Counselling Concept for Job Seekers under Social Code III

Abstract

The introduction of a new counselling concept (Beratungskonzeption, Beko) was meant to improve the quality of counselling and job placement within the Federal Employment Agency. It forms the basis for qualification of all case workers. Supplementing the "Four Phase Model" (4PM)of case work - the counselling concept aims at establishing a reciprocal relation between case worker and customer which still focusses on integration. 
The study analyzes to what extent the aims of Beko are reached: Does case work change? How does target setting take place? How do conceptual diffences influence implementation? The project ist conducted by a consortium led by the Soziologisches Forschungsinsatitut Göttingen (SOFI).
