Zur Änderung des Schulgesetzes in Nordrhein-Westfalen

Abstract

"The present IAB statement on the change of the education act in North Rhine-Westphalia addresses the draft bill of the federal state government (printed matter 17/2115) dated 8 March 2018, and, in doing so, considers the criticism regarding the bill expressed by the opposition party SPD (printed matter 17/1818).<br> The draft bill by the factions of CDU and FDP implies general return of all public higher-level secondary schools (Gymnasium) to a nine-year course of education (G9) as from the school year 2019/2020. The change starts with grades five and six of the Gymnasium-type school and thus also affects pupils admitted as of the year 2018/2019. Departing from this, Gymnasium-type schools can stick to the eight-year course of education (G8) if this has been agreed upon with the required two-thirds majority in a one-time resolution by the school council possible at the beginning of the school year 2019/2020. A higher-level secondary school (Gymnasium) can follow either the nine-year or the eight-year course of education. Yet in higher-level secondary schools (Gymnasium) with the nine-year schooling, it must be possible to individually skip one grade, or to do so in groups.<br> Along with the one-time decision, after the year 2019/2020, higher-level secondary schools (Gymnasium) with G8 may be established, or G9-type schools can be changed into G8 ones by school authorities upon providing a needs-based rationale.<br> The statement will provide an explanation on the significance and benefits of the evidence- based policy, depict the results of the G8 concept by means of an overview of relevant scientific studies, and give recommendations on the draft bill of the federal state government."
