Rights and duties from beneficiaries' viewpoint : understanding and handling of social policy and labour market policy measures included in Social Security Code II

Abstract

"'Activation' is a central maxim of the contemporary welfare state reform. By this to a larger extent responsibility foot coping with the situation is ascribed to unemployed persons and persons in need, but also autonomy in acting. Transfer recipients shall participate substantially in constructing and implementing plans aimed at their support and integration. But from a practitioner's perspective this ideal of participation, personal activity and responsibility often turns out to be Pandora's Box. Because achieving the target of self-supporting and sustainable activity relies on the structure of the beneficiary's self-interpretation and world-view which may be idiosyncratic and cannot be controlled. Based on qualitative empirical evidence the paper shows how different interpretative horizons (political, economical, pedagogical and moral) may influence patterns of coping with welfare state measures."
