"The paper is organized as follows: Section 1 discusses the steady state rate of unemployment of an economy where both the vacancies and the unemployed have two alternative search methods available - the registration at the PES and the search market. Section 2 analyses the PES system, Section 3 deals with the search market. In Section 4, firms offering vacancies to the search market rank applicants according to their unemployment status. People who are entitled to UI on average look back on a shorter unemployment spell and on longer work experiences than those who receive UA. Hence firms prefer to fill their vacancy with insured unemployed. The model reveals that ranking can aggravate the negative impacts of the search rule on the aggregate unemployment rate.
