Little light, much shadow : the third sector as a field of experiment for labour market policy
Abstract
"Atypical employment relationships such as part-time jobs and temporary working contracts are beginning to dominate the third sector more and more. Especially because of the 1-Euro jobs, there is the threat of a deterioration in the quality of working relationships coupled with the development of a low wage sector. In eastern Germany, 16 per cent of those in gainful employment in the third sector are engaged in 1-Euro jobs. Analyses show that, while the number of persons employed in the third sector over the last few years has remained relatively stable, the pattern of employment has changed drastically. The third sector is losing in attractivity because of the high proportion of part-time employment, temporary working contracts and 1-Euro jobs.
