Holistic support in the context of publicly subsidized employment – discontinuity in time and personnel as a disruptive factor

Abstract

"A key component of subsidized employment under the Participation Opportunities Act is the holistic employment support (“coaching”) that serves in particular to stabilize the subsidized employment relationships. Conceptually, this support service is conceived as a continuous process that extends over the entire duration of the subsidized employment. Based on survey data from the jobcentres and qualitative case studies, we examine the occurrence of various forms of discontinuities in employment support and their consequences for its practice. On the one hand, it becomes clear that discontinuous employment support occurs very frequently overall. On the other hand, the case studies in particular indicate that successful support that does justice to its mission requires a working relationship that is as continuous as possible between all parties involved: support workers, those receiving support and employers."
