Private Arbeitsvermittlung
Seit das Vermittlungsmonopol der BA im Jahr 1994 aufgehoben wurde, sind verschiedene neue Instrumente eingeführt worden, die die Vermittlung von Arbeitslosen in den ersten Arbeitsmarkt mit Hilfe von privaten Vermittlungsdienstleistern verbessern sollten. Dazu gehören die Beauftragung Dritter und der Vermittlungsgutschein. Haben sich die Beschäftigungschancen von Arbeitsuchenden dadurch erhöht? Sind Vermittlungsdienstleistungen privater Anbieter wirtschaftlicher und effizienter als die der öffentlichen Arbeitsvermittlung? Welche Erfahrungen wurden im Ausland gemacht? "Dieser Bericht fasst vorliegende Befunde zum Einsatz und zur Wirkung von Vermittlungsgutscheinen zusammen und diskutiert weitere Forschungspotenziale. Nach § 45 SGB III (4) können die Agenturen für Arbeit und die Jobcenter nach eigenem Ermessen einen Aktivierungs- und Vermittlungsgutschein (AVGS) ausgeben, der zur Auswahl eines zugelassenen Trägers berechtigt. Eine Variante ist dabei der Vermittlungsgutschein für Maßnahmen der privaten Arbeitsvermittlung (AVGS-MPAV). Er kann bei Trägern eingelöst werden, die eine erfolgsbezogen vergütete Arbeitsvermittlung in versicherungspflichtige Beschäftigung anbieten. Arbeitslose, die einen Anspruch auf Arbeitslosengeld haben und nach einer Arbeitslosigkeit von sechs Wochen innerhalb einer Frist von drei Monaten noch nicht vermittelt sind, haben einen Rechtsanspruch auf einen solchen Gutschein. Bei einer erfolgreichen Arbeitsvermittlung in eine versicherungspflichtige Beschäftigung (die bestimmte Voraussetzungen erfüllt) beträgt die Vergütung 2.500 Euro, sie kann bei Langzeitarbeitslosen und behinderten Menschen auf bis zu 3.000 Euro erhöht werden. Dabei sind 1.250 Euro nach 6 Wochen und der Restbetrag nach 6 Monaten Beschäftigungsdauer fällig. Sowohl die Zahl der ausgegebenen als auch der eingelösten Gutscheine ist seit längerem rückläufig. Die Zahl der ausgegebenen Gutscheine (ohne zugelassene kommunale Träger, zkT) sank zwischen 2013 und 2020 von 330.000 auf rund 47.000 pro Jahr. Wurden 2013 noch insgesamt knapp 42.800 Vermittlungsgutscheine eingelöst (mit zkT), waren es 2020 bundesweit nur noch rund 6.900. Über den gesamten Betrachtungszeitraum blieb der Anteil der Gutscheine mit bewilligter zweiter Rate fast konstant bei rund 56 Prozent. Damit dauerte etwas mehr als die Hälfte der Beschäftigungsverhältnisse, die über einen Gutschein vermittelt wurden, länger als ein halbes Jahr. Personen, die Gutscheine erhielten bzw. einlösten, gehören dabei – verglichen mit dem Bestand der Arbeitslosen – überproportional häufig zu Gruppen mit besseren Beschäftigungschancen. So waren Ältere ab 55 Jahren, Langzeitarbeitslose sowie Arbeitslose im Rechtskreis SGB II unter den Personen, die Gutscheine erhielten bzw. einlösten, unterrepräsentiert. Frühere Wirkungsanalysen mit der Methode der „statistischen Zwillinge“ deuten darauf hin, dass der Erhalt eines Gutscheins bei arbeitslosen Personen die Wahrscheinlichkeit erhöht, eine ungeförderte versicherungspflichtige Beschäftigung aufzunehmen. Für Personen, die einen Gutschein erhalten haben, zeigen Analysen der Qualität der aufgenommenen Beschäftigungsverhältnisse: Personen, die den Gutschein einlösten, waren öfter in Leiharbeit beschäftigt und nahmen im Durchschnitt Tätigkeiten mit niedrigerem Anforderungsniveau und geringeren Entgelten auf als Personen, die den Gutschein nicht einlösten. Eine Wiederholung der bisherigen Analysen auf Basis etwas neuerer Daten verspräche kaum neue Erkenntnisse. Für eine weiterführende kausale Wirkungsanalyse schlagen die Autorinnen vor, in ausgewählten Agenturen für Arbeit bzw. Jobcentern für zufällig ausgewählte Personen einen Gutschein auszustellen. Durch die zufällige Zuweisung werden Selektivitäten im ersten Schritt des Vergabeprozesses eliminiert: Die Gruppe derjenigen Personen, die den Gutschein erhalten, würde sich hier weder in Bezug auf beobachtbare noch in Bezug auf unbeobachtbare Merkmale von der Gruppe derjenigen Personen unterscheiden, die keinen Gutschein erhalten. "Employment agencies aim to match individuals to appropriate jobs. There are public and private employment agencies, which co-exist in many countries. Selection effects may be relevant in the sense that private agencies potentially engage in 'cream-skimming' by prioritizing highly qualified workers. The resulting job