On the development of participation in employment during and after the financial crisis
Abstract
"Crisis? What crisis? Those observing the German labour market after 2008 may well ask this question. At first sight at least, the development of the labour market appears to be an impressive balance of success:<br> - In 2013, the lowest values for underemployment and the highest level of employment subject to social security contributions since reunification had been reached; at the same time, employment was at an all-time high. <br> - Germany had the lowest youth unemployment in the European Union. <br> - In some regions of southern Germany there was practically full employment with an unemployment quota of 3%. <br> At the same time, the prognoses for the future appeared optimistic, even if the further drop in unemployment in 2014 was not progressing well despite the accelerating economic growth. Nevertheless this successful balance also had its shadow sides: these concerned the quality of employment, signs of a stronger segmentation of the labour market, and higher inequality of wages. <br> But first to the sunny side of the development which internationally was termed the German employment miracle.
