Effects of the Corona crisis on further training measures

Abstract
Online instruction in subsidized further training has rapidly expanded in the last few years. This project exploits the exogenous and unanticipated switch to online instruction caused by the lockdown measures imposed during the Covid19-pandemic. This enables us to circumvent problems related to selection into course format by training providers and participants. Combining survey and administrative data and applying an event-study approach with inverse probability weighting, we analyse the effects of online teaching compared to face-to-face instruction on unemployed course participants' labour market outcomes. We restrict the analysis to courses in occupations with a high working-from-home potential.
