Auswirkungen zusätzlicher öffentlicher Finanzierungshilfen auf das Überleben von aus der Arbeitslosigkeit gegründeten Unternehmen
Abstract
"Prior unemployed people setting up new businesses in Germany have the possibility to receive a grant offered by the Federal Employment Service called bridging allowance. Moreover they may also apply for an additional public support program. Up to now there is no evidence for a causal effect on the survival chances of this additional support. Taking this question into account a new dataset is used drawn from a survey conducted in 2002 in cooperation with six local labor offices in the northeast of Lower Saxony (Northern Germany). The data covers 874 entrepreneurs who applied for the bridging allowance program between 1995 and 2000. A subpopulation of 124 entrepreneurs also received public loans to start up their businesses. Taking selection effects into account a matching approach is used to evaluate the causal effect of additional financial support. The analysis shows that those who received public loans have an exit probability that is 6,9%-points lower than those who did not. Using a bootstrapping procedure to estimate confidence intervals the evaluation demonstrates that the thesis of a negative causal effect could not be rejected. A statistical significant positive effect of an additional financial support is only identified for the very short and the very long time period." (Author's abstract, IAB-Doku) ((en))