match quality is also important from an individual, a firm, and a society perspective. We examine the selection into job placement via private and public employment agencies as well as the resulting job match qualities, taking a job-market reform in Germany into account: the introduction of placement vouchers for private job placements. Using representative German panel data, we find that cream-skimming is significantly less pronounced under the voucher policy, as private agencies shift the focus toward unemployed individuals with a voucher. "The use of social contacts in the labor market is widespread. This paper investigates the impact of personal connections on hiring probabilities and re-employment outcomes of displaced workers in Portugal. We rely on rich matched employer-employee data to define personal connections that arise from interactions at the workplace. Our empirical strategy exploits firm closures to select workers who are exogenously forced to search for a new job and leverages variation across displaced workers with direct connections to prospective employers. The hiring analysis indicates that displaced workers with a direct link to a firm through a former coworker are roughly three times more likely to be hired compared to workers displaced from the same closing event who lack such a tie. However, we find that the effect varies according to the type of connection as well as firms' similarity. Finally, we show that successful displaced workers with a connection in the hiring firm have higher entry-level wages and enjoy greater job security although these advantages disappear over time." "This Global Comparative Study on Recruitment Fees and Related Costs was prepared ahead of the Tripartite Meeting of Experts on Recruitment Fees and Related Costs, which took place in Geneva from 14 to 16 November 2018. It brings together the findings from five regional reports that examined 90 national government responses, 18 bilateral agreements and 12 multistakeholder initiatives. The analysis of findings provides a clearer picture of how Member States have addressed the issue of recruitment fees and related costs at the policy level. "Services offered to jobseekers, such as counselling or job-search assistance, are an important component of public employment policies. These services, however, pose several questions. The first, and most natural, is whether they are effective, i.e. whether they improve the situation of jobseekers and if this improvement exceeds the cost they represent. Another question is about the targeting of those services: i.e. who should be offered participation in these programs? Yet another question is how they should be offered. While traditionally they have been offered by the Public Employment Service (PES), questions have arisen about the optimal organization method. Does the PES have the capacity to offer quality and innovative services at the lowest cost and is it able to respond to the constantly renewed needs of jobseekers? In this context, the use of private operators has emerged as a promising alternative. To varying degrees, and also with time fluctuations, many countries have engaged in outsourcing operations. (...) More specifically, there is now a body of scientific research that has addressed the questions of whether outsourcing of employment services leads to reduced cost for the PES and improved jobseeker performance in the labor market. In this paper, we mainly focus on experiments undertaken in Denmark, France, Germany, Sweden and Switzerland. "This article compares the welfare markets in primary health care and 'welfare-to-work' in the UK since the late 1990s. A longitudinal comparison of two different policy areas enables us to study the context in which marketization and the resulting shift of welfare provision takes place. We outline the general background of the market-based reforms and highlight in what way policymakers have ascribed third sector organizations (TSOs) a number of positive characteristics, particularly the ability to address concerns about well-known market failures. While consecutive governments promoted these organizations as welfare providers, case studies of two illustrative provider organizations in each policy area reveal a number of problems regarding their distinctiveness in increasingly competitive welfare markets.
