"In the past twenty years, supranational employment policy cooperation in the European Union has increased significantly. Whereas plenty of programs on numerous employment-related issues were established, cooperation between the member states predominantly occurs on a voluntary basis. Monitoring is conducted via instruments like peer reviews, benchmarking and mutual learning in the formal framework of the European Semester.
