    Abstract

    "The concept of the reservation wage has played an important role in labour market theory, particularly in models of job search, labour supply and labour market participation. We focus on the determinants of reservation wages, with a particular focus on health, which has attracted very little attention despite its importance from a policy perspective. Using UK data we estimate an endogenous switching model which predicts reservation wages for the unemployed and market wages for the employed.     "Standard job search theory assumes that unemployed individuals have perfect information about the effect of their search effort on the job offer arrival rate. In this paper, we present an alternative model which assumes instead that each individual has a subjective belief about the impact of his or her search effort on the rate at which job offers arrive. These beliefs depend in part on an individual's locus of control, i.e., the extent to which a person believes that future outcomes are determined by his or her own actions as opposed to external factors. We estimate the impact of locus of control on job search behavior using a novel panel data set of newly-unemployed individuals in Germany. Consistent with our theoretical predictions, we find evidence that individuals with an internal locus of control search more and that individuals who believe that their future outcomes are determined by external factors have lower reservation wages."     "This paper develops an on-the-job search model with wage posting where unemployment benefits are proportional to past wages. We emphasize that this contributes to increasing the reservation wages of unemployed workers and introduces a feedback effect of the distribution of wages on the distribution of unemployment benefits. We show that the model predictions are consistent with some stylized French facts and quantify the impact of inefficient rejections of low-wage offers by the unemployed. We find that, by reducing the indexing of unemployment benefits to previous earnings and increasing lump-sum transfers, it is possible to increase both employment and welfare."     "The consequences of introducing or tightening time limits on receiving high unemployment benefits are studied in a shirking model. Stricter time limits have an ambiguous impact on the net wage, and changes of utility levels of employed workers and recipients of high unemployment benefits have the same sign as the variation in the net wage. The utility differential between the two groups of unemployed shrinks. The relative income position of skilled workers moves in the same direction as the net wage of unskilled workers.     "We consider a structural dynamic job search model where nonstationarity originates from the change over time in the benefit level, the job offer arrival rate, and the wage offer distribution. The model is estimated on the French sample of the ECHP taking advantage of direct observation of reservation wages, rejected job offers, and associated rejected wages. We find that the offered wages deteriorate rapidly (13.8% over six months, 19.2% over one year, and 30% over two years) and that changes in the wage offer distribution are the unique source of negative duration dependence in the hazard."     Bis Ende 2007 hatten Arbeitslose, die arbeitslos gemeldet und 58 Jahre alt waren, die Chance, das Monitoring ihrer Arbeitsuche ohne Sanktionen zu vermeiden, wenn sie zum frühest möglichen Zeitpunkt eine Rente beantragten. Die Untersuchung analysiert die Wirkungen von Monitoring bei der Arbeitsuche auf die Schwellenlöhne älterer Leistungsbezieher. Die Ergebnisse weisen darauf hin, dass eine Teilnahme an diesem Programm die Schwellenlöhne erhöht. Ob sich dies auf die Dauer der Arbeitslosigkeit auswirkt, bleibt eine offene Frage. (IAB)

    "Dieses Papier wertet den Einfluss von weitreichenden Veränderungen in der Bezugsdauer der Arbeitslosenversicherung in verschiedenen ökonomischen Umgebungen auf Arbeitsangebot, Qualität der Arbeitsstelle und Suchverhalten aus. Wir zeigen, dass Altersbegrenzungen in der Anspruchsberechtigung ein gültiges Regression-Discontinuity-Design erlauben, welches wir mit administrativen Daten auf Basis der Grundgesamtheit der Arbeitslosengeldbezieher in Deutschland über 20 Jahre umsetzen. Wir beobachten, dass Anstiege in der Arbeitslosenversicherung (UI) kleine bis mäßige Effekte auf die Nichtbeschäftigungsrate haben, ein Ergebnis, das robust über den Konjunkturzyklus und verschiedene demografische Gruppen ist. Demzufolge führen große Ausweitungen in der Arbeitslosenversicherung während Rezessionen weder zu andauernden Anstiegen der Arbeitslosigkeitsdauer, noch können sie Unterschiede in der Arbeitslosigkeitsdauer verschiedener Länder erklären. Wir können keinen Effekt von höherer UI Bezugsdauer auf die durchschnittliche Arbeitsplatzqualität finden, aber zeigen, dass der Durchschnitt möglicherweise unterschiedliche Effekte auf die Jobsuche über die Verteilung der UI Bezugsdauer miteinander vermengt. Es scheint jedoch, dass für eine Mehrheit der UI Empfänger eine ansteigende UI Bezugsdauer zu kleinen Abstrichen bei den Gehältern führt." (Autorenreferat, IAB-Doku)

