Temporary Social Participation? How Subsidised Employees Navigate Uncertain Employment Prospects

Abstract

"The Participation Opportunities Act aims to enhance the social participation of long-term recipients of basic income support through subsidised employment and accompanying coaching, which succeeds under certain conditions. However, wage subsidies are time-restricted and not all subsidised employees transition into unsubsidised employment. Yet, the question of how their participation develops after subsidies end remains largely unanswered. Drawing on biographical-narrative interviews with 33 subsidised employees, this article examines their employment status, perspectives on the (impending) end of subsidies, and subsequent social participation. The findings reveal heterogenous outcomes: while some actively manage transitions, those furthest from the labour market require intensified support."
