-2018. We measure convergence of labor market outcomes for male and female migrants to similar natives before and after the Great Recession and across countries of destination. Our results show that in most countries female migrants start with a larger employment gap but converge more rapidly than male migrants do. We also provide a broad overview of the role of potential factors such as economic conditions, labor markets structure, institutions and attitudes towards immigrants and women and their association with employment convergence of all immigrants and female immigrants specifically. While the analysis provides an interesting insight, we do not identify very significant factors at the national level.     "The purpose of this article is to examine how resourceful, job-seeking immigrant women in Norway perceive that the competences and education they acquired from their home country are received in Norway and how their job-seeking experiences influence their work-related self-efficacy and identity. The study is based on 26 in-depth interviews with female immigrants aged 25 - 67 years from 21 different countries, mostly non-Western. They have lived in Norway for an average of six years. They have clear career ambitions, have deliberately acted to achieve their goal, and are highly active in job seeking, and most of them obtained higher education in their home country. The interviewees exert considerable effort in seeking work, but their efforts are not fruitful. They experience a downgrading of their education, as well as their competences, from their home country. Because their active efforts have not led to work, they have nearly given up trying to gain entry into the Norwegian workforce, and their self-efficacy beliefs and identity regarding having a professional career are weakened. Their affiliation and position conflict with both what they expected to achieve and workfare in Norwegian society; their competences from their home countries are not perceived as valuable in terms of Norwegian expertise and employee qualities."     "While general ethnic disadvantages are well documented, much less is known about coinciding disadvantages of ethnic origin and gender. Based on theoretical arguments of human capital theory, sociocultural approaches, labour market segmentation theory, and discrimination mechanisms, we investigate whether immigrant women experience more difficulties on the labour market than immigrant men, non-immigrant men and women. Using data from the German Socio-economic Panel from 2013 and 2015 we deal with interaction patterns of ethnic origin and gender regarding various labour market outcomes for immigrants from Turkey and the former Soviet Union. We analyse the impact of individual resources like education, language proficiency, and job characteristics on ethnic and gender gaps. We find evidence of additional disadvantages of immigrant women on each outcome variable that largely seem to be attributable to differences in qualifications and language proficiency.     "Using worldwide data from the World Values Survey (WVS) gathered in 2010 - 2014, we examine two distinct ways in which Islam may be associated with women's employment. We show that, within their countries, Muslim women are less likely to be employed than women of other religions. We also examine between-country differences and find that, net of education and family statuses, the employment levels of women living in countries that are 90 - 100 per cent Muslim are not significantly different than those living in countries that are only 0 - 20 per cent Muslim. Then we test a prevailing view: that Islam discourages gender egalitarian values, and that these values - held by women themselves or people around them - explain why Muslim women are less likely to be employed than women of other religions within their own countries. Despite the rich measures of values in the WVS and a large sample, we find no evidence that values explain any of the lower employment of Muslim women, mainly because values have little or no effect on women's employment. Thus, we conclude that most of the world's gap in employment between Muslim women and other women is within-country and is not explained by gender ideology.     "Foreign-born women frequently find their first job in the domestic sector. This is usually considered a stepping-stone, but it is rather a definitive condition. We analyse the working trajectory of foreign-born women with a first job in domestic work using sequence analysis and studying their association with job satisfaction by means of logistic regression models. The data were collected as part of the Foreigners' Job Trajectories project conducted by the ISMU Foundation in Italy in 2009. We found that, after all, domestic and care workers can be satisfied with their job if basic decent working conditions are guaranteed. Particular attention is paid to the high rate of job satisfaction for women with a trajectory from live-out to live-in jobs. Possible explications for job satisfaction are extensively discussed focusing on economic drivers, the agency of domestic workers, and the emotive dimension of domestic and care works."     "Purpose
    The purpose of this paper is to analyse the relationship between skills in the Estonian, Russian and English language, and labour market outcomes in Estonia, a linguistically divided country.
    Design/methodology/approach
    The authors use the Estonian Labour Force Surveys 1992 - 2012. The authors rely on multivariate linear regression models to document the relationship between language skills and labour market outcomes.
    Findings
    Estonian language knowledge (for ethnic Russians) are important determinants of unemployment. Wage, in contrary, is closely related to English skills. Ethnic Russian men do not earn any premium from speaking Estonian, while women, fluent in Estonian earn approximately 10 per cent more. For ethnic Estonians, Russian fluency is associated with a similar income gain.
