From unemployment benefit II receipt into employment : Removing labour market barriers facilitates transitions

Abstract

"It is a primary goal of the basic income support system in German social code II to terminate recipients' reliance on benefits through jobs that supply a sufficient income. However, it has been diagnosed in the past that most recipients are not successful on the labour market and accordingly remain dependent on benefits for long time periods. Thus, it is an important research question who finds jobs with sufficient incomes and what keeps others from finding such jobs. This article investigates the effect of individual labour market barriers and the consequences of removing them. Results show that long term benefit receipt, health impairments, being older than 50 years, insufficient command of the German language, lacking school and vocational degrees, being a mother and caring for relatives in need of care reduce transition rates substantially."
