Fixed-Term Employment in the Public Sector : Fixed-Term Contracts in the Public Service, Redundancies in the Private Sector

Abstract

"This research report analyses the development and structure of fixed-term contracts in the German public sector in comparison with the private sector. We explain the different relevance of fixed-term contracts for both sectors by analyzing employers' motives for applying fixed-term contracts, and by examining transition- and separation rates for employees with fixed-term contracts. In addition, we focus on further instruments of personnel adjustment, for example dismissals and flexible forms of employment. The analyses are predominantly based on the IAB-Establishment Panel; administrative data on public service personnel; and on the German micro-census. An expert survey of personnel managers and personnel councils of 15 selected public service organizations complement the quantitative analyses." (Author's abstract, IAB-Doku) ((en))