    "Labor market programs may affect unemployed individuals' behavior before they enroll. Such ex ante effects are hard to identify without model assumptions. We develop a novel method that relates self-reported perceived treatment rates and job-search behavioral outcomes, like the reservation wage, to each other, among newly unemployed workers. Job search theory is used to derive theoretical predictions. To deal with effect heterogeneity and selectivity, the effects of interest are estimated by propensity score matching. We apply the method to the German active labor market program system, using a novel data set including self-reported assessments of the variables of interest as well as unusually detailed information on behavior, attitudes, and past outcomes.     "Due to Labor market reforms in Germany some years ago, the incentives to work changed. The paper analyzes the effects of the reforms an the reservation wages for specific groups. The replacement rates implied by the system of unemployment benefits and by the rules of means-tested social assistance are investigated in detail. In addition, the paper describes the development of the replacement rates in the recent decades. It turns out that the replacement rates increased in the period 1950 to 1975. We identify a big impact on subsidized unemployment duration and a small impact on wages on the job that follows the unemployment spell. Wage gains are heterogeneous and concentrated on individuals at the bottom of the pre-unemployment income distribution.     "This paper is based on recently collected and rich survey data of a representative sample of entrants into unemployment in Germany. Our data include a large number of migration variables, allowing us to adapt a recently developed concept of ethnic identity: the ethnosizer. To shed further light on the native-migrant differences in economic outcomes, we investigate the labor market reintegration, patterns of job search, and reservation wages across unemployed migrants and natives in Germany. Our results indicate that separated migrants have a relatively slow reintegration into the labor market. We explain this finding by arguing that this group exerts a relatively low search effort and that it has reservation wages which are moderate, yet still above the level which would imply similar employment probabilities as other groups of migrants."     "One rationale for work-focused welfare reform was human capital theory: work today should raise experience tomorrow, which should raise future wage offers and reduce welfare dependency. Yet few studies have estimated the effect of welfare reform on wages. I approach the problem using a novel sample selection estimator based on reservation wage data. Reservation wages solve the selection problem using bivariate censored regression methods without the need for exclusion restrictions. Whereas OLS and conventional sample selection estimates suggest that reform had little effect on wages, the reservation-wage-adjusted estimates suggest that Florida's welfare reform experiment raised wages by about 4%."     "Search theory routinely assumes that decisions about the acceptance/rejection of job offers (and, hence, about labor market movements between jobs or across employment states) are made by individuals acting in isolation. In reality, the vast majority of workers are somewhat tied to their partners - in couples and families - and decisions are made jointly. This paper studies, from a theoretical viewpoint, the joint job-search and location problem of a household formed by a couple (e.g., husband and wife) who perfectly pools income. The objective of the exercise, very much in the spirit of standard search theory, is to characterize the reservation wage behavior of the couple and compare it to the single-agent search model in order to understand the ramifications of partnerships for individual labor market outcomes and wage dynamics. We focus on two main cases. First, when couples are risk averse and pool income, joint search yields new opportunities - similar to on-the-job search - relative to the single-agent search. Second, when the two spouses in a couple face job offers from multiple locations and a cost of living apart, joint search features new frictions and can lead to significantly worse outcomes than single-agent search."     "Increasing impatience reduces search efforts of unemployed job seekers and therefore decreases the exit rate from unemployment. Also, impatience reduces reservation wage and increases the exit rate. To determine the overall effect of impatience on the exit rate from unemployment, we distinguish between exponential and hyperbolic time preferences. Search effort dominates the reservation wage and decreases the exit rate from unemployment if individuals have hyperbolic, rather than exponential, preferences. Using the French sample of the European Household Panel Survey, we found that search effort has a strong effect on the duration of unemployment, whereas the reservation wage is not significant. This result shows that the job seekers have hyperbolic preferences. Hyperbolic preferences affect problems associated with job search and policies aimed at reducing unemployment."     "This paper exploits survey information on reservation wages and data on actual wages from the European Community Household Panel to deduce in the manner of Lancaster and Chesher (1983) additional parameters of a stylized structural search model; specifically, reservation wage and transition/duration elasticities. The informational requirements of this approach are minimal, thereby facilitating comparisons between countries. Further, its policy content is immediate insofar as the impact of unemployment benefit rules and measures increasing the arrival rate of job offers are concerned.
