Evaluation von Leistungen zur Teilhabe behinderter Menschen am Arbeitsleben

Abstract

"From the perspective of persons in occupational rehabilitation (financed by the Federal Employment Agency), the project report at hand informs about how occupational rehabilitation promotes social participation and employability. Furthermore, occupational rehabilitants talk about their individual definition of 'success', about reconciliation of family, health and occupational rehabilitation, about their experience with occupational rehabilitation in general and with different actors within the process in particular. The qualitative analysis refers to 85 narrative interviews with persons from both first and re-integration. With respect to the general experience with the rehabilitation process at least three types of persons are to be identified: persons perceiving occupational rehabilitation as an opportunity (1), as a challenge (2) and as a struggle (3). The individual employability is often rated as poor by the interviewees at the beginning of the rehabilitation process; however, most participants hope to improve employability by particularly improving their qualification. The individual experience of social participation is mainly determined by having a perspective for the future. If interviews anticipate their future positively, they feel more socially attached. In defining the success of occupational rehabilitation, the labour market integration is of central interest for the rehabilitants. Furthermore, the successful completion of labour market programmes is mentioned, as well as improvements in terms of e.g. self-efficiency and health. Most company-related experience is limited to internships and vocational training. Looking back, labour market integration is viewed successful and sustainable by the interviewees if supervisors were cooperative towards their specific needs. The public employment agency only played a minor role for the interviewees; however, they regarded the (pedagogical) staff at the service providers as central contact persons who often function as mediators between rehabilitants, the public employment agency and companies. Rehabilitants talk about similar problems and solutions regarding the reconciliation of family, and rehabilitation as working people. Time constraints generated by the participation in measures is mainly mediated by referring to close social contacts, as long-term solutions are needed. Nonetheless, additional reconciliation opportunities in the context of occupational rehabilitation are used, as well. In sum, the in-depth interviews contribute to uncover individual heterogeneities between rehabilitants that are relevant for the evaluation of occupational rehabilitation.