    Research limitations/implications
    Due to the observational nature of the data, the effects reported in this study are not causal effects. As a second limitation, the self-reported language skills data may be imprecise and hence the effects the authors report may be too small.
    Practical implications
    The results stress the role of workplace segregation, both along gender and ethnic lines, in determining the individual labour market experience.
    Originality/value
    The authors provide a comprehensive overview of the effects of language skills in a rapidly developing labour market in a linguistically divided economy.     "Within the context of increasing international labour migration, this article analyses immigrants’ chances of being hired in a foreign country by identifying key criteria in employers’ recruitment decisions. We focus on the German labour market because the prospering economy and demographic change led to an increase in the number of vacant positions, particularly in medium-skilled occupations. The German government, therefore, facilitated labour market access for foreign skilled workers with the intention of minimising shortages on the labour market by means of evaluating the foreign education investments of individuals. However, employers’ perception of the labour market integration of foreign skilled workers has barely been examined. In order to directly consider human resources professionals, we use a factorial survey experiment to simulate different hiring scenarios for applicants from Germany and both European and non-European countries. Our design can distinguish between the effects of external circumstances, such as applicant shortages, and applicant-specific characteristics, including nationality, foreign certificates or language skills. The findings reveal that immigrants experience greater chances of being hired in the German labour market in understaffed occupations and in businesses which expect future skill shortages. Language skills and country-specific work experience also substantially improve immigrants’ chances of being hired.     "Naturalization may be a relevant policy instrument affecting immigrant integration in host-country labor markets. We study the effect of naturalization on labor market outcomes of immigrants in Germany. We apply recent survey data and exploit a reform of naturalization rules in an instrumental variable estimation. In our sample of recent immigrants, linear regression yields positive correlations between naturalization and beneficial labor market outcomes. Once we account for the endogeneity of naturalization, most coefficients decline in magnitude and lose statistical significance: male immigrants' labor market outcomes do not benefit significantly from naturalization. Naturalization reduces the risks of unemployment and welfare dependence for female immigrants. For males and females, the propensity to hold a permanent contract increases as a consequence of naturalization. The results are robust to modifications of samples and the instrument." Daher wurde anhand der Daten der ersten beiden Befragungswellen der IAB-BAMF-SOEP- Befragung von Geflüchteten aus den Jahren 2016 und 2017 die soziale Einbindung der Geflüchteten untersucht. Fast die Hälfte der Geflüchteten gab 2017 an, mehrmals pro Woche bis täglich Zeit mit Deutschen zu verbringen, während ein Fünftel nie Zeit mit Deutschen verbrachte. Zwischen den Jahren 2016 und 2017 nahm der Anteil der Geflüchteten, die häufig Zeit mit Deutschen verbringen, zu. ??Dabei scheinen besonders der Arbeitsplatz oder die Ausbildungsstätte günstige Gelegenheitsstrukturen für Kontakte zwischen Geflüchteten und Deutschen zu bieten - was sich auf die sozialen Kontakte geflüchteter Frauen auswirken könnte, da diese (noch) sehr selten erwerbstätig sind."     "This paper studies the integration of migrant women in six European labour markets, highlighting how their migration penalty is related to the family's migration dynamics and to the husband's occupational condition. In order to compare the labour market outcomes of native and migrant women, Linear Probability Models are estimated using EU - LFS data. Results show that migrant women are penalized everywhere. However, in the Mediterranean labour markets their employment penalty is lower, while the penalty concerning job quality, conditional on employment, is relatively severe. Regarding the role of family migration, results show that: tied-movers women were disadvantaged with respect to both natives and other migrants; those migrants whose partners were unemployed or had low-quality jobs were more likely to find a job than those whose husbands had a good occupational condition.     "Diese Studie untersucht das Erwerbs- und Kitanutzungsverhalten von Müttern mit und ohne Migrationshintergrund in Deutschland. Wir nutzen die Wellen 2007-2015 des Sozio-oekonomischen Panels (SOEP) mit den Migrantenstichproben M1 und M2, um signifikante Assoziationen zwischen Migrationshintergrund und Erwerbswahrscheinlichkeit, Arbeitsstunden und Kitanutzungswahrscheinlichkeit unter Kontrolle von Humankapital-, Haushalts-, Milieu- und Makrofaktoren zu identifizieren. Dabei korrigieren wir für Selbstselektion in Beschäftigung und potenzielle Endogenität der Kitanutzung. Wir finden keine Bestätigung für einen eigenständigen Einfluss eines Migrationshintergrunds auf die Kitanutzung der Mütter. Allerdings nutzen Mütter mit südeuropäischen Wurzeln und jüngstem Kind im Alter 3 bis 5 Jahre seltener Kindertagesbetreuung als Mütter ohne Migrationshintergrund. Zur Erwerbswahrscheinlichkeit der Mütter beider Kindesaltersgruppen hat der Migrationshintergrund signifikant negative Bezüge. Ein direkter (indirekter) Migrationshintergrund geht, verglichen mit keinem Migrationshintergrund, bei sonst gleichen Müttermerkmalen mit einer um 6,3 % (5,9 %) niedrigeren Erwerbswahrscheinlichkeit bei Müttern jüngster Kinder unter 3 Jahren einher. Bei Müttern jüngster Kinder von 3-5 Jahren sind es 8,0 % (6,7 %). Mütter jüngster Kinder unter 3 Jahren (im Alter 3 bis 5 Jahre) mit Wurzeln in arabisch-muslimischen Ländern haben eine um 7,1 % (21,1 %) geringere Erwerbswahrscheinlichkeit. Letztere steigt zudem mit der Aufenthaltsdauer in Deutschland. Zur (konditionalen) Wochenarbeitszeit finden wir keine signifikanten Assoziationen des Migrationshintergrunds. Zusammenfassend zeigt sich, dass über die ökonomischen Motive hinaus auch kulturelle Faktoren und grundlegende Orientierungen und Werthaltungen das alltagspraktische Handeln der Mütter, gemessen im Erwerbsverhalten und der Kitanutzung, prägen."     "The reproductive care of pregnant migrants entering the European Union via its Mediterranean borders represents an under-examined topic, despite a growing scholarly emphasis on female migrants and the gendered aspects of migration in the past three decades. This article uses ethnographic data gathered in Greece, Italy, and Spain to examine pregnant migrants' experiences of crossing, first reception, and reproductive care. We discuss our findings through the conceptual lens of vulnerability, which we understand as a shifting and relational condition attributed to, or dynamically endorsed by, migrant patients within given social contexts and encounters. We focus on two principal aspects of migrant women's experiences. First, we shed light on their profiles, their journeys to Europe via the three main Mediterranean routes, and the conditions of first reception. Through ethnographic vignettes we examine the diverse ways in which pregnant migrants become vulnerable within these contexts. Second, we turn to the reproductive healthcare they receive in EU borderlands. We explore how declinations of ideas of vulnerability shape the medical encounter between healthcare professionals and migrant women and how vulnerability is dynamically used or contested by migrant patients to engage in meaningful social relations in unpredictable and unstable borderlands."     "Economic activity among Muslim women in the UK remains considerably lower and their unemployment rate significantly higher than among the majority group even after controlling for qualifications and other individual characteristics. This study utilises two data sets to explore possible factors underlying these differences, such as overseas qualifications, language skills and religiosity. It reveals that while religiosity is negatively associated with labour market participation among British Christian-White women, economic activity among Muslim women are not negatively affected by high religiosity. Furthermore, family structure and the presence of dependent children were among the most important factors explaining the latter's labour market participation, although these relationships were moderated by qualifications. More women with higher qualifications were economically active even if married and with children, although some of them experienced greater unemployment, probably due to discrimination in recruiting practices and choices and preferences on religious grounds."     "This article aims to explain the labour market penalties among Muslim women in Britain. It draws on theories of intersectionality and colour/cultural racism to argue that the labour market experience of British-Muslim women is multiply determined via criteria of ascription such as ethnicity, migration status, race and religion rather than criteria of achievement. The study uses data from the Labour Force Survey (2002 - 2013) with a large sample (N=245,391) of women aged 19 - 65 years. The overarching finding suggests that most Muslim women, regardless of their multiple ascriptive identities, generation and levels of qualifications, still face significant penalties compared with their White-British Christian counterparts. The penalties for some groups, such as Pakistani, Bangladeshi and Black-Muslim women, are harsher than for Indian and White-Muslim women, demonstrating how different social markers and multiple identities have contingent relationships to multiple determinants and outcomes."     "Labour force participation rates of women differ strongly by ethnic origin. Even though existing research using cross-sectional studies has demonstrated that part of these differences can be attributed to compositional differences in human capital, household conditions and gender attitudes, residual 'ethnic effects' typically remain. To further our understanding of women's labour market behaviour across ethnic groups, we use a large-scale longitudinal study and apply a dynamic perspective to examine how far relevant life-course events in addition to individual characteristics, gender attitudes and religiosity contribute to the explanation of ethnic differences in women's labour force entries and exits in the UK. Our findings show that, adjusting for all these factors, Indian and Caribbean women do not differ from White majority women in their labour force entry and exit probabilities but that Pakistani and Bangladeshi women are less likely to enter and more likely to exit the labour market, whereas Black African women have higher entry rates. We also find that relations between life-course events and labour market transitions differ by ethnic group. Most notably, Pakistani and Bangladeshi women's labour market transitions are less sensitive to child-bearing and Caribbean women's transitions less sensitive to partnership changes than other women's." Das hier untersuchte vom Bundesamt für Migration und Flüchtlinge (BAMF) angebotene und durch den Europäischen Sozialfonds (ESF) geförderte ESF-BAMF Sprachprogramm zur berufsbezogenen Sprachförderung richtet sich an Personen, deren Deutschkenntnisse nicht ausreichend sind, um auf dem Arbeitsmarkt Fuß zu fassen. Die Wirkung des Programms wird für Teilnehmende im Jahr 2014 mit Prozessdaten untersucht. Da in den Daten keine Angaben zu den Sprachkenntnissen der Personen enthalten sind, die sowohl die Teilnahmewahrscheinlichkeit als auch die Beschäftigungswahrscheinlichkeit beeinflussen, wird ein Instrumentvariablenansatz genutzt. Die Ergebnisse zeigen, dass die Teilnahme am ESF-BAMF Sprachprogramm die Beschäftigungswahrscheinlichkeit der Teilnehmenden mittelfristig (zwei Jahre nach Beginn des Kurses) um bis zu sieben Prozentpunkte erhöht." We asked participants in our laboratory experiment to select fictitious candidates for an interview from a pool of CVs with comparable characteristics but different photos. Some photos were of the same Turkish women with and without a headscarf. We demonstrate the effects of appearance, ethnicity, and veiling simultaneously and propose underlying mechanisms. We find robust effects of appearance but heterogeneous effects of headscarf on callback rates based on types of occupations and recruiters' characteristics.     "This article studies the consequences of restrictions to migration at the origin on labor market outcomes and school enrolment in origin communities. Our difference-in-differences specification exploits the differential impact across districts in Indonesia of a reform that restricted the migration of Indonesian female domestic workers towards Saudi Arabia in 2011. Our results suggest that this reform did not lead to higher unemployment in Indonesia, but it increased the proportion of workers employed in informal jobs and in agriculture. No detectable change in the consumption patterns of Indonesian households appears from our analysis, suggesting that rural areas in Indonesia could absorb the sudden increase in the availability of workforce. Our findings also show an increase in junior secondary school enrolment of both males and females, arguably reflecting the importance of the maternal presence in the household for the investment in human capital of children."     "This paper analyzes the role of source country culture on gender roles for labor market assimilation of immigrant women in Sweden. Sweden ranks as one of the world's most gender-equal countries and at the same time a recipient of many immigrants from countries with more traditional views on gender roles and gender equality. I find that the labor force participation of immigrant women in Sweden is related to their source country culture, in the sense that women from countries where women's labor market participation is low (high) also have low (high) participation in the Swedish labor market. However, all immigrant women assimilate towards, but do not reach parity with, the participation rate of native women, and the difference between women from high- and low-participation countries diminishes with length of residence in Sweden. This indicates that source country culture on gender roles does not have a persistent effect on immigrant women's labor market participation in Sweden. Furthermore, the results highlight the importance of taking into account unobservable time-constant individual and source country factors when estimating the relationship between source country culture and immigrants' labor market outcomes. Neglecting to control for these factors could lead researchers to misrepresent the rate of assimilation and overstate the effect of source country culture."     "Background: Gender attitudes toward women's employment are of particular importance because they positively in?uence gender-equal outcomes in the labor market. Our understanding of the mechanisms that promote egalitarian gender attitudes among immigrants, however, remains limited.
    Objective: By studying ?rst- and second-generation immigrants from multiple origins and living in different countries, this article seeks to explain under what conditions the prevalent cultural attitudes toward gender roles at the origin and destination in?uence immigrants' gender attitudes. We address three main research questions. First, does the country-of-origin gender ideology in?uence immigrants' views toward working women? Second, does the country-of-destination gender ideology in?uence immigrants' views toward working women? And third, are these relationships moderated by (1) the immigrant generation; (2) the age at arrival in the country of destination; (3) the length of residence at the destination?