We conclude that the crisp distinction made by policymakers between the third and other sectors as well as the alleged advantages of the former present a rather naïve picture of a complex reality and argue for a more critical view of third sector characteristics and performance. The third sector is not only characterized by a high degree of fuzziness at the boundaries to other sectors, but even within single organizations, which often undergo significant transformations over time. As a result, policy intentions and practical outcomes are contradictory with TSOs losing their alleged distinctiveness as players in increasingly competitive markets. Furthermore, we contend that detailed longitudinal studies of organizations are essential in the advancement of the discussion of the third sector concept as they provide conceptual insights into organizational change and behaviour." "The authors analyze a randomized field experiment in two German labor market agencies that provide public and private provision of intensive job placement services. The findings, based on analysis of administrative agency data over 18 months in 2009 - 2010, show that assignment to public employment services reduced accumulated days in unemployment by one to two months, compared to an assignment to a private provider. The effects, however, were short-lived. Moreover, two-thirds of the effect is attributable to labor force withdrawals. Finally, several important differences in the modes of service provision are only partially attributable to inherent aspects of in-house production and contracting out." "Arbeitsmarktpolitische Maßnahmen sollen die Beschäftigungschancen ihrer Teilnehmer erhöhen und damit einen Beitrag zur Bekämpfung von Arbeitslosigkeit leisten. Der Fokus dieser Dissertation liegt auf der Evaluation solcher Maßnahmen, die private Träger im Auftrag und finanziert von der öffentlichen Arbeitsverwaltung erbringen. Um die Durchführung solcher Maßnahmen findet Wettbewerb statt, und die öffentliche Arbeitsverwaltung als Geldgeber und als Repräsentant der Arbeitsuchenden fragt entweder indirekt über Gutscheine oder direkt über Ausschreibungen Arbeitsmarktdienstleistungen nach. Dabei agiert die öffentliche Arbeitsverwaltung als Gatekeeper, d.h. als Schlüssel für den Zugang zu Maßnahmen aktiver Arbeitsmarktpolitik. Die empirischen Analysen beziehen sich auf Arbeitsvermittlung, Bewerbungsunterstützung und auf Weiterbildungsmaßnahmen. Im Mittelpunkt steht die Frage nach der Wirkung dieser Maßnahmen, die mit Hilfe von administrativen Prozessdaten des Instituts für Arbeitsmarkt- und Berufsforschung beantwortet wird. Es geht sowohl um die Effektivität dieser Maßnahmen für unterschiedliche Gruppen von Arbeitslosengeld-II-Empfängern als auch um den Einfluss der Maßnahmekonzeption sowie von Vertrags- und Trägerstrukturen auf die ihre Wirksamkeit. "This article addresses the market for employment services. It adopts a dynamic perspective on welfare markets and demonstrates how the institutional design of quasi-markets in the Danish Public Employment service has been promoted, altered, and re-regulated over a period of 10 years. It was in 2002 when quasi-markets have been created by using the instrument of contracting-out employment services to private providers. Seen from the perspective of policymakers at the national level, contracting-out is attractive as it has a buffering function and allows adapting the amount of the public financed employment services comparatively easy to changing needs resulting from changing labor market conditions. However, contracting-out makes accountability to public goods more difficult as the chain of accountability is stretched or may even be broken. Against the background of accountability scandals, which have revealed the poor quality of privately provided