The further training of atypical employees

Abstract

"Over the last decade, atypical forms of employment such as temporary agency work, temporary employment and minijobs have increased in number greatly. This development has been discussed extremely controversially both by the general public and in academic circles. In order to make assessments about atypical forms of employment, the chances of a transition into a normal working relationship are therefore of central importance because good chances of transition would relativize poor pay, job insecurity, and the problems of social security that are often linked to atypical employment relationships. The chances that atypical employees have of moving on into a normal working relationship can be substantially influenced by their participation in further training. This is the reason why, in the current paper, the opportunities that atypical employees have of participating in further training are studied and compared to those of persons in normal working relationships. To do this, first the results of empirical analyses on the basis of the data of the BIBB/BAuA-Erwerbstätigenbefragung (survey of persons in employment undertaken by the Federal Institute for Vocational Education and Training, BIBB, and the Federal Institute for Occupational Safety and Health, BAuA) for the years 2006 and 2012 are presented. It became apparent that all groups of atypical employees (part-time employees; "marginal" part-time workers; those in temporary employment; and temporary agency workers) have less access to measures of formal occupational training than the corresponding reference group."