    Methods: Using data from the European Social Survey, we model immigrants' gender attitudes toward working women by using linear cross-classi?ed models to account for clustering into the country of origin and destination.
    Results: The results highlight the importance of the context of early socialization in shaping immigrants' gender attitudes. First-generation immigrants, and more speci?cally adult migrants, hold gender attitudes that re?ect more strongly the country of origin's gender culture. In contrast, the positive association between gender ideology at destination and immigrants' gender attitudes is stronger among second-generation immigrants and child migrants.
    Contribution: We add to the literature on gender ideology formation by analyzing the in?uence of gender ideology at the origin and destination levels on the gender attitudes of immigrants from 96 countries of origin and residing across 32 countries of destination." At the same time, increased immigration affects supply and prices of household services, which are relevant to fertility and employment decisions. This paper analyses the effect of immigration on labour supply and fertility of native women in the UK. Adopting an instrumental variable approach, I find that immigration increases female labour supply without affecting fertility. My results show that immigration increases the size of the childcare sector, and reduces its prices, suggesting that immigrants may ease the trade-off between working and child rearing among native women." In this contribution, mothers' return to work after birth is analysed using data from the Irish childhood prospective cohort study Growing Up in Ireland. Families from the Accession countries appear to have little access to non-parental childcare or the support of extended family, which is an important resource for their Irish peers. Frauen machen 87 Prozent aller in Deutschland lebenden Thailänder und Thailänderinnen aus. 94 Prozent aller Ehen mit thailändischer Beteiligung in Deutschland bestehen zwischen thailändischen Frauen und deutschen oder ausländischen Männern, während in nur 6 Prozent der Fälle thailändische Männer mit deutschen oder ausländischen Frauen verheiratet sind. Im Jahr 2005 waren 58.784 thailändische Staatsangehörige in Deutschland gemeldet, aber nur 43 Prozent davon waren nach dem deutschen Gesetz als „erwerbstätig“ registriert. Die vorliegende Arbeit untersucht das Beschäftigungsdilemma thailändischer Heiratsmigranten seit dem Inkrafttreten des neuen Aufenthaltsgesetzes im Jahr 2005. Zunächst beleuchtet sie die zugrundeliegenden Probleme, wegen derer die thailändische Heiratsmigranten ihr Potential als Vollzeit-Arbeitskräfte nicht ausschöpfen können, und erklärt, warum sich hochqualifizierte thailändische Heiratsmigranten nicht voll in den deutschen Arbeitsmarkt integrieren können. Dann untersucht sie die thailändische Diaspora und den Transnationalismus thailändischer Heiratsmigranten in Deutschland, und schließlich versucht sie, anhand Pierre Bourdieus Theorie von Kapital, Habitus und sozialem Raum die Berufsentscheidungen thailändischer Heiratsmigranten im deutschen Umfeld zu erklären. Qualitative Interviews, welche zwischen 2016 und 2017 durchgeführt worden sind, stellen mit 38 Informanten und einem quantitativen Fragebogen, der von 125 Befragten ausgefüllt wurde, bislang eine der umfangreichsten Forschungen über thailändische Ehemigranten in Deutschland dar."     "This paper analyses the interference of three socio-demographic characteristics: gender, age and migration status on the labour market outcomes from the perspective of intersectionality theory. Concretely, we investigate whether gender and migration differences in hourly wages are observable at younger ages and whether these differences increase with age. Further, we analyse whether gender and migration interact in such a way that women with migration background suffer lower wage growth in relation to their counterparts. Our analyses draw on data from the Socio-Economic Panel (German SOEP from 1991 to 2014), distinguishing between populations with and without a migration background. Random effects hourly wage regressions controlling for selection bias using Heckman procedure have been estimated in our analysis. The results show that there are large gender differences in hourly wage at younger ages, and these differences are maintained over the life course. Regarding migration status, no significant disadvantages in wages are observable at early stages. However, disadvantages of men and women with migration background increase with age, resulting in lower earnings for older workers with migration background. When we analyse the interaction between migration and gender, we observe no effect either at younger ages or over the entire lifespan, indicating that the gender disadvantage is no more pronounced for women with migration background than for women without such a background (and vice versa)."     "This article analyses how the gendered and classed positions of migrant women explain the meanings of becoming an entrepreneur and the role of their spouses in their occupational trajectories. Using a translocational positionality approach, the article challenges the claim that women escape patriarchal domination by establishing their own businesses. The narratives of 35 Latin American women entrepreneurs in Spain reveal that becoming an entrepreneur is conditioned by class-based ideas of masculinity and femininity. I argue that middle-class Latin American immigrant women become entrepreneurs to promote their spouse's career advancement while conforming to class-based norms of femininity. In contrast, lower class Latin American women view the business as a space of autonomy and occupational upward mobility that nevertheless also complies with working-class definitions of femininity. The policy implications of these findings relate to making class aspirations central to the support of labour market integration and empowerment of migrant women."     "This 2nd edition of the global estimates report on migrant workers provides information on the order of magnitude of labour migration. It begins with a presentation of the main results obtained and a description of what is being estimated. It then provides a detailed description and analysis of the global and regional estimates of migrant workers in 2017, with a breakdown by income group, gender and age. The report also describes the sources and methodology used, the nature and quality of the data, as well as the corresponding limitations. Three annexes complement the material presented in the main body of the report.