services, the market design was re-modelled again by replacing standardized national tendering with a decentralized, partnership-based and dialogue-oriented approach, where services are developed in joint efforts between purchaser and provider. All in all, the development of quasi-markets in the Danish Public Employment system can be described as a partial reversal from marketization. Reporting from a randomized field experiment conducted in Denmark we assess empirically the case for contracting out employment services for a well-defined group of highly educated job-seekers (unemployed holding a university degree). "In Sweden, the new government that took office in 2006 gave the Public Employment Service instructions to introduce private contractors as a complement to publicly provided services. In this paper I use survival analysis in an intention-to-treat approach to compare time to employment of jobseekers in labor market areas that cooperated with private contractors with jobseekers in labor market areas that did not cooperate with private contractors, all within the program Job and Development Guarantee. I use register data from the Swedish Public Employment Service and exploit within region and period variation in a differences-in-differences approach. I find that the labor market areas that cooperated with private contractors had lower turnover to employment than labor market areas that did not cooperate with private contractors. The observed result could be due to different reasons. However, among other things, the contract agreement with private contractors was not optimally designed with a poor incentives structure. Abstract
Die Antwort der Bundesregierung zum Thema 'Vermittlung in Arbeit' beinhaltet Angaben zur Vermittlungsquote der Jobcenter und Arbeitsagenturen, die absoluten Zahlen der Vermittlung in ungeförderte Beschäftigung, den Anteil der Leiharbeit, die Dauer der Beschäftigung nach Vermittlung, liefert Erkenntnisse über Personengruppen mit signifikant geringerer Vermittlungsquote, die Beschäftigungsaufnahmen ohne vorangegangene Vermittlung, und die bei der Arbeitssuche begangenen Suchwege. Generell wird die Bundesregierung nach ihrer Einschätzung zur Bedeutung der Beteiligung von Arbeitsagenturen und Jobcentern am Ausgleichsprozess des Arbeitsmarktes sowie zu den Gründen befragt, die die Unternehmen die BA bei der Stellenbesetzung in Anspruch nehmen lassen. Schließlich werden die Branchen mit den meisten und die Branchen mit den wenigsten offenen Stellenangeboten laut Datenbanken der BA aufgelistet. (IAB)

Abstract
In vielen Ländern werden Vermittlungsdienstleistungen an private Dienstleister, sogenannte private "Dritte", übertragen. Bislang gibt es jedoch wenig Evidenz darüber, wie die Verträge mit privaten Dritten ausgestaltet sind, und wie deren Vergütungsstruktur auf ihren Eingliederungserfolg wirkt. Diese Studie trägt zur Literatur bei, indem sie detaillierte Informationen über die Vertragsausgestaltung und die Vergütung von privaten Dritten für die Jahre 2009 bis 2010 präsentiert. Basierend auf umfangreichen und neuerschlossenen Daten schätze ich durchschnittliche marginale Effekte unterschiedlicher Vergütungskomponenten auf den Integrationserfolg privater Dritter in kurzer und längerer Frist. Die Schätzergebnisse weisen darauf hin, dass hohe erfolgsunabhängige Aufwandspauschalen die Wiederbeschäftigungschancen von Arbeitslosen senken können. Dies hängt beispielsweise von den zu vermittelnden Arbeitslosen, oder auch von den Charakteristika der Vermittlungsdienstleister(-märkte) ab. Hohe erfolgsabhängige Eingliederungshonorare haben im Durchschnitt jedoch positive Effekte auf den Vermittlungserfolg des privaten Dritten in kurzer und längerer Frist. Hohe Malus-Komponenten haben im Mittel keinen Effekt auf die Vermittlungsdienstleistung.

