Evaluation of a pilot project on the implementation of job placement procedures carried out by the Federal Employment Agency

Abstract

In order to better align placement and counseling with the individual needs of jobseekers, the Federal Employment Agency has launched a pilot project on new processes in employee-oriented placement services. A central component of the pilot project is to adapt the intensity of counseling according to the individual support needed by jobseekers. In our implementation study related to the pilot project, we examine how the changes in employee-oriented job placement services are implemented and what experiences placement advisors report with counseling jobseekers under the conditions of the pilot project. The study utilizes qualitative research methods, in particular interviews and group discussions with placement specialists in the four participating agencies that will be conducted during the one-year pilot period.