    The report intends to contribute to the 2018 Global Compact for Safe, Orderly and Regular Migration, as well as to achieving the Sustainable Development Goal targets 8.8 and 10.7. Furthermore, the report helps to draw attention to the economic and social issues of labour migration, and facilitates the future development of sound international statistical standards in line with the 2018 International Conference of Labour Statisticians (ICLS) Guidelines concerning Statistics of International Labour Migration."     "Does Muslim women's religiosity deter them from paid work outside the home? I extend this question to Muslims in the United States, where the Muslim community is both ethnically and socioeconomically diverse and where this question has not yet been answered. I pool data from the 2007 and 2011 Pew Research Center surveys of American Muslims, the only large, nationally representative samples of Muslims in the United States, and use logistic regression models to analyze the relationship between religiosity and Muslim women's employment. I find that mosque attendance is positively associated with employment, whereas other measures of religiosity have no significant effect. Education, ethnicity, and childbearing, on the other hand, are strong, consistent predictors of Muslim women's employment.     "Increasing globalisation and work intensification has led to a blurring of roles and boundaries between work and family. Such influences are more pronounced in migrant workers who often struggle to balance their work and life in a new national context. The challenge of work-life balance (WLB) is further compounded in the case of minority migrant groups such as Muslim women living and working in a Western context, as it is unclear how, in the face of discrimination, Islamophobia, family and other sociocultural and religious pressures and the WLB issues of migrant Muslim women (MMW) are enacted. As most studies of WLB are at a singular level of analysis, this paper contributes to the WLB literature through the lens of intersectionality, by providing a multi-level relational understanding of WLB issues of MMW working in a Western context. Future research and themes identified in this paper provide a multi-level and relational understanding of WLB of MMW, and implications for managers tasked with managing WLB issues for MMW in Western contexts are also discussed."     "States are increasingly resorting to raising the minimum wage to boost the earnings of those at the bottom of the income distribution. In this paper, we examine the effects of minimum wage increases on the health of low-educated Hispanic women, who constitute a growing part of the U.S. labor force, are disproportionately represented in minimum wage jobs and typically have less access to health care. Using a difference-in-differences identification strategy and data drawn from the Behavior Risk Factor Surveillance Survey and the Current Population Survey from the years 1994 - 2015, we find little evidence that low-educated Hispanic women likely affected by minimum wage increases experience any changes in health status, access to care, or use of preventive care."     "The integration of refugees and migrants in general into the labour market - and into society at large - stands at the forefront of current policy debate. And rightly so: better integration enriches not only the migrant, but also the host country's population and its public finances.
    A number of recent noteworthy publications have therefore studied the labour market integration process and how to improve it. While the diverse background of new arrivals is often acknowledged in these studies, on-the-ground labour market integration programmes too often follow a one-size-fits-all approach. In this Policy Insights study, we argue that there is a particularly strong case for labour market integration measures specifically geared towards female migrants. The primary reason is the traditionally low female labour market participation in the majority of source countries, which translates into a large excess gender gap in labour market integration among non-EU migrants in Europe. This gap is further mirrored by other important aspects of societal integration. We argue that this lack of labour market integration inhibits wider societal integration of female migrants.
    Hence, integration efforts need to more explicitly take the gender dimension into account and further analyse the determinants of the gender gap in integration. A mapping of successful initiatives targeting migrant women, as has been done in recent best-practice guidelines, is therefore essential.