"Marketization is an important component of international shifts in the governance of employment services. Despite contrasting underlying welfare systems and employment services of different scales and character, both Denmark and Great Britain were distinct from many other comparable countries in contracting out employment services in the late-1990s. By comparing the starting positions and divergent trajectories of marketization in these two very different welfare systems, we see some common traits in how it so far has been difficult to make marketization deliver on its promises. We find in both cases difficulties for the contracted-employment services to reduce bureaucracy, save money through innovation, realize user choice, prevent poor quality services or increase efficiency/effectiveness through better job outcomes. Instead we find, paradoxically, that the market could not operate without re-regulation. In the absence of the intended effects, we furthermore question why policymakers in such different socio-political contexts continued to support the marketization strategy. The explanation is found in combination with wider governance and policy shifts, which have contributed towards altering the governance mix to reposition key actors and interests in ways that would have otherwise been contested." "In many countries welfare services that traditionally have been provided by the public sector are being contracted out to private providers. But are private contractors better at providing these services? We use a randomized experiment to empirically assess the effectiveness of contracting out employment services to private placement agencies. Our results show that unemployed at private placement agencies have a closer interaction with their case worker than unemployed at the Public Employment Service (PES); e.g., they receive more assistance in improving their job search technology. We do not find any overall difference in the chances of finding employment between private placement agencies and the PES, but this hides important heterogeneities across different types of unemployed. Abstract
"There is a longstanding debate on the advantages of quasi-markets for placement services compared to their public deliverance. During 2009, the German Public Employment Service (PES) implemented a randomized field experiment to investigate if intensive services for hard-to-place unemployed individuals can be provided more effectively by such private providers or by PES in-house teams. Unemployed persons were assigned to intensive services for a period of eight months. This paper presents the first results of this experiment; the observation period covers 18 months after assignment. Initial in-house provision reduces accumulated days in unemployment by one to two months. Approximately two thirds of this effect is attributable to labor market withdrawals. The effect on the share of individuals in a given labor market status (unemployed, employed, and withdrawn) occurs mainly during the program period of eight months and disappears by the end of the observation period. We conclude that in a particular environment, the public provision of placement services can be as least as effective as contracting-out - a simple comparison of effectiveness might, however, be misleading." Abstract
"Contracting out public services to private firms has ambiguous effects when quality is imperfectly observable. Using a randomized experiment over a national sample in France, we compare the efficiency of the public employment service (PES) vs. private providers in delivering very similar job-search intensive counseling. The impact of each program is assessed with respect to the standard, low intensity track offered by the PES to the unemployed. We find that job-search assistance increases exit rates to employment by 15 to 35%. But the impact of the public program is about twice as large as compared to the private program, at least during the 6 first months after random assignment. We argue that the observed contract structure with the private providers has not overcome the underlying agency problem. We find no evidence of cream-skimming: rather, it seems that profit maximizing private providers have found it optimal to enroll as many job-seekers as they could, but to make minimum effort on the placement of some of them." "Der Beitrag gibt einen ergebnisorientierten Überblick über den Stand der Evaluation der aktiven Arbeitsmarktpolitik in Deutschland. Die Befunde weisen überwiegend darauf hin, dass die meisten Maßnahmen bzw. Instrumente (als solche werden Maßnahmen bezeichnet, die auf der Grundlage einer gesetzlichen Normierung erbracht werden), die Beschäftigungschancen zumindest bei bestimmten Personengruppen steigern können. Verbesserungspotenzial besteht vor allem bei der zielgenauen Auswahl der Teilnehmer, die durch bestimmte Instrumente gefördert werden. Im Einzelnen lässt sich festhalten: Zur Unterstützung des Vermittlungsprozesses an Dritte überwiesene Personen waren später kaum häufiger beschäftigt als jene, die durch die Arbeitsagentur betreut wurden. Bestimmte Gruppen von Arbeitslosen konnten aber von der Überweisung profitieren. Etwas besser sind die Ergebnisse beim Vermittlungsgutschein. Eingliederungszuschüsse, betriebliche Trainingsmaßnahmen und die Gründungsförderung haben besonders positive Effekte auf die Beschäftigungschancen der Geförderten. Grundsätzlich besteht allerdings bei allen Maßnahmen, die mit einer Beschäftigungsaufnahme einhergehen, ein Risiko von Mitnahme-, Substitutions- und Verdrängungseffekten. Berufliche Weiterbildung und nicht-betriebliche Trainingsmaßnahmen erhöhen ebenfalls die Chancen auf eine reguläre Beschäftigung, allerdings häufig erst mit Zeitverzögerung. Beschäftigungsmaßnahmen verbessern die Integrationschancen bei arbeitsmarktfernen Gruppen. Für Personen, die dem Arbeitsmarkt näher stehen, können sie schädlich sein.
